BEACHES FOR SALE? Parent company could fetch $4.5billion

S

andals Resorts International, which operates all-inclusive resorts throughout the Caribbean, including Beaches Turks and Caicos Islands, has reportedly restarted an effort to sell itself, according to people familiar with the matter. According to various international news agencies, including Bloomberg, the Gordon “Butch” Stewart-owned company could fetch as much as $4.5 billion in a sale, said one of the people, who asked not to be identified because the matter was private. Sandals “is exploring options to take advantage of the growing global demand for the brand,” a representative for the company said in an email, adding that the sale effort had been reported in 2017. The company declined to comment further. Sandals, whose website offers luxury vacations for “two people in love,” was founded in 1981 by Chairman Gordon “Butch” Stewart. The company is working with an adviser on the sale process, which would help resolve estate-planning issues, one of the people familiar with it said. The company operates 24 properties in the Caribbean under the brands Sandals, Beaches, Grand Pineapple, Fowl Cay Resort and Your Jamaican Villas. Its properties in The Bahamas, Jamaica, Turks and Caicos Islands, Barbados, Grenada, Antigua and St. Lucia, book more than 400,000 guests and host 6,000 weddings a year, according to a document reviewed by Bloomberg. In the all-inclusive segment of the

Beaches Turks and Caicos hospitality industry, guests pay a single price for lodging, food and other services. Large hotel brands, which had stayed out of the niche for decades, have begun to respond to demands of their frequent guests. Marriott International Inc. has

announced plans to offer all-inclusive packages following initiatives by Hyatt Hotels Corp. and Hilton Worldwide Holdings Inc. In 2017 it was also reported that Sandals

Resorts International was reportedly exploring strategic alternatives, which include a potential sale of the company. At that time, Sandals hired investment bank Deutsche Bank AG to explore the options.

New system of granting TCI citizenship -Turks and Caicos Islander Status Commission finally established A new and innovative system of granting status, other than by marriage, to persons who are not native to the Turks & Caicos Islands, is about to be implemented by the Ministry Immigration, Citizenship, Labour and Employment Services. The Turks and Caicos Islander Status Ordinance 2015, in establishing the Turks and Caicos Islander Status Commission, charged it with the responsibility of, among other things, reviewing applications in order that they might make recommendations to the Governor for the grant of Islander Status.

Sections 4(7)(i) and 4(9) guides that the Commission in considering whether an applicant qualifies for recommendation to the Governor, must consider any prescribed evaluation criteria which the Governor is authorized to issue by guidelines for the purpose of evaluating the merits of an application by awarding to or discounting an applicant’s credit based on his personal and occupational attributes as well as his potential value to the community. The Minister responsible for Immigration said this new system is timely, given the perceived weaknesses

of the present framework for the grants of Islander Status, most notably, the potential for lop sided increases in the Turks and Caicos Islander population by persons from one country or another outside of the Islands, thereby potentially shifting the balance of power radically from what is commonly referred to as the “indigenous” Islanders to the newly arrived immigrant population, in an unacceptably short period of time, and the ability for Government to influence the numbers, skills, qualifications, age, country of origin, and familiarity with the Islands of the newly permanently

settled migrant. The Minister would like to thank the department of Citizenship and Immigration for their hard work and dedication. 20 new TCI police officers to be trained in Barbados Commissioner of Police Trevor Botting has welcomed The Premier’s recent announcement of the provision of funding to recruit twenty new police constables. The Government of the Turks and Caicos Islands has committed an extra $500,000.00 of funding to increase police numbers and Commissioner Botting says he is optimistic the country will benefit. “The Force Executive Team and the various department heads of the Royal Turks and Caicos Islands Police Force are very pleased with this development,” he said. “These twenty future Police Constables will join more than 277 Officers currently on the Force. We are hoping to receive a

large number of local applicants who will be given preference, but we are open to hiring outside of the territory.” The recruitment drive started on September 23rd, 2019 and will end on October 15th, 2019. The twenty new recruits will receive basic training locally before commencing their training at The Regional Police Training Centre (RPTC) in Barbados. Commissioner Botting said they initially had an agreement with The Bahamas Police Training College, however, due to the catastrophic Hurricane Dorian, they were unable to accommodate the new recruits. “We are currently finalizing discussions with our colleagues in

Independent probe launched into police-involved shooting An independent investigation has been launched following the officer-involved shooting that took place on Wednesday, September 18th, 2019 and Daniel Been Jr. died. “We have a duty to ensure that the circumstances are properly investigated and as standard protocol in any officer -involved shooting with a force firearm, an independent investigation will take place,” said Trevor Botting Commissioner of Police. He said the Royal Cayman Islands Police Service will lead the investigation, adding that a team of Officers arrived in the Turks and Caicos Islands on September 23rd, 2019 to undertake this role. “Being accountable and transparent are crucial as we build

Director of Tourism charged with corruption Director of Tourism Ramon Andrews has been charged with corruption and financial misconduct. Andrews appeared before Chief Magistrate Hon. Tanya Lobban-Jackson on Monday, September 23rd, 2019, where he was granted bail and opted for a jury trial. He was charged with four counts of Corruption contrary to section 67 (d) of the Integrity Commission Ordinance and two counts of Financial Misconduct contrary section 45 1 (c) Public Finance Management Ordinance. Andrews was arrested and charged following an extensive investigation by the Turks and Caicos Islands Integrity Commission.

Search for teen called off The search for 17-yearold Alandre Jean Pierre who went missing after swimming at the Children’s Park Beach in the Lower Bight, Providenciales, on Thursday, September 19th, 2019 has concluded with no sign of him. Superintendent of Police Darron Williams, who is Head of Special Operations said, “We have been searching for the teen since the initial report to 911 and have used all the necessary resources in place to try and locate him. Unfortunately, we have decided to call off the search. In the interim, we will continue to focus on providing support to the family during this difficult time. Our thoughts and prayers are to his loved ones and friends. I would like to thank the first responders, our Marine Branch team and other officers, 911

Refrain from hookahs, vaping and e-cigarettes Residents of the Turks and Caicos Islands are asked to refrain from or limit the use of e-cigarette product such as hookah and vaping pens, given the recent findings by the CDC (Centers for Disease Control and Prevention) and the U.S. Food and Drug Administration (FDA) of the possible association between severe pulmonary disease outbreaks and the use of e-cigarette products. The advise came from the Department of Mental Health and Substance Dependence (DMHSD) within the Ministry of Health. E-cigarettes are devices that deliver an aerosol to the user by heating a liquid that usually contains nicotine, flavorings, and other chemicals. E-cigarettes can also be used to deliver marijuana or other substances. Several Caribbean islands and countries around the world have banned the use of these products. While E-cigarettes have gained popularity as a “safer,” and increasingly more fashionable, alternative to traditional cigarettes, experts warn that vaping causes e-cigarette users to inhale dangerous quantities of cancer-causing

substances. Clinicians and public health personnel are being urged to make special inquiries into the use of e-cigarettes for patients presenting with lung related issues. In the neighboring United States of America, as of September 6, 2019, over 450 possible cases of lung illness associated with the use of e-cigarette products and five deaths have been reported to CDC. Thus far, no evidence of infectious diseases has been identified; therefore, the lung illnesses are likely associated with a chemical exposure. The investigation has not identified any specific substance or e-cigarette product that is linked to all cases. Many patients report using e-cigarette products with liquids that contain cannabinoid products, such as tetrahydrocannabinol (THC).

Premier Robinson updates public on ongoing cost of living survey by Hon. Sharlene Robinson Premier of the Turks & Caicos Islands

My government understands the need to get a good understanding of the cost of living and the need for the TCI cost of living report, since the cost of living makes a big difference in what a dollar can buy. This in turn makes a difference in a person’s well-being. It is therefore critical that we get a good understanding of what are the determinant factors of the cost of living in the TCI. This will help my government to be able to make some major policy decisions. As previously stated, the Department of Statistics is currently conducting the cost of living survey. This survey is conducted over a period of a year. The reason for this is to take into consideration seasonal adjustments etc. The results will highlight the average expenditure cost in the following areas:

Food and non-alcoholic beverages Alcoholic beverages, tobacco and narcotics Clothing and footwear Housing, water, electricity, gas and other fuels Furnishings, household equipment and routine household maintenance Health Transport Information and communication Recreation, sport and culture Education services Restaurants and accommodation services Insurance and financial services Personal care, social protection and miscellaneous goods and services Take for example the category (Housing, water, electricity, gas and other fuels) – The cost of living survey will give

us an idea of the average cost of rent by island in the TCI. It will also highlight the cost of utilities such as electricity, gas and water. It is important that the survey is conducted so that we first get an idea of what households, etc. in the TCI are spending on and the cost of these expenditures. My government understand the importance of having the cost of living assessment, hence the reason why we have commissioned such a study. However, we have no choice but to work with the timelines given to us by the technocrats. We would love to be able to report on the cost of living today but the Technocrats are saying that they need at least 12 months to complete the survey and approximately 2 months afterwards to collate and publish the findings. It is their plan to have a Report presented by April next year. We believe

Premier Hon. Sharlene Robinson that such an important study must be done right and we urge the public to bear with us as this work is being undertaken. We are also asking that you cooperate with the interviewers if your household is selected to partake in the interview. We must always be reminded that with governance there is a process and my government like any other government should listen to and allow the technocrats to do their work based on the timelines given. We are pleased as a Government to have seen the need to ensure that this critical work is done.

Community policing to be strengthened The Royal Turks and Caicos Islands Police Force acknowledges it needs to enhance its relationship with all communities and building trust and confidence and this will be done through the introduction of Community Policing. Commissioner of Police Trevor Botting assured this will be in effect in the coming months during a press briefing on Tuesday September 10th. “We have to form and enhance our relationship with the community and build trust and confidence and this

will be done over the coming months with the introduction of Community Policing. We are absolutely committed to putting officers back into the community to form that relationship.” In addition, the Force will also enhance its service to victims of crime, in itself a positive way to build trust and confidence Botting added: “We are also committed to developing the leadership of the Force, for all levels through the Force. We need to invest in our staff to get to people to be the best that they

can be. We are going to enhance the service we give to our victims, in itself, a very positive and tangible way to build trust and confidence in policing.” Meantime, Premier Hon. Sharlene Cartwright-Robinson noted that the relationship between the residents of these Islands and the Royal Turks and Caicos Islands Police Force is critical to discouraging criminality. “The manner in which our communities are patrolled by RTCIPF Officers has been reassessed and there are not only more boots on the

ground on foot patrol, but a strategic presence to ensure heightened security in communities that are hot spots for activity. Increasing the engagement between Officers and the community gives residents the opportunity to engage, inform and build relationships with those charged with their safety.” She said. According to Commissioner Botting, ACP Kenny Grant will lead Community Policing for the Turks and Caicos Islands.

SCOPE OF WORK

The ideal candidate must have knowledge and skills obtained through collegiate preparation resulting in a Master’s degree (Doctorate preferred) which must include eighteen (18) graduate semester hours in the area, from an accredited and recognized institution plus a Teaching Diploma or Postgraduate Diploma and no less than three years post qualification teaching experience. A Bachelor’s Degree with a minimum of a second class honors or other postgraduate qualifications, teaching certificate/Diploma and experience in teaching at Tertiary level may be considered. Salary is in the scale:

Level I: US$27,399.90 - $39,102.30 per annum. Level II: US$40,210.00 - $43,488.40 per annum.

•To undertake a detailed briefing with the TCICC Board of Governors to lead and guide the salary review process on behalf of the institution. •To review existing documentation as it relates to salary scales, job descriptions and contractual documents to get a full understanding of the scope of the consultancy. •To conduct interviews with several comparator organizations to confirm the salaries, allowances and benefits offered; •To assess the existing remuneration structure of the TCICC vis a vis comparator institutions and identify if, and where gaps exist. •To consider any necessary revision to the salary structure and propose any necessary adjustment for the various categories of administrative and professional personnel; •0065plore the feasibility of introducing performance related pay structure.

Entry point will depend on qualifications and experience. In the case of staff recruited from overseas, appointment is on contractual terms for an initial period of two years. A gratuity is payable at the end of satisfactory contractual service at the rate of 10% of salary drawn during the period of service. A housing allowance is payable at existing rates.

“In The Pink” extravaganza will be bigger and better in 2019 By Todeline Defralien The popular In The Pink” extravaganza promises to be bigger and better in its 11th year, according to the organizing committee. On Saturday, October 12th, The Palms Turks and Caicos will once again be transformed into a “pink wonderland” as the organizing committee of In The Pink hosts the event to raise money for Turks and Caicos Island’s Cancer Society. On Friday, September 20th the organizing committee revealed some of the exciting plans for this year’s event. Karen Whitt of the Hartling Group and Committee Chairman of the event since its inception said In The Pink gives guests the opportunity to celebrate the joy of giving by coming together to enjoy music, shopping, food, and friendship. “We’re absolutely thrilled to partner with the National Cancer Society as we join the fight against breast cancer, and we are so pleased to support such a worthy cause,” she said. Whitt thanked all the volunteers, sponsors and participants who have supported them in the past and once again for this year’s event. She added: “On Tuesday, October 1st, the PINK team will host a Fashion Show “Get Your Pink On!” in the Courtyard at The Shore Club, where you can preview some of the incredible items which will be sold at this year’s

FortisTCI’s TeAnn Thomas applauded as one of youngest presenters at 2019 CARILEC Renewable Energy Conference FortisTCI Resource Planning and Utility Analytics Officer TeAnn Thomas was one of several presenters at this year’s CARILEC Renewable Energy and Smart Grid Conference and Tradeshow in Miami Florida from September 15 to 19. The conference was held under the theme “Rethinking Resilience in an Era of Disruption,” and brought togetherutility professionals, regulators and government representatives from across North America and the Caribbean region. TeAnn,alongside Rocky Mountain Institute Associate Sydney Jules, took to the stage as the youngest presenters to talk about the Turks and Caicos Islands Resilient National Energy Transition Strategy (R-NETS).The pair provided an overview of R-NETS, which calls for the integration of more solar PV over the next 22 years,and spoke about the importance of the Government, the utility, and other major stakeholders coming together to create a shared vision for the county’s energy future. TeAnn also explained how FortisTCI recovered in record-breaking time following Hurricanes Irma and Maria in 2017.“Resilience requires costly upfront investments and system redundanciesin order to restore electricity service and get the economy going as quickly as possible following natural disasters,” she stated.

was promoted to her current role. By Todeline Defralien The Department of Statistic in collaboration with UNICEF is currently holding a twenty-four day Training of the very first Multiple Indicator Cluster Survey “MICS” in Turks and Caicos Islands. Monday September 16th, saw the opening ceremony which was attended by Minister of Finance and Premier Hon. Sharlene CartwrightRobinson, Permanent Secretary Mrs. Athenee Harvey-Basden and International MICS Consultant of UNICEF, Ms. Jacqueline Montique Small. The MICS is a UNICEF Program which generates key data on the well being of women and children.

The findings assist governments in evidenced based policy decisions for improving the lives of children and women. A number of government workers are participating in this training which is taking place for 24 days at the Occasions Ballroom in Airport Hotel, Providenciales. The training is hosted under the theme, ‘Improving the Quality of Life through Statistics’. Over the past two decades, more than 300 surveys have been carried out in more than 100 countries. You are now being trained to help conduct a

survey which will provide considerable amount of up to date reliable and internationally comparable data for accessing the situation of children and women in the Turks and Caicos Islands.” Forbes said the department is extremely grateful to UNICEF for helping them to fulfill what they can say started out as a dream. He continued: “UNICEF has provided the TCI with a consultant Ms. Jacqueline Montique Small to guide us in every step of the way and ensure that we are following what can only be considered as some of the best guidelines for conducting surveys that I’ve come across. Other consultants will be joining for the next few weeks to ensure that interviewers are properly trained and after the completion of the survey consultants will be here t o help with cleaning the data and drafting the report.” Permanent Secretary Mrs. Athenee Harvey-Basden added that due to the fact that the TCI is now conducting its first MICS survey can be considered as a major milestone. “Not only because TCI will be the first British Overseas Territory in the region to conduct the MICS but it comes at a time as we as a country seek to address data gaps which are needed for monitoring human development. I appreciate the partnership being developed between the Department of Statistics and the different departments within the Ministry of Health. It is therefore hoped that this survey would help TCI to establish baselines for focused interventions and advocacy.

DPP with IAP core executive members of iap at the conference The Director of Public Prosecutions, Mr. Eugene Otuonye, Q.C. was among the thousands of Prosecutors and Prosecutorial Agencies who gathered at the 24th Annual Conference and Meeting of the International Association of Prosecutors (IAP) in Buenos Aires, Argentina from the 15th – 19th of September 2019. The theme of the Conference was “International Cooperation A cross Different Legal Systems”. Through Plenaries, Workshops and Special Interest Group sessions, the Conference deliberated on wide-ranging issues and challenges facing Prosecutors worldwide as they endeavour to discharge their prosecutorial mandate which is a key and critical part of the criminal

justice system. The Conference largely focused on dismantling the barriers to international cooperation among prosecutorial and investigative agencies to facilitate effective investigations and successful prosecutions of national and trans-national organized crimes that threaten the security and the economic, social and political well-being of peoples across the globe. These crimes include fraud, money laundering, bribery and corruption, human trafficking and associated offences, Firearms-related crimes, terrorism and financing of terrorism, among others. The Conference also offered a platform to show case the IAP’s Prosecutors’ Exchange Programme by

which prosecutorial skills, expertise, best practices and benchmarking are exchanged among members. The TCI Office of the DPP recently benefitted from this programme with the placement of a Specialist Prosecutor from Scotland in the TCI Office of the DPP for 6 weeks with financial sponsorship from Scotland Government and the Commonwealth Secretariat, London. It is in connection with this programme that the DPP, Mr. Otuonye, Q.C. was specially invited to make a well - received presentation to this gathering of world Prosecutors. The IAP was established in 1995 at Vienna in Austria, under the auspices of the United Nations as the first and only worldwide organization

of Prosecutors. Today, the IAP has organizational and individual membership of more than 300,000 Prosecutors from over 177 different countries and territories. Commenting on the Conference, Mr. Otuonye said: “It was such an honour to make presentation and, in the process, introduce the TCI as “beautiful by nature” to such a high-profile global stage. It was also a unique opportunity to network and establish relationships with Prosecutors from different parts of the world who possess cutting-edge specialties, expertise and experiences from whom we can easily draw assistance in times of needs”.

‘Walk For The Cure’ set for October 5th, event targets $20,000 for TC National Cancer Society By Todeline Defralien The countdown has begun as CIBC FirstCaribbean is getting ready to host its 8th annual “Walk for the Cure” event. This year the event is targeting $20,000 for cancer care and awareness in Turks and Caicos Islands. Larry Lawrence, CIBC FirstCaribbean’s Country Head for the Turks & Caicos, made the announcement at the official “Walk for the Cure” launch at the bank’s Grace Bay branch on Friday September 20th, 2019. Keloid Scars By Dr. Marsha Barnett What is a keloid? A keloid can be considered as a scar that does not know when to stop! It is an exaggerated response to injury to skin. When the skin is injured, the healing process usually results in a scar that is limited to the area of the injury. Most scars tend to be flat and appear less obvious with time. In a keloid, however, the scar tends to be larger than the original area that was injured, does not necessarily happen right after the trauma and tends to get larger with time. Who’s at risk? Keloids develop most often after trauma to the skin on the chest, back, shoulders, and earlobes. Although the mechanism by which keloids form are not fully understood, genetics and personal history are the two things that seem to dictate your likelihood of developing a keloid. Persons with darkly pigmented skin are more likely to develop keloids. In fact, persons of African, Hispanic, and Asian ethnicities are up to 15 times more likely to be afflicted when compared to Caucasians. Keloids are equally common in women and men

but are rarely seen in children. In some cases, the tendency to form keloids seems to run in families and if you have had a keloid scar from previous injury, you are more likely to get one in the future even after minor trauma such as ear piercing. Should you treat? The decision of whether or not to treat a keloid depends on a number of things. Some keloids may itch or become painful. They may also be present in cosmetically sensitive areas, such as the ears and chest, causing disfigurement or embarrassment. In these cases, its usually worth seeing your doctor to explore your options as treatment is advisable. Treatment options Dermatologists, plastic surgeons, and certain family physicians generally diagnose and treat keloids. There are a few treatment options: •Injections: Most commonly, corticosteroids are injected into the keloids to flatten the scar. This is safe and not very painful. Let us use the “monkey see, monkey do” concept to make our behaviours positive By Drexwell Seymour The monkey see, monkey do concept has been around for years. Before I proceed with this article, I am not implying that anyone is a monkey. The purpose of this article is to demonstrate that the behaviours of some individuals occur because they are doing what they see others are doing. With that said, I am suggesting that we capitalize on this concept and make something positive out of it. Our society is full of negativity and perhaps part of it is due to the fact that we are doing what we see others do without even thinking about the consequences or the reasons why we are doing what we are doing. Say something positive and uplift each other One thing I try not to do is to forward negative messages or videos about others. However, it seems as soon as we get a negative video or message we forward it to someone else and then he or she in turn forward that to someone else and soon it becomes viral creating a lot of negative vibes and ruining the reputation of others. Not all videos

and messages about individuals are accurate and even if they are correct, it should not be our business to forward negative information about others. Unfortunately, if no one denies or confirms the information on the video then the information is considered to be the truth. Wouldn’t it be nice if we discontinue forwarding negative messages and concentrate on saying something positive about individuals and organizations. What is even amazing though is that some of our leaders are guilty of this behavior and as a result their followers likewise do the same thing. Monkey see, monkey do. Wouldn’t it be nice if we discontinue commenting on the negative vibes? Why don’t we try this? Write or say something positive about someone or an organization and let it become viral. There is so much good about individuals and organizations but we are not encourage to say good things about others because of the negative side of the Monkey see, monkey do concept. It appears that negative news sell fast and are more interesting. Do we want a negative society? Do we want people to stop spreading gossip and rumours about you? If not, then start with you

by not enabling this kind of behaviour. Maybe others will follow suit. It is really amazing that most times we hear positive things about others is during a funeral or a memorial service after someone dies. Why don’t we make this type of behavior a part of our culture all of the time? If we say something positive, then we can uplift and encourage others. Because of the negative society, many people are afraid to venture into their calling because they are discouraged. However, if you uplift others, they will be encouraged. However, we are spending most of our time tearing each other down especially if we do not agree with their opinions. We are setting a wrong example for our future generation as they will behave the way they see their friends, parents and others behave. Therefore we must lead by example because monkey see, monkey do. Perhaps this is why some of our young people are out of control today. They see gangs being formed in other societies and they are doing the same thing here in Turks and Caicos shooting and killing one another. I am quite sure they cannot even tell you why they are doing what they are doing. They are just doing what they see others do.

Conclusion Given the fact that some behaviours are learned by doing what we see others do, we have an opportunity to change the behaviours of our society by our own actions. We can use the monkey see, monkey do concept to undo some of this evil and negative stuff that is taking place in our society. Stop engaging and promoting the negative information by not commenting or forwarding and hopefully people will realize you are not interesting in that type of information and will discontinue.

Where are the promised youth policies?

With Youth week upon us, under the theme “Igniting the Youth to Ignite the Future”, the question must be asked where are all the promised youth policies by our current administration? With so many unfulfilled promises, it makes you wonder exactly what we are igniting and how exactly are we going to ignite the youth for the future. Many of the promises are great and actionable ideas, but where are they? Where is the National Youth Policy that was last updated when Dr. Carlton Mills was Minister of Education? Where is the Jobs policy and Ministerial Portfolio with named responsibility for job creation? Where is the Progressive Youth Development for Real Change as stated in Pillar 4 of the Change Document? Where are the targeted

programs to encourage Youth Entrepreneurship which was to ensure real access to start up and expansive capital? Where is the Youth – Better You Program that was to have at its heart national volunteer service? Where is the Policy to ensure that youth of national age are allowed to serve on national boards which will allow them to have exposure to decision making at that level? Where is the Creative Arts Program that would encourage youth creativity? Where are the forged partnerships with the private sector to ensure that opportunities and programs are in place for our youth? Where are the partnerships which would ensure placement of youth on jobs in the public and private sector especially those students returning

from training overseas? What’s surprising is that many of the above promises were also outlined in the 2012 PDM manifesto –The Blue Print, so it is reasonable to think that 7 years later, many promises would have been started if not fully implemented , especially given our Premier’s long history with youth activism. This Administration’s stated philosophy in regard to our Youth is as follows: “Our philosophy is that in order for the youth to become leaders of tomorrow, they must be co-leaders of today. It is important that we create opportunities where they can serve and develop their talents, skills and identity.” There is a clear disconnect between what was promised the Youth of this country and what has been implemented in the past 3 years of this Administration. At a time when gun violence has taken the lives of so many

Hartling Group hosts Fitness Week for staff members I

t was an intense, fun and rewarding week full of pride, determination and high energy as the Hartling Group embarked upon a very exciting staff initiative geared towards improving the general health and spirit of their valued employees. The Shore Club was closed for 10 days for some refresh projects and this provided the perfect venue for the mini-activities which included beach walks, tennis, yoga, basketball, running, bootcamp, meditation and fitness workouts inside the gym. Every day staff was provided with healthy foods, protein powders, water and hydration supplements. There was even a cooking demonstration seminar on how to cook healthy foods and make them taste even better. Pierre Beswick, VP of Resort Assets for Hartling Group, and mastermind behind the entire concept said the primary motivation for the event came after a few employees this year were hospitalized due to poor health issues. Many of the illnesses are a result of poor diet, lack of exercise, working in a high stress environment and generally unhealthy lifestyle habits. When asked about his favorite part of the week, Pierre Beswick said, “I loved my personal coaching sessions, and also the company pride demonstrated as there was an overlap with all three resorts mingling different departments all together. The most important asset we have is our human capital and it is so rewarding that we were able to touch so many lives in a positive way. Education about health and fitness and the mindset to take control of your body is knowledge that will last for a lifetime.”

Motown mogul Berry Gordy announces retirement at 89 The Motown mogul who launched the careers of numerous stars like Stevie Wonder, Diana Ross and Michael Jackson has announced his retirement. The Detroit Free Press reports Berry Gordy said he had “come full circle” at a 60th anniversary event for Motown Records on Sunday. The 89-year-old Detroit native built Motown Records into a hit-making music, film and television empire that shattered racial barriers and introduced the world at large to the sounds of R&B, soul and funk. Gordy sold the record label in 1988, but remained active, developing a musical and staying involved with the Motown Museum’s $50 million expansion campaign. ‘Joker’ raises concern for U.S. movie theater massacre families Families involved in a 2012 movie theater mass shooting in Colorado have asked the studio behind “Joker” to help lobby for gun reform, expressing concern about the film’s portrait of a mental breakdown that leads to violence. In a letter to Warner Bros, the families of some of the victims also urged the company to end any political contributions to candidates who take money from the National Rifle Association (NRA) and to fund gun violence intervention programs. The letter does not ask for the movie to be withdrawn. But it says, “with great power comes great responsibility. That’s why we’re calling on you to use your massive platform and influence to join us in our fight to build safer communities with fewer guns.” The letter, seen by Variety and other Hollywood industry outlets, comes before “Joker,” starring Joaquin Phoenix as the Batman comic book villain, opens in U.S. movie theaters on Oct. 4. LIFESTYLE Obesity, drinking and unhealthy diet add to gout risk Behavior changes could potentially reduce a large part of the risk for developing gout, a U.S. study suggests. Based on data from more than 14,000 people, researchers calculated how much factors like being overweight, following a diet that isn’t heart-healthy, drinking alcohol or taking water pills known as diuretics contribute to high levels of uric acid, known as hyperuricemia, which is a precursor to gout. The findings “support the hypothesis that the majority of hyperuricemia and resulting gout cases could be prevented by modifying key risk factors in the U.S.,” said Dr. Hyon Choi, lead author of the study and a researcher at Harvard Medical School and Massachusetts General Hospital in Boston. “Blood uric acid levels go up when people are obese, drink too much, eat certain things, or take diuretics, which leads to the increased risk of gout,” Choi said by email. “In contrast, blood uric acid levels go down if people lose weight or change their diet or drinking habits or stop taking diuretics, which would reduce the risk of developing gout.” Gout is a form of inflammatory arthritis that can cause severe pain and joint tenderness. Previous research has linked several modifiable risk factors to gout including: a diet with too much meat and sweets; obesity; diuretics to treat high blood pressure; and alcohol consumption. To see how much each of these factors might contribute to the development of gout, the study team analyzed data on a nationallyrepresentative sample of 14,624 U.S. adults who completed a series of health surveys from 1988 to 1994. People who were overweight were 85% more likely than those with a healthy body mass index (BMI) to have hyperuricemia, while obese people were 2.7 to 3.5 times more likely to have the condition, the researchers report in Arthritis & Rheumatology. They calculated that 44% of the hyperuricemia cases were attributable to excess weight alone. They also concluded that 9% of hyperuricemia cases could be prevented by following a heart-healthy diet, 8% were attributable to alcohol use and 12% to diuretic use. The study did not actually examine whether eliminating those risk factors prevented gout cases in a real population. Still, the results may point patients with gout in the right direction to do what they can to ease their symptoms or reverse the condition, said Dr. Michal Melamed, a researcher at Albert Einstein College of Medicine and Montefiore Medical Center in Bronx, New York, who wasn’t involved in the study. There’s a lot people can do even if they’re obese or overweight and struggling to shed excess pounds. “The take-home message is that the risk factors that they examined are modifiable - some of them are easier to modify than others, so individuals can decide what they think they are able to do,” Melamed said by email. “Some can start with eating less red meat or drinking less alcohol,” Melamed said. “If patients are on a diuretic, they can discuss the risk of high uric acid levels with their physician and see if a different blood pressure medication may be better for them.”

FDA approves Bavarian Nordic’s monkeypox vaccine The U.S. Food and Administration on Tuesday approved Danish drugmaker Bavarian Nordic’s Jynneos, making it the first approved vaccine for preventing monkeypox disease. Monkeypox is a rare viral infection that does not spread easily from person to person. Infections have until recently been limited to central and western regions of Africa, but cases have been reported in Britain last year and in Singapore earlier this year. The approval triggers the award of a “priority review voucher” from the FDA to Bavarian Nordic, which can be used to speed up review of a future drug application. The company said it planned to sell the voucher to a third party. The U.S. in 2003 experienced an outbreak of monkeypox, which was the first time the disease was reported outside of Africa, the FDA said. Monkeypox infections are similar to smallpox, but typically milder. The disease begins with fever, headache, muscle aches and exhaustion, and in some rare cases, can be fatal. The vaccine Jynneos was

also approved to prevent smallpox in adults who are determined to be at a high risk from such an infection, Bavarian Nordic said. The drug is made from a type of virus that does not cause disease in humans and cannot reproduce inside human cells. Smallpox was eradicated worldwide in 1980, but there is a risk that it could be used as a weapon of biological warfare. “Although naturally occurring smallpox disease is no longer a global threat, the

intentional release of this highly contagious virus could have a devastating effect,” said Peter Marks, director of the FDA’s center for biologics evaluation and research. Jynneos would also be a part of the United States’ largest supply of potentially life-saving pharmaceuticals and medical supplies for use in a public health emergency, the FDA said. The FDA, in a first, last year approved Siga Technologies Inc’s treatment for smallpox.

Bahamas government denies ill-treatment of Haitians The Bahamas government has refuted allegations that non-nationals are being mistreated in the wake of Hurricane Dorian and appealed to the international community “to seek trusted and credible sources of information” on the country. In a statement, the Ministry of Foreign Affairs said that the Hubert Minnis administration had become “of a number of false reports circulating on social media about the mistreatment of non-Bahamians in the wake of Hurricane Dorian that affected the islands of Abaco and Grand Bahama. “In particular, there is a video of purported violence by Bahamians against Haitians. It is a false accusation that this incident took place in The Bahamas,” the statement said.

It said that all residents evacuated from the affected islands requiring housing are in safe and secure shelters provided by the government and that the evacuees are provided with three meals daily as well as medical care, school placement for children and social assistance. “The government would like to reiterate that all residents of Abaco and Grand Bahama affected by Hurricane Dorian have access to social assistance, regardless of country of birth, nationality or immigration status. Jamaica’s completion of IMF agreements a major achievement, says PM Holness Prime Minister Andrew Holness says Jamaica’s successful completion of financial arrangements with the International Monetary Fund (IMF) is a major milestone in the country’s economic history, for which all Jamaicans can be proud. “We have worked consciously, deliberately . . . we have worked with transparency. We have worked diligently to ensure that we meet all the targets that we have set for ourselves and this is a major achievement in our economy and our development generally.” Holness was speaking at a press conference held on Wednesday, as the IMF completes its sixth and final review mission under the Precautionary Standby Arrangement (SBA). The Prime Minister said Jamaica is now being viewed as an example of a country “that has successfully executed difficult economic policies.” “I feel a sense of accomplishment. The nation should feel proud of what

we have accomplished. The unions have sacrificed, the private sector has sacrificed, the people of Jamaica have sacrificed and we are now seeing the fruits of it but there is still much more work to be done.” He noted that the programme’s success signals to all stakeholders “that our system of Governance can keep its word, and that is very important for trust-building; it’s very important for policy credibility”. The Prime Minister said that the accomplishment was also due, in part, to the fact that the country had ownership of the programme. “We have passed our tests because this was Jamaica’s programme. This was put together by the Jamaican authorities and we agreed with our partners, the IMF, for their assistance, technical or otherwise and for them to speak truth to us when we deviated,” he pointed out. Holness expressed confidence

Jamaica’s current programme with the IMF is scheduled to officially end in November. The country will, however, continue to benefit from technical assistance, and the Jamaica office will be maintained for an additional two years. Jamaica’s latest relationship with the IMF started in 2013 when the country entered into a four-year US$932 million Extended Fund Facility (EFF). This arrangement ended in 2016 when it was replaced by a US$1.6 billion Precautionary Stand-By Arrangement.

CDB President calls for more investment and effort into MSMEs More investment and effort must be put into strengthening the enabling environment if the micro, small and medium enterprises (MSME) sector is to fulfil its potential and drive economic growth and social development in the Caribbean. This was the call coming from President of the Caribbean Development Bank, Dr. Warren Smith last week, when he spoke at the State of the Sector Conference hosted by the Barbados Small Business Association. “MSMEs are the backbone of the private sector”, stated the Bank president, noting MSMEs account for on average, “50% of GDP and create 45% of jobs in our Region.” However, he said, the “full potential remains unrealised” as their export levels do not match their share of the private sector or contribution to employment. He outlined several areas for governments, business support organisations and other stakeholders, including the Bank, to focus their

attention so as to “unleash this potential.” “Much work remains to be done” to create a business-friendly environment for MSMEs to grow and develop, urged the CDB head. He noted that the Caribbean had slid to 126 out of 190 in 2019 in the World Bank’s Doing Business rankings. This was as compared to 81 out of 181 countries in the 2009 survey. “In many Caribbean countries, there is ample evidence of inadequate legislative and regulatory frameworks, weak public sector institutions for providing legal protection, and inefficient business support and training services”. “In some Caribbean countries, for example, property registration continues to be time consuming and expensive, because property rights are not adequately defined or protected. Bankruptcy laws are often excessively punitive; and severe penalties can confound the willingness to invest in new business ventures,” stated Dr.

He also called on governments to speed up implementation of agreements reached under CARICOM’s Revised Treaty of Chaguaramas, noting that market access has not improved despite removing over 450 barriers to the free movement of goods, services, capital and labour in most CARICOM countries. He also highlighted that there is still no single jurisdiction to allow for the equal treatment of businesses across CARICOM. Access to finance is another issue constraining MSMEs; and here, he suggested several mechanisms, including credit bureaux; collateral registries, guarantee schemes and additional financing channels such as junior stock exchangest can be employed to improve this situation. The President stressed that CDB remains committed to supporting the development of MSMEs in Barbados and the rest of our Region. “Importantly, we, at the

CDB, are in the midst of preparing our strategic plan for the period 2020-2024; and the MSME sector is emerging as a critical area for strategic and focused attention in our Region’s ongoing efforts to achieve sustainable and inclusive economic growth, and eliminate abject poverty and inequality.” Since 2015, CDB has committed US$30 million and disbursed US$20 million to over 900 firms for private sector development and the President emphasised that the Bank was determined to increase its involvement with MSMEs. In this regard, the Bank had embarked on some innovative approaches to attract additional financial flows for its MSME programme. These approaches include the multi-donor Cultural and Creative Industries Innovation Fund (CIIF) which was launched in 2018 with start-up capital of U$2.6 million. CDB also plans to increase the use of guarantee schemes to reduce the risk spread in pricing loans to MSMEs.

Guyana Central Bank blanks sale of Scotiabank branch GEORGETOWN – The Central Bank of Guyana (CBG) says it will not sanction the sale of the operations of Scotiabank here to the Trinidad-based Republic Financial Holding Limited (RFHL). Governor of the Central Bank, Dr Gobin Ganga, has since communicated the CBG’s position to the two banks, citing a number of concerns. Finance Minister Winston Jordan said that the Guyana government had been made aware of the CBG’s position “and also the letter that was written to me, indicating that having done their examination and taking all the circumstances into consideration

that they [CBG] could not approve the application”. Jordan said that the matter had been brought to the attention of Cabinet on Tuesday, adding “Cabinet concurred with the Governor’s pronouncement and they agreed that the reasons given were important reasons and the critical one being concentration, the risks involved and so on, AML/CFT [AntiMoney Laundering and Combatting the Financing of Terrorism] considerations, the lack of supervisory capacity by the bank itself; they are now building that capacity and so on. “So when you take all of that into consideration, we did not feel that this application would be in Guyana’s

best interest,” he added. Ganga said that a complete evaluation of the takeover plan had been done and a decision was made not to grant approval to the proposed move. He said there were a number of factors that influenced the decision, including competition and concentration in the market. Last November, the RFHL announced that it was seeking to acquire Scotiabank operations in Guyana, St Maarten, Anguilla, Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines. The RFHL statement said that the purchase price is US$123 million,

which represents US$25 million consideration for total shareholding of Scotiabank Anguilla Limited; and a premium of US$98 million over net asset value for operations in the remaining eight countries. Antigua and Barbuda and Guyana had initially expressed reservations about the proposed acquisition, with St John’s indicating that it would not be issuing a vesting order to facilitate the move. The St Kitts-based Eastern Caribbean Central Bank (ECCB) earlier this month announced that it had approved the application for the transfer of the assets and liabilities of the Bank of Nova Scotia (BNS) to the RHFL.

But his odds of success appear to be slim. Both sides agree a unity deal is the only way out of the deadlock, but they have disagreed over who should head it. Gantz has repeatedly said he will not sit with Likud as long as Netanyahu is at the helm. Facing a likely corruption indictment in the coming months, Netanyahu is desperate to remain as prime minister. Israel’s attorney general has recommended charging Netanyahu with bribery, fraud and breach of trust in a series of scandals. Netanyahu, who denies any wrongdoing, is to appear at a hearing with the attorney general next week, after which a final decision on charges is expected. Legal experts say the likelihood of an indictment is high. Although Netanyahu would not be required to step down if charged, he will face heavy pressure to do so.

Ágatha is the fifth child to die as a result of violence blamed on the police this year. Critics say the hard-line approach of Governor Wilson Witzel, who came to office in January, is behind the growing number of victims in the city’s poorest areas - favelas - many of them controlled by powerful drug gangs. Ágatha was going back home with her mother on Friday night in a van when she was shot in the back in Alemão, one of Rio’s largest favelas. She was sent to a hospital but died. In a statement, police said officers had responded to attacks from criminals, which led to a confrontation. An investigation has been launched. But Ágatha’s family disputed this, saying officers had targeted a motorcyclist that was passing nearby when she was hit, and there was no gunfight happening at the time. “A guy came on a motorbike and the police asked him to stop. He didn’t stop and left, he was unarmed, and the police shot. There was no confrontation, the only shot was [from the police],” the girl’s uncle, Elias, told local media. New climate report says oceans rising faster, ice melting more Due to climate change, the world’s oceans are getting warmer, rising higher, losing oxygen and becoming more acidic at an ever-faster pace and melting even more ice and snow, a grim international science assessment concludes. But that’s nothing compared to what Wednesday’s special United Nationsaffiliated oceans and ice report says is coming if global warming doesn’t slow down: three feet of sea rise by the end of the century, many fewer fish, weakening ocean currents, even less snow and ice, stronger and wetter hurricanes and nastier El Nino weather systems. “The oceans and the icy parts of the world are in big trouble and that means we’re all in big trouble too,” said one of the report’s lead authors, Michael Oppenheimer, professor of geosciences and international affairs at Princeton University. “The changes are accelerating.” These changes will not just hurt the 71% of the world covered by the oceans or the 10% covered in ice and snow, but it will harm people, plants, animals, food, societies, infrastructure and the global economy, according to the special report by the Intergovernmental Panel on Climate Change. The oceans absorb more than 90% of the excess heat from carbon pollution in the air, as well as much of the carbon dioxide itself. The seas warm more slowly than the air but trap the heat longer with bigger side effects — and the report links these waters with Earth’s snow and ice, called the cryosphere, because their futures are interconnected.

If carbon pollution continues unabated, by the end of the century there will be a 10% to 35% chance each year that sea ice will disappear in the Arctic in September. –Marine animals are likely to decrease 15%, and catches by fisheries in general are expected to decline 21% to 24% by the end of century because of

The IPCC increased its projected end-of-century sea level rise in the worstcase scenario by nearly four inches (10 centimeters) from its 2013 projections because of the increased recent melting of ice sheets in Greenland and Antarctica. The new report projects that, under the business-as-usual scenario for carbon emissions, seas by the end of the century will rise between two feet (61 centimeters) and 43 inches (110 centimeters) with a most likely amount of 33 inches (84 centimeters). This is slightly less than the traditional 1 meter (39 inches) that scientists often use. “Sea level continues to rise at an increasing rate,” the report said. “Extreme sea level events that are historically rare (once per century in the recent past) are projected to occur frequently (at least once per year) at many locations by 2050.”

Fogging against mosquitoes may have caused US diplomats’ illness in Cuba Fumigation against mosquitoes in Cuba and not “sonic attacks” may have caused some 40 U.S. and Canadian diplomats and family members in Havana to fall ill, according to a new study commissioned by the Canadian government. The incidents took place from late 2016 into 2018, causing the administration of U.S. President Donald Trump to charge that diplomats were attacked by some sort of secret weapon. Canada has refrained from such charges. The United States in 2017 reduced its embassy staff to a minimum and Canada followed more recently, citing the incidents and the danger posed to staff from what has become known as the “Havana Syndrome.” Various scientific studies have yet to identify the cause of the diplomats’ cognitive ailments, ranging from dizziness and blurred vision to memory loss and difficulty concentrating. The Canadian study by a team of researchers affiliated with the Brain Repair Centre at Dalhousie University

and the Nova Scotia Health Authority studied Canadian victims and even the brain of a pet dog after its demise in Canada. The study was the first to include diplomats for whom there was baseline medical testing from before their postings in Havana, so as to better compare with the tests from afterwards. Canada started implementing the practice after diplomats first started complaining of sickness. The researchers said they had detected different levels of brain damage in an area that causes symptoms reported by the diplomats and which is susceptible to neurotoxins. They then concluded that cholinesterase, a key enzyme required for the proper functioning of the nervous system, was being blocked there. Some pesticides work by inhibiting cholinesterase, the report said, and during the 2016-2018 period when diplomats became ill normal fumigation in Cuba was stepped up due to the Zika epidemic in the Caribbean.

Facebook suspends thousands of apps but user impact unclear Facebook said Friday that it has suspended “tens of thousands” of apps made by about 400 developers as part of an investigation following the Cambridge Analytica scandal. Florida football player who collapsed during Friday’s game is brain dead A Florida high school football player is brain dead after collapsing during Friday night’s game, according to the teen’s mother. After a group tackle, 17-yearold Jacquez Welch never stood back up. Paramedics rushed Welch to the hospital where doctors discovered a pre-existing brain condition that no one knew about. They say Jacquez was born with arteriovenous malformation, also known as AVM. It’s an abnormal

connection between the arteries and veins in the brain. Marcia Nelson, his mother, was in the stands when it happened. She said in a press conference Monday that her son is brain dead and his collapse had nothing to do with the sport. “I don’t want anybody to be scared of sports,” Nelson said. “It just happened to him at an early age, doing what he loved to do.” Nelson said the family is working on making her son an organ

donor to seven people. According to WFTS, the family plans to take Jacquez off life support Monday night after an honor walk. “I am content. This is not anything I could control,” Nelson said calmly. Nelson said Jacquez was a giving person and he would be proud that his organs will be used to save other lives. Nelson says football was his passion. Russia facing potential Olympic ban after WADA cites ‘inconsistent’ data

Russia is once again in danger of being banned from next year’s Olympics after the World Anti-Doping Agency (WADA) revealed that historical data supplied by the country’s anti-doping authority contained “inconsistencies”. WADA said on Monday it had opened compliance proceedings against the Russian Anti-Doping Agency (RUSADA) after examining the vast bank of historical testing data finally handed over in January. The news means RUSADA is in danger of being declared non-compliant by WADA a year after a suspension was lifted, which could put increased pressure on the International Olympic Committee (IOC) to exclude Russia from the Tokyo Games next year for failing to ensure that its athletes are clean. Russia will already miss the world athletics championships for the second time in a row after the sport’s governing IAAF extended the ban against the country’s federation RUSAF on Monday. The IAAF confirmed the decision four days before the start of the competition in Qatar after hearing a report from its Task Force (TF) overseeing Russia’s reinstatement efforts. “We are aware of the allegations of manipulation of the data and that an investigation is ongoing,” said Rune Andersen, head of the IAAF Task Force. “In the light of that the task force recommended that RUSAF not be reinstated and the IAAF council unanimously agreed.” The WADA Executive Committee received a report from its
