By Tom Doudney WORK WILL soon get under way on a major new Rolleston retail development but details of a further development are still being kept under wraps for now. The Warehouse Group is building a new shopping complex between Masefield Drive and McCauley St, on a 1.8ha section of the Rolleston Square shopping centre. The complex will include a new The Warehouse store, as well as Warehouse Stationary and Noel Leeming stores and all are expected to be open by the end of the year. Workers’ sheds and fencing have been put on the site and Rolleston Square director Lloyd Bathurst said work was expected to begin “quite soon.” The Warehouse’s existing Rolleston Square store, built in 2010, is smaller than most of the company’s stores at 2000 sq m and it decided that a full sized store was required for Rolleston. The new store will be 5600 sq m. Mr Bathurst said new tenants were being lined up for The Warehouse’s existing building but he couldn’t reveal their identity yet. •Turn to page 4

CANTERBURY’S police chief John Price gives an insight into the role of a police officer in our weekly Soapbox column on page 13. Price is a good guy who has made an impact since his return to Canterbury as the region’s police chief about 18 months ago. New Zealand police have a deserved reputation as being amongst the best in the world in terms of getting the job done, and integrity. It’s often a thankless job where police have to put up with all sorts off rubbish, often booze and drug fuelled. They’re raising great cricketers in the Leeston Southbridge area (see page 20). The club out there has had eight players named in Canterbury and New Zealand representative teams in the last several weeks. Two, Ben Donkers and Harry Chamberlain, have been with the club since the age of five. Great stuff guys. – Barry Clarke

“We are very excited about the new building and really looking forward to reopening,’’ she said. The playcentre, which has been based at the Tai Tai Tapu Hall site for 48 years, has been operating out of the Lincoln and Prebbleton playcentres since early November. It will occupy the old school hall from term two. The school had a new hall built in 2012 and the recent addition of new classrooms meant the old school hall building was no longer required. Mrs Scoulding said it had been bought for “a reduced fee” with funding from the Playcentre Southern Region Funding Authority, Canterbury Playcentre Association Emergency Fund, Central Region Funding Authority and Tai Tapu Playcentre’s own fundraising. The playcentre was looking to raise about $50,000 to make the former school fit for purpose, which would include adding toilets, kitchen facilities, a new deck and other things. •Anyone interested in joining the playcentre or its Babies Can Play programme can email taitapupc@gmail.com

In Brief LINCOLN DOMAIN Two fields at Lincoln Domain remain fenced off as a new irrigation system has taken longer to install than anticipated. The work had been expected to be finished by mid-January but Lincoln Event Centre manager Ginny Bowden said the domain would now be fully accessible again by this Sunday. The delay was due partly to roading disruptions as a result of the November 14, North Canterbury earthquake, some of the irrigation piping and equipment arrived late. Unfavourable weather over the summer break had also affected the work schedule and grass germination. CREEK CHANGES Flooding during recent storms appear to have made small, but potentially permanent, changes to the course of creeks in the Arthur’s Pass area. Department of Conservation Arthur’s Pass partnerships ranger Chris Stewart said Punchbowl Creek was flowing in a new channel next to the old one for about 200m near the Devil’s Punchbowl waterfall and Wardens Creek was also flowing in a new channel for about 50m below State Highway 73.

The earthquake-damaged Tai Tapu Hall, where the playcentre had been based, was demolished last month. The proposal to demolish the building had been controversial in the community when first reported by the Selwyn Times in 2014, with many wanting to see it retained. However, former demolition opponent and hall committee member Andy Robertson said most people had been happy to accept the demolition now that plans for a new facility at Rhodes Park Domain were under way. “It is a shame to lose the old hall and some of the history that it had but for the community going forward [the new facility] is probably a better option,” Mr Robertson said. The new community facility would cost an estimated $4.2 million and depending on the

By Tom Doudney A STALWART of Ellesmere and Canterbury tennis has died. Ellesmere Tennis Sub-Association president and Canterbury Tennis board member Ian Jones QSM passed away at Christchurch Hospital on January 22, aged 79. Throughout his life, Mr Jones was heavily involved in various tennis organisations from the grass roots to the national level. It would be almost impossible to list all of his contributions and achievements towards developing the sport in one article but they included helping establish the Ellesmere seniors and Canterbury country seniors tennis in the late 1970s, the South Island Veterans Tennis Festival in 1990, the Rolleston Tennis Club in 2000 and the Leeston-Southbridge Junior Tennis Centre also in 2000. Mr Jones also helped set up a schools coaching programme in the Ellesmere area. He was president of Canterbury Country Seniors Tennis from 1980 to 1991 and would often drive the bus to away games in Nelson, Blenheim, Dunedin or Invercargill. He was a life member of Southbridge Tennis, Ellesmere

Tennis, Ellesmere Seniors Tennis, Canterbury Country Seniors Tennis (of which he was patron), the South Island Tennis Teams Festival and Wilding Park. Ellesmere Tennis vice-president Dave Greenwood said Mr Jones had devoted a large part of his life to developing the sport and praised his work in setting up the Rolleston Tennis Club. “Ian will be missed and always remembered as a great player, coach, adviser and passionate supporter of tennis,” Mr Greenwood said. Canterbury Tennis general manager Hamish Cain said Mr Jones’ contribution to tennis

across the region was staggering. “He established two tennis clubs, he co-ordinated and delivered the Tennis in Schools programme across Ellesmere for 15 years, he has been on countless committees at almost every level of the game, be it community, regional or at the national level with New Zealand Tennis Seniors,” Mr Cain said. “Ian has also served as transport manager for a number of International Tennis Federation tournaments that Canterbury Tennis has hosted in addition to being the volunteers coordinator at a number of Davis Cup ties.”

Mr Jones was born in Leeston in 1937 and learned to play tennis at the Leeston Tennis Club. In the early 1950s, his family shifted to Southbridge and he joined the local tennis club. Mr Jones’ father Eric ran the Southbridge Butchery and, like others in the family, Mr Jones followed him into the trade. He worked in Waiau and Christchurch for a while before going into partnership with his brother Leon at the Southbridge Butchery. He later held a variety of other jobs. Mr Jones leaves behind his wife Belinda, son Stuart and daughter-in-law Sue.

Just down the road at Rolleston College, it was a grander affair, with about 220 students, along with family members and staff attending a large assembly. Guests included Education Minister Hekia Parata, Selwyn MP Amy Adams, Mayor Sam Broughton, former mayor Kelvin Coe, district councillors, and Lincoln High School principal Kathy Paterson. There were songs and a poem reading by Rolleston College students, a kapa haka performance by Lincoln High

School students, a tree planting, the donation of several trees to contributing primary schools and several speeches. Rolleston principal Steve Saville said the first day had gone well. “It was a very important day for a lot of people like the establishment board of trustees who have worked a long while on this,” he said. “But now it’s really nice to be moving into Rolleston College being a place of learning.” About 8750 Selwyn students are returning to high schools and primary schools around the district this week, prompting the district council and police to issue a joint warning about the need to look out for children on the roads. They highlighted the fact that with two new schools opening, children would be using new travel routes.

Getting connected to ultra-fast broadband

Fashion SEVERAL SELWYN towns are among 151 locations which will get ultra-fast broadband installed before 2024, the Government has announced. They include Darfield, Leeston, Southbridge, West Melton and the fringes of Lincoln. The $300 million programme will allow 85 per cent of New Zealanders to have access to fibre within eight years – more than the Government’s original goal of 80 per cent by 2022. WORK ON upgrading a section of Rolleston’s Masefield Drive is under way. Roadworks are being carried out on a 320m section on the east side of Masefield Drive between the Levi Rd/Lowes Rd intersection to Dryden Ave. This route is expected to become busier both with pedestrians and vehicles in the future with the expansion of the Rolleston Square shopping centre. Masefield Drive will also carry more traffic when the Weedons Interchange is constructed as part of stage two of the Southern Motorway extension. Work includes kerb and channel installation, seal widening, road berm construction and

creating a new footpath which will link up the existing footpath network between Levi Rd and Dryden Ave. The section of the road currently has no footpath and has an unfinished road seal edge which creates drainage problems and an untidy roadside. There is also an unsealed bus stop. A sealed bus bay will now be installed. This work has been undertaken as a result of requests from the public. It is being funded from an unbudgeted SICON dividend, and won’t impact on rates. The road will remain open during work, with traffic controls in place. Construction is expected to be completed by March.

New life for garden competition By Tom Doudney A ROLLESTON garden competition has been revived after having lapsed for the previous two years. Entries for the Rolleston residents’ annual garden competition are to be submitted by February 12, although late entries will be taken up to February 20, with judging to take place on February 24 and 25. A presentation will be held on March 6 at The Rock Rolleston. Competition president Brenda Dunlop said the competition had not been held for the previous two years because “people got busy” but a group of residents had worked to get it up and running again. “We’re just a volunteer group that have come together to put Rolleston back on the map again,” she said. “Whether it is a rambling family garden, a creative native garden or a vegetable or ecofriendly garden, there is an opportunity that you could enter.” Mrs Dunlop said the competition was partly about encouraging people to beautify the town. “Sections can look so scruffy and just with them mowed and

rural garden, native garden, a vegetable garden, a garden viewed from the street and a garden hidden behind fences and trees. Winners will receive vouchers and a trophy. The organising committee was still looking for more sponsors for the competition.

Stu Donald Our People Vintage tractor buff with a small Ellesmere Vintage Club president Stu Donald talks to reporter Tom Doudney ahead of a fair the club is holding in Leeston in March. He spoke about the whare (hut on wheels) he is building, his classic John Brown tractors and the joinery work he has done on 19th century houses What does the vintage club get up to? It’s just a heap of enthusiasts that got together again when the club was reformed in 2010. We have got it up to about 100 members. What’s your own area of interest when it comes to vintage stuff? I’ve just always been interested in tractors and machinery, older types of things. For a number of years, I have been going to fairs and rallies and things like that and, when this club got going in 2010, I joined up. Lately, I’ve been building myself a whare to tow behind the tractor. We go to a few rallies like Wakanui and Waipara and Rangiora and all around the countryside. What’s a whare? They’re basically huts (on wheels). They used to tow them behind traction engines. It is self contained and you can cook in them and sleep in them and all that kind of thing. How long have you been building that? It has basically been on the go for about a year now. I started off with a truck chassis. Has that been quite a hard job? No, it’s not too bad because I’m actually a joiner by trade, so I have done it all myself and just fit it in between jobs. How much longer do you

think it will take you to finish it? I probably only need another whole week on it and then I would have it all done, but it’s just a matter of finding the time to do it. Other than that, what is in your own vintage collection? I have basically just got David Brown tractors. I have got a 950 red David Brown, a white 990 David Brown and a 1594 David Brown. Which is the most precious one to you? The 950 is the main one I use for towing the whare. I get along at about 25 or 30km/h on the road, holding up traffic I guess. Do people get annoyed with you? Oh no, not really, we try and keep on the back roads. So you’ve got 100 members in the vintage club. What do you

think is the most impressive item that someone owns, maybe something that you might wish was in your own collection? There are probably a lot of things. Everybody has got different things from fire engines through to traction engines and classic cars. No one thing, really. How old are you and how did your own interest in tractors and vintage things start? I’m 56 and I’ve lived on a farmlet most of my life and always had tractors and that type of thing. Is that in the Ellesmere area? Yes, in the Leeston area. I grew up in Leeston and then we moved to where we are presently now. We have been here for about 51 years, almost my whole life. How does it feel to live on the family farm for that long? Good. I used to run cattle

and run my joinery business from the farm as well, but I’ve given up the cattle now and just basically sell the grass to dairy farmers and just do my joinery as I get older, because the vintage club takes up quite a bit of my time. Have you been president since the club restarted in 2010? No, I was elected vicepresident in 2012 and I served one term before I took over as president and have been in the role ever since. Before the club restarted in 2010, when was it active? It was active back in the late 1990s for about four or five years and then interest dropped off so it kind of shut down and then, after 2009, when we had this country fair at Leeston to raise money for St John ambulance, it got resurrected again and people have been quite

enthusiastic ever since. Does it hold a lot of events? We help out with promotions for other clubs and stuff like that. Also, we do fundraisers, we have done some for St John ambulance, the fire brigade and of course this fair is a fundraiser for Abbeyfield Ellesmere (a housing complex for elderly people which is being built). What made them stand out as a good cause to raise funds for? It’s the first Abbeyfield to be built in the Selwyn district and it has been eight and a half years in the planning. The chairman of their committee, Bruce Cochrane, is actually a member of our club. We just decided to help them out because we know they have got enough money to build the building but they haven’t got enough for the chattels and things like that, so we have raised some money through a raffle and now we are going to run this fair for them. So it’s just basically to help the community out. Is being a joiner quite helpful in general when it comes to doing up heritage items? Yes, so you can make your own windows and doors and cabinets and things like that. I have made other windows for other people’s whares and helped them renew their ones. Some of them were older whares and we have recladded them and done the whole lot from scratch again. Within the vintage club are there a lot of people who have got different skills which are quite helpful when it comes to repairing each other’s machinery and things that might need a bit of tender love and care? Yeah, we have got a range of panelbeaters, spraypainters, mechanics, joiners, builders, engineers and all that sort of thing which is quite good because you call on someone for a bit of a hand or advice.

New members sought to continue Lions’ 40-year tradition in Rolleston Lions Club of Rolleston and Districts member Bill Pickering writes about the organisation’s work in the community over the years and its drive for new members

With your club and the Ellesmere Heritage Park in the area as well, it seems like there is quite a bit of local interest in heritage. Why do you think that is? I just think it’s an old district, we just celebrated 150 years back in 2014. There is a lot of heritage around the area and people haven’t really moved far from the Ellesmere area once they’ve arrived from basically the first four ships. They’ve just stayed here. Apart from joinery, have you ever had any other types of jobs? No, I left school and went and did an apprenticeship in joinery and have been self-employed for the last 31 years. It must be nice to be your own boss. It is sometimes, it’s hard to have an argument with yourself. Is most of your work around the Ellesmere area? Yes, I do kitchens and wooden windows and doors and that type of thing. What’s the most interesting sort of assignment you’ve had as a joiner? I have restored some older houses that have been around the 1870s mark, recladded them on the outside and done veranda posts and just put them back to a replica of the way they were again. I think that’s the most interesting thing, just restoring heritage around the area.

What’s the biggest challenge with those sort of jobs? I suppose you’ve got to be quite careful to get it right. Understanding the system of how they were built years ago and lots of layers of plaster which you’ve got to be very careful of because if you do the wrong thing, it’s all going to end up on the floor. Do you have a wife? Yes, Judy. Is she into heritage as well? Judy is actually secretary of our club at the moment. Do you think this fair in March is going to be quite a big deal? Yes, we’ve got people coming from Invercargill and Motueka and the West Coast all converging on us. What are some of the highlights going to be for visitors? There will be traction engines around pulling sledges and trailers around, draft horses pulling drays around with seeds on them and the wooden and tin mills, we will have kiddies’ rides there and plenty of stalls. • The Ellesmere Vintage Fair will be held at the Ellesmere A&P Showgrounds, Leeston, on March 25 and 26, 10am-4pm both days. Covering the Rolleston and West Melton township areas, Rolleston Lions will celebrate 40 years of service and commitment to this district next year. Meanwhile, our parent organisation, Lions International, now with 1.4 million members, is currently celebrating a century of service to humanity worldwide. Members are proud of the encouragement and support they have given to a wide range of clubs, groups and individuals over the years. This includes providing all the sports equipment for the Rolleston Community Centre when it was opened in April 1999 and supplying all the life saving equipment for the Selwyn Aquatic Centre when it opened in 2013. Concern for the well-being of the district’s children after the earthquakes in 2010 and 2011 led to a children’s fun day being run in Rolleston and, later on, a free fun day at Ferrymead Heritage Park with other Lions clubs, which was attended by more than 10,000 people. Supporting a family with terminally ill children; donating funds to, say, the Rolleston Softball Club for new equipment; or a cheque to West Melton School to go towards their modern

playground; or simply helping serve breakfast for the children at Camp Quality – it’s all part and parcel of the range of things Lions get involved in. In order to raise funds to support our welfare, members can be found running the meat raffle at The Rock Rolleston on Friday evening, producing takeaways at the Guy Fawke’s fireworks display and the South Island Field Days in Kirwee, or perhaps doing a sausage sizzle at the Rolleston Envirotown market. This tests our teamwork and organisational skills, but is always enjoyable and engaging with those who support our causes. Being a Lion is not all work, we have a tea meeting every month with interesting speakers, and

various social gatherings. We hold conventions and barbecues throughout the year, providing great opportunities to meet and socialise with communityminded people. Our membership of more than 30 men and women is not keeping pace with the rapid expansion in Rolleston and West Melton, so in seeking new members we are having a meet and greet night on February 13, from 7.30pm. Come and meet our members and the guest speaker, Paul O’Connor MBE. Your Local Views Maintaining trust and confidence Canterbury district police commander Superintendent John Price talks about modern day policing I am extremely proud of the police team who serve the people and make a difference to the community every minute of every day as our team keep the peace and ensure the public will be safe and feel safe. In New Zealand, our police have the implicit consent of the community. In order to do this, we must be seen as policing with integrity and with accountability. Essentially, we must have the trust and confidence of the community. Policing by consent follows the principles, ideas and ideals of Sir Robert Peel, which define an ethical police organisation. These ‘Peelian Principles’ are as relevant today as they were in 1829 when they were established. Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public, and the public are the police. We maintain the highest level

of ‘full trust and confidence’ of any policing organisation in the world, at about 80 per cent. By comparison, some policing jurisdictions have trust and confidence levels lower that 10 per cent, demonstrating that those organisations are not widely seen as ethical and trustworthy. If you have travelled overseas, you will have seen examples of policing organisations which have an approach of policing with fear and only force. We place enormous importance on maintaining and fostering the trust and confidence of our communities and we work hard to ensure we maintain our core values and hold each other to account. Having been a member for 30 years I think the community is justified in having trust and confidence in this organisation. In Canterbury, we want to ensure that people can be safe and feel safe and I’m sure that is a

sentiment you will share. Our focus is on reducing harm caused to families, whether that be through violence in the home, death and injury on the roads, drug use or dishonesty offending. We also want to empower communities to work together, support each other and to speak up when something isn’t right. We work very closely with a range of agencies and com-

munity groups to ensure people receive the support they need and deserve. Over the past year, we have targeted those bringing illegal drugs and firearms into our communities and, as a result, have seized 140 illegal firearms. Each one of those is potentially a life saved. We have also prevented significant amounts of illegal drugs in getting to our streets.

We are very lucky in that we receive a lot of positive feedback from members of the community for the work we do. To those people who have taken the time to contact us, I would like you to know that your words of support mean a lot to myself and my team who come to work every day to make a difference in the lives of everyone so that we can be the safest country.

Boosting confidence for older drivers

• This block of land in central Prebbleton was promoted to be the site of a supermarket, chemist, doctor and other small businesses. Prebbleton has been an established community for more than 100 years, which has grown hugely post earthquake. The residents deserve the bigger, improved facility, which was promised. This block of land, situated directly behind the old strip of shops on Springs Rd is a disgrace. When this stage of the subdivision was completed, the ground was never levelled and cleared, leaving an overgrown area, left to go wild. I gather the land is owned by several different land owners, but the responsibility to make it a pleasant, safe place for residents has not occurred. Recently an attempt has been made to cut the grass, because it had become a fire hazard. Because of the heaps of subdivision rubbish they have just mown around, it emphasises its untidy state.

Residents whose properties overlook this area must be very frustrated. Can the residents be advised of what the actual plans for this site are, and the time frame? • The buses which pass through Prebbleton no longer go to Hornby or to the Bush Inn centre. They go from Springs Rd, along Blenheim Rd to Riccarton, then into the city. Locals want to support their closest shopping centres and not go through to Riccarton. With the inevitable congestion on the roads here until the second stage of the Southern Motorway is completed, the less traffic on the roads, the better. At least a half hourly bus should go to Hornby and give the opportunity to access the other routes from The Hub.

Environment Canterbury manager public transport strategy Shannon Booer responds The bus service goes to Riccarton as our patronage showed this was the area where there was the most customer demand at the time of the last review in 2014. Buses used to travel via Hornby many years ago but were altered to make the service more attractive to passengers following customer feedback that this made the route too long for those people trying to reach Riccarton or the city. The redevelopment of The Hub at Hornby may change the community demand over time and we can revisit this during the next review in a couple of years’ time, but there are no immediate plans to alter the 80 Lincoln route.

COURSES AIMED at helping mature drivers gain skills to be safer on the road are being offered to Selwyn residents in February and March. CarFit events can also be organised during these months providing a free check of car safety features and advice on how older drivers can adopt a comfortable and safe driving position in their vehicle. As in other areas of New Zealand, the number of Selwyn motorists over the age of 60 is expected to increase in the future. Selwyn road safety coordinator Ngaire Tinning said confident driving courses were a fun and easy way for residents over 60 to refresh their driving and road rule knowledge and also look at ways to plan how their driving could be safer on the road. “As Selwyn is a rural area, driving is important for older people to be able to access local services and keep connected to family and friends,” Mrs Tinning said. “The workshops have proven very popular and valuable to assist people to be able to continue to drive safely on our roads.” The courses covers road rules, planning car trips, using safe routes and when to drive

Lincoln community bowls Community bowls is back in Lincoln. The annual competition for non-bowlers, which started again last week, will run for another four weeks and teams are entered from the wider Lincoln area. The first night of competition at the Lincoln Bowling Club saw 28 teams of four compete on two greens. Food was provided with a barbecue cooked by club members who were also available to provide advice to new players.

League club up and running By Tom Doudney ROLLESTON’S FIRST rugby league club since the early 2000s has held its first two events – a pool party last week and a nines tournament at Rolleston Reserve on Saturday. The inaugural Rolleston Nines tournament, which featured the Rolleston Warriors and five teams from Christchurch, was won by the Linwood Keas which defeated the Halswell Hornets 28-6 in the final. Although the Warriors lost all three of their games, Rolleston Rugby League Club president Nui Ririnui said just taking part had been a valuable experience for the players. The club’s first junior sides would compete in the Canterbury rugby league competition starting in April and there were plans to have a senior team within the next five years. Mr Ririnui said the club had chosen to use the Warriors name in reference to the Warriors NRL side. “We wanted to align ourselves with the New Zealand Warriors because they are New Zealand’s top team,” he said. “Maybe when we have future events we can get some of [the New Zealand Warriors players] down here. Maybe one day we can be a feeder club to the

the club wanted to have its own identity. “A lot of kids love rugby league and love watching it and they have just had nowhere to go.” Mr Ririnui said Saturday’s nines competition was the first time Rolleston had staged rugby league games in about 16 years. It would be good preparation for the Crosbie Nines

competition, on February 11, in which the club would also enter a team. Anyone wishing to register junior players with the Rolleston Rugby League Club can do so via its Facebook page. By Karolyn Boon LINCOLN’S MARTIN Rowson has won the Ellesmere Bowls men’s open singles on his home green. On Sunday, a field of 16 competed in good conditions on what is normally a terrible green to play when the north-west wind is blowing. Rowson had to play all three playoff games before beating teammate Mundy Carroll in the final. Carroll was up 7-5 early in the game and held two shots, but in trying to get a third he trailed the jack to go down by three. He would have had the edge over his opponent if he had gone ahead 9-5 and not gone for the extra shot. Rowson then went ahead to be 12-9 with two ends to go. On the 14th end, Rowson held three shots so Carroll tried to drive them off. He missed and they shook hands with one end to go. Out of a field of 16, there were six qualifiers for the playoffs. Dunsandel player Brian Chapman had to beat Dave Williams from Lincoln to meet Rowson in the semi-final. Rowson’s opponent in the quarter-final was Leeston’s Colin Lowery who he beat 16-6.

Coastal households receive tsunami advice Around 500 coastal households received a letter from the Council in December with advice on what to do in a tsunami and how to receive alerts if there is a tsunami threat. These properties are located within an ‘orange zone’ which may need to be evacuated in the event of a tsunami warning. None of Selwyn’s main townships are inside the orange zone or are considered to be at risk from tsunamis. The only smaller settlements inside the zone are Rakaia Huts, Taumutu, Upper Selwyn Huts, Lower Selwyn Huts and Greenpark Huts.

Selwyn School Road Safety Co-ordinator Stephanie Hautler is reminding drivers to watch out for children and slow down near schools, early childhood centres and stopped school buses. Local children will be travelling to school by bus, bike, car, scooter and on foot.

Lincoln Event Centre, Leeston Library and Service Centre and Southbridge Hall can operate as evacuation centres if a tsunami warning is issued. These locations are all outside the orange tsunami risk zone. Southbridge Hall was recently used as an evacuation centre when a tsunami warning was issued after the 14 November North Canterbury Earthquake and local community response team volunteers helped around 60 people there. If you are holidaying or visiting the coast and you feel a long or strong earthquake, see a sudden rise or fall in sea level or hear loud or unusual noises from the sea then you should move inland or go to higher ground as soon as possible. Don’t wait for an official tsunami warning to do this. This same advice should be followed by people within the ‘orange zone’ in Selwyn. This year, two new schools open in Rolleston – Rolleston College and Lemonwood Grove School - so children will be using new travel routes to these schools. “The safety of all children is paramount,” says Senior Sergeant Pete Stills of the New Zealand Police. “Police will be patrolling outside schools and pre-schools so as to reduce the risk posed by speeding vehicles, illegal parking and dangerous driving manoeuvres whilst everyone gets used to children being back at school.” “From observation I have seen drivers’ double parking, parking over driveways and footpaths and parking on yellow lines near crossings and intersections,” says Ms Hautler. “Taking the shortest route is not always the safest option for your kids or other children,” she adds.

School travel safety tips:

On the roads this week Repairs are planned to the Waimakariri Gorge Bridge with traffic controls operating. Short delays may occur when staff gain access the bridge substructure via the manholes in the deck. Road repairs will occur on Telegraph Road between Courtenay and Bealey Roads with stop/go traffic controls operating. Road resurfacing work is planned on East Belt (between Edward and James Streets), Birchs Road (between Trices and Leadleys Roads) and Hamptons Road (between Birchs Road and the road end). Stop/go traffic controls will operate at all sites. Footpath reconstruction work is also planned on Habgood Place and James Street in Lincoln. The intersection of Kidman Street, Byron Street and Tennyson Street is open with temporary traffic management controls in place while the roundabout construction continues. Delays will occur at different stages of the remaining construction particularly during the construction of the islands. People are encouraged to use an alternative route if possible. East Maddisons Road is currently closed from Ellington Mews to Goulds Road for sewer installation work. Road reconstruction continues on Gerald Street (between Springs Road and Vernon Drive), with traffic controls operating. Work on Masefield Drive (between Lowes Road and Dryden Avene) is underway including kerb and channel and seal widening work, and footpath development. The road is open with traffic controls in place. Stormwater and roading upgrade work continues on Manse Road, Leeston, with temporary traffic controls operating. Work on Dunns Crossing Road at West Rolleston School is continuing with the final tidy up work underway. The road is open with traffic controls in place. Dunns Crossing Road between Burnham School and Brookside Roads will be closed until Tuesday 31 January for sewer pipe installation. Detours will be in place via Brookside and Burnham School Roads.

What do you like about the area you represent? There is so much to like about Selwyn and Selwyn Central. The great communities that are still shaping and adjusting to all the district’s new families (like mine!). The excellent access to the coast, mountains and the mighty South. The cool scenery, walks, events, people and townships. The future of our district that we can ALL influence and the past we can learn from. What’s not to like? How have you helped people in the past? My family and I have only been here for two years, but I have tried to get involved from the start. I was on the establishment board for Lemonwood Grove School: Te Uru Tarata and am currently on the Canterbury Area Board for the Royal New Zealand Plunket Society. In previous towns I have lived in I have had governance roles on a variety of NFP boards, primarily with a health slant. Selwyn beaming with national talent By Tom Doudney A SELWYN cricket club is punching above its weight at Canterbury representative level. Leeston Southbridge has had eight players named in Canterbury and New Zealand representative teams over the past several weeks. Two of those players, Ben Donkers and Harry Chamberlain, have been with the club since the age of five. Donkers has made the New Zealand under-18 and Canterbury under-19 one-day teams, while Chamberlain has made the Canterbury one-day side after initially being selected for the Canterbury A and Canterbury Country Hawke Cup sides. Toby Doyle, Mitch Ross, Harrison Cox, Tim Gruitjers and Morgan Jeffery all made the Canterbury Country Hawke Cup team, while Ben Chamberlain, younger brother of Harry Chamberlain, made the Canterbury under-19 one-day team. For Gruitjers, Cox and Jeffery, it was the first time they had made the Canterbury Country side. Gruitjers plays international cricket for the Netherlands but plays in New Zealand during their off season. Leeston Southbridge president Blair Franklin said having eight players selected for representative teams was a great achievement for a small club, and “even more pleasing, considering that both (Donkers and Chamberlain) have been with the club since the age of 5-years-old.”

Donkers, an all-rounder who bats in the middle order and bowls brisk medium pace, has had an outstanding season, captaining both the Christchurch Boys’ High School first XI to the national secondary schools’ title and Canterbury at the national under-19 tournament. Franklin said Donkers’ natural athleticism and versatility in the field was a huge advantage. “He would be one of the best fielders in the game at this age level. He is a natural leader and has maturity and knowledge well

beyond his years,” he said. Franklin said Chamberlain had been involved in Canterbury age group programmes for the last six or seven years and had developed into a hard-hitting top order batsman. “His promotion to the Canterbury men’s side was never a matter of if but when,” he said. “Like all young, talented sportspeople, they sometimes just need an opportunity to show their talents and (Chamberlain) now has the platform to showcase his abilities.” •More sport, page 23

Softballer goes to next level By Tom Doudney A ROLLESTON teenager has been named in the South Island under-15 softball team to play the North Island in the curtainraiser to the International Challenge Cup final in Auckland. The Challenge Cup will see the world No 1 New Zealand Black Sox playing in a tournament with five other teams – Japan, Argentina, Australia, Czech Republic and Samoa. The final will be played on February 12. Rolleston’s Blake Hardy, 14, was selected for the South Island team after his strong performance representing Canterbury in the South Island under-15 championships in Dunedin earlier this month. Hardy was part of the team which bet Nelson 7-0 to win the title. He was a key component for his team and was rewarded by taking home the best batter award. Hardy had a tournament batting average of .632 and had 12 safe shots from 19 bats, including two home runs. As well as the curtain-raiser game, the South Island and North Island under-15 sides will play a series of other games against each other earlier in the day. A good performance from Hardy could see him in line for even higher honours, as the

IT’S BEEN a long time between drinks for midget car fans when it comes to seeing top-line drivers from the United States at Ruapuna Speedway. However, the drought will end this Saturday night, as the line-up for the New Zealand Midget Car Grand Prix has been boosted by the entry of highly rated Spencer Bayston and Tyler Thomas to the field. Both drivers contested the international series over the holiday break at Auckland’s Western Springs before flying back to the United States to compete in the Chili Bowl race held at a large indoor track in Tulsa, Oklahoma. They then recrossed the Pacific back to New Zealand to compete in the national championship at Nelson last weekend and have decided to travel south to race at Ruapuna. Bayston from Lebanon, Indiana, was number two in the US midget power rankings for the 2016 season, while Thomas, from Collinsville, Oklahoma, was ranked ninth. The Grand Prix will be contested over 40 laps. Gates open at 5pm, and the first race is at 6.30pm.

Brussels sprouts: Love ’em or hate ’em

By Janet Wade BRUSSELS SPROUTS top the list of New Zealand’s most disliked vegetables. The Belgians aren’t rushing to claim credit for these almost universally reviled vegetables, though the link to their capital city appears to have come from the vegetable’s popularity in Belgium during the Middle Ages and stuck as they spread to the rest of the world. To still be with us today, Brussels sprouts must have something going for them – and indeed they do! If the sprouts are picked when their heads are tight and no more than 2.5-5cm across, they are deliciously tender and have a milder, sweeter taste than their often tough, bitter, store-bought or frozen cousins. Likewise, the unpleasant, sulphurous odour that is associated with them doesn’t occur unless they are overcooked. The smell is produced by sulphur-containing compounds called glucosinolates that research indicates help prevent cancer (only broccoli contains more). Packed with an abundance of other vitamins and minerals, all in all, they are considered one of the world’s healthiest foods. Originating in the northern hemisphere, where Brussels sprouts are traditionally served as part of the British Christmas dinner (no doubt to the chagrin of British children), they are exclusively a crop for New Zealand’s colder climate areas. Ohakune and Oamaru are where most of our commercially-grown Brussels sprouts are produced. In saying that, the ones in the accompanying photographs were grown in

The plants are best started in seed trays then transplanted around six weeks later, once they have four to six leaves, to a site in full sun, with well-drained soil, enriched with a high-nitrogen general garden fertiliser. Space the plants with at least 50cm between them, in rows around 75cm apart. Sink the seedlings down to their first set of leaves and firm the soil around them well, so that the plants can support their top-heavy growth, and the sprouts don’t develop loose heads because the plants rock around in the wind. Side-dress with a high-nitrogen fertiliser four weeks after planting and again at eight weeks, but don’t apply further nitrogen once the sprouts start to form. Keep the plants evenly moist during the growing season. A mulch can help to keep the soil cool and moist and suppress weed growth.

Watering regularly is important at this time of year. It won’t take long for your garden and your pots to dry out, which puts a lot of stress on your plants. Get yourself a good quality sprinkler, hose and watering wand. You may also want to get a water timer and water flow meter. Nominations open for the sixth Dairy Woman of the Year on 1 February 2017. “There is no shortage of potential winners out there doing amazing things in the industry every day,” says DWN trustee Alison Gibb. “It’s just that these women often don’t realise that what they are doing is exceptional because they are driven by their own beliefs and passions without knowing the effect they are having on the wider industry at the time and in the future.” Gibb says the 2017 winner, who will be announced at the Network’s conference in Queenstown in May, will be someone who is passionate about the industry, is a leader in her attitude and who is out there making things happen beyond the farm gate and beyond her community. “It’s so important that DWN has created this opportunity to acknowledge the work that these women do in championing the

The 2017 South Island Field Days (SIAFD) at Kirwee promises to be even bigger and better than before with the purchase of neighbouring land allowing for more displays and demonstrations. The expansion of the event, held from 29 to 31 March, will underscore the fact SIAFD is New Zealand’s premier demonstration event for agricultural machinery. In 2015, SIAFD held its first field days at the site it purchased off Courtenay Road, Kirwee. The SIAFD board bought the site when it outgrew its leased site near Lincoln University, where it was based for more than 30 years. “When we moved to Kirwee we purchased 40ha, which allowed us to accommodate up to 450 exhibitors. Now we have purchased an additional 40ha of land adjacent to our site,” says spokesperson Daniel Schat. “While we will not occupy the entire 80ha at the 2017 Field Days, we will have more exhibitors and a bigger demonstration space than last time. “The machinery demonstrations will feature beet harvesters and maize choppers as well as a full range of balers and cultivation equipment.” A true community event, a group of dedicated volunteers organise and run the Field Days, and community groups provide many of the services –parking, catering and clean-up – that make them function smoothly. “We also provide $5000 in scholarships that go to two Lincoln University students. We will announce the winners of the 2017 scholarship winners soon,” he says. South Island Field Days switches between Canterbury and Southland each year. During the off year Kirwee farmer Tony Redman leases the SIAFD site and in recent months Cressland Contracting Ltd has been doing site development work on the newly acquired portion of the site. Farmers should ensure they’re being responsible with their water. “Aside from the safety issue, people don’t like seeing water being wasted by being sprayed onto roads. Farmers who irrigate do so under strict regulatory regimes so it’s important they justify their use of water by being efficient and responsible with it,” Andrew said. Anyone experiencing spray on the road that is clearly coming from an irrigation system should contact Environment Canterbury on 0800 324 636. If there is immediate danger to road users they should contact the police.

Environment Canterbury principal resource management advisor Richard Purdon said some irrigators across the region needed to adjust their aim and irrigate the grass rather than the road. Irrigation onto roads, particularly gravel roads, is not only a waste of water but also has the potential to create safety issues for motorists, he said. “It is the surprise element and the force of the water that could easily startle a motorist, it is especially dangerous for those on motorcycles” Richard said. Richard said irrigation consent holders are responsible for the use of water that is applied to their properties. “Resource consent conditions authorise the use of water to a consented piece of land, not to run to waste,” Richard said. “We understand it can be difficult on very windy days but hardstand areas such as state highways and rural roads are not consented or authorised to be irrigated.” Irrigation system operators must monitor the use of their water and equipment to make sure the water is used in the way that was authorised by their resource consent. “All irrigators should ensure that their water allocations are used diligently and not wasted, especially in a dry season. We will continue to monitor unauthorised use of water utilising our new locally based water zone officers and deal with it on a case-bycase basis,” he said. Irrigation New Zealand chief executive Andrew Curtis said the two main culprits for water going over-boundary were the end guns on pivot irrigators and travelling irrigators set up too close to roads. “Watering onto roads creates a significant safety hazard, so it’s really important for

Citroen flair for DS4 Crossback By Ross Kiddie IF THERE was one thing the separate market platforms for Citroen and DS has achieved is that the designers of both brands have been given freedom of expression. Citroen has always been known as a company which has explored the extremes of automotive design, the DS brand which is marketed parallel to Citroen takes that adventurous approach one step further. That can certainly be said of the DS4 Crossback, the subject of this evaluation. Its shape is very charismatic and has extended the sport utility vehicle parameters, it is a crossover vehicle which, in simple terms, looks rather like a fully grown hatchback/liftback. But its body styling must have really tested the boundaries of what is possible in terms of engineering. Take the rear doors, for example, they meld to a strong point at the top and slot into a cavity which looks fabulous, but I can imagine they would have been problematic to create. All through the DS4 Crossback interesting elements present themselves and, for that reason alone, it is a vehicle which appeals for its fashion and style. As I mentioned, it is also a car which borders in the SUV category even though it has a traditional two-wheel-drive (front) driveline. But it does get the wonderful 2-litre turbocharged diesel engine which has found its way through much of Citroen’s product, and it is a power plant which delivers fabulous performance and economy. In terms of figures, the 1977cc unit pumps out 133kW at the top end, and a hearty 400Nm of torque at the bottom end (2000rpm). That being the case, acceleration is swift, the DS4 will lunge to 100km/h from a standstill in 8.6sec, and will make 120km/h from 80km/h in 4.3sec, the force of the turbo boost through the mid-range is something quite startling and a joy to feel. Even though it is capable of spirited acceleration, this engine is rated by Citroen/ DS with a 4.4-litre per 100km (64mpg) combined cycle fuel usage average. I

I took the test car on my usual high country loop from Waddington through the back roads to Hororata, it cruises the highway quietly and with a sporty feel that encourages quick cornering. Citroen has long been admired for suspension technology and velvetlike ride. The Crossback set-up is just that little bit harder than I was expecting, some of which can be attributed to low profile tyres (225/45 x 18in), but that helps with that sport feel at the steering. When it comes to being placed quickly into a corner, there is sharp turnin and unyielding grip, while sport specification Michelin Pilot rubber provides positive information back to the steering wheel. Body balance over the suspension is also well con-

chased, and it dealt to the worst of the bumps and ruts with dignity and control, the occupants far from unsettled. Drive is channelled through a traditional sixspeed automatic gearbox, and it works fluidly in conjunction with the engine’s power output and management protocols. While this may seem a little ordinary in comparison to the other standout engineering features, there are plenty of other features on offer. The Crossback comes with a substantial amount of fitment for its $54,990 price tag, standard items include satellite navigation, idle stop start, dual-zone climate control, cruise control with speed limiter, comprehensive infotainment centre, heated front seats, and a heap of safety gear which keeps the car out of trouble in the first instance. Everything about the DS4 Crossback is just a little bit unusual, the interior design is extremely practical and functional, but it is different in its own special way. Add into the equation the bold, sweeping exterior style, the result is a car that stands out with its individuality. That being the case, the DS4 Crossback makes a real statement on the road; it’s just as well, then, that it has the goods to go with the looks.

Private Plan Change 49 (PC 49) proposes to change the Selwyn District Plan (Maps and Plan Text) to rezone two properties that are 8.1 hectares in size collectively from an existing Rural (Inner Plains) Zone to Living 3 to facilitate the subdivision and development of approximately 16 rural residential households. The subject land is located on the western boundary of Tai Tapu on Lincoln Tai Tapu Road (Lot 1 DP 436571 certificate of title 537135) and Hauschilds Road (Lot 2 DP 436571 certificate of title 537136). Extending outdoor living Rain and wind-proofing an outdoor space adds value to a property. With a roof or clear vinyl sides, your buyers can see an area where rain doesn’t stop play. Thanks to blitz advertising, most Kiwis have heard the name Archgola. The company and others like it can add canopies to decks, enclosing the space for year-round use. Undercover verandas, pergolas and gazebos can be turned into living space by adding side panels, which effectively create

a conservatory. Restaurants often use these spaces, so there’s no reason why home owners can’t as well. Roll-down clear vinyl blinds are a popular choice, which, if you’re lucky, can be bought ready made from hardware stores such as Bunnings and Mitre10. If not, there are plenty of companies that will

custom manufacture to fit. Usually these blinds zip into place and are stored using a rope-and-pulley system. Mounting your blinds is very simple. Typically it involves screwing the mountings into wood or installing a track then fitting the blind. Other options include roll-up shade cloths or other gazebo or veranda sides, such as canvas. These aren’t as windproof as the vinyl blinds, meaning they’re not a 12-month solution. If you don’t already have an outdoor living space, building a pergola doesn’t generally need planning permission.. Provided the pergola is less than 10 sq m in size, it is usually okay to add a roof. But a quick call to the council is a good idea; never risk building an unpermitted structure. Another option for quick and easy rain and windproof outdoor living is a pop-up gazebo. These can be turned into dining areas to give buyers a glimpse of what they

could do themselves. It’s important to dress them so it doesn’t look like you’ve just plonked a gazebo on the lawn. Lights, plants, furniture and even place settings can really give a gazebo the Pinterest touch and bring it to life as an outdoor entertaining hub for the home. The more you pay for pop-up gazebos, the better UV protection of the fabric and powder coating of the steel you get. Heating the outdoor space also makes it more usable. The cheap option is a patio heater. Permanent gas, wood or pellet fireplaces and fire pits are easier on the eye and can make a design statement, allimportant when selling a home. For wind protection, it’s reasonably simple to erect trellis and staple brush sides to it or the existing fence. Bamboo is particularly good for this purpose, especially if you have access to a free source - although you could also buy it at all good hardware stores.

Your guide to Show Homes & New Sections in the Selwyn District

Landscaping and house design go together When looking at house designs, think about outdoor living and how the home will sit on your chosen section, along with the practicality of indoor/outdoor flow for you and your family. Often landscaping is down the list and while we may note where sliders are on a house plan we may think no further, yet planning helps ensure there is really functional outdoor space. If gardening is not your thing, your landscaping may no more than one or two patio areas, a few plants in pots then lawn with some trees and shrubs. For those who like gardening, positioning of garden beds will also be a factor. Sub-divisions usually have covenants requiring that a house and landscape plan (of any area visible to the street) is submitted for approval, before construction of the home begins.

Plan outdoor living spaces for functionality.

Identifying plant species on this plan may not be necessary with just an indication of number of plants along with their heights and widths needed. A landscape designer may provide you with plant details or you might consult a nursery who will recommend suitable plants. Minimalism is currently fashionable with grouping of evergreen shrubs and in larger spaces one or two trees to create effect. Natives are popular but consider also Rhododendrons and Camellias that while being slower growers, do put on a stunning display of colour in spring. If you want a little more interest in your garden, you might include a water feature, pergola or additional fencing within the property itself. The latter two have the added advantage of providing shelter from wind and sun. Look at how the dimensions of each house plan fits within your chosen piece of dirt, to see where such features might be positioned and whether it is workable. Planning your outdoor space early will also mean that you can have any pre-wiring for outside lighting undertaken by the electrician when the house is constructed, saving dollars and making it easier as the cables will be laid at a safe depth (a legal requirement) and ready for the later construction. In relation to hard surfaces, while driveways, paths and concrete patios are regularly planned as part of the build, other outdoor concrete areas may not be considered. If you do have an idea of additional parking areas to be concreted for a caravan or boat or other hard surfaces you would like, it may save on the budget by having this completed when the workmen are on the job rather than them having to come back at some point in the future. It also gets these jobs done. While the budget may be a factor in determining how many of your landscaping ideas are put into practice at the time of the build, having a plan in mind and costing for it is a good idea. It could save dollars down the track so talk to your builder, electrician and landscape designer. You may also like to put some ideas down on paper as a starting point.

Fix those minor defects Start out front, cleaning, clearing and decluttering the yard to make a good impression on buyers. It’s a rare house that doesn’t have defects. Even newly renovated ones can have features that detract for buyers. But there are ways for sellers to deflect attention from them without pretending they’re not there. The three main ways of dealing with defects are: 1. Fix them. 2. Draw the eye away from them. 3. Use them as a selling point. Simple defects can be fixed easily. Start out front. Overgrown bushes can be trimmed, or replaced with a few matching plants, old fences and front doors can be painted or stained, and the paths cleaned. Do this even if a property is a do-up. You want to give the impression that buyers can move into the house and chip away at the work in their own time If you have time and money, paint sills and eaves using accents. Inside, the first thing buyers see is the hallway, which can be brightened up with a lick of paint. The neutral paint trick can also be used to paint over dated wallpaper, completely changing the look and feel of a tired house. Bathrooms and kitchens are important to buyers, and the eye settles on vanities and benches. These can be resurfaced relatively quickly to give a modern look.

If the seller can’t repaint or tile the bathroom bring in high quality matching towels, which become a feature in the room and draw the eye from the less than desirable walls and features. Nice vases and flowers will do the same. Replacing handles and knobs to draw attention away from the units themselves. This reduces the number of “I have to do this” thoughts in potential buyers’ minds. Drawing the eye away from a multitude of sins is exactly the thing to do. If you see an empty house the eye always goes to marks on the carpet and walls and this will lower the price expectation.” Drawing the eye to the furniture and furnishings, creates better flow, and de cluttering makes buyers feel the home would be a nice place to live in. The other way to handle the property’s defects is to raise them with the buyer before they see them. If the carpet is bad, for example, you can say: “Hey, they were going to replace the carpet but they decided to leave it to you to choose a new carpet and priced it accordingly.” Finally, good old fashioned elbow grease is essential in all properties to remove those sins that are simply cleanable.
