EDITOR’S LETTER Editors letter….

Seems we are blessed with some of the most spectacular courses in Asia, living here in Thailand, many at affordable prices. Smiling caddies add to the enjoyment and most clubhouses serve some excellent Thai food as well. However I have started to notice recently that several golf courses are actively encouraging and allowing five or even six ball groups to play. If you have ever arrived at the tee box and see five or six umbrellas ahead, you know you are in for a 5-6 hour slog around the next 18 holes. Not fun!!! I am all for a game of golf being an enjoyable day out with your friends and work colleagues, and on occasions we have enjoyed a bit of friendly gambling. Here in Thailand the locals seem to take this for granted, and it is not unusual for the group in front to stop of at a food station for a full course meal or a game of cards. This we can handle, as they are happy to wave us through. But following a 5 or 6 ball just becomes tedious, and to be honest completely ruins your own rhythm and the bogies also start to mount. We have spoken to the reception staff at these clubs, and all they say is that their club allows large groups. Basically a club survives on the number of rounds each day, so I realize it can be hard to turn away players. A solution has to be that clubs should avoid accepting more than 4 balls especially at the weekend when they should be busy anyway. Secondly the starter should give a gap of at least 15 minutes before the next group tees off. Then at least everyone should have a chance to enjoy their round and large groups should be obliged to take golf carts as well. GOLF COURSE REPORTS

GOLF NEWS... Jaidee is Champion of Wales. Thongchai Jaidee won his first European Tour title outside Asia at the ISPS Handa Wales Open last month at a wet and windy Celtic Manor Resort. The Thai golfer, who recorded all four of his previous victories on his home continent, closed with a one over par 72 for a six under total and a one stroke victory. Dane Thomas Björn, Spain’s Gonzalo Fernandez-Castaño, Dutchman Joost Luiten and South African Richard Sterne finished one shot behind on five under, with Ross Fisher and Paul McGinley two adrift in a tie for sixth. England’s Fisher, who made his Ryder Cup debut at this venue two years ago, left with far less happy memories this time after being penalised a shot for slow play when one off the lead. Former paratrooper Jaidee, the World Number 199, led by one overnight, but fell one behind after running up a double-bogey seven at the ninth. At that point he had not had a single birdie, but he started for home with three in a row and was in control once he holed an 18 foot putt for another birdie on the 15th. That gave Jaidee the luxury of being able to bogey the 16th and long 18th and still take the £300,000 first prize. This was his fifth European Tour International Schedule victory in his 225th European Tour event.

He moves to €475,014 in The Race to Dubai, will move to around 110th in the Official World Golf Ranking from 199th. His previous four wins were at the 2004 and 2005 Malaysian Open; 2009 Indonesia Open and the 2009 Ballantine’s Championship in South Korea. Aged 42 years and 208 days, Jaidee becomes the oldest winner of the ISPS Handa Wales Open, beating the previous record of Miguel Angel Jiménez, of 41 years and 151 days in 2005. Not only was this his largest European Tour prize of €372,720, but he also gained a European Tour exemption until the end of 2014, and a place in the 2012 WGC – HSBC Champions and 2013 Volvo Golf Champions. Well done Thongchai Jaidee…..

Bubba Watson and family scared As perhaps the hottest name in golf these days, Bubba Watson is trying to keep his public and private lives separate.

“Teddy was trying to find me in his car so he could block him,” said Watson, who recently adopted a child with his wife. “When you start dealing with that, when you have the kid with you, it’s not a good situation.”

But the two may have intertwined -- no one knows for sure -- in a curious incident last month while the Masters champion and his family were in the Columbus, Ohio, area for the Memorial Tournament.

The Watsons kept driving and driving, watching the headlights in their rearview mirror, until finally the danger passed.

Watson hosted a Christian music concert at a downtown venue Tuesday night. He was with his wife, Angie, as they headed to their rental home.

Watson said earlier in the week he and his wife have been trying to buy a house in the exclusive Isleworth community in Orlando, Fla. Among many other advantages, it’s a gated community with good security. Among other celebrities who have lived in Isleworth are golfers Tiger Woods, Mark O’Meara and 2011 British Open champion Darren Clarke, along with baseball star Ken Griffey Jr., and actor Wesley Snipes.

“A car chased me,” he said after a 74 in Friday’s second round at the Memorial. “Angie was driving. She had to pull over. I switched to driving so I could drive through someone’s yard if I had to. But we had to drive away from our house, the house we rented. We drove for 37 minutes.” Watson called his caddie, Ted Scott, hoping that Scott could intercept the pursuing car. www.thaigolf-news.com

“We kept driving around and they finally gave up,” Watson said. “I was going to keep driving until we felt safe again. That’s the first time that’s ever happened.”

“Isleworth is a beautiful place. I don’t have to leave the gates. Security is a big key there,” said Watson, who previously lived in Arizona. “We want to be in a secure area. Mayor of Pattaya agrees to host AGTC 2013

Pattaya has been chosen as the host venue for The 2nd Asia Golf Tourism Convention which will take place from 29th April to 2nd May 2013 at the Royal Cliff Resort. This premier golf tourism event in Asia is expected to attract over 500 delegates to Pattaya for a Programme of meetings between buyers and suppliers. The event is run by the International Association Of Golf Tour Operators – a trade organisation whose members are responsible for 85% of the worlds Golf holiday package bookings. Itthiphol Kunplome, Mayor of the City of Pattaya, and Peter Walton, CEO of IAGTO, signed the Agreement confirming Pattaya as the 2013 host city. It is estimated that business emanating from the Event is likely to generate US$ millions in high revenue low impact golf tourism over the subsequent 6- 18 months for Asia’s golf courses, hotels and resorts meeting with IAGTO members to showcase their products and destinations. Peter Walton CEO of IGATO said, ‘We anticipate there will be over 180 leading golf tour operators attending, roughly 50% from the Asian markets and the rest from around the World. This will have

a major economic impact not only for Pattaya but for Thailand’s tourist industry as a whole. According to our research, the average golf vacationer tends to spend in the destinations around 120% more per person per day than other vacationers.’ Itthiphol Kunplome agreed, ‘There are huge benefits for Pattaya hosting the AGTC. We won the IAGTO Golf Destination of the Year Award 2012 for Asia and Australasia, and now winning the right to host this prestigious convention, we have a great opportunity to develop our city and to represent Thailand’s golf industry. It will definitely boost our economy as all these delegates will have the chance to visit our leading hotels, see our fantastic tourist attractions and to sample our first class golf courses.’ Managing Director of the Royal Cliff Hotels Group, Mrs Panga Vathanakul, was delighted to be selected as the host venue. ‘We are already supporting the local golf clubs with our Royal Golf Package and we are now honored that so many suppliers and buyers from the golf industry will be staying with us next April. We will be working closely with Solar Golf, Pattaya’s leading destination management company, who will be handling the overall event coordination.’

GOLF NEWS... World Golf Hall of Fame Golf Expo Traffic Down. Exhibitors participating at the 2012 Golf Expo at the Queen Sirikit Exhibition Centre in Bangkok last month reported lower visitor traffic than the previous year’s event. Considering the contribution the Golf Industry makes to Thailand’s Tourism, it is surprising that more golf clubs were not participating over the four day show that also has a large Dive and Travel exhibition running alongside as well. The ex-golfer turned BBC commentator, 81, joined the likes of American legends Jack Nicklaus and Arnold Palmer and fellow brits Nick Faldo and Tony Jacklin in the Hall of Fame. Alliss was joined at the event by fellow inductees Phil Mickelson, Sandy Lyle, Dan Jenkins and Hollis Stacy. “It’s all come as a bit of a surprise for me,” said Alliss. “I know people think I am a bit loud-mouthed and arrogant but I don’t take praise very well, I feel embarrassed by it all.”

Those golf courses who did take part still reported that they were selling a lot of discounted green fees to visitors aimed at filling up their courses during the low season. Copies of Thai Golf were readily available at the Banyan Golf Resort stand, ably hosted by their excellent team of girls, all kitted out by Loudmouth. Maybe next year the organisers should consider letting us Golf Editors know about this event in advance, so we can inform all our readers to head down there and grab some great bargains!

Scotland’s Lyle earns his place after winning two majors, as well as 22 tour events. American Mickelson is a three-time US Masters champion, has a PGA Championship to his name and has won 36 PGA tour titles since turning professional in 1992. Last year saw Alliss celebrate 50 years of broadcasting the Open Championship for the BBC. “I have had five or six careers really. I was a club professional, a tournament professional, an international player, a golf course designer and constructor, a writer of books and, of course, I have worked in television with the BBC, ABC in America and Australia, CBC in Canada and all round the world.” BBC Director of Sport Barbara Slater added: “Peter’s relationship with BBC Sport has spanned over 50 years, and he has become a key voice with his distinctive golf commentary and something of a national treasure. “It’s great that he has been recognised with this award, which truly reflects his dedication and love for the game.”

Interview with Peter Walton CEO of the International Association of Golf Tour Operators…

Thai Golf caught up with Peter Walton IAGTO’s globetrotting CEO to find out more about golf tourism. TG: IAGTO has just hosted its first event in Asia last month. How did it go? PW: It was our first golf tourism convention we have held in Asia with KL hosting this forum, which attracted over 16 golf destination countries from the Asian region, and around 140 golf tour operators from 38 different countries. It was a great success. 12

TG: Are you concentrating more on Asian tour operators or are you still attracting operators from outside this region as well? PW: Well most Asian destinations appeal to both Asian and Western markets. They are quite different as the closer the market is to the destination, the shorter the stay is quite often. At the forum we did however appeal to both the Asian and Western markets. TG: When you host your established forums in Europe how many meetings are held between Tour Operators and the Golf Destinations, and how did that compare in Malaysia? PW: This is very different from big events such as the International Golf Travel Market which is the industry’s annual trade exhibition. Whereas the forum is for IAGTO members only, more as a convention style event. We still achieved over 4,000 meetings in total, with an average of over 40 tour operator meetings for every supplier member. TG: Compared with normal spend, Golf tourists tend to spend more on their vacations. Do you have any figures on that spend? www.thaigolf-news.com


PW: Well the average spend per person when they are at the destination according to our previous research into European and Latin American markets is more than double, at 120% per person per day. And that is into the pockets of the local suppliers and the people who work in the industry. In Pattaya it may be a lot more than that at possibly three times normal spend. If we can bring in more golf vacationers you will see high revenue numbers along with a higher average spend, which will benefit the City. TG: Is this because Golfers tend to spend time in more expensive hotels for example, and have to book green fees and ground transport? PW: It’s all of that but golfers have to often get to the course, so you can add drivers, waiting time, food and drinks, caddie fees etc.; In fact up to 75% of that revenue goes outside the actual golf industry, to hotels, restaurants and shops as well. They also have an impact on real estate as buyers as well as attending meetings and conferences. Overall their arrival in a region can have enormous benefits not only to that region’s golf industry, but on a much wider scale. TG: Pattaya won IAGTO’s Best Golf Destination Asia and Australia 2012. Does IAGTO assist regions after they have actually won such an award? PW: Yes we have worked closely with the Mayor of Pattaya City to assist them and you can see the posters on the highway promoting this award as just one example. TG: You have now selected Pattaya as your destination to host your 2013 Forum. Why Pattaya? PW: Thailand is without doubt the most popular golf destination in Asia and is in fact not just one area, but perhaps up to seven excellent golf destinations combined. We then needed to select the right one. We looked at the industry and then decided to take our Forum to the destination that we felt would do the most good. It is a magnet for golf tour operators, so you might get 30 golf tour operators on a normal FAM trip whereas at a forum you can have up to 180 golf tour operators, so it is a great opportunity for Pattaya and Thailand to show off its golf courses and its hospitality over 4-5 busy days next April. TG: What in revenue terms do you think attracting so many leading tour operators could mean not only to Pattaya but to Thailand as well? PW: We have 450 golf tour operators from 58 countries and they control over 85% of all golf holiday packages. 236 sell golf destinations in the Asia Pacific market. If we attract 150 + tour operators to Pattaya that is over 60% of all tour operators selling Asia. It can therefore generate www.thaigolf-news.com

hundreds of millions of baht in incremental revenue bringing new business into the country. Although Pattaya with its 20 top golf courses is the No1 Thai golf destination, there are still a lot of golf tour operators who currently do not feature them. Hopefully through next year’s forum we can improve those numbers. TAT will be hosting many visits to the golf courses plus showing off their excellent hotels and tourist attractions too. Only opened since 2008, this superb 18 hole golf course on the island of Phuket really is fast becoming a firm favourite with tourists, locals and expats alike. The cameras will go crazy at their fun par 3, 17th, literally 140 yards down a mine shaft!! Red Mountain is one of the most expensive courses to play in Thailand, but for once you really do feel you get your monies worth. The tee boxes, fairways and green were in excellent condition, the caddies were very friendly and extremely well versed in the layout and especially reading the greens. The club house is very relaxing with an excellent restaurant overlooking the 18th hole. For once no need to worry about hiring clubs…..check out their selection of brand new clubs. Eastern Star Golf Course…

Pattaya recently won the coveted ‘Golf Destination of the Year 2012 for Asia and Australasia’ from the International Association of Golf Tour Operators (IAGTO). It was a great feather in the cap for the Eastern Seaboard Region of Thailand golf courses, including Eastern Star Golf Course, in Rayong. Those in the know would connect the Eastern Star Golf Course with former Prime Minister, Mr. Anand Panyarachun, who has a magnificent home on the course. Palm Hills Golf Course…

Palm Hills Golf Club & Residence was the first international standard golf course to open in Hua Hin back in 1992. The course located between Hua Hin and Cha Am, is close to the Hua Hin airport, so it takes only two hours to drive from Bangkok. Palm Hills Golf Club is near to the Petchburi mountain ranges, and has some stunning views of the Gulf of Thailand. It is situated with a spectacular natural setting of mountains, lakes and sea, making this course popular with golfers of all abilities. The 18-hole par 72 (6892 yards) championship courses was designed by the world acclaimed golf architect Max Wexler, and the course is laid out on a long strip of undulating terrain which gives the course a Scottish hillside feel. On the 10th hole, you have to drive through the left hill line, otherwise there is a chance that your ball will disappear into the forest. Their signature hole is the 11th, a long par three uphill into the sea breeze. It requires at least a club more than normal to reach in regulation. The distance has to be very accurate, since the hill and the wind will affect the distance. This hole especially when your reach the green has a fantastic view of the gulf of Thailand. The fairways have Bermuda grass and they are generous and wide, making it popular for all golfers, especially on the 9th and 18th holes. A Gem of a Course…

Known for its famous “Bridge over the River Kwai,” and its deep-Blue Gems, Kanchanaburi Province is located on the western edge of Thailand, 128 km west of Bangkok. Sapphire and onyx mining in this region occurs at the alluvial pit-mines of the Kanchanaburi Bo Phloi (Amphoe Bo Thoi, Amphoe Bo Phloi, bo Ploi tambon) district, 30 miles north of Kanchanaburi Town. Pattaya News Amazing Thailand Singha Caddy Championship 2012 Our smiling lady caddies always brighten up our golf round regardless of how badly we might be playing. Now they are being given the opportunity to achieve golfing stardom courtesy of Tourism Authority of Thailand and Singha. There are 160 places on offer to caddies at a monthly event that will take place on five different courses across Thailand between May and September. The top 24 caddies from each qualifier will compete in the Grand Final at Siam Plantation in October. The winner will get an all expenses paid overseas golf trip and the chance to play against the top Korean and Japanese lady caddies in a special tournament. Kamala is the quietest of the 3 beach scenes, but blessed with smaller crowds, Rockfish restaurant overlooking the beach and an amazing supply of great coffee shops. Pop in to “Garage” or “Live Present Moment” for great cup of Java. For those of you who loved ‘Bucket List’, the local Doi Chang even has Civet Coffee!! Surin is the St Tropez of Phuket - beautiful people in beautiful clothes eating beautiful food. This really is a great beach, but is extremely popular in high season, as much for the beachside dining and the fact that it is THE place to be seen as anything. Catch and Taste are great restaurants that are right on the beach and Twin Palms hotel is best described as truly affordable luxury.

Serious golf in the area is provided at the previously mentioned Laguna Golf Course. A great resort course spreading over 6,698 yards par 71. Whilst the greens are relatively flat for Phuket, it has over 80 bunkers on the course and water in play on 15 holes so it is from easy and shooting net par needs concentration and good course management. Laguna Phuket GC has some of Phuket’s Best practice facilities with 2 chipping greens and a huge putting green. The excellent driving range / academy is run by the personable Andy Coombes – British PGA and former Asian Tour player. Just outside the Laguna area is the Golf Guru driving range / academy run by Martin Platts. Martin has lived and worked in the Phuket golf scene for about 20 years and is one of Phuket’s biggest and best know golf personalities. Not wanting to stereo type, but whilst HE goes to the Golf Guru are real European Café scene can be had by HER at BAKE only 50 yards down the road! A relatively new edition to the golf scene is the Phuket Adventure Mini Golf facility. But this is no ordinary Mini golf, this place is brilliant, it even has little bunkers!! I was really impressed when I was invited to play and have returned many times for enjoyable evenings with friends and this really is a great place to sharpen up your putting skills. I can also highly recommend the Beef Burger!

Bang Tao is the busiest of the 3 but with a beach that stretches for 8kms you can finally find a bit of sand to call your own. Which is a little surprising given the fabulous Laguna Phuket complex is right there with seven four and five star hotels, dozens of million dollar pool villas, many facing the Laguna Golf Course. The pick of the hotels has to be the magnificent Banyan Tree – this really is the place to spoil yourself in Phuket and the recently renovated Angsana Hotel with its 500 million baht face lift recently completed. For the best night out in Bang Tao, follow a (sporty) local and you are likely to end up at

Leaving the UK?

There used to be a time when it was quite clear where one lives. However, nowadays, with travel connections being so good and the possibility to have properties in numerous different countries, the question as to where one might be regarded as residing, has become more complex. This additional complexity has, particularly in recent years, been evidenced in UK court decisions concerning residence. When an individual plans to cease UK residence, therefore, it is necessary to carefully consider whether there is any scope for UK HMRC to still consider that individual to be resident in the UK and to plan accordingly. Once non-residence is achieved, it is also necessary to then look at what taxing rights remain with the UK, and to manage these accordingly.

A Distinct Break

Residence is a concept that refers to the country where an individual spends his time from year to year. For many years, HMRC practice in the UK has focused primarily on daycount tests when assessing whether or not an individual is regarded as resident in the UK, namely the 183 day tests and the 91 day test. However, more recently, UK HMRC has been looking at not just the day count aspects of residence but the more qualitative aspects, such as where one’s immediate family/spouse is located, where one owns a property, where one has business interests, etc. From 6 April 2013, a statutory residence test is anticipated in the UK to make these aspects clearer. In the meantime, for individuals who have been resident in the UK and wish to argue that they have left the UK, much more strict quantitative considerations will apply so that an individual must be able to prove that they have indeed “left” the UK. For individuals who have been previously resident and domiciled in the UK, it will be very important to show that they can be said to have genuinely “left” the UK; there must be a “distinct break” in the pattern of one’s life.

Residence Timing

Given that the UK tax year starts on 6 April, but the tax years for many other jurisdictions work to a different year end, there may be potential for an individual to plan to cease being UK resident, but then not to actually become resident in the new jurisdiction until the start of the tax year of that new jurisdiction. This can open up significant planning opportunities to restructure one’s assets during that timeframe. Another important timing issue is that under UK tax anti-avoidance legislation, if an individual wishes to leave the UK in order to realise capital gains, if the individual returns to the UK within 5 tax years of leaving, then he will be subject to tax in the UK on the gain. For capital gains tax purposes, therefore, individuals plan to remain non-UK resident for at least 5 complete UK tax years. A 5 year test also exists for certain rules in relation to remittance basis taxpayers.
