> Since graduating from the University of Florida Levin College of Law nearly 25 years ago, Richard Milian has been practicing in the area of eminent domain and property rights with one of Florida’s leading law firms, Broad and Cassel. As co-chair of the firm’s Eminent Domain Practice Group, Mr. Milian leads a team of attorneys in eight offices across the state, handling the acquisition of property in Florida’s most sought after public projects. From road widening projects and the construction of schools, to the creation of public parks and utility projects, Mr. Milian has successfully managed both sides of eminent domain matters, from the acquisition of property for governmental agencies to protecting property owner’s rights. Early on in his career, Mr. Milian represented governmental entities in acquiring property for the construction of public projects. He has represented numerous expressway authorities throughout the state, including the Orlando/Orange County Expressway Authority, in which he led efforts to complete the Western Beltway project, which required the acquisition of 167 parcels of property worth $87 million. This project represented the largest ongoing condemnation project in Florida. He has also represented the authority on other significant highway projects, including the Goldenrod Extension, the Maitland Extension, and the 408 Widening Project. Mr. Milian also represented several counties in acquiring land necessary for school projects, including representing the Orange County Public School Board in acquiring land necessary for the remodeling of Boone High School.

While Mr. Milian still represents some governmental authorities, he now mainly represents landowners across the State of Florida, from the western panhandle to Key West. He has represented almost every type of property owner from single family homeowners, to owners of convenience stores, shopping centers, restaurants, subdivision developers and large developments of regional impact. Representing hundreds of landowners in eminent domain cases throughout Florida, Mr. Milian has been involved in many high profile landowner cases. Recently, Mr. Milian represented landowners of property needed for the construction of the new Amway Arena and for countless local road projects. According to Mr. Milian, “when representing property owners in an eminent domain case, the owner’s rights must be zealously protected as property is being acquired without their consent. Under Florida law, the condemning authority must pay the property owner full and fair compensation and also pay the landowner’s attorneys’ fees and experts costs, such as appraisal fees”. Mr. Milian has obtained an AV rating by Martindale-Hubbell, a mark of distinction only achieved by five percent of attorneys in the State of Florida.
