Estoppel Letters are usually valid for only 30 days after the date of issuance, so make sure to time them right to protect yourself When selling a Florida house or condominium located in an Association-Governed Community or Building, all parties to the sale need a dependable record of whether or not the selling owner owes any money to the Association or has any Outstanding Rule Violations. Estoppel Letters provide the necessary proof of a selling owner’s account status with the Association. Because Association Indebtedness and Rule Violations follow the property, not the owner, they are a critical part of all Florida Real Estate Transactions involving Association-Governed Buildings or Communities. I am not an attorney. For interpretation and application to specific circumstances of anything you read in this article, you must speak with a Florida-licensed attorney. and communities in which owning an individual property carries Mandatory or Automatic Membership in an Association that maintains Common Elements/Areas and manages Shared Finances. Estoppel Letters are referenced and detailed in Florida’s Condominium Act (FS 718.116(8) and the Homeowners Association Act (FS 720.30851). Amounts shown in Association Estoppel Letters do not include Property Taxes, Insurance, or other recurring costs of ownership. Title companies and attorneys do check for Outstanding Property Tax Balances and Municipal Code Violations, though today’s article will only discuss Estoppels related to Condominium and Homeowners Associations. An Estoppel Letter is requested by the Closing Title company or attorney. Per Florida Statutes, the cost for preparing one is currently capped at $299 with additional charges allowed for Delinquent Accounts and/or Expedited Delivery. Estoppel Letters are a seller’s closing cost. Once the Estoppel has been completed and signed by a Director of the Association (or someone authorized by the Board to prepare them, like the Management Company), the Association is “Estopped” from coming back and saying that the property’s owner owes more than what is shown in the Estoppel Letter. In order for the content to coordinate with a sale’s closing date, an Estoppel includes the date it was prepared and for how long it is valid. As we have discussed in other articles, sellers and buyers split Association Assessments according to the closing date. A credit is given back to the seller for Prepaid Quarterly Assessments that extend past the closing date. An Estoppel Letter confirms how far in advance the seller has Paid Scheduled Assessments. (Scheduled Association Assessments are often called “Dues” or “Fees” by owners.) Example - a selling owner has already paid the 3rd Quarter (July, August, September) Association Assessment, which has been verified by the Estoppel Letter. For an August 31st closing and ownership transfer, the seller will receive a Reimbursement Credit from the buyer for September’s portion of the Prepaid Assessment because starting September 1st, the buyer will be living in the property, not the seller. Florida Statutes allow Associations 10 business days to provide them after the request is made by a Closing Title company or attorney. They are usually valid for only 30 days after the Date Of Issuance, so settlement agents can’t order them either too early or too close to the closing date. Real estate attorneys tell us that once an Estoppel Letter has been prepared and accepted in good faith for use in a real estate closing and transfer of ownership, it prevents the Association from collecting amounts that are in excess of what was

• 1 Bag of Success White Rice • 1 Cup of Pecans • 4 Cups of Coconut Milk • 1 Can, 15 ounces of Pumpkin Purée • 3/4 Cup of Brown Sugar • 2 Teaspoons of Pumpkin Pie Spice • 1/2 Teaspoon of Salt • 3 Eggs • 1/2 Teaspoon of Vanilla Extract • 1 Cup of Heavy Whipping Cream • 2 Tablespoons of Maple Syrup Prepare the rice according to the package’s directions. Preheat the oven to 350˚ F. Spread the Pecans on a baking sheet and toast them for 8-10 minutes, cool them then chop them. In a large saucepan over Medium-High Heat, combine the Milk, the Pumpkin, the

Brown Sugar, the Pumpkin Pie Spice and the Salt. Bring it to a boil by stirring constantly. Slowly add about 1/2 cups of hot liquid to the Eggs and beat them well. Stir the Egg mixture back into the saucepan and cook it over Medium-High Heat for 2 minutes. Remove it from the heat and stir in the Cooked Rice, the Vanilla and the Pecans. Pour the mixture into a greased 13-by9-inch baking dish. Bake it uncovered for 30 minutes or until a knife inserted near the center comes out clean. Whip the Heavy Cream to soft peaks then add the Maple Syrup and continue beating it until the peaks form. Serve it with the warm pudding. Tip: For a sweeter pudding, increase the Brown Sugar to 1 1/2 cups.

Peruvian Street Food Comes To Downtown Hollywood Private development and a beautiful new streetscape may be stirring up some dust in Downtown Hollywood, but for Giovanna Troullier, owner of Tru Point Burgers & Peruvian Fast Food at 201 North 21st Avenue, Hollywood, Florida 33020, they churned up an opportunity. “I had passed this building many times, and always thought it would be a great place for my future restaurant,” said Troullier, who came to Florida from Peru in 2017, “but it always had a tenant.” Until the day the “For Lease” sign appeared. “That’s my place,” said Troullier. And soon after, it was. Within a few weeks, Troullier, assisted by friends, family and her wife, Flavia Figari, who assists her at Tru Point, got to work. They put in a new floor, painted, added some bar games and Star Warsthemed graphics (Troullier is a big Star Wars fan -- the sub-heading of their logo

is “May the Taste be With You!”) and, happily, kept the site’s original glass bricks. They were ready to open for business. TruPoint’s unique combination of American and Peruvian staples was an immediate hit. “People came for the Hamburgers and discovered the Peruvian flavors,” said Troullier, “and then they started coming for the Salchipapas and they told their friends, and now we have people coming from all over South Florida because we have the most authentic Salchipapas in town.” Salchipapas, for the uninitiated, are a popular Peruvian snack or street food, with a base of French Fries topped with Meat or Chicken and a variety of Peruvian sauces; it’s the food Peruvians crave after a long day’s work or a long night out. It is, Troullier said, the most popular item on the menu ($11.90 - $15.90), followed by

Butifarra, a sandwich of Peruvian-style Ham with a mix of sauces ($12.90). Also very popular is the Royal Burger, an Angus Burger with Ham, Provolone, Fried Egg, Potato Sticks and Onion ($13.90). “I decided to open in Downtown Hollywood because I noticed the many new developments in the area and knew there would be a built-in customer base,” explained Troullier. “Tru Point is a healthy and fresh restaurant for all ages, and it’s family-friendly too.” “There are many Peruvian restaurants around, but not with the street food that is very common in Peru,” added Figari. “And especially, they tell us, the Salchipapas!” Tru Point Burgers & Peruvian Fast Food is open Thursday from 2:00 p.m. to 11:00

5 Ways Older Adults Can Exercise In The Heat Like a Senior Athlete (BPT) - It’s vital to stay active as you age, but how can you keep working toward your fitness goals during the sweltering heat? Exercising outdoors as the temps and humidity - climb may be not only uncomfortable but can risk conditions like Heat Stroke and Heat Exhaustion. If you’re beginning any exercise program, it’s also best to check with your healthcare provider first. Before heading out for a brisk power walk or a lively game of pickleball here are a few suggestions by Andi Kwapien, a SilverSneakers National Trainer who taught SilverSneakers classes from this year’s National Senior Games. Andi offers tips that hold true whether you’re a competitive athlete or just staying active for your overall health.

1. Be informed When planning outdoor activities, make sure to check the weather. Your local news station or the National Weather Service can help you decide if it’s a good day to spend outside. Check not only the temperature and humidity but also the air quality where you live. If there are signs it could be hazardous for you to spend much time in the great outdoors, consider an indoor alternative.

2. Pace yourself Fitness experts advise warming up and cooling down before and after a workout. Start at a slower pace at first, then cool down gradually a few minutes before you end your session, followed by gentle stretching. Choose activities that are easy to do anywhere and that you can adjust to your own pace, such as walking, or that require less strenuous exertion and strength while keeping you active and cool, such as water exercises. Know your limits and listen to your body’s signals. Take breaks, especially if you feel overheated, lightheaded or out of breath. 3. Stay hydrated Always keep water or beverages containing electrolytes (like sports drinks) nearby anytime you’re working out, especially out in the heat. Take sips often, even before you feel thirsty, to help you regulate your temperature and replace moisture lost through sweating. The American Heart Association recommends drinking before, during and after your workout to help prevent health problems that could be exacerbated by dehydration. 4. Prepare for heat and sun The Mayo Clinic also recommends taking other precautions outdoors in the heat, like wearing light-colored, loosefitting clothing and avoiding exertion during the hottest time of day (from around noon through 3 p.m.) To avoid too

Pecan “Meat:” • 2 1/2 Cups of Water • 1 Cup of Pecans • 1/2 Cup of Portobello Mushrooms • 2 Tablespoons of Taco Seasoning • 2 Tablespoons of Tamari Sauce or Soy Sauce • 2 Cloves of Garlic, minced • 1 Tablespoon of Liquid Smoke • 1 Tablespoon of Vegan Worcestershire Sauce • 1 Tablespoon of Chipotle in Adobo Sauce Pineapple Salsa: • 1 Pineapple, diced • 2 Roma Tomatoes, diced • 1-2 Jalapeños, diced • 1 Cup of Cilantro, finely chopped • 1 Red Onion, diced • 1/4 Cup of Lime Juice • Salt, to taste Chipotle Crema: • 2 Chipotle Peppers in Adobo Sauce • 1 Cup of Vegan Mayo • 3 Cloves of Garlic, minced • 2 Teaspoons of Vinegar • 2 Tablespoons of Plant-Based Milk • 1 Teaspoon of Agave • 1/2 Teaspoon of Salt To make the Pecan “meat:” In a bowl of boiling water, soak the Pecans, covered, at least 30 minutes, or overnight in room temperature water for a softer texture. Drain the Pecans and place them in a food processor with the Mushrooms. Pulse the mixture to a texture resembling meat crumbles. Avoid over-pulsing. In a pan over Medium Heat, add the Pecan mixture, the Taco Seasoning, the Tamari Sauce, the Minced Garlic, the Liquid Smoke and the Vegan Worcestershire Sauce. Cook it for 7-10 minutes then add the Chipotle in the Adobo Sauce and Cook it for 3 minutes. To make the Pineapple Salsa: Combine the Pineapple, the Tomatoes, the Jalapeños, the Cilantro,

Vegan Pecan Al Pastor Tacos the Red Onion, the Lime Juice and the Salt, to taste. To make the Chipotle Crema: Combine the Chipotle Peppers, the Vegan Mayo, the Garlic, the Vinegar, the Milk, the Agave and the Salt. To assemble the bowls, place the Pecan mixture in a bowl followed by the Pineapple Salsa and the Chipotle Crema. • 1 Cup of Onion • 8 Cloves of Garlic, minced • 8 Dried Guajillo Peppers • 2 Tablespoons of Oil • Salt, to taste • Pepper, to taste • 7 Ounce 1 can of Chipotle Peppers in Adobo Toppings And Garnishes: • Flour or Corn Tortillas (6 inches each) • Cilantro • Diced Onion • Lime • Pineapple In a bowl of boiling water, soak the Pecans, covered, at least 30 minutes, or overnight in room temperature water for a

softer texture. Drain the Pecans. In a food processor, pulse the Pecans to meat-like crumbles. Do not overprocess the Pecan Butter. Finely chop the Onions, the Garlic and the Guajillo Peppers. In a skillet over Medium-High Heat, heat the Oil and sautée the Onions until transparent, 2-3 minutes. Add the Garlic and cook it for 1 minute. Sprinkle it with the Salt and the Pepper, to taste, and stir to combine it. Add the Chipotle Peppers in the Adobo and cook it for 1 minute. Add the crumbled Pecans and stir it well to combine it. Remove it from the heat and serve it on the Tortillas. Serve it with the Cilantro, the Onion, the Lime and the Pineapple.

A Lasting Legacy Hallandale Beach Principal Carlton Campbell Has Impacted So Many Lives By Hallandale Beach Mayor, Joy Cooper

In a city that is 95 years old there are many individuals that have left a lasting mark on our history. Last Wednesday many of us that are involved with the city and our schools received the tragic news that beloved Principal Carlton Campbell had died in a car accident. The news shocked many to their core including me. There are certain people that are destined to leave a lasting legacy. Teachers are often the people that impact future generations. I believe every one of us can think back to the one teacher that truly connected and made a difference on how we felt and inspired us to become better. They cultivate an environment of learning that sets the stage for future leaders and pioneers. Back in the 1980’s when Carlton graduated from Hallandale High I am sure his teachers knew he was going to succeed but were not aware that his path would bring him back to pay it forward as principal of the school where it all began. Hallandale High School set the stage for him to receive a scholarship to Ball University. He then coached football in Wisconsin before coming back to South Florida. I know and it showed through his action and commitment, he always wanted to make sure his students had the same if not better opportunities. I feel blessed that I had the great gift of getting to know Principal Campbell. When he set out to rebuild the football stadium where he once played I had that chance to see his passion in action. I can vividly recall meeting in the Library at HHS and discussing the future of the school’s campus. Like many eastern schools the facility was built in the 70’s and was slated to be replaced with a new school. That never happened as the state stopped funding replacement schools. The football field was a mess and flooded frequently. So that was the goal. At that joint public meeting then City Manager R.J. Intindola, Mayor Dorothy Ross, myself and the school board staff set out to lobby for funding. We ended up with a partnership between the School and the Hallandale Beach Community Redevelopment Agency to build the 800,000 plus field and track. The agreement included that the facility would be shared with our PAL athletes to play when it was not being used by the school. To this day the partnership still exists. Principal Campbell created a lasting legacy for HHS. He created an environment that created one of the best statewide football programs. Many students

Charlton Campbell devoted more than three decades to the school district, he went above and beyond to provide incredible learning opportunities for his students signed up with leading colleges and became NFL Players. It did not stop there. Principal Carlton also created a wonderful drama program and band program and many other programs to create future leaders. When I heard that rather than retiring Principal Campbell was assigned back to Hallandale Beach to lead Gulfstream K-8 I was thrilled. I knew there were great things in store for the school and especially the students. His plan was to give Hallandale Beach another 5 years. When I heard the news that he died, I was profoundly saddened on so many levels. I felt pain for his wife, three boys and his entire family. I was saddened to lose a friend and someone that I looked to for his

knowledge and ability to address the needs of the school. I was extremely sad for the many students at Gulfstream who he loved as his own. I was also sad for the staff that was just settling in under his great leadership. As my Dad always said, there are certain mysteries of life. Death cannot be explained, especially so sudden and tragic as this. I had a chance to visit the school last Wednesday to share my condolences. I shared that Principal Carlton was doing what he loved. He was not just a husband, father and brother, he was an amazing educator, mentor and friend. He was and will be remembered as an amazing leader, a Principals Principal. It is ironic that in his last message to

the school posted on Gulfstream’s K-8 website where he was reviewing the opening of school, he ended with this inspirational quote: Life is so short. We spend so much time sweating the small stuff; worrying, complaining, gossiping, comparing, wishing, wanting, and waiting for something bigger and better instead of focusing on all the simple blessings that surround us every day. Life is so fragile and all it takes is a single moment to change everything you take for granted. Focus on what’s important and be grateful! You are Blessed, Believe it! How much do I need to save? What if I outlive those savings? Questions like these are common across America’s current working population. Whether Gen X, Millennial or Gen Z worker populations, they each have hopes for a financially secure retirement, despite current economic uncertainty. When it comes to retirement, research shows 70% of Americans plan to but are unsure they will really be able to, according to a recent Prudential survey. Having enough savings is a primary concern for almost half (40%) of Americans who are not confident they can retire. Concerns such as this may cause people to continue to work as they age - be it full time in their career or part time in a less demanding position.

Financial Knowledge Needed This lack of confidence is coupled with a lack of financial knowledge. Just over 1 in 4 respondents (26%) said they do not have a strong understanding of what to do when it comes to retirement planning, and over half (59%) do not have a 401K account, one of the primary savings vehicles for retirement. Of those who do, 21% are unsure of how much money is currently in their account. Captured in the survey, which polled 2,000 working adults across generations this spring, was a strong desire to retire and openness to receiving professional advice, yet a general uncertainty about how to begin. Fortunately, online tools are becoming more widely available, and some provide important insights that can bridge the retirement planning gap. Online Retirement Insights If you feel anxious about retirement

and are confused about where to start, you are not alone. The survey found that among those who expressed confusion about retirement planning or are worried about being behind, most (65%) said they are open and willing to use digital tools. Because of their convenience, digital tools may be a smart option for people looking to take the first step in their retirement planning journey, but they aren’t one size fits all. One free online option is Prudential Stages for Retirement, a platform that offers a personalized digital experience with access to a team of financial advisors. By answering a few questions, the platform provides customers with a “Retirement Confidence” score and

shows them the ways in which they are strong in their retirement preparedness as well as where they may need to adjust to get closer to their goal. Users can also access a retirement calculator to see just how much they need to save to achieve their individual vision for retirement. A human touch in retirement planning Even as online tools help bridge the retirement confidence gap, the survey shows that most people still want access to a financial advisor - even if they aren’t physically in the room with them.
