Dear Racers,

Annapolis is a preeminent sailing town. When we founded our Sea Scout Ship in 2018 as part of my Wood Badge Ticket, there were no other active Sea Scout Ships in Annapolis, and only four others in Maryland. We embraced our location in “America’s Sail ing Capital” and focused our ship on keelboat and dingy sailing alike, and included activities in power boating, kayaking, fishing, swimming and many ways to enjoying our beautiful Chesapeake Bay. Because of our active program, we were honored to be select ed as the 2021 BSA BoatUS National Flagship.

The number of our ship, “1959”, represents the year the Seafarers Yacht Club was founded in Annapolis, MD. The “Commitment” part of our name is an homage to the vessel piloted by the legend ary African American sailor Captain William “Bill” Pinkney as he completed his solo circumnavigation of the globe. Captain Pink ney purchased Commitment, his Valiant 47, in Annapolis, before undergoing an extensive refit in Boston and setting off on his his toric voyage becoming the first African American to complete this

feat by the treacherous southern route, rounding all the great capes. We were honored to have Cap tain Pinkney join us at the SYC clubhouse for our inaugural founding event, “A Gathering of Nation al Sailing Heroes” which featured five outstanding African American sailing captains.

Interestingly, Captain Pinkney was inducted into the National Sailing Hall of Fame in Newport, Rhode Island on the same day, and at the same time that our ship received our National Flagship award at the SYC clubhouse in Annapolis.

My shipmates and I would like to thank you for your generous support of the Inaugural Seafarers Regatta. We look forward to continuing our work in Sea Scouting’s four “S’s”: Scouting, Seamanship, Service, and Social.

We welcome boys and girls aged 14-21 to join our Sea Scout Ship, and if they are 10-13 we encourage them to join as “Junior Sea Scouts” in our Mari time Explorers Club. They will all appreciate our active program of youth leadership, seamanship, and citizenship on, in, and under the water from the Chesapeake Bay and beyond.

SKIMMER Salutes SYC Inaugural Regatta

Leo Boucher

Leo, an African American sailor, grew up learning to sail at the West River Sailing Club in Galesville Maryland. Leo started his sailing career in the Opti when he was eight years

old. Later, as a young teen, Leo made the move from West River to Annapolis to get more racing experience. After aging out of the Opti Class, Leo transitioned to ILCA 6 formally known as

the Laser Radial. Leo competed in multiple youth worlds events in the ILCA 6 and won a handful of international youth regattas including the Orange Bowl International Youth regatta in Miami. When Leo turned 18, he moved into the ILCA 7 class formally known as the Laser standard, the men’s singlehanded Olympic class. Leo has attended 2 world championships events in the ILCA 7 class. Most recently Leo sailed at the 2022 ILCA worlds in Puerta Vallarta Mexico where he

finished as top American. Among Leo’s other accomplishments are winning multiple North American championships and various US Sailing Open sailing series events.

Leo currently attends St. Mary’s college of Maryland where he studies Economics and French. Leo has been a two-time college sailing Honorable Mention

All- American and a two-time single-handed national champion. Leo will be graduating in the spring of 2023 and plans to work on an Olympic campaign for the Paris Olympics in 2024.

Leo’s next major competition will be the European championships in Hyeres France November of 2022. The European Championship will be a great opportunity to compete against some of the world’s best talent. After competing in Europe, Leo will be training and racing in Florida in January and February of 2023 in order to prepare for the first qualifiers for the Olympic games and the Pan American games.

This year that honor goes to the Sea Scout Ship Seafarers Commitment, Ship 1959, from the Baltimore Area Council and chartered by the Seafarers Foundation, Inc. Meet the Seafarers Commitment

The Seafarers Commitment found many ways to excel during the Covid-19 pandemic. First charted in 2019, Ship 1959 recognized the successes of their Sea Scouts with a virtual 2020 Bridge of Honor. The event was covered by SpinSheet Magazine, one of the leading magazines covering the Chesapeake Bay. One of the dignitaries who attended was a 92-year old Sea Scout alumni, who represented his ship in DC at the 1937 National Jamboree, and was one of the few African Americans scouts who attended.

Sea Scouts in Action

Ship 1959’s on the water program includes everything from kayaks, to small boat sailing, to sailing vessels longer than 26’, and power boats over 26’ feet. Their adventures included training for the Koch Cup in C420s; sailing aboard the SV Transcend from Watergate Pointe Marina in Back Creek to Whitehall Bay outside Annapolis Harbor; partnering with the Severn River Association to cruise aboard a center cockpit powerboat to deliver oyster spat to a specified Lat/ Long on the Severn River; and multiple kayak outings. The Sea Scouts also partnered with the Annapolis Maritime Museum to participate in a restoration project for the Thomas Point Lighthouse.

The Sea Scouts of the Seafarers Commitment found new ways to connect with Sea Scouts across the United States, including holding virtual meetings with Sea Scouts in Puerto Rico and Texas. Moreover, the immediate past Boatswain Izzy helped create The Lookout’s Podcast, the official Sea Scout Podcast, in addition to recording a Sea Scout overview video now used for recruiting and new Ship materials, AND was the first Sea Scout to produce a sailing webinar based on Sea Scout advancement, that incorporated recorded footage during a live webinar. Izzy was accepted to both the Coast Guard and Naval Academies, and will be reporting to the Naval Academy this summer.

“I am incredibly proud of Ship 1959 for receiving the National Flagship Award. This award represents the teamwork and passion demonstrated by our ship and the amazing adult leaders who have continuously supported Ship 1959. It is amazing to see how my own shipmates have developed their leadership skills throughout this year and I cannot wait to see where it will take us. Our ship is looking forward to participating in keelboat races, preparing for our long cruise, and sailing our dinghies this summer.”

“2020 was an incredibly challenging year for Scouting yet many of our ships found creative ways to continue to provide a superb program despite everything. The really great ships like Seafarer’s Commitment harnessed the creativity of their youth leadership to sail uncharted waters and invent new kinds of programs based on collaboration and innovation. They are a great example of all Scouting can be.”

It is a tremendous honor to be selected as the 2021 National Flagship. Knowing the level of excellence our sister ships represent around the country, we are humbled to have been chosen. We welcome the opportunity to deepen our collaboration with the Flagship Fleet, within the Baltimore Area Council, NST12, with our National Quarterdeck, and with ships nationwide. I want to thank our chartered organization, the Seafarers Foundation, the historic Seafarers Yacht Club, US Coast Guard Auxiliary Flotilla 24-09, the Annapolis Maritime Museum, Chesapeake Bay Yacht Clubs Association, and all our partner organizations and collaborators. How This HISTORICALLY BLACK YACHT CLUB LEARNED TO THRIVE by Centering Community

In 1959, the Seafarers Yacht Club’s only goal was to establish a presence on the Chesapeake. Now, it’s providing services to the community.

In 1959, four Black men who were boaters in Washington, DC, decided to take their love of the water to the Chesapeake Bay. Joseph Barr, Hugh Dowling, Ellsworth Randall and Albert C. Burwell had been part of the Seafarers Boat Club on the Anacostia River, but wanted to take advantage of the Chesapeake’s much larger cruising grounds. They decided Annapolis should be home port. But the doors of local yacht clubs were closed to them and marina owners refused to sell Black captains fuel. Undeterred, they created the Seafarers Yacht

Club, one of the oldest Black yacht clubs in the US. At first, they met in each other’s homes. Later, the group rented a small storefront in downtown Annapolis. In 1967, they purchased an abandoned, two-room 1918 schoolhouse—the first elementary school for Black children in Annapolis’s Eastport area— and turned it into a clubhouse.

The founders organized cruises where service providers welcomed them, hosted cookouts when they couldn’t dine in restaurants, and built a swimming pool at the back of the clubhouse.

Over time, as SYC grew, its mission to enjoy boating transformed into something larger, with a community-service focus that included teaching at-risk youth how to swim and boat, hosting dinners for seniors, and setting up the city’s first Sea Scouts program— think Boy and Girl Scouts on the water. Capt. Ade Adebisi, SYC’s immediate past commodore, has seen the club mature since joining in 2001, both in membership, which has seen an 80 percent turnover in the last 20 years, and focusing on the local community. Adebisi first learned of the club through a chance encounter. One day out cruising, he and his family came across Dr. William Woodward, their family dentist—who, unbeknownst to Adebisi—was the club’s then-commodore. After being invited to meet the members, Adebisi never looked back. “These are accomplished individuals who come together and work towards a common goal and support one another,” he says. “We’re not just yachtclub members, we’re friends.”

The club now has 76 members, who own multiple boat types, from kayaks to cruising sailboats to 60-ft. sportfishing machines. During the summer, flotillas of member boats cruise the Chesapeake, or do weekend trips to destinations like Baltimore’s Inner Harbor. On more somber occasions, the group wears the club’s dress whites to member funerals. While the founders were all working-class men, today’s group is more demographically and racially diverse, comprised of business owners, professionals and military officers. The club’s female members are also active in running the organization, with many serving as board members.

Adebisi says the club has made him a better boater, since many of the more seasoned members provide seamanship and boat-handling advice to others. “As a new boater, you’re just learning to deal with all the challenges that come with the water,” he says. “Now, you have other people around to gain experience from, and share stories.”

The current commodore, Capt. Benjamin McCottry, says camaraderie is one of the club’s main strengths. Officially, he’s been a member for six and a half years, but has been around the members “practically all my life,” back to when the 70-year-old was a child.

McCottry is most proud of how the organization gives back to the community. It hosts an annual Thanksgiving Day dinner for seniors, for instance, and uses a donated 28-foot powerboat to teach seamanship skills to local youth.

In fact, the youth programs are of particular importance to McCottry and his fellow members. Since its early days, the Seafarers Yacht Club has provided swimming lessons in the club pool as part of a two-week summer program that also includes boating education.

“Drowning is the second-leading cause in the country of accidental death in children 12 and under,” McCottry says. “Not only do the kids learn how to swim and save themselves, but they also learn how to save somebody else—without

endangering themselves.” Many of the youth, he says, come from homes where no one can swim.

The swimming instruction, as well as STEMrelated programs and even chess lessons from a chess master to promote critical-thinking skills, all target local children ages eight to 12. They’re overseen by the club’s nonprofit arm, the Seafarers Foundation. Older children aren’t forgotten, with the Foundation further overseeing the first—and only—Sea Scouts unit in Annapolis. Sea Scouts is a program of the Boy Scouts of America for male and female teens ages 14 through 20.

The Seafarers Yacht Club established its unit, Sea Scout Ship 1959, in 2019. Not only has it become one of the fastest-growing units in the nation, attracting nearly two dozen members, but also it received the prestigious National Flagship Award last summer. This recognizes outstanding program quality, youth achievements,

and adult commitment. One member has gone on to attend the US Naval Academy.

“It’s doing rich work,” says Major General Errol Schwartz, the Seafarers Foundation president. What’s more, he sees opportunities to expand that rich work. He and his colleagues are exploring ways to offer programs year-round, plus close the age gap between those programs and the Sea Scouts.

Additionally, he wants to focus on health issues, especially in light of the pandemic.

“We want to hear from the youth,” Schwartz says. “They’ve been pent up in this Zoom environment for two years. What are some of the things that are affecting them, mentally or otherwise?”

Whatever it ultimately does, this “tight-knit family,” as Schwartz calls the Seafarers Yacht Club, will continue to honor its past. “Let’s not forget the people who got us here,” adds Adebisi.

Some of the original members are still alive and the work they did to buy and renovate that original two-room schoolhouse laid the foundations for today’s thriving club.

“It’s important for us to maintain that history,” says Adebisi. “We’re proud of it.”
