General Information 19 Toll-free Calls (800/888/886/887) Dial Toll Free (800/888/886/887) numbers using the following format from a Class A or CA 1 base extension: 99+1+(prefix)+XXX-XXXX. Toll Free information is 99+1+800+555-1212. No charge is incurred. Long Distance Call Procedures A. Official long distance toll calls should be made only when the DSN or toll free is not available. Callers with a (PIN) Personal Identification Numbers or (TCN) Telephone Control Numbers, follow procedures outlined in the Telephone Special Features. Callers without a PIN or TCN must first contact their Telephone Control Officer (TCO) and obtain a control number. B. COMMERCIAL CALLING CARD OR COLLECT CALLS: This feature is reserved for Class A or CA 1 telephones with off-base dialing capability. RESTRICTIONS: 1. Unofficial long distance calls CAN NOT be billed to base extensions. Official long distance calls through FTS will be billed to the base extension. TCO’s must maintain a record of authorized official long distance calls. 2. Collect calls should not be accepted at base extensions. The 55th Communications Squadron will investigate each occurrence. Federal Telephone Service (FTS) Federal Telephone Service (FTS) circuits are available for OFFICIAL long distance calls. A. For CONUS FTS calls use your Personal Identification Number (PIN). PIN procedures are described in the Telephone Special Features section. If you do not have a PIN, please contact your Telephone Control Officer for assistance. 1. Alternately, the Telephone Control Officer will issue you a Telephone Control Number. After receiving the Telephone Control Number, dial 0 (or 294-1110) for the Base Operator, and ask for an FTS/commercial line. The operator will ask you for information for the FTS database, and will dial the number for you. The operator will stay on-line only to ensure your call has connected, at which point they will drop from the call. If your call does not connect, the operator will offer to try again, or dial an alternate number that you provide. Your TCN will not be considered used until your call is connected or it expires at the end of the current month. B. If you do not have a Personal Identification Number and need one please contact your Telephone Control Officer.

Commercial Directory Assistance (FTS) A toll charge is incurred for commercial directory assistance. Government Official directory assistance is obtained via FTS lines by requesting an FTS line from the base operator confirming that the call is for GOVERNMENT OFFICIAL business, then when you hear the FTS dial-tone, dial ONLY the Area Code + 555-1212. Defense Switched Network The Defense Switched Network (DSN) is the principle, voice communications network with the Defense Communications System, providing non-secure, direct distance dialing service word-wide, through a system of governmentowned and leased automatic switching facilities. DSN is used primarily for essential, command and control operations, intelligence, logistics, diplomatic and administrative traffic. A. U SAGE OF DSN - Usage is limited to Official Government Business, Morale Calls, to include Hearts Apart Calls. B. MILITARY PRECEDENCES & PROCEDURES FLASH precedence is reserved for alerts, warnings or emergency actions having an immediate bearing on national command or area security. (1) CONUS: Dial 92 + 7 digit number. (2) Overseas: Dial 92 + voice code + 7 digit number. ROUTINE precedence is reserved for all other official communications. (1) CONUS: Dial 94 + 7 digit number. (2) Overseas: Dial 94 + voice code + 7 digit number. C. VOICE CODES: 312 - CONUS 311 - Africa 317 - Alaska 319 - Canada 314 - European Area 315 - Pacific Area 313 - Panama Canal Area 318 - Persian Gulf / South America Note: If you have difficulty dialing overseas DSN, contact the base operator for voice code verification of the location you are dialing. User Trouble Reporting Report the trouble to the Comm Focal Point at 294-2666, via another telephone if necessary. Conference Calls Subscribers without three-way conferencing may contact the operator for instructions to use the “MEET ME CONFERENCE” or follow “Telephone Special Features: Three-way Conference” instructions.
