Hallandale Beach CRA creates a mini grant program to help you spruce up your business By Mayor Joy Cooper HALLANDALE BEACH - If you own a local business, the CRA has just created a mini grant program to help you spruce it up or address ADA compliancy. Back in October the CRA Board of Directors dissected the CRA policy manual during our monthly meeting. Over two hours we address recommended changes to streamline the programs offered to businesses and residents. All program were wrapped into Business Incentive Program (BIP) and Neighborhood Invective Program (NIP). We also have a robust affordable Housing Program, that was changed on Tuesday and a separate CRA wide mini grant was created. The BIP has been in existence for years. We have had many businesses apply over those years. The goal is to upgrade properties in the CRA, preserve businesses during the economic down turn and create jobs. As the years passed the board made amendments to illegibility and the implementation. There had been a policy that the loans could be up to 50% forgivable up front depending on what the proposed of the loan was for and

the type of business and the jobs created or preserved. During the workshop we established a policy manual that would make the programs clearer and the terms understandable. BIP is now easier if you lease your business. Loans are set from 0% - 3% and available for lessees up to 50,000 and 200,000 to landlords. They are also 100% percent forgivable based on the number of jobs created at 10,000 per job. In the event the jobs are not retained for five years the formula is adjusted. Business owners that lease can secure the loan through a personal guarantee. Understanding that many small or new businesses on Fashion Row were not able or willing to be obligated for a large loan a façade grant for 10,000 dollars was created for the District. This program helped expedite upgrades to the area. In order to save this program it was added back. During the debate of programs staff interpreted our comments to limit the grant to only three targeted areas, Hallandale Beach Boulevard west of Dixie, FEC Corridors and Foster Road. This was not our intention. On Tuesday we expanding the grant to all

properties. I also requested that the mini grant be made available for ADA improvements up to 20,000 per property. All loans and the mini grant are based on a first come first serve basis for funds budgeted during the fiscal year. When funds becomes limited awards will be based on the merits of the loan application. The merits will take into consideration the location of the properties within CRA targeted areas and the type of projects. NIP includes forgivable loans to address code compliance issues, aesthetic improvements and other life safety issues. The program is very flexible depending on the work that needs to be performed to address the owner’s needs. Up to 30,000 dollars is available for single family homes and multifamily up 4 units. Multifamily properties with 5 or more units are illegible for up to 50,000. The loan forgiveness and illegibility is based income levels. Participation is for owners that we have also added sea wall repair to address embankment issues that are occurring along the drainage areas and lakes. All properties must

be within the CRA boundaries. These boundaries include all properties west of 14th Avenue. The city will still be providing shutter assistances our side of the CRA. Red Light Cameras were voted to be removed in our city at a recent commission meeting with the caveat it is within the contract terms to do so. This item was brought up without any back up or evaluation of facts and with the assumption it could happen within 30 days. After the surprise action our city attorney reviewed the terms of the contract and found that the removal before December would cost taxpayers $150,000plus. Many people are not familiar with the fact our contract is unique since it was set up way before the state authorized the use of cameras. We did not pay for camera infrastructure up front and costs to implement the program would be paid thru revenues at a guaranteed return. While it does not cost us money the cost of installation of cameras was leveed thru the contract. These costs have not been paid out yet. Two of the commissioners were upset that it was not happening overnight. One

went as far as saying just pay the money. Everyone knows I was the lone no vote against having them removed. The cameras have worked. They have changed behaviors. To totally remove a program that has worked does not make any sense. This even seems to be the opinion of even the skeptics. In our city 80 % of the tickets written are to people outside of our city that rush through our streets and have broken the law. They have not stopped at a red light. The other 20% is for those resident that do not abide by the traffic laws and are pretty upset they have to pay for their mistake. The other fact is the commission has used money from the tickets. They have also discussed paying for body cameras with the $300,000 dollars that is in escrow waiting for the results from the appeal process. If the commission wants to pursue the removal be-

fore December staff will need to take money out of reserves or another account to pay for this action. I asked that a motion be made to reconsider so we can have all the facts and information on this matter. This did not happen and I could not make it myself since I am in the minority vote. Over 50 years of vision problems - corrected in minutes Braverman From Page 1A –––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––– there were so many negatives surrounding his life, the trip to take care of his mother turned out to be - a life changer. While battling through contacts and miracle cures for his need to wear glasses for distance and near, Poirier headed to the world-famous Bascom Palmer Institute in Miami - where plenty of answers came his way, but the results fell short. "They told me that if I got a special contact lens, my vision would be good," Poirier recalled. "It wasn't and I was a huge mess." This was the Monovision option, one eye for distance, one eye for near. Still searching for the answers to correcting his vision, it was his turn to finally get some positive news in his life when Poirier, who took his mother for a visit to Dr. Stanley Braverman in Hallandale Beach, read an article on the wall inside the office. "I remember reading that story about Laser Vision Correction" Poirier said. "It was the best decision ever. From the moment I met Dr. Braverman, I was blown away with how much he knew exactly what I was experiencing." When Dr. Braverman explained the procedure, Poirier was sold. He was ready to finally make that decision - even with all he had been through physically and emotionally. "It was a Tuesday, and kidding with Dr. Braverman about when we could do this procedure, I said what about tomorrow," Poirier recalled. "Without hesitation, he turned to me and said what about Thursday! Now, that was something that really surprised me." Anxious for the surgery to take place, Poirier set up the exact time his mother would drop him off and pick him, giving a block of time for the PresbyLasik procedure to be performed. As the procedure started at 10:30, a few clicks later and a world was changed. The eyesight that had failed him for much of his life had been corrected. The avid hunter and fisherman, who had been restricted with fogging-eye protectors and other things that truly prevented him from fully enjoying his life, had finally noticed a change - and it was quick. "When Dr. Braverman left the room for a moment, I kind of looked to my right and left and was really blown away," Poirier explained. "It was like a feeling that something had happened in such a positive way to make my life better." While his vision luck has turned out to be a blessing, Poirier still can't avoid the injury bug. During a recent trip with hunting and fishing friends in Maine, he slipped on a wet rock and broke his shoulder. Although he quickly kicked the pain pills that became essential after the accident, he told Dr. Braverman that it was indeed all his fault. "I wanted to assure him that I saw that rock perfectly," Poirier laughed. "I could not be more satisfied with the outcome." NEAR-FAR MULTIFOCAL PRESBYLASIK: Correction for two kinds of vision problems New procedure can correct both Distance and Near Vision Dr. Braverman started doing the PresbyLasik procedure over two years ago. It was introduced into the United States approximately six years ago, having originally been done using the Allegretto Wavelight femtosecond laser by an Italian Eye Surgeon, Dr. Roberto Pinelli. This is the same Laser that Dr. Braverman uses. Dr. Braverman said “this technique was developed by taking what Eye Surgeons already knew about how Lasik changes the shape of the front of the eye to eliminate glasses, and just modifying the techniques to be able to reduce or eliminate the need for distance glasses, as well as reading glasses." WHAT TO EXPECT WITH Z-LASIK SURGERY All Laser Lasik surgery is performed on a patient’s cornea, which provides most of the focusing power when light enters the eye. Topical anesthetic drops are applied to the eye. The surgeon first uses a special Ziemer LDV femtosecond laser to create a thin layer of corneal tissue that can be folded back (a corneal flap). Then, another type of laser (an Allegretto Eye-Q excimer laser) is used to reshape the underlying cornea, painlessly. After the excimer laser treatment, the corneal flap is repositioned and bonds back

into place naturally. The corneal reshaping improves the focusing power of the cornea. Although no one can promise patients “perfect” vision, most Laser Vision Correction patients with mild to moderate prescriptions with or without astigmatism, do achieve 20/20 or better vision. This means that they no longer need glasses or contacts to drive, play most sports, and watch TV. Crist has issued a one-sentence statement: “This is an issue of compassion, trusting doctors, and trusting the people of Florida. I will vote for it.” Former state Sen. Nan Rich, competing with Crist for the Democratic nomination, also supports the measure. How do most feel in our area? With the location of where we are, you would think that there would be more compassion and thinking when it comes to passing this. But maybe it's not this region that is holding up progress for so many.

Partner with Police to Prevent Crime By Tracey Thomas Crime Prevention Specialist HOLLYWOOD - The City of Hollywood Police Department reminds residents and visitors to take extra care and awareness in helping to prevent vehicle burglaries. “If it is not left in the car, no one can take it.” There are actual reports from residents and visitors in reference to all different types of items being taken from their vehicles. It is so very important for residents to remember to remove valuable items from their vehicle and to secure their vehicles. Please be alert and assist the Hollywood Police Department in its efforts to deter, reduce and stop crime. Police Officers spend hours throughout their patrol shifts responding to residents and visitors who report that their iphones, ipads, cellphones, laptops, wallets, purses, change, sunglasses, cash, video games, bookbags and many other items have been stolen from their vehicle. Unfortunately, most of these vehicles are left unlocked. These types of crimes can drastically be reduced if everyone will do their part and make the effort to remember to remove their valuables from the car and secure their car. This concept may sound simple, but unfortunately all too often motorists are not taking these crime prevention steps. Everyone has a part to play in reducing crime. Be aware and be educated on “Crime Prevention Measures.” Crime Prevention includes Home Security, Personal Safety and as emphasized, Vehicle Burglary Prevention. Police often refer to the “Crime Prevention Triangle.” The three elements needed to commit a crime are: • Desire

• Ability • Opportunity By taking away any one of these three elements—desire, ability or opportunity—a crime CANNOT occur. Items left in an unattended vehicle definitely give the “opportunity” to allow any individual to commit a crime. So if an individual sets out with the “desire” to commit a crime, and has the tools to enhance their “ability,” a crime is likely to occur. One way to stop the “opportunity” is to remove the valuable items. Ways to Prevent the “Opportunity” • Researching, practicing and installing Home Security measures and practices. • Practicing “Personal Safety Measures” at home and when out. • Remove valuables and items from your vehicle. • Secure your residence and vehicle The following are some Crime Prevention Practices and Measures that everyone should make a part of their routine: • Keep your car doors locked & windows closed. • Don’t leave valuables in vehicle; if you leave valuables in plain sight, the chances your vehicle will get broken into, increases greatly. This creates temptation for thieves. • Place items out of sight BEFORE reaching your destination. Someone may be watching when you put valuables under the seat or in the trunk and the moment you’re gone, a thief could break in car. • Never leave your purse unattended in your vehicle, even when pumping gas. • Avoid leaving packages or shopping bags visible in car. Lock them in the trunk, if leav-

ing vehicle unattended. • Never open a trunk, fill it full of valuables, close it and then just walk away. • If you can’t take valuables with you, secure them in a safe place in your vehicle, like a locked glove compartment or your trunk. • Avoid parking in dark, isolated areas. Park in busy, well lit areas. Pick a spot where

there is a lot of activity. • Alarms or anti-theft devices work. Thieves usually look for easy targets and if you have an alarm, it acts as a deterrent. But remember, it doesn’t mean thieves don’t break into vehicles with alarms, if you leave valuables in plain sight. • Never leave spare keys in your vehicle. Store spare keys elsewhere, possibly your wallet

or purse. • Don’t leave garage door openers in your vehicle while parked in driveway. All residents and visitors are encouraged to work with the City of Hollywood Police Department in preventing crimes of opportunity. The Department’s Crime Prevention Specialists provide free

New online registration/reservation system launched on the City’s website • The new program is the first phase of the City’s new computer system that will improve access to City events, records and archives from all departments Hallandale Beach is making it much easier for you to register for programs, find events or look for a rental facility for your next event through our new online registration/reservation system launched on the City’s website on the Parks & Recreation, Human Services, and Police webpages at www.cohb.org. The new program is the first phase of the City’s new computer system that will improve access to City events, records and archives from all departments. Various phases of the new computer system will be placed online

Pulsed Electromagnetic Field Therapy, PEMF. How does it work?

All living cells within the body possess potentials between the inner and outer membrane of the cell, which, under normal healthy circumstances, are fixed. Different cells, e.g. Muscle cells and Nerve cells, have different potentials of about -70 mV respectively. When cells are damaged, these potentials change such that the balance across the membrane changes, causing the attraction of positive sodium ions into the cell and negative trace elements and proteins out of the cell. The net result is that liquid is attracted into the interstitial area and swelling or edema ensues. The application of pulsed magnetic fields has, through research findings, been shown to help the body to restore normal potentials at an accelerated rate, thus aiding the healing of most wounds and reducing swelling faster. The most effective frequencies found by researchers so far, are very low frequency pulses of a 50Hz base. These, if gradually increased to 25 pulses per second for time periods of 600 seconds (10 minutes), condition the damaged tissue to aid the natural healing process. Pain reduction is another area in which pulsed electromagnetic therapy has been shown to be very effective. Pain signals are transmitted along nerve cells to pre-synaptic terminals. At these terminals, channels in the cell alter due to a movement of ions. The membrane potential changes, causing the release of a chemical transmitter from a synaptic vesicle contained within the membrane. The pain signal is chemically transferred across the synaptic gap to chemical receptors on the post-synaptic nerve cell. This all happens in about 1/2000th of a second, as the synaptic gap is only 20 to 50 nm wide. As the pain signal, in chemical form, approaches the post-synaptic cell, the membrane changes and the signal is transferred. If we look at the voltages across the synaptic membrane then, under no pain conditions, the level is about 70 mV. When the pain signal approaches, the membrane potential increases to approximately +30 mV, allowing a sodium flow. This in turn triggers the synaptic vesicle to release the chemical transmitter and so transfer the pain signal across the synaptic gap or cleft. After the transmission, the voltage reduces back to its normal quiescent level until the next pain signal arrives. The application of pulsed magnetism to painful sites causes the membrane to be lowered to a hyper-polarization level of

about -90 mV. When a pain signal is detected, the voltage must now be raised to a relatively higher level in order to fire the synaptic vesicles. Since the average change of potential required to reach the trigger voltage of nearly +30 mV is +100 mV, the required change is too great and only +10 mV is attained. This voltage is generally too low to cause the synaptic vesicle to release the chemical transmitter and hence the pain signal is blocked. The most effective frequencies that have been observed from research in order to cause the above changes to membrane potentials, are a base frequency of around 100Hz and pulse rate settings of between 5 and 25Hz.

Clearing The Air About the Air In Your Home (NewsUSA) - It's been said that, "Home is where the heart is." While this sentiment may be true, that home could also be making you sick.
