EVERYBODY knows how to check a tenant’s references. Don’t they? After all, secure tenancy forms the foundation of successful investment. “In fact, it’s often a case of a little knowledge is a dangerous thing,” Bellarine Property managing director Christian Bartley said. “Many people don’t know which questions to ask and how to analyse the information they end up with. “Investors need to feel confident their property manager is experienced. “After all, maximising investment income is entirely dependent upon keeping arrears, vacancies and repairs and maintenance to a minimum and yield and capital appreciation at a maximum.” Mr Bartley said that the two most important

background checks were previous rental history and employment record. “This sounds straightforward but there are many traps for the inexperienced – it comes down to knowing what the information means in terms of tenant performance.” “For example, tenants might pay their rent up to date upon vacating but might have been a problem during the tenancy. “Or someone might be in full-time employment for many years and still not be a good tenant.” Mr Bartley said one or two factors were insufficient to build up a profile of the prospective tenant. “But too much information might see someone turning away potentially good tenants and ending up with a longer vacancy.

ONE of Australia’s oldest and most respected insurance agencies, Elders Insurance, now has a presence on the Surf Coast with the recent opening of their new office in Gilbert Street Torquay. Faster, simpler, smarter planning New home system launched excitement

THE new faster, simpler VicSmart planning system was introduced to Geelong building and planning professionals last week with Surf Coast soon to follow. City of Greater Geelong Mayor Darryn Lyons said that Geelong would now lead Victoria in the area. “One of the reasons I ran for mayor was to cut through planning red tape. “This is something I’m absolutely passionate about. “The new VicSmart system will streamline the planning process meaning 10-day turnaround times for 12 of the most common types of planning applications. “VicSmart will make it easier to do business, meaning less cost for applicants and more certainty for investors and business start-ups. “The Planning Minister (Matthew Guy) has introduced VicSmart as the way forward for the whole state but we’ve aimed higher than that. “We’ve introduced special provisions for Central Geelong that goes over and above the state provisions. “It will be easier to do business and stimulate investment where we need it most.” In Central Geelong, there will be 10-day permits

for six types of planning applications, including some forms of subdivision, café/restaurant liquor licences, buildings and works up to $250,000 and waiver of parking for re-use of an existing building. Municipality-wide, there will be 10-day permits for 12 types of straightforward applications, including: • Constructing or extending a fence within three metres of a street • Minor buildings and works within a Heritage Overlay • Subdivision of land – various provisions • Reducing the required number of car spaces by less than five • Buildings and works up to $50,000 in a commercial zone, and • Advertising signage. The Surf Coast Shire will also implement the new system according to mayor Rose Hodge. “Council will be bringing in the state-wide VicSmart planning application system which we hope will contribute to streamlining the planning process,” she said. “There is the possibility of extending this further in future. “This year, council is also conducting a review of customer experiences in planning on the Surf Coast, with a view to finalising some recommendations to improve how council serves the community in this area.”

The key to moving house is to plan ahead, ideally as early as possible before the day arrives when you need to shift an entire house full of furniture and whitegoods. You should be aware on the day you successfully bid at auction, or purchase through a private sale, of the settlement period on your new house. If not, the contract of sale specifies this settlement period, which is usually 30, 60 or 90 days. Assuming you are moving out of your old home and into your new one on settlement day, that’s how long you have to get organised. Make a plan as soon as possible, including the important tasks to hand over your old home and take possession of your new one. It should include key items relating to getting organised for the move – including, close to settlement day, conducting a final inspection of your new house. The vendor must leave the home as it was when you bought it, apart from normal wear and tear. Those rules apply to you, too. If your house

was in top condition for sale, it pays to leave it in a similar way. So mow the lawn, fix any breakages and restore it to close to how it appeared when it was sold, ahead of the handover. Planning ahead avoids tackling those tasks at 5am on settlement day. If using a removal company, ask for their moving checklist. Most companies have one listing pre-move tasks – everything from redirecting mail, reconnecting services and changing your address with utilities. If your removal is DIY, it pays again to be organised. Pack as many boxes as you can well ahead of the move, especially the items you don’t need to access for some time. Many vendors will let you take measurements during the settlement period. If not, it’s worth making as many notes as possible when you conduct the final inspection, including the size of each the main rooms in the house. Remember to give the keys for your old house to your selling agents if they don’t have them. Collect your new keys on settlement day well before the removalists arrive.
