Sudan’s struggle for democracy

Issue The state of emergency imposed by the military ruler Abdel Fattah al-Burhan in Sudan was lifted. Background The state of emergency was existent in the country since the military coup on October 25, 2021. Details The decision was made to ensure stability for a prolonged period. Elections are due in the country in 2023 under the 2019 agreement between the protesters and the military rulers. Start of crisis  The protests for ouster of dictator and establishing democracy started in 2018 when then President Omar al-Bashir ended subsidies on fuel and wheat.  The inflation at that time was very high, forcing the people to come onto the streets and demand for the ouster of Bashir.  The army deposed Bashir after public protests reached the army headquarters in Khartoum. Reign of Bashir  Bashir came to power in 1989 by overthrowing Prime Minister Sadiq alMahdi in a military coup. He disbanded military junta and banned rival political parties.

 His regime was marked by accusations of genocide, war crimes and crimes against humanity against non-Arab communities.  The conflict in Darfur region killed millions of people. The International Criminal Court issued an arrest warrant against Bashir. Power sharing agreement  Protestors wanted power to be in the hands of the people and sought democratic elections. The protests continued.  An agreement was reached between Transitional Military Council (TMC) and protestors in form of power sharing agreement with civilian political groups.  A ruling body called sovereignty council would be formed that would lead Sudan to elections at the end of 2023. Continuation of tensions  Abdalla Hamdok, who was elected as Prime Minister for transitional period, was arrest in 2021 and the military junta captured back power in form of military coup.  Hamdok was reinstated owing to international pressure and also swelling protests against military rulers.  Hamdok resigned abruptly in January this year saying that he was unable to work with military junta to find a solution. Latest development  The US threatened to impose sanctions on anyone that would interfere in the transition to democracy in Sudan.  Following the threat, Abdel Fattah al-Burhan was forced to lift the emergency and promise a transition to democracy.
