Developing Requirements

In reality all strategic procurements contain elements of Input, Output, and Outcome:

• Inputs: Things you need to set out or mandate that form parameters or constraints (e.g., budgetary constraints; minimum resource levels expected)

• Outputs: Things you are going to want to do jointly with the Partner (e.g., refresh planning; device strategies; security strategies, strategy development)

• Outcomes: Things you just want them to deliver (e.g., robust, resilient, and reliable wi-fi networks; an effective helpdesk service)

• The important thing when developing your detailed specification is to be clear – both for yourselves and to a potential provider – which of these you are specifying
