Indian Army’s ‘Tour of Duty’ scheme
Issue The Department of Military affairs of Government of India has finalized a proposal to implement the ‘Tour of Duty’ (ToD) scheme. Background The scheme was the brainchild of the former Chief of Defence Staff, late General Bipin Rawat. Details The proposal of the scheme involves recruiting some soldiers for a fixed period of three years. It will be rolled out experimentally. The proposal is currently being tried on jawans. It was earlier expected to extend to officers as well. It will also be known as Agnipath entry scheme. Idea behind scheme There are youths who want to experience army life and the thrill associated with it. They however do not want to pursue it as career. Features The total amount spent on each officer recruited through the scheme would be Rs 80-85 lakh, including pre-commission training, pay, allowances, gratuity, proposed severance packages, leave encashment. It is comparatively lower to Rs 5.12 crore spent on an SSC officer who retires after 10 years, and Rs 6.83 crore on one who retires after 14 years.

The ToD scheme would be implemented simultaneously with the existing recruitment processes. Post retirement After serving for three years, the soldiers would be given a payout along with priority in recruitment to certain government jobs, including the central armed police forces. Benefits It will recruit soldiers for a fixed time period to lessen the burden of pay rises and pensions on the government. It could generate savings that could be used for other purpose, especially modernisation of the army. NOTES
