From an early age, Juliet Roulhac understood the power of a diverse community and leadership. She reaped the benefits of community growing up in Kingston, Jamaica, where neighbors knew each other by name and family wasn’t limited by bloodlines or income. “There was a sense of belonging,” Roulhac said with a smile. It was a feeling she carried wherever she went, whether it was moving to South Florida at 15 years old, where she would become a highly respected attorney, or at Florida Power & Light Company (FPL), where she started as a senior attorney in the General Counsel business unit but is now a conduit between the organization and its statewide community. As FPL’s Director Of External Affairs For The Broward and Southwest Florida Regions and the Director Of Corporate Philanthropy for NextEra Energy, Inc., she helps connect the nation’s largest energy company with its neighbors, community officials and local organizations through volunteer work and board service. Badi Assad, born and raised in Sao Paulo, Brazil, is one such artist. With her extraordinary talent on the guitar and mesmerizing vocal abilities, Assad has carved a path for herself as a true innovator and storyteller in the realm of music. Assad’s journey began at the age of fourteen when she delved into the study of guitar under the guidance of her father, Jorge, and her renowned brothers, Sergio and Odair of the Duo Assad. On Martin Luther King Jr. Day, she and a group of volunteers helped paint park libraries and donated books for the community to enjoy. Apart from volunteering, one of her goals is to help diversify leadership in organizations, such as the American Heart Association (AHA). According to the AHA, Black Americans have the highest incidence of Cardiac Arrest outside of the hospital and are significantly less likely to survive. “There’s disparity for Blacks and women when it comes to Heart Attacks,” Roulhac said. “Women in particular, since we present very differently from men. Yet, the symptoms we talk about are malefocused.” Roulhac served as the 2023 Campaign Chair for the AHA’s Go Red for Women movement aimed at increasing cardiac health awareness and serving as a catalyst for change. “When I’m asked to move into a leadership role, I see it as an opportunity to open that door for others,” she said. “Whether it’s because I’m a woman, Black or both, I don’t turn down the opportunity because of the bigger picture. I’m making a concerted effort to create a pipeline.” Throughout her career, she’s created various pipelines for women and African Americans. After graduating from the University of Florida with two degrees: a Bachelor’s and a Juris Doctor from the College of Law, Roulhac made history as the first Black woman gubernatorial appointee on the prestigious Board of

Some of her most impressive mentees include Iris Elijah, a young attorney who followed Roulhac’s footsteps and became the second Black

female president of the Florida Bar Young Lawyers Division. Another is Jasmine Etienne, a Lead Communication Strategist for FPL Energy Services. “Juliet is always thinking about programs I can be a part of that will benefit me and my growth. The last conference I went to was thanks to her,” Etienne said. “It’s amazing to have someone invest in you in that way and to constantly think of opportunities for you.” It’s a feeling Roulhac understands well. Her own mentor, Dorothy Pine-McClarty, was Roulhac’s biggest cheerleader, arming her with the confidence she needed to excel. She is a close family friend, a female

lawyer, who saw Roulhac’s potential from a young age. She visited on the weekends often, showing Roulhac what success and leadership looked like from the age of seven. Pine-McClarty is also a trailblazer in her own right. In the ‘70s, she was the first female partner in the largest law firm on the island of Jamaica, an immense achievement during a time of peak patriarchy, Roulhac said. “She would speak to me about what this meant for her and other women, and the fact that times were changing,” Roulhac said. “For me, it’s important to see diverse, accomplished leaders. It’s motivating to realize you too can be a part of it and prosper.”

Because high LDL does not typically cause symptoms, it’s important to have your number checked by your health care professional on a yearly basis About 38% of American adults have high Cholesterol, which can be caused by poor lifestyle habits or genetics, according to the Centers for Disease Control and Prevention. Having a high Low-Density Lipoprotein (LDL) cholesterol number - considered “bad” Cholesterol - can contribute to fatty buildups (plaque) and narrowing of the arteries. LDL Cholesterol is also the type of total Cholesterol most closely associated with an increased risk for a Heart Attack or Stroke. In fact, 75% of Heart Attack and Stroke survivors reported having high Cholesterol, according to a Harris Poll survey conducted on behalf of the American Heart Association, yet less than half (49%) prioritize lowering their Cholesterol. “There’s a pervasive lack of public awareness and understanding around bad Cholesterol and its impact on your Cardiovascular health,” said Joseph C. Wu, MD, PHD, FAHA, American Heart Association Volunteer President and Director, Stanford Cardiovascular Institute and Simon H. Stertzer, MD, Professor of Medicine and

Radiology at Stanford School of Medicine. “As bad Cholesterol usually has no symptoms, we often find that many patients are walking around without knowing they’re at risk or how to mitigate it.” To learn about LDL Cholesterol, its impact on heart health and the steps you can take to maintain a healthy number, consider this information from the Lower Your LDL Cholesterol Now initiative, nationally sponsored by Amgen. Get to Know Your LDL Number According to the survey, nearly half (47%) of Heart Attack and Stroke survivors are unaware of their LDL numbers. While Cholesterol levels can vary by race and ethnicity, with higher levels of LDL seen most often among Asian men and Hispanic women, various research studies on LDL have shown “lower is better.” For healthy adults an LDL at or below 100 mg/ dL is ideal for good health. If you have a history of Heart Attack or Stroke and are already on a Cholesterol-lowering medication, your doctor may aim for 70 mg/dL or lower. In addition to race and ethnicity, family history, age, sex, tobacco use or exposure to secondhand smoke, eating habits, lack of physical activity, heavy alcohol usage and obesity can impact LDL numbers.

Understand How Often to Check Your Numbers Because high LDL does not typically cause symptoms, it’s important to have your number checked by your health care professional. Ask your doctor for the right frequency for you. Generally, healthy adults ages 20-39 should have their Cholesterol checked every 4-6 years. Adults over age 40, or those who have Heart Disease (including prior Heart Attack) or other risk factors, may need their number checked more often. Learn Risks Associated with LDL Too much LDL Cholesterol can lead to a buildup of fatty deposits inside your arteries - a condition known as Atherosclerosis which can narrow arteries and reduce blood flow. For our discussion today, we are using FNMA’s (Federal National Mortgage Association or “Fannie Mae”) guidelines which are considered the benchmark for conventional (non-government insured) mortgage qualifying standards. Government-insured mortgage financing (FHA, VA, USDA) is only for Primary Residences. Second Homes and Investment Properties are not eligible for

When there are too many Investment Properties in a building or community (think Short-Term Rentals), lenders are unlikely to approve purchase financing for individual properties in it. Study your Association’s Governing Documents for details and restrictions related to owner, guest, and tenant occupancies. Keep in mind that for all of the occupancies mentioned in this article, nonimmediate family and friends/guests/ acquaintances are NOT owner occupancy if the property owner is not there at the same time. This distinction is made clear in many Florida Condominium and Homeowners Associations’ recorded Governing Documents. There is still another major occupancy issue for buyers to consider - Florida’s

Primary Residence is defined similarly by most all interpretations. It refers to where a person lives for most of the calendar year, based on things like: • Address on Driver’s License and Vehicle Registration • Utility Usage • Address On Federal Income Tax Returns • Voter Registration (The rumored “6 months and a day” standard for occupancy, residency and Homestead Status is just that a rumor. Occupancy and residency are determined and verified through valid documentation.) When we talk about Second Homes, things get a little blurry depending on whether you’re applying for a mortgage or Filing Tax Returns. IRS Publication 936 (Home Mortgage Interest Deduction), addresses how mortgage interest is treated on Primary and Second Homes. Here is a direct link: Publication 936: www.irs.gov IRS guidance explains that if a Second Home is not rented to others, it is automatically considered a “qualified home” for Tax purposes even if the owner doesn’t use it during a given calendar year. As such, any mortgage interest paid during the year on a qualified Second Home is Tax Deductible when Itemizing Deductions on Personal Income Tax Returns, the same as for a Primary Residence. When a Second Home is rented to someone else for part of the year (seasonal or vacation rental), the IRS says the owner must live in the home for a certain period during that same year in order to deduct mortgage interest. If an owner does not live in their Second Home for at least that period of time, the IRS calls it a rental property, which requires different tax accounting. Celebrating Black History Month By Hallandale Beach Mayor, Joy Cooper

(1) Oreste Blake (O.B.) Johnson was a visionary in the Northwest Quadrant whose vision and dedication impacted residents throughout the City and Broward County. (2) On June 5th, 2001, Commissioners voted unanimously to designate the gymnasium at O.B. Johnson Park as the Nelson “Butch” Brown Activity Center. (3) Mary Washington started one of the first city-run social services programs in Broward County. Many cities later followed her example. (4) Austin Hepburn, Jr., was a Hallandale Beach Police Officer who lost his life in the line of duty on July 27, 1973, at age 26. As a tribute, the City honored him by naming the Social Services Center, the Austin Hepburn Center. Recognizing The State Championship Lady Chargers After All These Years! Hallandale Beach’s rich history goes back well over 95 years before it was even incorporated. Our city was a farming town with mostly Tomatoes, Squash, and other Vegetables. We had a train stop on the Flagler Railroad right at the corner of Hallandale Beach Boulevard and 1st Avenue. There was a Post Office and Store. Just north on 1st Avenue was our Fire Station which is now Val’s Glass and now a second-generation shop. At that time just west of the railroad lay an open land area that was to become one of the very first Black Enclaves, Carver Ranches. Many Bahamians and Jamaicans and other Islanders made their way to South Florida and settled in Miami.

Rents were high and people could not afford to own nor were able to buy. That changed and Carvers Ranches was the first place many could buy homes. In 1940 Carver Ranches was fully Segregated and was one of the few places men and women of color could feel safe with a place to call their own. I often try to imagine what it was like back then. This area was not incorporated at the time like Hollywood, Miramar, or Hallandale Beach. I have heard so many stories from friends and families about growing up in the area. Families were close knit and like back in the old days everyone had each other’s backs. Friends and residents have shared some great stories about those times but have also shared the dark history of Segregation. It was not until 2005 that the 300 acres were divided and became West Park and Pembroke Park. But it was shortly before that in the 1970’s that the South was still Segregated. I have heard many times from friends that once it turned dark you needed to be back home west of the tracks. This was not because you had to do your homework, it was because parents and children were in fear of being attacked simply for being Black. These stories, while painful, are of such importance. We cannot allow them to be forgotten. It is disgraceful that our Legislators are continuing to whitewash the history of the South. It is akin to saying the Holocaust never happened or that the Japanese were never encamped by the United States. These are extremely important to remember and know so when

we fight for preservation of our Civil Rights and particularly schools. We need to understand that these places are more than homes or buildings. One such story I just learned of during the Dr. Martin Luther King, Jr. Celebration was about Hallandale High’s Women’s Basketball Team. HHS was built in the seventies. One could speculate that it was built so children would not have to be bused to other White schools or it simply was needed due to the amount of children now in the area. I would like to think the latter. Hallandale High is now one of schools considered for closing due to under i=enrollment.. I will write more about that in a future article. What I want to share is the fact Hallandale High has generated some great athletes. Not all were Football stars, there were Track and Field and Basketball. Not all were young men. I found out the very first Championship win for HHS was won by their Women’s Basketball Team. Their Championship Banner is still hung in the gym. During MLK, a friend approached me with great passion and anger that the team was never given their proper recognition. She was one of the original players. They did not even receive a Championship Ring. I committed to her that moment I would correct this wrong. Before that time, women were actually playing Half-Court Ball. The year they went on to win the championships was when the first-year Women’s Full-Court started. The team did not only succeed as the first Full-Court Team they became the

first Boward and then State Champions and the very first championship for the new Hallandale High School. I had the great opportunity to recognize them at our Commission Meeting with a Proclamation. I am also working with our Hallandale High School to have them recognized at the school as they should have been long ago. Congratulations to Hallandale Beach’s very own Lady Chargers, Broward County Champion Women’s Basketball Team for two years 1974-75 and 1975-76 and State Champions 1975-76. Not only were they a fighting force that had to share and practice with the boys team at McNicol and outside at Dixie Park. One of their members even sewed bras for the girls so they could play comfortably. They were the gold standard for Women’s Basketball with 65-67 games won! Janis Drummond, Rosalyn Stubbins, Darlene Brown, Mattie Crawford, Kim Walmley, Dina Cooper, Qunea Gordon, Diane McCay, Karen McCrae, Patricia Rivers, Kim Sparks, Debra Shannon and Patricia White. These women are and should remain an inspiration to all young ladies that have the drive to excel not simply at Academics but Sports. City Of Hollywood Launches Multiple Events Community Court, Launch Your SPARK, Mardi Gras Street Festival & Black History Month Celebration Broward County’s newest Community Court celebrated its official launch at the Caring Place-Broward Outreach Center this week. Sexual predators are using a new tool to exploit children -- AI image generators. Users on a dark-web forum shared 3,000 AI-generated images of child sexual abuse in one month, according to the Internet Watch Foundation. Current child sexual abuse laws are outdated. They don’t account for the dangers AI and emerging technologies pose. Lawmakers must act fast to put legal protections in place. The national CyberTipline -- a reporting system for suspected online child exploitation -- received a staggering 32 million reports in 2022, up from 21 million two years prior. That figure is sure to grow with the rise of AI. AI platforms are “trained” on existing visual material. Sources used to create images may include real children’s faces taken from social media, or photographs of real-life exploitation. Advanced AI-generated images are virtually indistinguishable from unaltered photographs. Investigators have found new images of old victims, images of “deaged” celebrities depicted as children in

abuse scenarios, and “nudified” images taken from otherwise benign photos of clothed children. Much of this technology is downloadable, so offenders can generate images off-line without fear of discovery. Using AI to create pictures of child sex abuse is not a victimless crime. Behind every AI image, there are real children. And studies show that a majority of those who possess child sex abuse material also commit hands-on abuse. Adults can also use platforms like ChatGPT to better lure children. Criminals have long used fake online identities to meet young people in games or on social media, gain their trust and manipulate them into sending explicit images, then “sextort” them for money, more pictures, or physical acts. ChatGPT makes it shockingly easy to masquerade as a child or teen with youthful language. President Biden recently signed an

executive order geared at managing the risks of AI. But we need help from lawmakers. We need to update the federal definition of child sexual abuse material to include AI-generated depictions. As the law stands, prosecutors must show harm to an actual child. A defense team could claim that AI material is not depicting a real child, even though AI images often pull from material that victimizes real children. We must adopt policies requiring tech companies to monitor and report exploitative material. Only three companies were responsible for 98% of all CyberTips in 2020 and 2021: Facebook, Google, and Snapchat. Many state laws identify “mandatory reporters,” or professionals who are legally required to report suspected abuse. Employees of social media and tech companies ought to have mandated

Even if law enforcement has a warrant to access a perpetrator’s files, a tech company with end-to-end encryption can claim that it can’t help. Surely an industry built on innovation is capable of developing solutions to protect our children. AI and social media are evolving every day. If lawmakers act now, with meaningful legislation we can prevent wide-scale harm to kids in the future.
