By Tom Doudney STRONGER than expected growth has lead to a big surplus for the district but it’s too early to know if this will lead to smaller rates rises. The annual report, for the 2015/2016 year showed revenue of $148.9 million, well above the $116.3 million which had been budgeted for. Expenditure for the year was $86.9 million compared with the budget of $88.3 million. The district council has already pegged back its rate increase for the current year to three per cent, instead of the six per cent it had projected in the Long Term Plan, as a result of its strong financial position. Mayor Sam Broughton said the report was good news but it was not yet known how it would influence rates in the next financial year. “If we can keep rates down that’s certainly an aim of

the council but we want to make sure we are doing the projects that are needed for our growing district too,” Mr Broughton said. In its 2015-2025 Long Term Plan the district council projected annual rates rises to be 4.5 per cent on average. Mr Broughton (left) said much of the extra revenue, such as that which came in the form of development contributions, was already committed for future spending. “It’s actually getting money earlier than we expected rather than getting money we didn’t expect at all, so it doesn’t just correlate with rates income.” The report highlighted “extraordinarily high” revenue from development contributions and vested assets, as growth in the district continued to outpace expectations. Development contributions revenue was

$22 million, $8.3 million above the budgeted $13.8 million; and vested asset revenue was $34.8 million, $11.7 million higher than the budgeted $23.1 million. However, as development contributions must be spent on growth-related costs and vested assets are non-cash revenue, neither could be used to reduce rates. Dividend revenue was $10.1 million, $4.7 million above the budgeted $5.4 million, due to its investments in Orion New Zealand Ltd and Sicon Ltd. It was largely this revenue which had allowed for the smaller rates increase for the current year. The district council reported a positive operating cashflow of $36 million and reduced borrowings from $55.1 million to $35.2 million during the year. The $20 million borrowings reduction reflected the strong cashflow position. There were 2687 building consents issued over the year.

Bid to make Coes Ford swimmable By Tom Doudney A NEW campaign would aim to make a badly degraded waterway at one of Selwyn’s most popular recreational spots swimmable again – perhaps within five years. The Selwyn Waihora Zone Committee will consider a report recommending it lead a ‘Swimmable Selwyn @ Coes Ford’ programme to make the Selwyn/Waikirikiri River at Coes Ford swimmable again. Many Selwyn residents fondly remember picnicking and swimming at Coes Ford but now see the river as unattractive and unsafe for swimming. In September, about 50 people took part in a protest walk along the length of the river to highlight its water quality problems. Flows at the ford are consistently low and recreational water quality is graded as ‘poor’ with E. coli levels having exceeded the guideline for swimming once or more every year since the 2000-2001 monitoring period. problem and warning signs are in place. The report recommends that the zone committee organise a workshop with district council and Environment Canterbury staff to identify targets to be achieved, key elements of a work programme, who would do the work and how it would be funded. The report suggested no E. coli swimming standard exceedances by 2021 as an example of a

target that might be set. Zone committee chairman Allen Lim (left) said the programme was a “fantastic idea” but committee members would need to discuss it further at the meeting. He said it was too early to know if 2021 would be the target yet. Springston South artist and water quality campaigner Mike Glover said he was encouraged by the proposal and it showed that public pressure could make

a difference. “It would be nice if it was swimmable Selwyn River completely, rather than just Coes Ford, but it’s definitely a good start,” Mr Glover said. He said the problems in the catchment had been well known for some time, and a five-year target would be too long. “We have been waiting 20 years [for action to be taken] so five years, I don’t find acceptable to be honest.” The recreational water quality at Chamberlains Ford, not far upstream, is graded ‘good’. A study about five years ago identified the Silverstream tributary as the major contributor to contaminants at Coes Ford. Silverstream joins the Selwyn/ Waikirikiri River about 200m above the ford. There are many drains in the Silverstream catchment where stock are not excluded, in spite of ECan’s Selwyn Te Waihora plan change requiring cows, pigs and deer to be kept out. The report suggested a range of possible measures that could be taken in the catchment including better protection of springheads and wetlands, riparian plantings and helping Fish & Game restore the Snake Creek trout fishery.

In Brief BURGLARY CHARGE A 20-year-old man has been charged with burglary and unlawfully entering an enclosed yard after being found in a caravan at a Rolleston address. The owner of the property heard noises coming from the caravan, which was parked outside his house, and called police who arrived to find the man inside. The man, who was found to be in possession of an iPad taken from another nearby house earlier that morning, appeared in Christchurch District Court yesterday morning. Sergeant Alex Pickover called on the public to report burglaries promptly, as the owners of the iPad had disturbed the man during the burglary but waited several hours to report it. Sergeant Pickover said people could record serial numbers of important items on www.snap. org.nz which would help later if they were stolen. LINCOLN MOTEL The Lincoln Motel was the third highest rated hotel in the Christchurch area when the trivago Awards, previously known as the Reputation Ranking, were announced last week. Hotels were analysed based on 175 million ratings from 250 online booking sites. The hotels had to have 100 or more reviews to qualify.

Addressing issues Regional councillor John Sunckell Can I first say thank you to the communities of Selwyn and Ashburton for electing me as your representative on Environment Canterbury. This is a big organisation covering the largest geographical area in New Zealand but with over three quarters of its population living in the Greater Christchurch area – Christchurch, Selwyn and Waimakariri. Why is this point important? It is important because as councillors we swear an oath to govern for the best interests of Canterbury not just the constituencies we are elected from or the population power base of Greater Christchurch. Enough of the politics – what is happening in Selwyn? What are we doing to address the environmental concerns of this community? The simple answer is ‘lots’. First point – the Selwyn River at Coes Ford. We all know that we get E. coli flares three to four times a year which make it unswimmable but we are working with the farmers and lifestyle block owners

in the Silverstream catchment that is causing the problem. All farms have farm environment plans in place, 90 per cent of the main channels have stock excluded with work continuing and we are beginning to look at the smaller drains. Canterbury University are working on riparian planting trials and Fish & Game are very keen to pick up a restoration project on Snake Creek. The second point is the success of Central Plains Water’s stage one. Our monitoring has shown that in the middle of successive droughts, water levels have held in the bores at the bottom of that catchment in comparison to that area north of the Selwyn River. As that scheme completes its next stages we will see real water level changes and better river flows. You, the community, continually remind us of your concerns and we are beginning to bring about change.

WATER CONSERVATION: The public are being asked to consider when they water their lawns and whether it’s needed as summer approaches.

Call to ease back on watering PROPERTIES connected to public water supplies are being encouraged to adjust when they water their lawns with groundwater levels still low and summer approaching. District council asset manager Murray England said low rainfall during the year meant groundwater levels had not recharged well over winter. “During summer, water supplies are also placed under pressure as many people decide to water their lawns and gardens at the same time in the evenings, he said. While at this stage, the district council has not intro-

duced formal water restrictions, the recommended times to avoid watering are the same as for the first level of water restrictions. Residents on public water supplies have been asked to try and avoid watering lawns between 6am and 9am, and 4pm and 9pm. When possible, they should water between 10pm and 6am when demand was lowest and water had the chance to soak into the ground. “People may also decide to let their lawns go brown over summer or to water less,” Mr England said. “In many areas like Rolles-

ton and West Melton where water meters operate choosing to use less water will result in people paying less in water charges.” Since 2015, Rolleston, Prebbleton, Lincoln and West Melton have all had new bores added to supply water. A new deep well has been drilled at Edendale to replace the existing well, as dropping groundwater levels indicated the bore would soon go dry. In Leeston and Doyleston, upgraded pipework, more tank storage, a well upgrade and new high capacity pump are providing more water capacity.

Veteran Lyall appointed as deputy mayor By Tom Doudney SELWYN’S YOUNGEST ever mayor, Sam Broughton, will have a veteran district councillor of 14 years as his deputy. Malcolm Lyall was unanimously elected to the position by his fellow district councillors at Wednesday’s meeting after Mr Broughton opted to forego his right to choose and put it to a vote. Cr Lyall was first elected to the

district council in 1992, serving one term, and after an absence of 10 years was re-elected in a by-election in 2005. He has represented the Springs Ward ever since. Mr Broughton, 35, said Cr Lyall’s experience and the fact he came from the other side of the district from himself made him a good fit for the role. “He is a good mix for me and brings some balance,” he said.

Mr Broughton and the other district councillors had discussions about who would fit the deputy mayor’s role at a retreat before the meeting and when it came to the vote no other nominations were put forward. Cr Lyall (above) said he was pleased at the unanimous decision.

Olympian for highland games FRESH FROM his first Olympic Games in August, shot putter Jacko Gill is about to take on another new challenge – the Hororata Highland Games on Saturday. Last year the Hororata Highland Games was labelled the ‘largest highland games in the Southern Hemisphere’. The 2016 event will be no exception with a top line-up of competitors set to challenge for championships across numerous events, including Gill, who will be competing in the Oceania Heavyweight Championship. “I think my favourite event is going to be the caber toss, as it looks impressive when done correctly,” Gill said. “However, I have never tossed a caber in competition before so it could be entertaining.” Unsurprisingly, Gill said he expected the throwing events to be his strength. “Many of them are the origins of what we now compete in at the Olympics and Commonwealth Games,” he said. A new addition to this year’s games will be a bike polo event, with a grudge match between Christchurch and Timaru. Also new is the Gough CAT

In Brief FIREWORKS DANGER The district council has a simple message for anyone thinking of letting off fireworks around Guy Fawkes night on Saturday – please don’t start a fire. Selwyn principal rural fire officer Douglas Marshall said volunteer fire brigades were normally very busy around this time and he appealed for people to keep fireworks away from hedges, shrubs, or long grass. Safety guidelines included not lighting fireworks in windy or hot conditions, having a water supply near by and keeping animals safe. Sky lanterns, also known as Chinese lanterns, were a significant risk if allowed to fly away. FORKLIFT FIRE Rolleston firefighters had to break into a private yard on Jones Rd, Rolleston, on Wednesday to put out a forklift fire which started while no one was at the property. Workers over the road saw the fire and alerted the fire service. A passerby had used a fire extinguisher before firefighters arrived to finish the job. Rolleston fire chief Nigel Lilley said that, thanks to the actions of the passerby, the forklift was not too badly damaged by the fire which was believed to have started from an electrical fault. They had cut the padlock off the yard’s gate to access the forklift.

THREE Christchurch Hospital doctors recently spent some time educating Clearview Primary pupils about medical care while on strike over working hours. The doctors took part in a ‘teddy bear clinic’ with year 2 and 3 pupils. The pupils were able to bring in teddies from home to discuss any problems with the doctors. They went to a ‘broken bones’ clinic with Dr Andrew Curtis, a general practice with Dr Emiline Galvin and, if more drastic operations were needed, Dr Tom Clarkson was the local surgeon guiding the children through a range of procedures on their teddy bears. The children created mysterious illnesses and learnt how to splint

Pupils have fun protecting wetland environment A WETLAND restoration day was full of memorable experiences for 150 year 5 and 6 Lincoln Primary pupils. How often would they hold a weta, catch an eel or weave with harakeke? The restoration took place at Ararira Wetland/Yarrs Flat on the shore of Te Waihora/Lake Ellesmere. The area is a Department of Conservation wildlife reserve and a small part of it, previously used for grazing, is now the focus of a planting project. The pupils were there as part of the collaborative Kids Discovery Plant-Out project, run by the Te Ara Kakariki Greenway Canterbury Trust, Enviroschools and the district council. While restoring the habitat at public sites is a feature of the plant-out days, other activities are also organised to engage pupils with the value of each environment they are restoring. The plant-out at Yarrs Flat was supported by Living Water, a partnership between Fonterra and DOC, which aims to improve biodiversity and water quality in five significant dairying regions across New Zealand. This was also the first time students from Lincoln University’s Global Challenges programme

took a lead in facilitating one of the plant-out activities. The university students have formed a social enterprise named Adopt a Waterway and have been taking their cause to schools and the community, so that everyone can join the journey to help solve the issue of decreasing water quality. The activity they arranged for the pupils was to investigate the types of aquatic life in the stream and think about how healthy or polluted it was. One of the facilitators, Baylee Kersten, said the pupils were pleased to observe an eel close up – although the eel wasn’t so happy after being plucked out of its comfort zone and put on show for the day.

Big crowd for parish fair MORE THAN 2000 people turned out for various competitions, stalls and other entertainment at the recent Hororata Parish Fair. Children decorated spring-themed footwear and gingerbread people in the creative kids competitions. The supreme judge’s award winner was Hannah Booth, 13, of Hororata, and the vicar’s award went to Toby Driscoll, 5, of Coalgate. The children’s athletic competitions drew a big crowd with parents and grandparents cheering on their children in the sack races, egg and spoon races and the gumboot toss.

As summer approaches, properties connected to Council water supplies are being encouraged to adjust when they water their lawns in line with level 1 water restrictions. During summer demand for water increases significantly as many people water their lawns and gardens at the same time.

Raw dairy milk operation at Aylesbury AN AYLESBURY dairy farming couple’s taste for raw milk and the dairy downturn inspired them to start a new business on their farm. Mark and Kelsey Williams have launched their new raw milk brand Aylesbury Creamery. The couple are hoping to produce about 200-litres a day. “With the dairy downturn you are sort of looking for ways to take the variable out of the equation,” Mr Williams said. “We just sort of thought oh well, how can we make this part of our own business instead of relying on Fonterra to make our money for us. I use the milk myself because I get asthma and I think it’s beneficial healthwise for people.” By law unpasteurised milk has to be sold straight off the farm, not from shops. Mr Williams didn’t expect people having to travel to his farm to buy the milk to be too much of an issue. “We have got about 27,0000 people within a 10km radius of us – we are only five minutes out of Rolleston.” A warning on the Ministry of Primary Industries’ website warns the product carries the risk of possible contamination with illness-causing bacteria.

Concert for Maddie at Rolleston By Tom Doudney A HEART-TO-HEART conversation about hope between a mother and her musician daughter led them to organise a charity variety concert to help fund a potentially life-changing kidney transplant for West Melton teenager Maddie Collins. The Maddie Concert at the Rolleston Community Centre on November 26, will feature ballerinas, rock bands, a Chinese orchestra, solo jazz singers, hip hop, musical theatre, Russian, Indian and Nepali dancers and singers. Friends and family of Maddie, 12, are trying to raise the $350,000 needed to get her an operation in the United States. The idea for the concert came from a conversation between 18-year-old Mim Jensen, whose band Blind Love will play at the concert, and her mother Heidi Jensen-Warren. Ms Jensen, a jazz school student at Ara Institute of Canterbury, came home one day feeling despondent and in tears about the many problems in the world. However, Mrs Jensen-Warren said to her daughter: “I believe

music can change the world and I believe especially your music can change the world.” They were thinking about ways to raise funds to help others through Ms Jensen’s music when they saw an article about Maddie on the front page of The Star. Mrs Jensen-Warren had suffered less serious kidney ailments earlier in her life and they both felt moved by Maddie’s predicament. Ms Jensen said they wanted to

show their compassion and do something to help Maddie. “I think the main thing about something like this is it kind of goes to show that one or two people can actually make a significant difference,” she said. “Through this process of getting musicians and getting people to come together as a collective and a community to do something positive actually has really restored my faith in humanity.”

Arthur’s Pass trust wins award ARTHUR’S PASS Wildlife Trust beat out two other finalists to win the Canterbury Aoraki Conservation Board’s biodiversity award. The conservation board’s awards evening was held on Thursday at the Christchurch Art Gallery. The other two finalists nominated in the biodiversity category were the Banks Peninsula Conservation Trust and the Coleridge Habitat Enhancement Trust. The Arthur’s Pass Wildlife Trust was set up in 2010 to formalise work started by a number of residents to help local wildlife thrive. Originally the main focus was on increasing the number of great spotted kiwi in the area, which were fitted with transmitters and monitored. Existing trap lines that had been set up in 2005 by local residents were extended to protect larger areas. The kiwi project was unique in that eggs and chicks were not taken from the nests to be incubated elsewhere. They were left in the burrow to fend for themselves. The trapping programme was effective in keeping predators at bay and the kiwi population increased. It was clear that the trapping programme was also assisting other species, with

general bird numbers increasing, more kea and whio sightings, and predator catch numbers decreasing. In the past year, APWT has taken over the management of what were known as the coast to coast trap lines, increasing its trap numbers to more than 700. APWT aims to have Arthur’s Pass predator-free well before 2050. It will put the $2000

grant it received for winning the biodiversity award towards funding one of several projects it is considering. These include supporting the Kea Conservation Trust, which is working on banding and naming every Kea in Arthur’s Pass National Park; supplying all 110 Arthur’s Pass residents with their own traps; and replacing old traps with newer models.

New tennis pavilion opened in Tai Tapu By Tom Doudney A NEW tennis and netball pavilion was opened at Rhodes Park Domain on Sunday in conjunction with the Tai Tapu Tennis Club’s annual Suckling Trophy tournament. The previous pavilion and tennis courts at the domain in Tai Tapu were damaged in the September 2010 earthquake and the courts were replaced in 2013 at a different part of the domain, less prone to earthquake damage. Tai Tapu Tennis Club president Belinda Edmond said funding for the new pavilion had come from several sources, including

insurance money, the district council, club fundraising and, crucially, a substantial donation from an anonymous local benefactor. Club member Mark Morrish had put in a lot of time overseeing the building process. “We’ve had a huge amount of community support, it has been quite humbling and overwhelming really,” Edmond said. “We believe it is the prettiest tennis environment in Ellesmere and we’re very excited to have [the pavilion] back.” Edmond and her mixed doubles partner Bernard Christeller won the Suckling Trophy tournament.

SPEED MACHINE: Rolleston’s Zac Christensen, 12, broke a track record on the way to winning his first South Island Sprint Championships karting title. He won the final, hosted by KartSport Canterbury in Halswell, with a time of 34.007 seconds, four seconds ahead of second place. Zac, who races in the junior restricted class, has had a great year, winning events including the Mainland Series, Southern Series, Spirit of the Nation Southland and the Jason Richards Memorial Meeting in Nelson. He also races regularly in the North Island and finished fourth overall in the Wellington Provincial Karting Association series. Zac’s goal now is to win a New Zealand title at next year’s National Sprint Championships, hosted by KartSport Invercargill, on Easter weekend. Sitting on 34 points, they will be hard to knock off now, but with a possible eight points each up for grabs on Saturday, some of the other contenders like Diamond Harbour may not be far behind. Masters of croquet golf Lincoln Golf Club results By Georgia O’Connor-Harding THE HORNBY Croquet Club hauled in 11 medals at the South Island Masters Games in Timaru. A group of about 10 from the club travelled to Timaru to compete in the croquet golf section recently. The team won six gold, three silver and two bronze medals. Club members Annette Wilson, Rosemary Beckett and Eric Ogier won two medals each in their singles and doubles competitions. Club committee member Neil Williams said it was “definitely one of the best years” the club has had.

“It is a good effort for one fairly small club,” he said. The club, made up of members aged 60 to 80 and based in the Hornby Domain, was set up to encourage people to get involved with croquet golf. Club treasurer Barbara McLeod said four years ago, the club had only eight members but now has a “thriving membership” of more than 30 players.

The centrepiece event of the season is likely to be the 47th New Zealand Sprintcar Championship in January. “We anticipate close on 40 entries for this event,” Mr Daly said. “With the championship allocations being what they are, we may not see this championship in Christchurch for another six years.” Although the crowd-pleasing V8 sprintcars feature prominently in the 13-meeting race calendar, Mr Daly said there would be something for everyone. “We are wrapped to be hosting this summer’s South Island Sidecar Championship,” he said. “We have the South Island Midget Car Championship and the New Zealand Midget Grand Prix, while the TQs, modified sprints and six shooters will all have plenty to race for this summer.” Ruapuna will also host two rounds of the Hydraulink Sprintcar War of the Wings series, as well as the annual Gold Cup and Salute to Goodie events.

This is sure to be an enjoyable evening for all ages. Woolston Brass have put together a foot-tapping programme especially for Lincoln and are likely to raise the roof with their awesome sound. The night will feature the talented Woolston Brass performing brass band pieces to jazzy and popular charts, and everything in between. Soloists include Anthony Smith (Principal Cornet) and Bryce Fairweather (Principal Euphonium) and vocalists Abbie Marsters and Caroline Blackmore. Since its formation in 1891 as The Woolston Band, this now iconic performing arts organisation has maintained a playing strength of around thirty musicians, with members drawn from all walks of life and age groups being brought together by a creative talent for making music. The band has always remained true to the ideal expressed in its Maori motto, Tohea kia kaha (Persevere, so there is Strength) and now also hosts a learners group and two training bands as part of The Woolston Brass Academy. Woolston Brass’ 125 year history records an abundance of championship success, overseas expeditions and colourful characters, many of whom have represented Woolston in National and Youth Bands of New Zealand.

Woolston Brass is current Brass Band Champions of Canterbury and the National Street March, and gained second place this year at the National Brass Band Championships held in Napier. Night Out at The Laboratory will showcase Woolston Brass’ talent and versatility of all genres. One of New Zealand’s premier brass bands and this event is not to be missed! The Laboratory is opening especially on a Monday (when normally closed) so the whole venue will be given over to the show. Doors open at 5.30pm and the show starts at 7pm. Don’t let fireworks start a fire

New community facility

planned for Tai Tapu

With Guy Fawkes coming up, Selwyn residents are being reminded to be safe and considerate if using fireworks. There are two public fireworks displays being held in Selwyn on Saturday 5 November. The Rolleston display will be held at Foster Park, from 5pm onwards. The event is organised by the Rolleston Residents Association and Rolleston Reserve Committee and will include games, rides, stalls and food. Entry is $5 per person or $10 for a family. No dogs or alcohol are permitted. $5 parking is available at Clearview School and near the Broadlands Drive/ Rolleston Road intersection opposite Rolleston College. If wet, the event may be postponed to Sunday 6 November. The Selwyn Aquatic Centre will close at 4pm on Saturday 5 November to allow for the fireworks set-up (and associated road closure of Broadlands Drive). If the fireworks is postponed until Sunday 6 November, the centre will also close at 4pm on 6 November. The Motukarara Fireworks display is being held at the Waihora Domain from 5.30pm. The evening includes live music, rides, food, and fireworks. Entry is $5 per person, or $20 per car (cash only). If you are planning to use fireworks at home please be careful to keep them away from hedges, shrubs, or long grass. Volunteer Fire Brigades are normally very busy around Guy Fawkes, so please follow the safety precautions below to avoid starting a fire:

The Tai Tapu Community Facilities Joint Working Group will host a public meeting on new community facility plans on Monday 7 November at Tai Tapu School Hall at 7pm. The working group represents the Tai Tapu Residents Association, the Tai Tapu Hall committee, the Rhodes Park Combined Sports Body, the Rhodes Park Domain Board and Selwyn District Council. It has been looking at community facilities in Tai Tapu, including a new facility and the future of the community hall and the Rhodes Park pavilion. The group is proposing to build a new joint community/sports facility on Rhodes Park. This would result in the current hall and the Rhodes Park sports facility being demolished. It is proposed the new facility include community and sports lounges with a kitchen and bar, a covered outdoor area, changing rooms and shower and toilet facilities. Help us keep water flowing this summer As summer approaches, properties connected to Council water supplies are being encouraged to adjust when they water their lawns. Rainfall has also been low in 2016, so ground water levels have not recharged properly over winter. During summer water supplies are placed under pressure as many people decide to water their lawns and gardens at the same time. So that we can continue to supply households with water over summer and help conserve water, we are asking residents on Council water supplies to try to avoid watering lawns between 6am-9am and 4pm-9pm daily. These are times when households use the most water.

· Don’t light fireworks in hot or windy conditions · Follow handling instructions. If a firework fails to ignite, don’t relight it as it may injure you · Only ignite fireworks in open spaces, away from buildings and anything flammable · Have a supply of water nearby, like a hose or bucket · Don’t drink and use fireworks, and keep children a safe distance away · Keep animals safe: household pets may be frightened by the noise. Horses and cows may be spooked and should be secured · Be courteous: let your neighbours know if you are planning to use fireworks; and don’t let off fireworks at unreasonable times Sky Lanterns, also known as Chinese Lanterns, are a significant risk if they are allowed to fly away. You should only use these lanterns if they are secured to prevent them floating away. Call 111 to report any fires.

Since 2015, Rolleston, Prebbleton, Lincoln and West Melton have all had new bores added to supply these areas. A new deep well has been drilled at Edendale to replace the existing well, as dropping groundwater levels indicated the bore would soon go dry. In Leeston and Doyleston, a new pipe, more tank storage, a well upgrade and new high capacity pump are providing more capacity.

Ceramic artist makes awards finals A LEESTON ceramic artist has earned a sought-after finalist place in the national Portage Ceramic Awards. Yi-Ming Lin was born in Taiwan, immigrated to New Zealand in 1994 and studied for a Bachelor of Fine Arts at Otago Polytechnic. He said he felt lucky and happy that his ‘Flowery Teapot Set’ work had been selected as a finalist. “The teapot is built in stages, starting as a pot and ending up as a pot made of flowers so each flower can show its own life,” Mr Lin said. “The contrast between rock and flowers, brown and blue, organic looking outside and smooth inside can showcase the variety in the work.” He is one of 52 finalists selected from 200 entries from around the country. The winner of the Premier Portage Ceramic Award, which carries a prize of $15,000, will be announced at a ceremony held at Te Uru on November 10. The winner of a scholarship award at the Peters Valley School of Craft in New Jersey, United States, and up to three merit awards totalling $3000 will also be announced at the

Miss Spencer, 19, is one of six New Zealand and Australian models who have been hand-picked through the Ozlink fashion programme to walk in several NYFW shows in February. “We’re walking for international designers with international models and it’s such a massive opportunity,” she said. “I don’t even know how to describe it – it’s still sinking in a wee bit. I still cry every time I speak about it.” Miss Spencer will spend 10 days in New York taking part in the major international Amit Singh Chauhan show, two boutique shows and two realway shows. She will also partake in a city and studio photo shoot with a professional fashion photographer.

“Having this work in my portfolio will look really good. This could literally kick start a whole career and that’s the best part about it,” she said. Miss Spencer has been modelling for three years after trying a modelling course with Portfolio. Now with NZ Models & Talent, she credits owner Kelly Morrison with helping her get the NYFW opportunity. Standing at the shorter end

of the modelling spectrum at 1.73m, she said her height has been an issue. “I’m classed as a petite model, but I’ll still get the chance to strut my stuff and show them what I’m worth and that I can do this,” she said. Miss Spencer is studying towards a Bachelor of Criminal Justice at Canterbury University. The Lincoln local is a sporty, rural girl who admits she didn’t see herself getting this far. “It’s quite funny – a small country girl getting such a big opportunity,” she said. She hopes to get scouted while overseas and combine her love of modelling with a career in criminal justice. “Modelling has always been that dream that every girl has had but never really follows through on. I wouldn’t mind being the next Gigi Hadid with a criminal law degree,” she said. There’s still some work to do to get to the United States as she needs sponsorship for the expensive trip. Hub celebrates with $75m refurbishment By Georgia O’Connor-Harding A CELEBRATION was held last Thursday to mark 40 years since The Hub Hornby was first established in 1976. As well as celebrating 40 years, a red ribbon was cut to officially mark the completion and opening of the mall’s food court.

The food court features wellknown restaurants and cafes including Pita Pit, Ichiban, Roast Republic, Cheeky Sparrow, Tank Juice, Shamiana and Hungry Wok. The $75 million refurbishment saw the centre grow from 1200 to 6000 sq m. The Hub Hornby centre man-

The Rolleston fireworks night will be held at Foster Park, with gates opening at 4.30pm. As well as the fireworks display, there will be a myriad of fairground rides and entertainment for children, while parents can sit, relax and enjoy a variety of local performers and artists on the main stage. The start of a blooming garden THE JOY of spring is that there are plenty of jobs to do in the garden, especially now the soil is warming up. Towards the end of October, early season varieties of strawberries will begin to ripen. Check plants regularly for signs of grey mould (botrytis), and remove any affected leaves and fruit. Add pea straw, hay or clean bark mulch around the plants to provide a clean ‘nest’ for developing strawberries. Raspberries, boysenberries, loganberries and blackberries should be growing at a very fast rate as we move through the month. Train canes on a wall or a wire framework. It may be necessary to remove some surplus canes where growth is exceptional. Mulch with compost to suppress weeds and conserve soil moisture, and fruit and berry fertiliser. Lawns are now in very active growth and require regular mowing. Fertilise with lawn fertiliser and repeat every four to six weeks. This is the last month for ‘easy’ laying of a new lawn or for patching and existing lawn. It’s a great time to plant up your container gardens

with ornamental annuals, perennials or herbs, and even small green salad veges. Always start with fresh container mix and ensure the containers are well drained. Summer annuals that thrive in containers include dwarf cosmos, marigolds, petunia, portulacas, salvias and zinnias. If you are establishing a new herb garden or restoring an existing one, try and position the herb garden close to the kitchen so it’s easy to access. Ideally, herbs prefer a sunny, well-drained position. You may need to plant more of the herbs you frequently use for example basil, chives, parsley. Roses will now start coming into their own. The first blooms are the best display of the year before the dreaded blackspot and rust appear. Fertilise them every four to six weeks with rose fertiliser as this enhances regular and ‘strong’ flowering. Mulch with compost to help retain soil moisture and ‘dead head’ (the removal of old flowers) regularly to help promote continuous flowering.

Vigilance needed to avoid debilitating sheep disease The Lincoln scientist who developed a standard New Zealand industry test for the debilitating sheep disease microphthalmia is reminding farmers to be vigilant. “We now see a few commercial farmers with the disease on their properties because they have used untested or non-accredited rams,” Lincoln University Professor Jon Hickford says. His advice: “Only buy rams from accredited breeders.” It is thought the inherited disease was introduced with the first shipment of Texel sheep to New Zealand over 25 years ago. If both parents are carriers (have a single copy of the mutation each), then there is a one in four chance that the offspring will be born either blind, or with no eyes. The Texel breed has been used widely to increase meat yield. The Registered NZ Texel Breeders organisation approached Professor Hickford to develop a robust test for microphthalmia, which is now the standard for the industry in New Zealand. In 2011 the breeders group also started a

microphthalmia accreditation programme. It allows for whole stud flock testing at significant discount on the test cost, so individual breeders can be assured they have no carriers of the disease in their flock. Its aim is to give assurance to the commercial ram-buying industry that Registered NZ Texel Breeders who are accredited, do not have the disease in their flock. Professor Hickford believes the scheme has made a large difference to the industry. He feels there is under-reporting of the disease as many farmers don’t know what it is, and often it is at such a low incidence that farmers don’t follow it up. His recommendation is that if you are using Texel or Texel-cross genetics you should be asking your breeder what they have done to make sure they are not selling carrier animals.

Shelterbelts offer benefits to farmers and the environment

Lincoln University student, Johannes Welsch A Lincoln University student’s PhD work offers new insight into on-farm carbon sequestration and the ecological benefits of shelterbelts, which he says may be part of the puzzle to sustainable management of agricultural environments and improved environmental credentials. Johannes Welsch says shelter belts are a farm-friendly way to improve carbon sequestration outcomes in the agricultural sector, and may be one answer to growing consumer concern around the environmental footprint of farming and the need for New Zealand farms to adapt to climate change. “The general population, both in New Zealand and in key overseas markets, are becoming more concerned about where their food comes from and the environmental impact of its production. The agricultural sector should be motivated to get out in front of a new wave of opportunity fuelled by consumer concern, with the aim of cornering that high end of the market.” Carbon sequestration could be a key part of this approach, he says. As Canterbury becomes warmer, drier and windier, with more frequent droughts and storms, increased efficiency of water

use and farming practices will be necessary to maintain and increase production. Wind is one of the few elements that farmers can control with the use of windbreaks and shelterbelts. Ironically, Johannes says, over the past few decades many shelterbelts have been removed to facilitate irrigation equipment and more intensive land use. “A case study on shelterbelt loss in central Canterbury revealed a reduction of 46 per cent between 1984 and 2004 as a result of dairy conversions. It is mind- boggling how many huge areas have become green pasture deserts.” He began to question what else is lost with these removals and whether opportunities to sequester carbon dioxide are being sacrificed. Johannes visited 34 sheep, beef, dairy and arable farms in the Canterbury region, from Banks Peninsula to the foothills of the Alps, to investigate their use of shelterbelts and the benefits of these, including increased biodiversity, soil ecology and shade and shelter for stock. Shelterbelts have also been shown to raise agricultural productivity. “Shelterbelt species selection with strategic placement and clear objectives can have numerous potential benefits to farm productivity and profitability. It is only a matter of time before this happens,” Johannes says. “There is growing pressure on farmers to do their bit and government policies may change. Farmers should look at the ‘free’ benefits they will gain across the whole farm. Shelterbelts are not a short-term panacea, but a mid- to long-term proposition that requires a flexible approach and sitespecific solutions. They contribute to equity for future generations, position farmers for a ‘low carbon’ future and enable adaption to a changing climate.” Concern has been raised over the largescale use of potentially fertile agricultural land for permanent forest carbon sinks, but Johannes emphasises that most shelterbelts are planted along, boundaries, slopes or gullies, roadsides and on marginal land. “The planting of these areas with shelterbelts benefits not only the farmer but New Zealand as a whole.” With only one per cent of native vegetation remaining on the Canterbury plains, and

VW Tiguan takes up the SUV challenge By Ross Kiddie FOR THOSE who have long desired a Volkswagen Touareg sport utility vehicle but have found the cost a little prohibitive and its size daunting, Volkswagen still have an affordable SUV in the form of its Tiguan. A completely new Tiguan has just landed and, although it doesn’t measure up to Touareg in any shape or form, it is still a very desirable mid-size SUV which rides and drives very much like sedans and hatchbacks from Volkwagen’s car line. The Tiguan, alongside Ford’s Kuga, has long been my favourite SUV of this size, and the new generation model does little to alter my opinion of it. Sure, it gets a lot more kit and the rounded shape is even more appealing, but it still carries the fundamentals which have made it a popular car here and globally. The newcomer lands in three variants – there’s the entrylevel 1.4-litre TSi at $41,990 and $47,990, depending on specification; there’s a 2-litre TSi at $57,990 and $66,990, interestingly, it gets the highperformance 162kW engine from the Golf GTi; and in the test car’s case the Tiguan lists at $59,990, it gets a 2-litre turbocharged diesel engine.

VOLKSWAGEN TIGUAN: Flowing, rounded lines.

As much as I would find the 2-litre TSi interesting, I think the diesel would be the variant for me, this is a driveline that Volkswagen do very well, and somehow the Tiguan lends itself to diesel power, it is powerful yet also thrifty. In terms of figures, the 1968cc diesel pumps out a healthy 110kw at the top end (3500-4000rpm), while it is also rated with a solid 340Nm of torque, available all of the way from 1750rpm to 3000rpm. Drive is sent through a sevenspeed direct shift automatic gearbox. There are only two pedals so it should be treated like a normal auto. The benefits are the quick shifts, and with the number of ratios gear changes are barely detectable and there’s never a

point where you think the wrong gear is selected. I like the way the engine works in conjunction with the gearbox, it is happy to operate at low revolutions, holding a tall gear during slow speed travel and that promotes fuel efficiency. Of course, the gearbox will quickly change down if immediate acceleration is required, the twin clutch system of DSG promotes that, but the entire mechanical operation is designed so that fuel wastage is eliminated. Volkswagen claims a 5.6-litre per 100km (50mpg) combined cycle average for the diesel unit. At 100km/h on the highway the engine is turning over at just 1650rpm registering an amazing 4.7l/100km (60mpg) figure. After a long drive and some use

on suburban streets the Tiguan’s trip computer was showing a 7l/100km (40mpg) figure. By my reckoning these are good results. The Tiguan is a purposeful family wagon. It has large car comfort packaged into a mid-size vehicle which drives and rides with comfort, along with presenting the driver with an informative driving sensation. In all forms the Tiguan is fitted with Volkswagen’s 4Motion driveline. The Tiguan can’t be classed as an off-roader, there aren’t many SUVs which are, but it is capable in the loose and with 200mm of ground clearance it would accept a hilly incline or two. It also has drive modes suitable for low grip conditions. I took the test car on a shingle track near Hororata. Grip is plentiful while the fully independent suspension absorbs sudden wheel travel so that the in-cabin ride is protected. On the seal, the Tiguan glides through the air with quiet ease and is capable when presented with a quick corner or two. The Tiguan is very car-like, there’s no presence of height and certainly bulk, it feels lithe, nimble and spirited. The Tiguan rides on high quality Pirelli Scorpion tyres (235/50 x 19in) and even though they don’t

have an aggressive pattern, they are capable in the loose and are certainly up to a cornering challenge. They don’t moan under pressure and combine to give the driver positive information as to what is happening in relation to the road surface. The new Tiguan carries all of Volkswagen’s latest technology, especially for safety where it features an autonomous emergency braking system. It stops short of taking autonomous driving any further, but it’s my guess given the technology already in production throughout the wider Volkswagen/Audi enterprise, it won’t be long before it is advanced further. In the interim, the Tiguan is a tidy package. It is a versatile, innovative all-rounder, and if I was a mid-size SUV buyer it would be top of my list.

Buying your first home Policy changes to the KiwiSaver HomeStart Grant have led to many young people looking to settle in Selwyn where cheaper land makes owning a new home achievable. While many lenders may require a 20% deposit when purchasing a home, a 10% deposit is all that is needed under the Welcome Home Loan Scheme. This deposit may comprise savings, cashed in KiwiSaver funds and a HomeStart grant which is available if a person has paid into KiwiSaver for at least three years. There are two grants available under the HomeStart scheme. If purchasing an existing home, the grant is between $1,000 and $5,000 for each year a person has paid into KiwiSaver, while this figure doubles if purchasing a new home. It means that two partners who have paid into KiwiSaver for five years will have a combined grant of $10,000 for an existing property and $20,000 for new. This explains why so many first home buyers are looking to purchase new though they must be over 18 years, have a combined gross income of less than $130,000 (or for one person less than $85,000) and commit to living in the home for a minimum of six months after settlement. Previous home buyers could qualify for a HomeStart Grant if they no longer own a home and their financial situation has deteriorated due to say a relationship break up, bringing their realisable assets to no more than $100,000 (for Canterbury). First home buyers should also research what is on offer in the market as not all smaller, compact house and land packages are equal. Some building companies have only a small range of plans which might not appeal to the buyer or suit their needs. First home buyers also need to be wary about add-on costs. Extras like fencing, landscaping, exterior hard surfaces and changes to the design specifications, which can increase building costs putting the home out of the buyerâ&#x20AC;&#x2122;s reach. The quality of fixtures, fittings, appliances and floor area can also vary. In a housing subdivision, there is also likely to be a covenant requiring landscaping to be completed within a certain timeframe which might be before moving in or within six months. Some building companies, like Generation Homes, have addressed these issues, establishing a final build price while offering a well-designed affordable home that will fit within the price range of a first home buyer and also provide quality fixtures and fittings. A stone benchtop, recognised brand appliances, heat pump and complete landscaping from the concrete driveway to the fences, lawn and shrubs, letterbox, clothesline and irrigation system are all part of the package. â&#x20AC;&#x153;We recognised the need for our first home clients to have surety and have developed a package that means they can afford a new home that they will be happy in,â&#x20AC;? says Evan Beker who along with his wife, Nadja are the joint venture partners of Generation Homes Christchurch.

Unless you’ve been living under a rock you’ll know that getting rid of clutter is one of the keys to selling property fast and at a good price. Good storage systems can look cool in their own right, and help organise your clutter. Good storage ideas are abundant and all manner of products are available to make homes more minimalistic. While it’s nice to buy your storage from designer homewares stores, the likes of The Warehouse and Kmart sell many simple products for masking clutter. Fabric storage cubes are a great start for disguising the clutter. They fit neatly into shelves and wardrobes and thanks to competition from the big department stores, can cost $10 or less each. You’ll also find wicker, felt, cotton, woven and metal baskets for a song.

You’ll be amazed at how many everyday items can be repurposed for storage at the same time as adding design excellence to your home.
