Get ready for the 32nd Annual Florida Renaissance Festival returning February 3rd and running through March 24th, 2024 at the beautiful Quiet Waters Park in Deerfield Beach. This one-of-a-kind festival features eight consecutive themed weekends, starting February 3. Each weekend promises a captivating inside look at a legendary time when Pirates, Vikings, evil villains, and unsung heroes ruled the kingdom. While costumes are not required for admittance, thousands of people elect to wear historical clothing to immerse themselves in the true spirit of the renaissance period. The FDA just approved the first drug based on CRISPR, the revolutionary geneediting technology. The medication treats sickle cell disease -- a condition that overwhelmingly affects Black Americans - by altering the DNA of bone marrow stem cells. For tens of thousands of suffering patients, the therapy offers hope of living without debilitating pain. But the Biden administration seems determined to prevent such breakthroughs from happening in the future. The White House just released a proposal that would allow federal agencies to rip up patent licensing agreements between universities -- which may receive federal research funds -- and private companies, including biotech firms. If the plan goes ahead, it will be a disaster for American workers and consumers, since thousands of high-tech products -- from medicines to computer components -- stem from university labs. Research breakthroughs at universities are transformed into real-world products through a process known as “academic technology transfer.” And that process is only possible thanks to an obscure 1980 law known as the Bayh-Dole Act, which allows universities to seek patents for research they’ve developed using federal grants -- and then license those inventions to companies for further development. Prior to the Bayh-Dole Act, the federal government owned the patents on nearly all university research it had helped fund. But because the government generally wouldn’t grant exclusive licenses to these

After the law passed, companies had an incentive to invest in academic discoveries, because their exclusive licenses would protect them from rival firms unfairly copying the same technology. Innovation boomed. Between 1996 and 2020, the tech transfer process enabled by the Bayh-Dole Act supported 6.5 million jobs, helped launch more than 17,000 startups, and injected $1.9 trillion into the U.S. economy. And it spawned roughly 126,000 patents and 495,000 inventions, including firefighting drones, airport scanners, numerous vaccines, the Google search algorithm, and CRISPR, a gene-editing technology used in the new sickle cell drug. Under the new White House plan, the federal government could tear up licensing agreements on any product it considers too expensive, and relicense the patent to companies that will charge less. White House officials claim they have this power thanks to the Bayh-Dole Act’s “march-in” provision, which was never

intended to grant the government pricesetting powers. Far from helping patients, twisting the march-in provisions into a price-setting mechanism would make new medicines less likely to ever come to market. Allowing the government to relicense the patents to rival firms, if the researchers behind the original patent received even a dollar in federal grants, would discourage companies from licensing academic research in the first place. And while the Biden administration has said it plans to focus the use of march-in rights on pricey medications, the proposal is in fact industry-agnostic. In other words, companies in any sector that work with federally-funded research could lose their patents. Thankfully, there’s still time to shift direction. The National Institute of Standards and Technology -- the agency responsible for the proposal -- is accepting public comments through early February. Concerned Americans have an opportunity to speak up and convince the White House to abandon this counterproductive idea.

The City of Hollywood is in the midst of a massive injection well project that will end the disposal of treated wastewater into the ocean

residents. For 2024, I was happy to report that through our continuing commitment to sound financial administration and governance that is future-oriented, our Operating Budget for 2024 is at a record $779 million dollars and it is again structurally balanced. Our citywide taxable property values are now at a record $23.2 billion dollars, which is up a very strong 11% over last year, and up 75% since I was elected in 2016. And together with our commitment to maintaining recommended levels of reserves, higher bond ratings and controlling expenses, we are on track to see our city flourish and able to reinvest back into our community, without burdening residents with higher taxes. We’ll see significant improvements to our parks with new playgrounds, fields, lighting, pathways, computers, fitness equipment, pickleball courts and basketball courts, dog parks and more.

Education is Failing America’s Future By Forgetting its Past By Jamie Gass and Chris Sinacola

In 2022, eighth grade test scores in civics and U.S. history hit record lows. The decline didn’t start with pandemic school closings. But they made it worse and revealed its extent. Less than half of adults can name the three branches of the U.S. government. Another 25% can’t name even one. And just over one-third of Americans can pass the U.S. citizenship test. These sad facts are a reminder that the future success of our nation is far from guaranteed. We must acknowledge the imperfections of our current system and work to reform them -- a challenging but hardly impossible task. For starters, history curricula should be based on the United States’ founding documents: the Declaration of Independence, the Constitution, and the Federalist Papers. Some states have prioritized reading primary sources and writing assignments so that students develop background knowledge, vocabulary, and the ability to advance evidence-based arguments. The 1993 Massachusetts Education Reform Act, for example, prioritized the study of U.S. history through primary documents in each grade and required passing a U.S. history exam for high school graduation. South Carolina, California, Alabama, Indiana, and New York have also previously adopted rigorous state standards for history and social science. If we’re to truly become the educated society the Founders envisioned, we’ll have to invest in better training for teachers as well. Most states have dropped even basic requirements for people entering the teaching profession, blaming a shortage of qualified labor. Finally, the institutes of higher learning that train teachers must convey the centrality of civics and history in a curriculum geared toward producing good citizens. Education is the responsibility of state

Rather than retaining the top-down approach that has led to our current failures, school systems should engage with parents to understand their educational priorities for their children. The importance of a nonpartisan, factbased U.S. history and civics education cannot be overstated. Without one, students will not be able to take their place as informed and engaged citizens dedicated to preserving the legacy of America’s Founders. We know how to provide that sort of

Why Is My Water Not Working? City Of Hallandale Beach Infrastructure Is In The Spotlight By Hallandale Beach Mayor, Joy Cooper

I have received many emails about water being turned off and why it is happening. The readers that follow my weekly column will remember the articles I have written over the past year about Infrastructure. I actually dubbed this year as “The Year of the Shovel.” Our city is over 95 years old. Just like many other eastern cities our underground pipes have aged and need replacement. Our team has found pipes as old as 50 plus years well over their useful life. These conditions have been put off due to lack of strong leadership and management making the necessary changes to budget taxes and fees. I along with our current commission, Vice Mayor Annabelle Taub, Commissioners Joy Adams, Mike Butler and Michele Lazarow and City Manager have declared not on our watch. The water main breaks over the years have been very disruptive to our residents and businesses alike. Our Department of Public Works has an amazing team that makes repairs 7/24/ 365. In many cases leaks are contained and repaired within hours. Water pressure and service is resumed immediately but often requires a boiling water notice. The

potable water needs to pass a water quality test twice in a row to be cleared for human consumption. This means not drinking, brushing teeth, hand washing and dishes unless the water is boiled. For our customer’s assurance our water is continually tested and must pass rigid water quality standards. Currently, the Staff has been replacing many of our valves that provide shut offs. The most recent planned repairs impacted all condominiums along Diplomat Parkway, Three Islands and A1A as there were two replacements and one main repair. The valves are in place to provide the ability to manage water flows and in case of construction on main line or to building. In an emergency repair the process would be the same as a line break repair. Pressure would be reduced, and the repair could be complete. Planned repairs are scheduled and take place at night when there is less demand and impacts. When there are breaks and planned shut offs condominiums are impacted differently than homes. The reduced water pressure has a direct impact on large pumps and HVAC systems in large condominiums. Many have protective shut

offs and some do not. Our Staff coordinates with Condominium Managers and Presidents to warn them when the system will be impacted. In the case of an emergency, it is not that easy. The goal is always prompt communications but there will always be some lapses. Obviously if it is an emergency repair they alert the condominium but often do the repairs without a community wide email or alerts. They will follow up with alerts via Email, Text and Social Media about the repairs and if a boil water notice is necessary. I also remind residents to sign up for our notifications at: www.cohb.org Our Staff has been scheduling planned shut offs during the hours of 11:00 p.m. to 5:00 a.m. This time is already a low consumption time. We will be going through many projects in the coming year and the years forward. Please pardon the dust disruption and inconvenience but these are vital replacements and upgrades to provide water and wastewater services
