Existing Conditions Burnham, IL While Burnham does not have a community wide overall Comprehensive Plan, in 2005 Burnham partnered with the University of Illinois at Chicago to develop a Comprehensive Retail Plan. While the land use portion of that document is dated, when comparing it to the current South Holland Zoning Map it appears that the Village has followed through with its plan from over 20 years age.
