Stark County District Library Board of Trustees Minutes December 20, 2016 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, December 20, 2016, at the Main Library. In attendance were Board members Steven Pittman, Susan Rodgers, Bert Nero, John Mroczkowski, Sally Efremoff, Edmond Mack and Robert Belden. Also in attendance were Executive Director Tena Wilson and Fiscal Officer Russ Humerickhouse. The meeting was called to order at 5:00 p.m. by Board President Steven Pittman. PUBLIC COMMENT • Regina Perrine addressed the Board on her concerns of contracting with Unique Services for a call center. She expressed concern that staff would be eliminated. BOARD PRESIDENT COMMENTS • President Steven Pittman welcomed everyone to the final meeting in 2016, and extended holiday wishes. EXECUTIVE DIRECTOR REPORT • Executive Director Tena Wilson spoke concerning the Jackson Branch and the status of the capital campaign. • The 2015 Annual Report has been printed and released. • The Library Foundation has established a planned giving committee focused on raising awareness about the library and planned giving opportunities. FISCAL OFFICER REPORT • Fiscal Officer Russ Humerickhouse reported that the Office of Budget and Management released information showing state tax revenues year to date were $259 million or 2.8% below estimates. This could lead to a possible reduction of PLF in 2017. • Transferred funds from Star Plus to Star Ohio due to a higher interest rate. • The Library has utilized GovDeals.com, an online company that lists and sells items for government organizations for a fee. JACKSON STAFF MEMBER • A Jackson staff member Diane Henderson addressed the Board on the impact the service model change has made with the opening of the Jackson storefront. Resolution 2016-44 Minimum Wage Resolution BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the minimum hourly rate to be paid to any employee of the Stark County District Library beginning on the effective date of December 26, 2016, is $8.15 (Eight and 15/100 Dollars) per hour. WHEREAS, the Stark County District Library operates and provides hourly work in the State of Ohio, and WHEREAS, the Stark County District Library has on its payroll employees who are paid at an hourly rate that is the minimum wage allowed by law, and WHEREAS, the State of Ohio will be increasing the minimum hourly wage from $8.10 to $8.15 (an increase of $.05 per hour) effective January 1, 2017: NOW, THEREFORE BE IT RESOLVED by the Stark County District Library Board of Trustees that the minimum hourly rate to be paid to any employee of the Stark County District Library beginning on the effective date of December 26, 2016, is $8.15 (Eight and 15/100 Dollars) per hour. Motion by Sally Efremoff to approve the following resolution to increase the minimum wage to $8.15 effective December 26, 2016, Robert Belden seconded the motion; all voting yes. FINANCE AND AUDIT COMMITTEE REPORT • 2017 Temporary Budget Resolution Resolution 2016-45 Temporary Budget for Year 2017 BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the following Temporary Budget for January 1, 2017, through March 31, 2017, to be approved.

Resolution 2016-46 General Fund 101 Transfer to Capital Projects Fund 401 BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the resolution to transfer $250,000.00 from the General Fund 101 to the Capital Projects Fund 401 be approved for the Fiscal Year 2016. WHEREAS, the Stark County District Library Board of Trustees has in the past approved transfers of funds from the General Fund 101 to the Capital Projects Fund 401, and WHEREAS, at the Finance and Audit Committee meeting on December 13, 2016 the committee recommended the Fiscal Officer prepare a resolution for the Library Board of Trustees meeting on December 20, 2016 to transfer $250,000.00 from the General Fund 101 to the Capital Projects Fund 401 for fiscal year 2016 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the resolution to transfer $250,000.00 from the General Fund 101 to the Capital Projects Fund 401 be approved for the fiscal year 2016. NEW BUSINESS • The Fiscal Officer shared with the Board that a liability exists for the accrued sick leave and accrued vacation for staff members. The Board requested this information be included in the financial notes for the 2016 audit. PUBLIC COMMENTS Greg Kennedy, who is a patron of the library, addressed the Board about privacy on a public computer. Arrangements will be made with an internet technician to address his concerns.

Statutory Reference: Ohio Revised Code 3375.32 and 3375.36 History/Background/Discussion: The Ohio Revised Code requires that the Board of Library Trustees hold an annual meeting in January each year at which a Fiscal Officer is elected and the Fiscal Officer’s bond is set. The Ohio Revised Code also provides for the appointment of a Deputy Fiscal Officer and the Deputy Fiscal Officer’s bond is set. These resolutions meet those requirements of the statute. Recommendation: That the Stark County District Library Board of Trustees approves the resolutions to elect a Fiscal Officer and appoint a Deputy Fiscal Officer and set bond for each. Draftor(s):

RESOLUTION 2017Ohio Department of Administrative Services Cooperative Purchasing Program
WHEREAS, Ohio’s Cooperative Purchasing Act. (AM. Sub. H.B. No. 100), was signed into law on December 4, 1985; and, WHEREAS, effective March 6, 1986, Ohio’s Cooperative Purchasing Act provides the opportunity for counties, townships, municipal corporations, regional transit authorities, regional airport authorities or port authorities and school districts, conservancy districts, township park districts and park districts and other authorities, to participate in contracts distributed by the State of Ohio, Department of Administrative Services, Office of Cooperative Purchasing for the purchase of supplies, equipment and certain materials; NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees; Section 1. That the Executive Director hereby requests authority in the name of the Stark County District Library to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into and the Office of Cooperative Purchasing has distributed for the purchase of supplies, services, equipment and certain other materials pursuant to Revised Code Section 125.04. Section 2. That the Executive Director or her designee is hereby authorized to agree in the name of the Stark County District Library to be bound by all contract terms and conditions as the Department of Administrative Services, Office of Cooperative Purchasing prescribes. Such terms and conditions may include a reasonable annual membership fee to cover the administrative costs which the Department of Administrative Services incurs as a result of Stark County District Library participation in the contract. Further, that the Board of Trustees of the Stark County District Library does hereby agree to be bound by all such terms and conditions and to not cause or assist in any way the misuse of such contracts or make contract disclosures to non-members of the Coop for the purpose of avoiding the requirements established by ORC 125.04. Section 3. That the Executive Director or her designee is hereby authorized to agree in the name of the Stark County District Library to directly pay the vendor, under each such state contract in which it participates for items it receives pursuant to the contract, and the Director or his designee does hereby agree to directly pay the vendor.

Stark County District Library Monthly Board Report – Facilities December 2016 MAIN LIBRARY Re-Imagine Main – No further activity at this time. MOBILE SERVICES New CAB overhead door – The new door has been installed. Demolition of the exterior wall will proceed weather depending. Expand bay 5 for full size bookmobile – Underground electrical conduit issue has caused us to re-evaluate the project scope.
SYSTEMWIDE Contract security – A new site security supervisor has been hired by AlliedUniversal and is on site. We continue to develop security protocols with library staff. Jackson Branch – Demolition rebid will take place in March ’17. Most shelving/furniture/equipment has been dispersed using an on-line auction (govdeals.com) for equipment dispersal. Re-Imagine Branches – No further activity at this time. Building & Grounds Committee Report No committee meeting or report this month.
