Stowe earned a master of education degree from Texas State University and a bachelor of science degree in applied learning and development from The University of Texas. Prior to her administrative assignments, Stowe was a teacher at Pond Springs Elementary for seven years. JoyLynn Occhiuzzi, the district’s executive director of community relations, has been named the new vice president for the Texas School Public Relations Association. Occhiuzzi was inducted during the association’s annual conference in February. The Texas School Public Relations Association is a nonprofit, professional organization dedicated to promoting public schools through effective communications. San Elizario ISD Arlene Alarcon is the district’s new human resources director. Born in Fabens and raised in Clint, Alarcon also has strong family ties to the San Elizario community. She has more than 18 Arlene Alarcon years’ experience in management. Prior to joining the district, she served as vice president for human resources with Goodwill Industries of El Paso. Alarcon earned her bachelor’s degree in human resources from Park University and has two master’s degrees from Webster University, one in human resources and another in management. She also teaches business courses at El Paso Community College and writes children’s books. Ruben Cervantes has been named assistant superintendent for planning and instruction. He comes to the district from Alpine and has extensive experience in education and administraRuben Cervantes tion. Cervantes most recently worked in Kermit ISD, where he served as principal at both the high school and middle school levels.
