Speeding up building consents The Tasman District Council is playing catch-up after resolving a problem with its new electronic building consent application process and is now looking at ways of making the process even faster. The council introduced an option for electronic applications in April to reduce the amount of paper work and streamline the process. However, Environment and Planning manager Dennis Bush-King says a problem with the new technology put the brakes on the system contributing to a big increase in processing times in June. Dennis says the technology issues were compounded by a staff shortage and a significant increase in consent applications. He says it was a “perfect storm in June” that resulted in a record low of 64 per cent of applications being completed within the statutory time frame of 20 working days. However, Dennis says the problem with the new technology has been resolved and pro-

Tim says they also have the power of discretion to determine if something needs a consent, and he has asked for a report on that as well. Tim says Tasman could also adopt some of the fast-track practises implemented by the Selwyn District Council in Canterbury last year, which slashed its building consent processing times. Selwyn introduced an on-line process last year resulting in the average processing time falling from 14 working days last year to 11 working days this year despite building consents increasing from 2390 to 2790 in the same period. In contrast, Tasman’s processing times increased from nine working days to 14 in the last year. Dennis says the council is also keen to get some input from the building industry and will be holding a meeting later this month.

Last week Amy Mcilroy was standing on a podium in Glasgow with a bronze medal draped around her neck, but this week she was back at work in Richmond, standing in front of a preschool full of children. The lawn bowler, who works at Little People Early Learning Centre, has just returned from competing at her very first Commonwealth Games, where she was part of the bronze medal-winning women’s fours, alongside United club-mate Val Smith, and Mandy Boyd and Selina Goddard. She was greeted at the airport by her staff mates and children from the preschool last week. “It was so amazing to have them there. I tried to make a little display for them to understand it all and brought them back some gifts to have here at preschool, but my staff, the kids and the parents have just been amazing, I couldn’t ask for better,” says Amy, who had been in contact with the preschoolers via Skype throughout the Commonwealth Games. The 22 year old, whose husband Shannon was also competing in Glasgow, had “the best time” at the Common-

Kyle Paki Paki, Philip Walker, Adam Black and Gary Miller, won the bravery and heroism award for their rescue of the Fa’avae family at Saltwater Creek last winter. While Ian Price also took home the top award in the environmental category, for his work in restoring an alluvial forest in the ex-

tremely fertile Paremata Flats at Cable Bay. The Pride of New Zealand Awards recognise inspirational acts of bravery, kindness, and community spirit. The awards are split into four regional groups, with the winners of the six categories in each region going on to the national finals on September 10. Athletics club Hand over $20, get a $30 voucher ‘hopeful’ for compromise A back-down from organisers of the Cricket World Cup, by allowing the Auckland Nines event to go ahead, has locals hopeful there will be a similar back-down at Saxton Oval for athletics. Derek Shaw is a former councillor involved with Athletics Nelson and is “hopeful” track and field will be in action at Saxton Oval during the Cricket World Cup. As part of its contract with Nelson City Council, Cricket World Cup has exclusive use of the athletics track from January 26 until March 15 – the peak of the track and field season – despite all the games being held next door. The exclusivity of the cricket oval, athletics track, pavilion and in-field of the track runs from 21 days prior to the first match until ten days after the last one. But an exemption to allow the NRL Nines to be held at Auckland’s Eden Park for three days, during their same exclusivity period, has given Derek hope that Athletics Nelson can also get some sort of a compromise. “People have become more optimistic that Cricket World Cup will start focusing on some of the smaller details and realize they don’t need all of that exclusivity time. That news from Auckland gives us some further encouragement that there’s scope for a compromise.” Derek, one of three Athletics Nelson representatives to be involved in formal discussions with Nelson City Council, says the ideal solution would a compromise of two or three days either side of the matches on February 16, February 19 and March 5, and use of the timing room for “one or two significant meets”. “That would enable a lot of athletics to still continue, the kids stuff right through to the senior Twilight Series meets and some of the bigger meets as well,” he says. “Track and field athletes definitely need access to the facilities there.” It’s still unclear what the athletics track will be used for during the Cricket World Cup although, during the Black Caps versus West Indies One Day International, the inside was used as a children’s entertainment area and the surrounds were used by food vendors. A representative from Cricket World Cup is due in Nelson before the end of the month, but Derek was unsure whether Athletics Nelson will be involved in discussions with him. “We need to talk to council about that, whether we are involved in those discussions directly, but I’m not sure. We’ve certainly offered to help.”

Wakefield assault Christians helping locals in poverty Forty one year old Wakefield man Paul Walker was remanded on bail when he appeared in the Nelson District Court on Monday, charged with Wounding with Reckless Disregard. The charge relates to an incident at the Wakefield Hotel on 21 June 2014 following a pig hunting competition. The assault occurred in the toilets at the hotel and the 46 year old victim received serious facial injuries. Police believe a second person was present at the time and are seeking information from the public to identify that person. People living in debt and poverty will be able to get free financial and spiritual advice from an international Christian charity, after it opened a centre at the Hope Community Church near Richmond on Monday. Christians Against Poverty was founded by John Kirkby in England in 1996 and subsequently expanded into New Zealand and Australia. It officially opened its latest centre in this country in partnership with the Hope Community Church, and centre manager Dave Harris says they are looking forward to helping the community. Dave says staff from the Richmond centre, one of 31 around New Zealand, are now visiting clients and their families in their homes around the Waimea district and in Stoke He says they offer a combination of advice, financial education, expert budgeting, insolvency services and ongoing support to people living under the burden of unmanageable debt. “The organisation understands that unmanageable financial debt places the biggest burden on marriages and family lives and this initiative is to give something back to the community,” he says. ““Being able to work with people to help

Funding boost for Tasman’s rivers

A research project, looking at ways of controlling erosion and sedimentation of rivers and streams around the Tasman district, has received $120,000 in funding from the Government’s Community Environment Fund. Environment Minister Amy Adams last Friday announced the funding for the project, which Tasman district deputy mayor Tim King says is very relevant to the re-

gion. Tim says erosion and sedimentation of waterways is an issue in the Tasman district because it is often associated with farming, forestry and construction. "Of all the water quality issues, sedimentation doesn't get much attention, but it can be a real problem wherever there is construction, farming and forestry," Tim says. "The Ruby Bay bypass was an example where a lot of Moutere clay country was

opened up and there was a very comprehensive sediment control programme in place." Tim says the project will be a combination of reviewing existing research and filling any gaps that exist. It is likely to be managed by a group of regional council representatives and contracted out to research entity. Amy says the project will "ultimately lead to better guidance on best-practice

erosion and sediment control for landowners and councils around the country". “It makes sense to address this issue under a single programme, rather than have individual councils duplicating the work as they deal with the issue of sediment,” she says. The $120,000 funding is from a targeted round of the Government’s Community Environment Fund.

Nelson-Tasman has one of the fastest-growing elderly populations in the country, and that means agencies like Age Concern have never been busier. The four-strong team at Age Concern covers the whole Nelson and Tasman region and operates on a budget stitched together from government contracts, community fundraisers and grants from community trusts. For that, it delivers various educational seminars as well as its popular visitor service and elder-abuse prevention. Manager Sue Tilby says money is always a problem, so they’ve applied to win the Car Company $10,000 Charity Drive. “The older population is growing rapidly, and in Nelson and Tasman it’s at a much higher rate [than nationally].” Age Concern has 80 volunteers who work on its accredited visitor service, where they visit lonely and isolated older people in the community. But the rapid rise of elder-abuse means Age Concern is battling to keep the community educated on a tight budget. “We need the money to provide the extra services, as well as our primary services. We never have enough time for our elder-abuse service, and self-neglect is huge in Nelson at the moment,” says Sue.

Elder-abuse, either financial or self-neglect, is of huge concern, says Age Concern’s elder-abuse and neglect-prevention adviser, Jess Breeze. She says there has been 15 cases of self-neglect since the start of the year. “It’s absolutely tripled since last year and our work in trying to prevent it is not funded [by the government].” There have also been 65 cases of financial abuse since January 1, with 77 per cent of that from sons and daughters of the older person, says Jess. “People will start to misuse someone’s eftpos card, by getting a few of their own groceries when they’re doing a nice thing for the elderly person. But greed increases and it ends up being a lot more and a lot more.”

Museum commemorates start of First World War The Murchison Museum is holding an exhibit this month which commemorates 100 years since the beginning of World War I. The project took about two years to put together, and Judy Peacock, of the Murchison Museum, says it started with research on the soldiers who died in the war, before focusing on the returned servicemen. “We’ve got in total about 200 names, and there are photos, memorabilia, copies of letters which were sent home from the war and a display of artefacts which were loaned,” she says. All of the soldiers mentioned in the exhibit were either from Murchison or had a connection with the area at some stage, and Judy says it’s an integral part of Murchison’s history. “Some of them were just born here, or educated

here but there is a definite Murchison connection with every soldier,” says Judy. “Our population at the time was probably only a little over 500 and to have the number of names is quite staggering. It wasn’t until I did the search that I knew just how many went from here.” The reason the project has taken so long to complete is due to the time it took for the military archives to be digitalized. “They really didn’t start coming along until this year, but it was also about finding out what families these people belong to, tracking them down and finding out what memories they had. It was quite a lengthy process.” The display has already begun and will run until the end of August. The museum is open weekdays and most weekends. Entry is by donation.

Dog causes crash: Maybe not a legal requirement to restrain a dog, but definitely a legal requirement for all passengers to wear a seat belt!! Seriously (via nelsonweekly.co.nz). Fore marriage In 2013, 19,237 weddings of NZ residents were conducted. In the same year 8,270 divorces were granted. For the last five years the divorce rate averaged around 9.8 divorces for every 1,000 existing marriages. The divorce rate seems to be going down, most likely because fewer people are getting married in the first place. Maybe fewer of us are getting married because we understand that marriage is not all flowers and champagne. Marriage costs much more than a wedding. Apparently an average NZ wedding costs $30,000! That’s a significant financial investment — nearly enough for the deposit on a small house. We all know what a wedding is. What is a marriage? It can be defined as the social contract and institution under which a couple live together (usually monogamously) for the rest of their lives. For Christians marriage is a covenant; a solemn promise between three parties — the couple and God. A wedding is a beautiful thing. A good marriage is even more beautiful. If you ask anyone who is happily married, they’ll tell you it doesn’t happen without hard work. Rod Stewart apparently said he didn’t want to work at love — it should just happen. Love and marriage don’t just happen.

The Bible has a lot to say about marriage and it’s not all about wives submitting. Marriage begins with the couple leaving their parents to become ‘one flesh’. They commit to their lives together; to respect and care for each other and to love no matter what. Love is action. Love isn’t always ‘me first’ nor does it keep a record of past hurts. Marriage has seasons; the first heady days of spring; full of passion and excitement. Summer brings a greater trust and commitment to growth. Autumn can involve drifting apart and also letting go of unhelpful aspects of the relationship. Winter can bring hurt, anger or disappointment. Each stage is normal. Winter doesn’t inevitably result in divorce. It can be an opportunity for honest discussion and consideration of each other’s needs. It will involve some changes. Love and marriage involve discipline and commitment to the well-being of the other. Love is determined action, not just talk. Sometimes it is hard work and sometimes pure joy; mostly somewhere in between. Marriage is a God-given idea and it’s worth fighting for. By Ross Ferguson, Richmond Community Church Did you know that the average person has over 30,000 thoughts a day and that more than 75 per cent of the illnesses that plague us are a direct result of our thought life? What we think about affects us physically and emotionally. Through an uncontrolled thought life, we create the conditions for illnesses of every type. Medical research points to the fact that thinking and consciously controlling your thought life is one of the best ways, if not the best way of detoxing your brain. It allows you to get rid of those toxic thoughts that can consume and control your mind. Consciously changing your thinking and controlling your thought life means not letting negative, faulty, or destructive thoughts into your mind. While we can’t control events and many of the circumstances of life, we can control our response to those events through making right choices. There is a word in the scriptures that is poorly understood, but it is a key to overcoming the thoughts that can be so damaging. The word ‘repent’ means to change your mind or to change the way you think, and to change direction and go God’s way. Paul says in Romans 12:2 “Don’t

copy the behaviour and customs of this world, but let God transform you into a new person by changing the way you think.” Your mind is your most precious resource and it is imperative that you look after it by feeding it the right stuff. The one true freedom that no one can take from you is the freedom to choose what you think. Your life today is a result of your thinking yesterday and your life tomorrow will be determined by what you think today, so why not choose today to follow the path that leads to life? People carry beliefs their entire lives that they were told during their formative years, negative beliefs and lies that have contributed to hurts, addictions, dysfunctional relationships and poor health. Fear, anxiety, unforgiveness, bitterness, and resentment all are negative and destructive attitudes or behaviours which come from thoughts that are negative, and will therefore have negative and destructive outcomes. Paul summed it up on how to live well and to know what it is to have peace of mind: “Fix your thoughts on what is true, and honourable, and right, and pure, and lovely, and admirable. Think about things that are excellent and worthy of praise ….then the God of peace will be with you.”

Hope Community Church has come a long way from its first gatherings in 1914, when Church was a formal occasion that required families to don their finest clothes and make their way to the service by foot or whatever means of transport they had. Today Hope Community Church stands proud as a well-used and wellloved community facility that is set to celebrate its 100 year anniversary. The original church gave Christian followers a place of their own to meet, pray and hold services after the half acre section was bought by the group for around fifty pounds. In 1914 the area was not so densely populated and it wasn’t exactly a place you would expect to find a church, but Ranzau School has always been a much appreciated neighbour and as Richmond

has expanded the church too has grown in size. Over time, the church has become more outwardly focused in a bid to make their facility a great place, not only for church goers but for the wider community too. Their renovations in 2007 saw the investment of much time, effort and money go into bringing the church into the twenty-first century, which included focusing on the children and young families. “We value kids and we value young families. We want to honour them and give them a safe haven, a place where they can feel at home because it’s their church as much as it is the adults,” says Senior Pastor Donald Irvine. The original 1914 building would have accommodated around 100 people, but since then Hope Community Church has welcomed a

The Richmond Rabbits have gone where no other TRL side has gone before, winning their third title in a row and finishing the entire season undefeated. The Rabbits managed to score two tries and a drop goal in the final ten minutes, to beat an emotional Tahunanui Tigers team 39-28 in the grand final at Trafalgar Park, on Saturday. Rabbits’ captain Hoani Takao says title number three is a “huge” achievement for the club, who have maintained their record of winning every year they’ve been in the competition. “It’s sort of unheard of to come through with a threepeat and to go through undefeated is huge,” he says. “We knew that our undefeated record would have meant nothing if we had lost today, but we came through and I’m just so proud of the boys.” The TRL grand final was played in front of the largest number of spectators to ever watch a game of rugby league in Nel-

Brent was also delighted with his second place after coming back from a two year layoff through injury. “If someone had said I’d finish second in B grade when I started the series, I would have laughed. It’s really good to be back racing,” Brent says. The series was also a family affair for the Fultons, with Karen recording three thirds racing in B grade to win the women’s series on 110 points, 11 ahead of Ann Rigg. Karen’s daughter Shaane was fourth in the women’s competition, just ahead of her grandmother Christine van Hoppe who finished sixth. Karen’s husband Dean was fifth in A grade while her step-father Karl van Hoppe was ninth in D grade. Robert Ross won D grade and Willem Stein won E grade. The series attracted almost 200 riders, with between 70 and 90 racing on a weekly basis, and Tasman Wheelers president Malcolm Saunders says “that the 2014 series was the most successful in the 12 years the winter series has been held”. The Tasman Wheelers elite riders will be heading to Ashburton this Saturday for the fourth round of the Benchmark series.
