Swaback’s award winning office, The Studio on Cattletrack, is a series of highly individualized suites arranged around a central garden. Among its design honors was the top AIA award in the state.

A Brief Overview of Swaback

Swaback is a team of dedicated individuals providing services in hospitality, special case architectural design and planning, interior design, environmental and graphic design, and community development services.

Inspired by an uncommon association with Frank Lloyd Wright and over 25 years of study and preparation, Swaback was founded to create an Architectural and Planning practice which would provide individualized work for demanding clients.

From the start, Swaback set out to build an organization of sufficient depth to undertake very special projects. The result is an enviable group of clients including some of the most interesting organizations in the world. The experience of the firm has included a significant number of resorts, resort residential developments, hotels, restaurants, public and private clubs and spas. Additionally, the firm has a strong presence in custom residential design based in sustainable building practices.

The firm was founded in 1978 and currently practices throughout the United States, Mexico, and the World.

The Journey Before Us

The collaborative effort encompassed by all involved has helped to raise the bar throughout the entire master planning process. It is not good enough to simply make opinionated recommendations based on typical models of community development. This overall process required rigorous commitment to an all-encompassing strategy that focused on the land, the tribal culture, a thoughtful program and integrated design. At the end of the day, this process has been true to the strategy put forth and the outcome has resulted in a very vibrant, exciting, and multi-faceted vision for the future of the Yocha Dehe Winton Nation.

The initial test of success links back to the phase one development and implementation. The phase one execution aligns perfectly with the master plan for the Kisi property as well as the long-term vision plan for all the focused land holdings including Costello to the north and Schwarz to the south. These initial improvements associated with Phase One, have also put in place a significant amount of infrastructure that will serve the Tribe for decades to come as future phases of development are realized.

A Beautiful Canvas

Of course, all community planning and design recommendations have been based on significant analysis and reconnaissance of the land. The land itself is stunning and remarkable. The existing landforms, mountain views, clusters of oak groves, orchards, vineyards, grass meadows and creek side conditions all add up to a beautiful setting. The proposed community design has taken its cues from the land itself. The result; highlighted by the phase one improvements, is a one-of-a-kind community setting that will be celebrated by your children, and your grandchildren. Imagining the Future

The master plan is not intended to be a mandate, but rather a roadmap to help guide future development across the properties. While the effort to create this vision has been significant, it is important to note that this report should not be thought of as a static document. The plan, process and document are meant to be updated periodically as dynamics change and new considerations are contemplated. The real value of the master plan is to establish a baseline for future development that is ‘additive”- that is to say; you can have great confidence that the significant capital investments made now for phase one and beyond, will serve you well for future initiatives.

desire to crystalize this overarching planning and design process so future leaders of the YDWN can understand not only the resulting master plan, but just as important, understand the rigorous, detailed and thoughtful process. As future refinements are considered; they should be analyzed within the same methodology as put forth in this document.

We are often referred to as “community builders” rather than architects. For us, we see this as a compliment and an accurate depiction of our intent. The research, creativity and technical execution design results in great places that people love to live in. The “plan” focused on the Kisi, Costello and Schwarz property and also considered all other adjacent land holdings including all the property east of Route 16 (including the existing government complex, school and grouping of tribal homes). All these design components have been orchestrated in a manner that allows for strategic phasing and implementation that can be built out thoughtfully over time. Our hope and goal throughout this process has been to help facilitate a new vision for community for the entire Yocha Winton Nation Tribe. A vision focused on the present as well as the future so the opportunity to live and thrive in this valley continues for generations to come.

In many of our meetings with Tribal leaders and community members we have referenced a very special Heritage Oak tree that sits high up on the southwestern bluff of the Kisi property- overlooking the existing orchards, new lake & phase one homes. This vantage point also provides 180-degree, dramatic views to the north (Costello property) and to the south (Schwarz property), as well as the easterly views of the Capay Hills on the far side of the Cache Creek. While the master planning effort has been focused what to build, where to build in and when- the importance of open space, land preservation and connecting to nature is as much a priority as everything else. This particular magnificent Oak caught our eye on our very first visit to the land. We speculate it’s well over 200 years old and hasn’t likely reached the halfway point of it’s life cycle. While it will “see” lots of changes over this property in the coming years and decades; we are sure your community will too appreciate it’s beauty and splendor. If you look back at the cover of this report- you’ll see one vantage point of this majestic oak. Like the Yocha Dehe Winton Nature- it has a special spirt.

The spirit in which this work has been conducted includes far more than what the disciplined application of technical experience alone could ever hope to deliver. It is also a work that should be thought of as an on-going process. Like life itself, caring for the land and the stewardship of its inhabitants is a commitment that is never finished.

Thorough and technical expertise is essential, not only at the beginning of this work, but for each and every step along the way. While the comprehensive delivery of technical expertise is essential, the soul of this quest can only be addressed in the realm of the spirit.

Based on our on-site review and analysis, we will refine the overall framework and associated detailed assumptions. Additional input will be added from materials developed by other team members as they become available. Examples include drainage requirements and cultural resource restrictions. Final opportunities and constraints mapping will be prepared that set the stage for the next steps in the process. We will conclude this initial task in a working meeting with the Development Team to review the outcome, buildable areas (and ranking), opportunities and constraints and summary findings.

Summary Findings Report will be the initial component of the Community Planning Manual that identifies all the tools and components of future development.

The following viewing platform was place on site to allow for a lookout over the land. Swaback wanted to take the opportunity to show to the Tribal Council how to think about the design of the houses in terms of them nestled into the hillside and integrated into the land.

1A. UNDERSTANDING THE LAND SECTION II | PROCESS & TOOLS

To create a truly unique project, you must understand the land that you are working with. It has always been a major focus for Swaback to be mindful of the impacts that design and development have on the land. Thoughtful design is always practiced when laying out roads, lots, or any site improvements. Spending time on site is important to understand the climatic conditions, the natural features that will impact or influence the design, and to get a sense of what the new development will be like in this environment.

The process should include a re-affirmation of the overall goals and objectives for the community master plan as well as the key threshold of timing. Timing for both short-term necessary initiatives as well as long-term considerations should be established (if it’s a 30 year master plan- how do we best authenticate the span within the context of the effort?).

2. INITIAL PROGRAMMING AND KEY CONSIDERATIONS

Based on the extensive analysis conducted in Task One, Swaback will begin the process of formulating an overall framework for future development initiatives. The detailed site reconnaissance provides the technical aspects relative to understanding the land and what the realistic and optimal development potential allows for. The programming considerations will help us to have a better understanding as to how the land and program can best fit together. The range of initial programming considerations shall not be assumed solutions, but rather, part of the overall exploration of a range of ideas that may influence the physical design of the community.

Initial programming should include a broad spectrum of possibilities that can be refined in next stages. For each of the possible program elements, a series of studies will be prepared that explore options and opportunities for each. These studies will provide the basis for land area requirements and potential adjacencies considerations relative to other uses. The range of programming elements should include but not limited to the following: options

• Housing

While our intent is not to duplicate what has been done elsewhere, we want to share information with the Development Team and Council as to how other successful community master plans have been developed and to identify what has worked (and what hasn’t). These potential programming elements will be organized as a “tool kit” of parts that may make up the basis of the future community master plan. Prior to testing these on the site, it will be important to first get feedback from the Council on the range of potential opportunities.

Most of our effort will be organized around the components of housing. At this time a series of housing typologies will be created that introduce a broad spectrum of possibilities (both big and small). We imagine the housing typologies may range from the following (as a preliminary starting point):

It will also be important at this time to schedule the Martis Camp Tour. As part of our discussions and exploration of program elements, we can utilize the site visit to Martis Camp as a way to reinforce those program elements that the Council is interest in.

Within the context of these studies, core policies associated with every aspect of home ownership should be discussed and framed for future initiatives. It will be critical to work hand-in-hand with the Council to make sure housing policy goals align with the aspirations of the overall master plan.

In each case, a range of studies will be prepared that explore options and opportunities for each element. Examples will be presented from other communities and key ingredients will be highlighted.

• Hillside meadow home sites

Each category would be based on a geographic location within the community as well as the connection to special features and amenities associated with the new design. Rather than focus on the biggest or smallest, the intent will be to create typologies that express a connection to the land and to the overall fabric of the community.

SECTION II | PROCESS & TOOLS

With the range of information gathered from Task One and Task Two, Swaback will begin to study the land in a preliminary manner in order to generate a series of conceptual planning models that test the range of program elements. These preliminary options will be explored in a very detailed manner in order to understand specific pros and cons for each. We will work with the Council and Development Team on the careful review and analysis of each scenario in order to best understand the aspirations of the Community. Typically, we have found that preferences do not fall under a singular choice or option. We expect that the Council will like certain aspects from several of the schemes. Our goal will be to take those preferred aspects of each and meld them into two preferred scenarios that can be studied in more detail. For this stage, it will be important to provide objective input to the Council on the range of issues and opportunities for each option so that the Council can provide thoughtful input. This will be done through the use of an Evaluation Matrix. For each preliminary option, we will create a rating system based upon common criteria. This evaluation will allow us to give each scenario a “score” and provide the Council with a certain degree of objectiveness for each concept.

For each preliminary scenario, we will provide a range of studies that support the design and planning intent. These studies will include plans, sections, elevations, perspective sketches as well as 3D animation models. In addition, we should schedule a tour of the land with the Council and have staked areas identified per the conceptual options and discuss aspects of the design intent on site. All these series of exhibits, along with the on-site discussions will provide a strong basis to provide feedback for preferred directions. We will want to work closely with the Development Team, Laugenour & Meikle and other identified consultants on the full range of technical issues associated with each scenario so that we can clearly articulate strategies for water, waste water, power, grading & drainage, transportation, cultural resources, permits approvals, etc.

While not intended to be design solutions, the architecture palette will provide the baseline direction for future home designs and the opportunities to explore the range of possibilities in a thoughtful and totally integrated manner. Our intent would be to utilize this design information as part of the basis of our Design Guidelines (with a focus on promoting good design vs. simply stating what shouldn’t be done).

In association with this effort, we will prepare a series of exhibits that begin to suggest the range of design styles associated with the overall community master planning direction. As we have discussed, we want to articulate a direction for the overall architectural character of the

Along with the Housing Typologies prepared in Task Two, Swaback will begin to test the land in more detail relative to architectural design palette, site constraints and the associated typologies identified in the preferred concepts.

The Costello property has the most topographic variety of the three main study areas. It represents the northern boundary of the most recently secured lands. The major hillside landform that divides lower Kisi from upper Kisi extends northward into Costello as well. This significant landform also results in a “lower” Costello area adjacent to Hwy 16 and an upper Costello area on the western side of the property closets to Palmer Canyon and Smith Canyon. As discussed, this important landform that “divides” the property, provides a great sense of privacy for the upper Costello property where future housing is Costelloplanned.also provides some of the highest elevations on the property with spectacular views to the south of both Kisi and Schwarz. These higher elevations have resulted in more dense stands of oak. Costello is a total of _______ acres. Like Costello, upper and lower Kisi is divided by the significant hillside landform that provides an important sense of privacy associated with the new community design (the new entry gatehouse “kisses” the very southern edge of the hillside in order to reinforce the sense of security and privacy from the east).

Brooks Creek divides the upper Kisi into two development areas. Careful attention has been given to the hydrology of this area to ensure no flooding will occur in the future. Most of the existing orchards in this area will be protected and will transition from agriculture production to part of the aesthetic fabric of the surrounding landscape. Kisi is a total of ______acres.

The Kisi property is the central parcel planned for the master plan (with Costello to the north and Schwarz to the south). Lower Kisi continues to be predominately used for agriculture production with a series of Olive Tree orchards. Main access to the properties is at the southeast corner of Kisi along the State Route 76 alignment (note: the Tribe has coordinated with the County on the abandonment of that road and secured it’s private use).

Schwarz is the “flattest” of the three parcels, but still has some areas with greater slopes and elevation. The Brooks Creek transitions from Kisi and maneuvers southeasterly through the lower part of Schwarz (then crossing SR 16 and connects with Cache Creek). The Schwarz property includes an old farmhouse and several barn structures. Today the property is used predominantly for agriculture production and cattle crazing.

The southern end of schwarz aligns with SR 78 and it is envisioned that this will provide a secondary gated access/ egress for the new community (today, this access point has been utilized for construction vehicles related to phase one development). This secondary access also contributes to the planned communities “fire wise” program; by providing alternative circulation routes for emergency access/ agrees. Schwarz is a total of ________ acres.

IV-A: OPPORTUNITIES & CONSTRAINTS

Opportunities and constraints consist of analyzing the land and the site context to better understand what you must work with. This includes the existing conditions of topography, views, vegetation, natural features, climatic conditions, and the built and natural environment.

The land is very beautiful with the rolling meadows and the forested mountain ranges that are within and surrounding the sites. These features are beautiful but can pose a challenge when not approached sensitively and thoughtfully. They can also be opportunities to capture to provide beautiful views, unique and interesting building layout and designs, nature integrated designs, and they create a unique sense of place.

The topography can be a constraint, but it can also be an opportunity for your design to be integrated into the site and the result will be a beautiful, unique design. The map highlights areas where there’s an opportunity to do housing, where to place the roads and what areas should be kept in its natural state.

The slope analysis highlights land areas that can be easily developable or areas that could be challenging to develop on or just down right not developable and should be preserved. The areas in red show a 2-5% slope which is relative flat and most likely where the community development is best to happen at. The yellow and green areas are 10-15% slopes which can be developable but may be done so thoughtfully. Slopes higher than 15% are not developable and will remain in its natural state. Most of Kisi is made of up 2-5% slopes with 10-15% slopes around the edges of the property, which perfectly carves out an area for the residential houses and the community core to happen.

A significant amount of our community planning work and custom home architectural designs have included addressing issues associated with hillside development. In addition to the technical aspects of codes and ordinances that often times dictate standards, our firm has been very pro-active in developing sensitive solutions to hillside development. As part of the overall development process, a core value that we believe, is to have a light touch on the land. This requires creative design solutions that are first developed in the planning stage relative to siting homes and identifying developable land Forareas.the actual home design process, we have developed over the years a series of design standards relative to sloped conditions that look to limit the physical impact on the land. These standards often start with an analysis of sloping sites and understanding strategies of terracing the home in a thoughtful and beautiful manner. The end result is a unique home design that creates opportunities for both indoor and outdoor living while limiting major cuts, fills and or scares to the adjacent land area.

Lakeside Homesites takes up 11 acres and sits next to the creek and lake that exist in the Kisi site.

Hillside Meadow Homesites takes up 38.5 acres and are the areas that will be built into the hillside of the meadows.

Oakstand Cluster Homesites takes up 15 acres and is in the forested areas and are scattered to provide a sense of privacy and to be well situated and integrated among the forest trees.

There are several locations within the Kisi and Costello sites that are identifiable as residential buildable areas. There is a range of housing typologies that have been identified for a specific area pertaining to the natural features that a specific area embodies. As seen in the adjacent map, these are residential types.

The main roads function as a arterial road connecting the three properties. The secondary roads provide access to the neighborhoods.

The three other primary access points have control points that allows entry only to residence of the community.

The main primary access is highlight with a red boundary and red infill on the plan. This will take you into the site and is met with a gatehouse. The primary road wraps around Upper Kisi meadow hill and takes you to Costello.

The planning and design team has carefully coordinated with the YDWN Cultural Resources Department (CRD) on all issues associated with on-site sensitivities. Prior to any initial on-site visits and associated investigation; the team was provided a cultural resource training by staff to ensure appropriate actions were taken if any cultural resources were encountered on the properties. In addition, the CRD provided the planning team with specific “no development” zones based on their detailed on-site analysis. All the master planning recommendations have ensured that these cultural resource areas will remain protected and undisturbed.

As part of the community master planning effort, the design team has worked very closely with the Farm & Range Management group at YDWN. This coordination was critical to ensure that no negative impacts resulted to the farm and ranch operations based on the envisioned master plan. During this process it was agreed and decided that the existing Walnut groves in and around upper Kisi (adjacent to Brooks Creek) would transition from production to ornamental (do to the typical harvesting operations for walnuts which is often disruptive to adjacent residences. The Farm & Ranch team will continue to monitor these trees for health and wellness to ensure to long life cycle. The existing vineyards at Kisi have also been carefully incorporated into the overall design for the new community. These vineyards will continue to be part of the Farm & Ranch production crops. All Olive groves at lower Kisi continue to thrive and provide a beautiful setting for the entry drive into the new community.

The California Prairie Contemporary Style has been selected for its beauty, flexibility, context and typical use of materials. The California Prairie Contemporary style is dominated by a simple rectangular floor plan with the potential for appendages along the perimeter (typically associated with additional bedrooms). Horizontal planes are typically highlighted to reinforce the low horizontal forms. Contemporary features are represented by sloped roofs, deep overhangs, extensive glass and a broad spectrum of materials including metal paneling, stone veneer and tile.

The farmhouse contemporary style blends the old with the new in “farmhouse” design. The most dominate element of the farm house is the series of gable roof forms. Typically one dominant gable that runs the length of a house and a series of secondary gables that are often set at 90 degrees from the main roof. Large overhangs, lower shed roofs and smaller covered porches are also very characteristic of the California farmhouse. Todau, contemporary technology allows for expansive windows to encourage indoor/ outdoor living. Brick, stone, and stucco are the predominate façade materials.

The intent for the overarching landscape character for the new community should complement the existing character of the surrounding land. The formal orchards and fields should be contrasted with a more organic character of the over community layout. While every aspect of the new community must be engineered, roads, pathways and home sites should feel more like a light touch on the land. Roads and trails should be curvilinear in nature and follow more the contours of the natural land. New landscapes should blend with the existing character of the lands and be complimented with beautiful stone walls and special features such as signage. Manicure lawns should be limited to entrances and key locations. Native grass seed mixes should be the dominant ground cover and complement existing meadows and open space.

Special site features and elements should be incorporated into the design with a great deal of constraint so as not to overwhelm the beautiful setting with too much clutter. Signage has been designed to blend in with the overall YDWN land holdings in and around property. Stone walls and fences have Ben incorporated to bring a certain formality to the entrance areas. Site lighting has been carefully incorporated along roadways and pathways with handsome poles and fixtures that “match” the range of treatments on the property.

The irrigation pond (Kisi Lake) and surrounding amenities is another key site element incorporated into the Kisi property for phase one. The lake provides a wonderful aesthetic resource with a surrounding path system, benches, shade ramadas, a “beach” front and a fishing pier (the intent is to stock the pond with fish for both recreation purposes and environmental value of local ecology of the water quality). The irrigation pond will also serve as part of the overall storm water management system for the property as well as a water source to combat wildfires.

With a careful sensitivity to Firewise practices, the residential landscape plans should focus on an abundance of native plant materials along with strategically placed trees to help provide shade as well as frame special views. Lawn areas should be limited to locations very close to the house and backyards would function best with the use of synthetic turf. Trees can also be used near side “property” boundaries to provide a visual reference from one home to the next. A special tree or two along the driveway and nearest the street will also provide visual interest as well as some shade on pavement. An appropriate native seed mix should be used for much of the ground plane to provide erosion control as well as provide an attractive living “carpet” around the property. These areas of the native grasses should be periodically mowed at a higher 3-4 inches to minimize the greater need for constant irrigation. The ideal scenario would have these grasses blend into the natural native grassland areas that could be maintained even higher and cut seasonally. Shrubs and ground covers should be closest to the home on both the front and back, as well as sides of the building.

While the intent was to create a certain degree of continuity with the overall lots sizes and configurations, the arrangement of home sites across the properties offers a wide degree of options for developing unique settings for each and every home. Because the basis of the master plan focused on “buildable areas”, there remains a great degree of flexibility for the kinds of homes incorporated into the master plan. Currently, the majority of home site are planned to be traditional single family detached homes. If in the future, the tribe finds a needs for more transitional housing (townhome style duplexes) or elderly housing (smaller clustered patio homes), such “adjustments” to the master plan can be made very easily.

The plan also identifies over a mile of trails that have been strategically located throughout the community to provide convenient access. All the trails have been located close to home sites to promote and encourage an opportunity for outdoor recreation and socialization. These series of trails also provide an opportunity for community members to create an exercise “route” and loop system that works for them for informal work outs. Hiking, walking, jogging and or biking and horse trails can be established throughout the property so community members can track a distance that works best for them. The trail system provides endless possibilities for connecting with nature in a beautiful setting.

The master plan also carefully incorporates some of the existing orchards in and around the Kisi Dehe area. While these orchards will likely not remain in the harvest program for Farm and Ranch, they do add to the visual quality and character of the surrounding environment. In addition, a new ornamental orchard of flowering desert willows has been planted adjacent to the new phase one homes. These low maintenance, low water use trees will help to reinforce the heritage of the connection to nature. The trail system has been integrated in and around this new orchard as well.

The master plan includes an abundance of open space integrated throughout the development. One of the core principals of the master plan is to have a “light touch” on the land. The layout of roads, features, trails, home sites and improvements are intended to all blend with the surrounding environment to reinforce the connection back to nature. The existing meadows in Costello, Kisi and Schwarz have all been protected and highlighted in the master plan. These meadows become central features in the north, central and southern portion of the new community. All the adjacent hillsides and oak stands have also been projected and incorporated into the overall design.

As previously identified, the new community’s roadway system includes multiple access points for tribal member convenience as well as emergency access when and if needed. The overall roadway structure has also taken into account the need for secure access points into and out of the property. The main entrance into Kisi has a new manned gatehouse and the future access at the south end of Schwarz will have a gated entry as well with keypad access.

The Kisi Dehe is imagined as the future core and heart of the community. Centrally located in upper Kisi, near the old location of the Kisi House, this area will act like a small, informal village center with the possibility of several building facilities that support the tribal members. The physical design of this enclave would have a small “main street” with on-street parking so residents could have easy access to all the amenity buildings. The main street is oriented north-south and runs between Prairie Place (to the north) and Daybreak Drive (to the south). This central location is conveniently located just to the west of Kisi Way and across from the new Covered Bridge. In addition to the on-street parking, there are several small parking pods strategically located in and around the area for additional convenient parking. The organic nature of the layout of drives, parking and buildings reinforces a more informal setting and a better connection to nature. Trees and planting provide shade and a softer treatment to all the landscape zones.

The Kisi Dehe, referred to as “Creekside” provides an opportunity for several modestly sized amenity building that can support the needs and activities of the tribal community. The accompanying conceptual plan on the next page provides a preliminary framework as to how the Tribe might layout key buildings in the future. Just like the overall master plan, the layout for the Kisi Dehe is not intended as a mandate. The plan and overall land area within the Kisi Dehe provides lots of flexibility into the future based on tribal needs and desires. The current concept and associated plans include the following:

The design of these facilities would be focused on the California farmhouse them with simple building massing, gable roofs, features sheds and natural building materials including; rusted steel, stone and concrete. Colors should be subtle focused on natural tones of the landscape with accents at entry ways. Along main street, building structures should also provide sidewalk shade so that it is very comfortable to walk from one building to the next.

The planned strategy for the Kisi Dehe also provides an abundance of flexibility for the timing and phasing of implementation. It is important to remember that the master plan is not just about new housing. The master plan is intended to provide a full spectrum of amenities and services for all tribal members. The tribe should continue to test opportunities to initiate development in the Kisi-Dehe Creekside with amenities and facilities that can act as special gathering places for all tribal community members.

Bridge the past, present and future in thoughtful ways that ensure the implementation of the community master plan is brought to fruition in appropriate ways. This can be accomplished through the strategic implementation of phasing of new homes as need by tribal members. This effort should be complimented by the continued exploration of expanded housing typologies including transitional and senior/ elder Whileopportunities.smallin

stature, the on-site Design Center and the robust spectrum of resources and ideas provided for future residents will continue to be an important resource for those triabl members who are considering a new home within the master plan area

Continue to analyze ideas for the existing Puhkum Road Community area to help ensure an overall cohesive strategy for all local land holdings. This effort should include thoughtful considerations for the short-, medium- and long-term uses of this property. The overarching direction for the master plan has been to focus on new housing, new amenities and new community services that are separate from the Tribal Hall and formal tribal business activities. Again, the master plan is not meant to be a singular mandate; it is appropriate, that the plan evolves and gets refined over time as priorities change and strategies get refined.

This associated diagram illustrates the phased approach for the initial series of homes sites on the Upper Kisi property. Phase 1A and the associated utilities and infrastructure are now built. This decision of which house type goes where will be made by Council and residents will be able to select their preferred interior design based on available options.

The selection of homes by residents will be based on the relationship of the home and the natural setting (views, terrain, vegetation, etc).
