With higher prices and wages not keeping pace with inflation, people have turned to credit cards to offset the difference

In recent years, debt consolidation via Personal Loans has been lauded as a smart financial move for people grappling with burdensome Credit Card Debt. There are several reasons why the Debt-Reduction approach, using Personal Loans, isn’t effective, says Personal Finance Expert Deacon Hayes of: www WellKeptWallet.com - “Using Personal Loans to pay off Credit Card Debt only works if Borrowers modify their Credit Card habits after Consolidation. Unfortunately, it is increasingly difficult to do so. This is because everyday items at the store cost more. Eating out costs more. Borrowing money to buy a home costs significantly more. With higher prices and wages not keeping pace with inflation, people have turned to Credit Cards to offset the difference. The challenge is that many of these Credit Card Interest Rates are over 20% which can make it hard to pay off when you are just paying on the Interest.”

Adding to the gravity of the situation, it has been widely reported that Credit Card Balances have surged to record highs. These revelations are not just numbers but indications of an impending financial predicament.

“Those with a High Debt-To-Income Ratio will be at most risk - especially those with Student Loans. On October 1st, the Student Loan Payments are going to resume which will only add to the difficulty of Americans to get ahead” adds Hayes.

Given the situation, what can be done? Hayes offers the following advice: Make

every effort to pay down your Consumer Debt quickly by using the Debt Snowball Method. Get a side hustle to bring in extra Income to pay it down faster. Scrutinize every expense on your Budget and ask “How can I make this expense smaller”?

Lastly, take any extra Income like a Tax Refund, Inheritance, or Bonus at work and put it toward your Debt.

However, relying solely on these immediate fixes without addressing the root causes of Debt accumulation might only defer the inevitable, adds Hayes:

“Long term, you want to create a plan to live on less than you make by sticking to a realistic Budget. Establish an Emergency Fund of at least 3 - 6 months of your living expenses. If you use Credit Cards, consider limiting the use to only fixed expenses. This minimizes the opportunity of overspending and not being able to pay off the card in full each month.”

Hayes continues: “In a world where financial pressures are mounting, people are sleepwalking towards a Potential Debt Crisis. Debt Consolidation, once seen as a lifeline, has proven to be a fleeting solution for many. The rising tide of Credit Card Debt, coupled with soaring costs of everyday living, has pushed many back into the jaws of financial uncertainty. It’s a precarious situation. And now, with Student Loan Payments set to resume, those with High Debt-To-Income Ratios, especially those burdened by Student Loans, face the greatest risks. As we navigate these uncertain times, remember: It’s not about how much you earn; it’s about how well you manage what you earn.”

The film’s cast includes Doriyan Caty from Florida Atlantic University, Javier Gomez from Miami Dade College, Sofía Grajales from Broward College, Eric Martinez from Florida International University, Ja’na Nelson from FAU, Kelsey Parente from Broward College, Ian Rodriguez from Florida State University, and Nathalie Saladrigas from Miami Dade College and Emerson College, Boston.

“Open Dialogues: Gen QueerZ” has received vital support from The Our Fund Foundation, The Windhover Foundation/ Quadracci Family, and the Dara and Jarrett Levan Fund for the Arts at the Community Foundation of Broward, emphasizing the significance of such a project in our community.

National Coming Out Day, observed every year on October 11th, was first established in 1988, marking the Second Anniversary of the National March on Washington for Lesbian and Gay Rights. This important day is recognized not only in the United States but also in countries worldwide, serving as a platform to raise awareness about the LGBTQ+ Community and its ongoing civil rights movement.

The Art and Culture Center/Hollywood, a 501(c)(3) non-profit organization, receives support from its dedicated members, admissions, private entities, the City of Hollywood, the Broward County Board of County Commissioners, as recommended by the Broward Cultural Council, and the State of Florida, Department of State, Division of Cultural Affairs, the Florida Council on Arts and Culture. Open Dialogues: Stories From the LGBTQ Community captures the diverse coming-out narratives of seven Broward residents who shared their stories in oncamera interviews.

From the LGBTQ Community reveals in intimate detail how the LGBTQ community is often marginalized within families, schools, churches and public spaces –and how individuals featured in the film learned to empower themselves in these

spaces. The Broward residents who shared their coming-out experience are Dan Bassett, Franchesca D’Amore, Michael Goodman, Gary Keating, Omar Morales, Julie Marie Wade, and Christine Walters. Wade, a nationally renowned writer, reads select poems from her 2014 collection When I Was Straight.

The online publication Queer Guru described Stories From the LGBTQ Community as “powerful,” adding that the film “is exactly what most queer people would have loved to been able to view on the verge of ‘coming out’ as Gay. Listening to the stories of seven South Florida members of the LGBTQ Community articulate on their own journeys is such an uplifting experience.”

Chapter Two

The Art and Culture Center/ Hollywood’s documentary short film Open Dialogues: Black Voices | Black Stories focuses on what social justice looks and feels like for Black Americans, as told through the narratives and performances of eight community leaders in Broward County.

In a celebration of strength, resilience, and triumph over adversity, adaptive athletes will come together for the 7th Annual Adaptive Bowl-A-Thon Fundraiser hosted by the Memorial Foundation. This inspiring Event will take place on Sunday, October 1st, 2023, from 11:00 a.m. to 1:00 p.m. at SpareZ Bowling, located at 5325 South University Drive, Davie, Florida 33328.

The Adaptive Bowl-A-Thon isn’t just another bowling tournament; it’s a testament to the indomitable human spirit. Adaptive athletes, who have faced and conquered physical disabilities and hardships, will join hands with their therapists, Memorial Healthcare System representatives, friends, and family members for a day of camaraderie and competition. The event promises not only a thrilling contest but also the chance to win trophies and gain well-deserved recognition.

Adaptive athletes have not only overcome physical disabilities but have excelled in various sports, from water aerobics to wheelchair basketball. This event is their moment to shine, and their stories of triumph will inspire all of us, says Sarah Thompson, a Spokesperson for the Memorial Foundation.

The Adaptive Bowl-A-Thon serves as a

platform for these athletes to share their personal journeys of resilience and how the Memorial Sports and Recreation Program has played a pivotal role in transforming their lives. In the past year, the proceeds from the previous bowl-a-thon have been instrumental in providing access, transportation, covering entry fees, and securing sponsorships for adaptive athletes participating in an array of activities, including water aerobics, chair yoga, scuba diving, wheelchair basketball, and tennis. Photographed in black-and-white, the 24-minute film engages community members to describe openly and honestly, among other topics, their first awareness of being Black, the degrading impact of Racism and Discrimination, creating empathetic listening practices, Black resilience, and “The Talk,” in which Black parents prepare their children to be targeted based on the color of their skin.

A Nation of Snitches DHS Is Grooming Americans to Report on Each Other

Are you among the 41% of Americans who regularly attend church or some other religious service?

Do you believe the economy is about to collapse and the government will soon declare martial law?

Do you display an unusual number of political and/or ideological bumper stick ers on your car?

Are you among the 44% of Americans who live in a household with a gun? If so, are you concerned that the government may be plotting to confiscate your fire arms?

If you answered yes to any of the above questions, you may be an antigovernment extremist (a.k.a. domestic ter rorist) in the eyes of the government and flagged for heightened surveillance and preemptive intervention.

Let that sink in a moment.

If you believe in and exercise your rights under the Constitution (namely, your right to speak freely, worship freely, associate with like-minded individuals who share your political views, criticize the government, own a weapon, demand a warrant before being questioned or searched, or any other activity viewed as potentially anti-government, racist, big oted, anarchic or sovereign), you have just been promoted to the top of the govern ment’s terrorism watch list.

I assure you I’m not making this stuff up. So what is the government doing about these so-called American “extremists”? The government is grooming the American people to spy on each other as part of its Center for Prevention Programs and Partnerships, or CP3 program.

According to journalist Leo Hohmann, the government is handing out $20 million in grants to police, mental health networks, universities, churches and school districts to enlist their help in identifying Americans who might be political dissidents or potential “extremists.”

As Hohmann explains, “Whether it’s COVID and vaccines, the war in Ukraine, immigration, the Second Amendment, LGBTQ ideology and child-gender confusion, the integrity of our elections, or the

The government has even designated September 25 as National “If You See Something, Say Something” Awareness Day.

If you see something suspicious, says the DHS, say something about it to the police, call it in to a government hotline, or report it using a convenient app on your smart phone.

This DHS slogan is nothing more than the government’s way of indoctrinating “we the people” into the mindset that we’re an extension of the government and, as such, have a patriotic duty to be

This is how the government keeps us under control and in its crosshairs.

By the time you combine the DHS’ “See Something, Say Something” with CP3 and community policing, which has gone global in the guise of the Strong Cities Network program, you’ve got a formula for enabling the government to not only flag distinct “anti-government” seg-

“threats,” violent or otherwise, before they can become actual threats.

The government’s war on extremists has been sold to Americans in much the same way that the USA Patriot Act was sold to Americans: as a means of combatting terrorists who seek to destroy America.

However, as we now know, the USA Patriot Act was used as a front to advance the surveillance state, allowing the government to establish a far-reaching domestic spying program that has turned every American citizen into a criminal suspect.

Similarly, the concern with the government’s ongoing anti-extremism program is that it will, in many cases, be utilized to render otherwise lawful, nonviolent activities as potentially extremist.

“There were relatively few secret police, and most were just processing the information coming in. I had found a shocking fact. It wasn’t the secret police who were doing this wide-scale surveillance and hiding on every street corner.

Cue the dawning of the Snitch State.

This new era of snitch surveillance is the lovechild of the government’s post-9/ 11 “See Something, Say Something” programs combined with the selfrighteousness of a politically correct, hyper-vigilant, technologically-wired age.

For more than two decades, the Department of Homeland Security has plastered its “See Something, Say Something” campaign on the walls of metro stations, on billboards, on coffee cup sleeves, at the Super Bowl, even on television monitors in the Statue of Liberty. Colleges, universities and even

suspicious of, spy on, and turn in our fellow citizens.

This is what is commonly referred to as community policing.

Yet while community policing and federal programs such as “See Something, Say Something” are sold to the public as patriotic attempts to be on guard against those who would harm us, they are little more than totalitarian tactics dressed up and repackaged for a more modern audience as well-intentioned appeals to law and order and security.

The police state could not ask for a better citizenry than one that carries out its own policing.

This is how you turn a people into extensions of the omniscient, omnipotent, omnipresent police state, and in the process turn a citizenry against each other.

It’s a brilliant ploy, with the added

Under the guise of fighting violent extremism “in all of its forms and manifestations” in cities and communities across the world, the Strong Cities Network program works with the UN and the federal government to train local police agencies across America in how to identify, fight and prevent extremism, as well as address intolerance within their communities, using all of the resources at their disposal.

What this program is really all about, however, is community policing on a global scale with the objective being to prevent violent extremism by targeting its source: racism, bigotry, hatred, intolerance, etc. In other words, police will identify, monitor and deter individuals who could be construed as potential extremist

If you can’t read the writing on the wall, you need to pay better attention.

As I point out in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, unless we can put the brakes on this dramatic expansion and globalization of the government’s powers, we’re not going to recognize this country five, ten— even twenty—years from now.

As long as “we the people” continue to allow the government to trample our rights in the so-called name of national security, things will get worse, not better.

It’s already worse.

Every Resident’s Hard-Earned Dollar Is Important

Over the past months, I have been writing this column informing the residents about our Budget. Our Staff begins the Budget Cycle in early March, and it cul minates in a final reading of Ordinances adopting the Tax Rate and Budget at a Formal Public Hearing. On Tuesday, we Adopted the 2023-2024 Budget. I authored this article before the Final Vote. With great certainty I can say we did Adopt “a Budget” the ques tion remains what passed?

Either, it passed at the current Tax Rate of 8.2466 including the Expansion of Road Paving to from 1 million to 500,000 and adding a Project to Clean and Paint the west side of the Hallandale Beach Bridge on A1A or 7.9998 Millage Reduction with or without the projects. At the last Budget Hearing we had a longer debate over the Rate and these items.

The debate after months of fore casts planning and budgeting with a set plan to support that body of work was spurred after two land lords asked for us to remain sen sitive to cost increases. While nobody likes to pay Taxes and poli ticians would love to say they cut Taxes, the devil is always in the details.

I must without hesitation say there is not one commissioner including myself that does not care deeply about every resident’s hardearned dollar. We make sure we watch every Tax Dollar and execute our Services with deep consideration and respect for the trust that is put in our Service. I need to share information about Taxes before discussing this debate.

Our City Tax is only one part of the Tax Bill. One Mill in Tax Rate raises approximately $9 Million in Revenues in our community based on our values. In a $200Million-Dollar Budget, Property Taxes are only a portion of City Revenues. $94 Million Dollars are generated in Revenue annually, all in. So, we need to look at the whole picture. Any changes in the Budget can offset all Budget Projections. Less

Revenue means more Deficits, which in turn means cuts that impact Service Levels. So, one increase or decrease can

Hollywood Earns Recertification As Community Wildlife Habitat By The National Wildlife Federation

The City of Hollywood has been recertified for the seventh year in a row as a Community Wildlife Habitat by the National Wildlife Federation (NWF). The Community Wildlife Habitat Program is designed to encourage property owners to create a habitat suitable for Native Species. Community-wide certification is earned by certifying individual properties (homes, parks, schools, businesses and others), through Education and Outreach. Points are earned by engaging community members in Habitat Restoration Projects, providing resources like Native Plant Lists and communicating through websites and Social Media.

In addition to points earned for new private properties in Hollywood that have gotten Certified as Wildlife Habitats, this year the City earned points for its Outreach Efforts on Turtle Lighting Compliance, completing Phase I of our City-Wide Tree Inventory, and partnering with the Youth Environmental Alliance to maintain the dunes in Hollywood North Beach Park. These collective efforts provide: food, shelter and safe nesting places

for Birds, Butterflies, Endangered Sea Turtles and everything in between.

But the City cannot earn this certification alone, we need residents to certify their own yard as a Backyard Habitat. A big thank you to everyone who is already providing host plants for our native Butterflies, nectar for pollinators, berries and seeds for spring and fall migrants and places to raise young for our year-round residents and seasonal breeders!

If you want to welcome Butterflies and Birds onto your property, you can find information on how to get started at NWF’s Garden For Wildlife page. For those interested in certifying their property, it’s simple and you don’t even have to have a yard. A container garden on your patio or balcony can support pollinators and other Native Wildlife. To certify your Wildlife Habitat, you need to provide: food, water, cover, places to raise young (Butterfly host plants count!) and use sustainable practices. In June, the City Commission set a Tentative Millage Rate and had vetted many necessary Budget Items and Projects. For years we have not played games with the Millage Rate. Many cities will set a higher Tentative Rate than reduce it later. While setting the Tentative Millage Rate I asked about setting it to 8 Mills. I had two reasons. At that point in time, we had Unaudited Reserves well over the 16% target with General Fund Reserves of over $24 Million Dollars. If we had rolled back to 8 we would have ended up well over our targeted amount. The other main issue that I considered before suggesting a Millage Rate Reduction was the Current Tax Rate prevents both Safe Neighborhood Districts from utilizing their Max Rate of 2 Mills to borrow Capital for Improvements. The suggestion, while not a large Reduction, did not garner support from my colleagues. Fast forward to August with Property Values released. Reserve increase to almost $28 Million. So, one has the right to ask the same question I raised in June. Do we lower the Tax Rate? The catch is we still have a Pending Lawsuit for over $4.5 Million from the firing of City Manager Rosemond. What will next year look like? Increase in Values? Decrease due to Economic Conditions? Increases in GPI Governmental Cost of doing business? We still have room. The major question is do we stay the course? Last week we held a workshop for two hours with the same question being asked on. Do we stay on the course or go to 7.9998 Mills?
