The State of Florida refers to Homestead status being applied to a Permanent Residence Florida offers very generous benefits to property owners who make a house or condo here their Permanent Residence. Homestead advantages include significant Property Tax breaks, protection from Forced Sale and Spouse/Minor Child Occupancy Rights. Because the Tax Savings and other benefits are so attractive, there are some strict qualifying and application rules involved, and that’s part of what we are discussing today. Toward the end of every calendar year, I send out a fresh version of this article to remind new Florida property owners about the advantages of applying for Homestead Exemptions...if they qualify. Interestingly, the State of Florida refers to Homestead status being applied to a Permanent Residence. Mortgage Lenders, Insurance Companies, and the IRS all refer to a Primary Residence in their Occupancy Classifications. We All Want To Close The Chapter We Are Still Trying To Get Back To Normal By Hallandale Beach Mayor Joy Cooper

As we are celebrating Hanukkah and getting ready for Christmas, Kwanzaa and then New Year it cannot be said enough that we need more kindness in the world. The COVID-19 Pandemic began three years ago in December 2019. We all want to close the chapter on the COVID19 Pandemic but with continued strains it is still a threat. For many of us that lost loved ones, The COVID-19 Pandemic has created lasting PTSD far above the grieving process. For our children, the COVID19 Pandemic also has been life altering. For centuries there have been plagues and diseases that have killed many. In 1918 the Spanish Flu resulted in 20-100 million deaths globally. The ability to accurately capture the death tolls have improved but globally the numbers are not always documented. The percentage of reporting from 131 countries ranges between 98% to 10%. COVID-19 Pandemic according to the World Health Organization, took the lives of over 3.4 million. I am sharing this not to diminish

the impacts of COVID-19, rather to highlight that these events have created changes in society and generations. During the COVID-19 Pandemic, I witnessed my grandson, 12 and niece, 15 dealing with isolation and trying to adapt to online schooling. I would often speak with my Mom during this period about her early childhood watching her aunt die of Influenza at their home. Just like that generation who not only survived a Pandemic and World Wars, our younger generation will forever be impacted. I would tell my daughter; this will be a defining moment where some children will be stronger by learning to adapt and others that will not. As we are all trying to get back to the new normal our teachers are working hard to get our children back to their new normal. Many students are having setbacks with their academics. These setbacks are compounded by social developmental and mental health issues. In our Gulfstream Academy of Hallandale Beach our teachers are hard at work addressing student needs. This school is a K-8 and serves over 1,000 students. Some are thriving and others are struggling. In order to motivate the students to achieve academic success and learn social skills they have created Kindness Rooms at both campuses. Students that are seen per-

forming acts of kindness are given tokens that they can use to visit the kindness room. The Colts Campus Kindness Room opened last week and the Stallion Camps Room is in the works. Their goal is to have the room filled with toys, small giveaways, treats and hopefully larger items like game stations, a foosball table, ping pong and other ageappropriate games. Some items have been donated but they are still in need of donations. The teacher in charge of the room has set up an Amazon wish list where caring partners are able to donate. Currently, the Stallion Room is simply seeking donations suitable for 6th - 8th graders. You can go to Amazon Registry Gulfstream Academy of Halladale K-8 Donations. So, while teaching kindness and focusing on social skills the room is also being utilized for tutoring and testing. Students that perform well will be rewarded at the Kindness Store. Starting this year there has been the implementation of Florida Assessment of Student Thinking FAST which includes benchmark assessments called Benchmarks for

Excellent Student Thinking BEST. This test impacts students from VPK to 10th grade. They are for: Reading, Writing and Math. Testing is critical and every parent should support them to be able to see where their child needs help. There have always been issues around testing due to the State tying it to funding. Lower performing schools would be penalized with reductions in funding. That policy has changed and now schools that have improved their school grades from C to B for example and A schools get rewarded. Ironically a kinder approach. Not that it creates equity, that is another issue. Our school and teachers locally need everyone’s help. Our teachers are all working hard and often go into their own pockets. This Holiday Season, think about supporting their efforts to promote kindness. With all the Antisemitism and continued wars we all need to do our part. The National Weather Service Miami is calling for hazardous weather conditions through the weekend, including the potential for heavy rain, rough surf and gusty winds in excess of 40 mph. There is a possibility of localized flooding and gusty winds could down power lines and small tree limbs. As with any unpredictable weather condition, it is important for your to be aware of your surroundings, seek shelter inside, and do not drive on flooded roads. Slow down when driving to avoid loss of control or pushing stormwater onto private property or into homes. Here are a few tips to help you stay safe: • Call 911 if floodwater impacts your home and creates an emergency situation such as a fire. • Motorists should not attempt to drive through flooded areas. Remember, “Turn Around, Don’t Drown.” • Use caution with electrical appliances, electrical cords, and outlets if floodwaters have entered

your home. • Residents should not wade through standing water, and children and pets should not be allowed to play in flood waters which can contain contaminants. Following a heavy storm, sharp debris and other items from overturned garbage bins could be hidden in the water and cause injury. Standing water also may contain harmful bacteria that could cause infection.

• Residents should prepare to notify their homeowner’s insurance providers if they experience flood damage and seek their advice on documenting the damage and drying out your home. The same applies for contacting your vehicle insurance provider if you find your vehicle has been damaged. Be sure to monitor a trusted news

Help Control Flooding by Adopting a Catch Basin While City crews work to keep the more than 157 miles of underground storm system piping and 4900 catch basins clean, residents can also help control flooding in and around their neighborhood by adopting their own catch basin. The adoption is easy: just sign-up to adopt, take a look at the basin at least once a month & clean it as needed, then submit proof of your efforts. In doing so, you can earn points for rewards for helping to prevent flooding and waterway pollution. Mini Shrimp Scampi and Spinach Quiches Mini Shrimp Scampi and Spinach Quiches 12 minutes prep time; 13 minutes cook time. 12-15 servings. Spinach adds a bright earthy note to the savory flavor of Shrimp Scampi in these delightful mini quiches that are perfect for a crowd. Ingredients • 1 (12-oz) pkg SeaPak Shrimp Scampi, frozen • 2 (1.9-ounce) packages frozen mini phyllo cups • 1/2 (5-ounce) package baby spinach, chopped • 2 large eggs • 1/2 cup whipping cream • 1/4 teaspoon salt • 1/4 teaspoon freshly ground pepper Directions Heat oven to 375F. Arrange phyllo cups in mini muffin tins coated with cooking spray; set aside.

With an incredible $42,500 Grant from FoMA, a vital initiative has been launched to Spay and Neuter large Dogs, Puppies over four months old, and Community Cats, championing responsible pet ownership and curbing the plight of homeless animals in the area. Airman Samuel Munroe, a native of Plantation, Florida, serves at Aviation Rescue Swimmer School, he graduated from South Plantation High School in 2016. The skills and values needed to succeed in the Navy are similar to those found in Plantation. “Where you aim in life is what you get; freedom is a relative term,” said Munroe. “After college, I joined the Navy to live a better life. If you enjoy life and your job, it can be your passion.” Munroe joined the Navy five months ago. “The Navy SEALs inspired me to join,” said Munroe. “I heard legends of excellence from stories to be the best you can to be a part of a legacy.” Aviation Rescue Swimmer School provides Initial Aviation Water Survival Training and CPR Qualification to all Preflight Student Naval Aviators and Student Naval Flight Officers, Student Flight Surgeons, Naval Aircrew Candidates, Student Aviators from other

branches of the U.S. Armed Forces and International Student Aviators. Aviation Rescue Swimmers serve in treacherous conditions to complete life-saving missions like evacuating families during a storm, rescuing a crew off of a ship in the Pacific Coast or saving mountain climbers. This year commemorates 50 years of women flying in the U.S. Navy. In 1973, the first eight women began flight school in Pensacola; one year later six of them, known as “The First Six,” earned their “Wings of Gold.” Over the past 50 years, the Navy has expanded its roles for women to lead and serve globally and today our women aviators project power from the sea in every type of Navy, Marine Corps, and Coast Guard aircraft. Our Nation and our Navy is stronger because of their service. “Having a cadre of students who are eager to learn and extremely hardworking, ensures we offer the best and brightest to naval aviation and the Aviation Rescue Swimmer community,” said Captain Brad Arthur, Commanding Officer, Naval

Exemptions From Page 1A I am NOT an Attorney. For interpretation and application to specific circumstances of anything you read in this article, you must speak with a Florida-licensed attorney. Single Family Homes, Condos, Co-Ops, Manufactured Homes and Mobile Homes (if the land is owned) can be claimed as Homestead Properties. Within an incorporated town or city, up to 1/2 acre of the land on which the Homestead Residence sits is also protected. Outside an incorporated municipality the maximum land area that can be included with a Homestead Residence is 160 adjoining acres. (Trivia question - Why 160 acres? Send me an email for the answer and explanation.) All States’ current Homestead Laws evolved from the original Federal Homestead Act of 1862 which promoted our country’s expansion in the mid to late 1800’s. Today, raw land by itself cannot be identified as an owner’s Homestead. A habitable structure (improvement) must be on it. The Florida Homestead Exemption is NOT automatic. Property Owners seeking Homestead status must qualify and apply to the Property Appraiser’s office in the County where the property is located. Counties assess property values, send bills, and receive tax payments because they provide services directly to property owners. The Florida Department of Revenue provides property tax oversight and guidance to all 67 Counties, though does not send bills or receive payments. Before applying to the County Appraiser’s Office for Homestead status and the Exemption, a property owner must first: • Be a “natural person” (no Corporations, LLCs, or Partnerships, though specific types of Trusts are allowed) • Establish and maintain Permanent Florida Residency, occupying the property before January 1 of the application year • Not claim Homestead rights in any other State (includes the Spouse of a Florida Property Owner) Required Documentation Of Permanent Residency Usually Includes: • Proof of Ownership (Recorded Deed, Property Tax Receipt) • Florida Driver’s License • Social Security Numbers for Owner and Spouse • Vehicle Registration and License Plate Number • Voter’s Registration Card (All documents must show the same address that is on the Homestead Application) Additional supporting documents may also be requested: • Bank Statements and Tax Returns showing the Florida Address • Utility Payments • Proof that Former Permanent Residency (and Homestead Status) in another State has ended • Employer Name and Address Each County sets its own qualifying standards for Homestead Status and may request other evidence that the applicant is a true Permanent Resident of Florida. Since they will be “losing” potential Property Tax Revenue by extending Homestead Exemption Reductions, Counties want to make sure applicants are properly qualified to receive the tax discount. Homestead applications must be made in person at a local County Appraiser office. Important - Filing for the Exemption can be made until March 1st of the Application Year, though Proof of Ownership and Residency must be dated before the beginning of that year. The property must have been Legally Owned for some part of the Previous Calendar Year. This means that Homestead Status and Tax Benefits can never be received for the same Calendar Year in which a Property is Purchased. For new Owners/ Applicants, the most recent year’s Adjusted/Updated Assessed Value is applied before applying the Homestead Exemption. Annual Verification is sent to Property Owners by County Appraiser Offices, and includes a statement confirming that the property is still being occupied as the Owner’s Permanent Residence. Let’s look at some general provisions of Florida’s Homestead Exemption: Property Taxes: • $25,000 Exemption from Assessed Value for all Property Taxes • Another $25,000 Exemption is applied to the Assessed Value over

Filing for the Exemption can be made until March 1 of the application year $50,000 - only applies to Non-School District Taxes • Additional exemptions are available to Owners 65 and older, Widow(er)s, Disabled Military Veterans, and Non-Veteran Owners who have specific Disabilities • Contact your local County Property Appraiser’s Office with any questions about Property Taxes. Links to Florida Department of Revenue Taxpayer Information Resources are further down in this article, along with the First-Time Application for Homestead Status by new Homeowners. Forced Sale From Civil Lawsuit And Judgment • Attorneys tell us that an owner cannot be forced to sell a Homestead Property in order to satisfy a Legal Judgment in a Suit brought by a Creditor or Civil Plaintiff. • The entire Value of a Legitimate Homestead Property is protected by Florida Statute. As long as a Property and its Owner Legally Qualify for and continue the Homestead Exemption, the Property is protected from most forced sales, no matter how much it is worth. • Contact a Florida-licensed Attorney with all questions about Legal Protection related to a Homestead Property. Real Estate Attorneys emphasize that Florida’s Homestead Exemption does NOT protect a Property Owner from Lawsuits and Judgments related to: Federal Income Tax Liens, County Property Tax Liens, Mortgage Foreclosure, Condo Association and HOA Foreclosures for not paying scheduled or Special Assessments and Contractor Liens for work performed on the property. Spouse And Minor Child Rights • According to Family Law Attorneys, the Owner of a HomesteadProtected Property may not sell or otherwise convey the property without her/his Spouse’s Approval. This applies even if the Property is in only one of their names or if it was purchased with only one Spouse’s Money. • In most cases, Homestead Property may not be willed to another person upon the Owner’s Death as long as there is a surviving Spouse and/or Minor Children. Attorneys go on to say that a Spouse may Waive these Rights, though without a Waiver, a Spouse’s Homestead Rights are held in place over the Will. • Speak with a Florida-licensed Attorney about Spouse/Minor Child Occupancy Rights and Inheritance considerations regarding Homestead Properties. There is one more VERY attractive benefit attached to establishing Homestead Status for Florida Property. It’s called the Save Our Homes (SOH) Assessment Limitation, which caps the Annual Increase to the Property’s Assessed Value. This begins with the Assessed Value at the time Homestead Status was granted, and continues each year thereafter. Any Annual Increase in a Homestead Property’s Assessed Value is capped at 3% or the Published Consumer Price Index (CPI) whichever is less.

This is NOT a limit on the Tax Amount Increase, it is a cap on the increase of each year’s Assessed Value, meaning the property’s Assessed Value can only go up by a maximum of 3% each Calendar Year of Ownership. The SOH Limitation alone saves Property Owners a considerable amount of money each year after they establish Homestead Status! There are serious Penalties for Owners who commit Fraud when applying or who Violate the Requirements after being granted Homestead Status. For example, Owners who Rent out Homestead Property to others for too long or too frequently can be considered to have “abandoned” their Homestead Protection. On top of losing all the benefits, Owners fraudulently claiming Homestead Status can be charged Back Taxes (going back 10 years), Penalties (50%), and Interest (15% Annually). Check with your County Appraiser’s Office for details. The Center’s film was honored in the Diversity/Equity/Inclusion – Long Form Content Category at the 47th Annual Suncoast Emmy Awards presented on Thursday, December 2nd at the Diplomat Beach Resort in Hollywood. The Suncoast Chapter of the National Academy of Television Arts and Sciences comprises television markets in Florida; five markets in Louisiana; Mobile, Alabama; Thomasville, Georgia and Puerto Rico. Maurer Award that recognizes a theater company that exemplifies excellence for the totality of its programming, the Carbonell Awards noted, “With 45 productions over the past nine years at the Broward Center for the Performing Arts, Slow Burn Theatre Company consistently delivers high-quality shows that have garnered numerous prestigious nominations and awards, including multiple Carbonell and Silver Palm recognitions … Slow Burn is committed to nurturing a sophisticated talent pool that contributes to the growth and vibrancy of the local theater community.” Showtimes vary for Disney’s The Little Mermaid with the production offering three special performances. The “Under the Sea Family Celebration” on December 16 at 1 p.m. offers a family-friendly brunch, craft activities and a dance party in addition to a matinee performance of the show, with proceeds benefiting the Broward Center’s arts-in-education programs. The performance on Sunday, December 24 at 2 p.m. offers open captioning, generously underwritten by the Amaturo Family Foundation, in which spoken dialogue scrolls across a digital screen as the action occurs on stage. Slight adjustments have been made to the production for the Sensory-Inclusive Performance on Saturday, December 23rd at 1:30 p.m. to offer a welcoming and supportive environment for children and adults on the Autism Spectrum as well as individuals with other Sensitivity Issues or Developmental Disabilities. An area adjacent to the theater has been designated as the ABA Centers of Florida Sensory Quiet Room with a specially trained therapist to provide audience support. Patrons may bring their own headphones, fidgets

and other calming items into the theater. The Broward Center also offers SensoryBags that contain Noise Canceling Headphones, Sunglasses, Fidgets and Sunglasses Clips to accommodate families that might be overwhelmed by the lights, sounds and crowds. Admission includes complimentary pre-show arts and crafts activities provided by Young At Art Museum and a post-show meet and greet with cast members after every sensory-inclusive performance. Ticket buyers will receive an email prior to the performance with a link to a character guide and short video about attending the theater.
