Shortages have also resulted in community protests about the shortage of water in some wards in KwaDukuza (Hazelmere Dam), Ndwedwe and Maphumulo (Mvutshane Dam). In some instances, protesters prevented municipality water tankers getting into the areas. “Wateriscrucialandthereisnosubstitute for it. The drought has resulted in a crisis water shortage situation. We understand that communities are getting frustrated without water, but we need to work together to find out how we can make this resource available,” he said. He cited climate change as a culprit. “We had a climate change summit in May to help us understand and mitigate problems. All stakeholders who attended are on board,” said Mdabe. Mdabe said the municipality and water service providers have implemented level three water restrictions. This means a 20% to 50% water saving by consumers.

ROUGHT in the iLembe District has resulted in the area being declared a disaster zone. iLembe Municipality mayor Welcome Mdabe announced on Monday that the North Coast water shortage issue has reached “crisis” proportions. The mayor was speaking at a conference at the iLembe Auditorium in KwaDukuza. This comes after many areas are now short of water, and restrictionshaverecentlybeenimplemented. Mdabe explained that drought conditions over the past year resulted in most North Coast dams, rivers and borehole supplies running extremely low. Mdabe said authorities recognisedthechallengeinJune,but it has escalated “faster than they thought”. The main water sources affected are the Mvutshane Dam, which

The municipality had leased 15 water tankers to supply rural areas, but as this proved not enough and a further 20 have been hired. The tankers are taking water from sources in Etete and Sundumbili, Mandeni. He said the provision of about 20 000 litresofwatertwiceadaytoaffectedareas is costing the municipality R4 000 per vehicleperday.Themunicipalityisalsoprocuringafurther359Jojotankstotheseareas. The effort is expected to cost around R24 million. Mdabe explained that national government has been approached to help solve the issue. HE KwaDukuza Municipality (KDM) is in financial crisis and is heading for bankruptcy. This was revealed at a KDM full council meeting last Tuesday when chief financial officer Shamir Rajcoomar presented on the “shocking” state of KDM’s overspending and the municipality’s approved “aggressive” capital budgets for successive financial years. This has resulted in the eroding of council’s cash reserves, which is projected to be depleted by 2017, this according to Rajcoomar. The CFO’s presentation was based on audited results for the past three financial years as well as the approved budget of council for the current and the two ensuing years. Rajcoomar has advised council and management since March 2012 on the situation, but nothing has be done to rectify it. “The municipality is spending the money faster than it can raise money from rates and tariffs because of the aggressive capital budget. “The municipality needs to cool down on capital expenditure, it is too aggressive.”

However, despite a detailed analysis on the explanation provided by the CFO, the accounting officer (municipal manager) Nhlanhla Mdakane slated the presentation stating that it was not as bad as the CFO made out, saying that Rajcoomar was always negative regarding the municipality’s finances. Mdakane also claimed that council’s management committee (Manco) rejected the presentation initially because Rajcoomar deliberatelyleftoutthemunicipality’sincometo propel his negative idea. Councillor Moosa Motala said core to the problem is the wanton spending authorised by some Manco members who disregard financialadvicefromtheCFOanddonotheed warnings. “Blatant disregard for rules of procedure and the repeated warnings by the CFO since 2012 has seen millions of rands being squanderedonfruitlessexpenditure.Theyarealaw unto themselves. “To me it is very clear, we, the council, are here just as a rubber stamps, because Manco members make all the decisions,” said Motala. According to Motala, Mdakane, on numerousoccasions,made“racistattackson the CFO saying he was misleading council on KDM’s finances”.

“The CFO is a master at his job who merely presents hard facts and figures, and these do not lie.” The provincial Treasury’s views on the municipality’s cash flow and financial viability are more critical than that of the CFO. Treasury’s comments on the final budget state that it is unclear if the municipality has fully complied with Section 19 of the Municipal Finance Management Act (MFMA) with respect to capital sources of funding. “A municipality may only spend money on a capital project if the sources of funding has been considered, is available and has not been committed to other purposes. “The MFMA requirements say that the primary responsibility to avoid, identify and resolve financial problems in a municipality rest with the municipality itself. “A municipality must meet its financial commitments. If a municipality encounters a serious financial problem or anticipates problems in meeting its financial commitments, it must immediately seek solutions for the problem. “The state president and the national minister have made it clear that incompetent municipal officials must be removed. Incompetency will not be tolerated,” the provincial Treasury’s report said. Executive councillor Madhun Sing echoed Motala’ssentimentsthattheCFOhasbeenrepeatedly warning council. “They ignored the advice from our CFO, who is one of the best in the country. “He knows the signs and symptoms before the crisis hits and the exact same signs and symptoms have been written on the wall since 2012. “Fingersarealreadypointingatcertainofficials who have brought the municipality to the brink of ruin.”

68-YEAR-OLD pensioner was conned and robbed of R800 by a person pretending to be a banker in KwaDukuza last week. According to Daphnie Zungu, the incident occurred around 1.30pm aftershehadwithdrawncashfroman ATM and was on her way to a nearby supermarket. “I was walking past the KwaDukuza town hall when I was approached by a friendly woman who said she recognised me from the bank. “She then suggested we go to a local restaurant where we could sit down and she could update me about

the renovations happening there and how we should go about banking in the meantime,” the pensioner said. “Without any suspicions or hesitation I accepted her offer and I proceeded with her. “Once there she started a conversation and I believed every word she said.” The woman then asked to see the envelope in which the pensioner had her bank card and cash, and said she wanted to explain something about the card. The woman managed to “bag” the pensioner’s cash - all R600 of it - and replaced it with paper she had torn

up. The pensioner then took her bank card and the piece of paper with her pin number on. According to the pensioner, not once did she suspect anything. “I only became aware of what had happened when I received a notification SMS from my bank indicating that R200 had just been withdrawn. I then looked in the envelope for my card and made the shocking discovery. “I found nothing but torn-up paper in the envelope and a bank card that does not belong to me,” Zungu said. “I have learnt my lesson, but urge people to be extremely careful at all times and not fall for anyone’s tricks.” TheKwaDukuzaSAPShassentout warnings to the public about this and said people should be vigilant when using ATMs. They also advise that people should refrain from writing down their pin number on their bank card or on anything that is kept with the card.

One of the robbers tried to pull him away from his mother, kicked him on his back and threatened to shoot him. “Clinton is now trying to be a very good boy because he does not want the bogeyman to return and catch him. GANG of robbers, who mark the homes of potential victims with stones and cans and take less than three minutes to strike, has been targeting residents of Stanger Manor, Oceanview, Stanger Heights and surrounding areas. More than 20 incidents have been reported in the last month alone. Six homes were broken into last Friday and, in most cases, flat screen TVs, laptops and jewellery were stolen. All six incidents occurred during the day when no-one was at home. One victim Neil Singh, whose home was broken into for a third time in one year, said he received a call from Chubb Security informing him that his house was broken into at approximately 1pm. A frustrated Singh said that when

He said the gang only targeted homeswherehomeownerswerenot present at the time. “This tells us that the criminals have been watching the movements of victims and checking out the security devices at their homes, prior to the robberies.” In recent incidents, robbers derailed gates and either kicked down doors or forced opened windows. Fed-up residents have taken to Facebook to vent their fear and frustrations at the spiralling crime. One such post reads: “Crime is out of control and we would like to see what we can do about it as a commu-

HEcommunityofKwaDukuza and surrounds are reeling from shock after the sudden death of local humanitarian and founder of charity organisation 786 Helping Hands Suraya Mitha. Mitha died in the early hours of Tuesday morning last week at the age of 57 after suffering a short illness. Her funeral took place on Wednesday. MithawaswellknowontheNorth Coast and in KwaZulu-Natal for her extensive charity work which she undertook under the banner of 786 Helping Hands. Fondly known to most as aunty Suraya, Mitha reached out to the underprivileged irrespective of colour or creed. According to her husband Mohamed Sultan, Mitha lived for charity work and assisting the less fortunate. “My wife created a legacy that transcends racial and religious barriers. She never failed to reach out to

Suraya Mitha those in need.” Mitha worked with various businesses and other non-profit organisations to ensure she reached as many underprivileged communities as she could. She would often be seen in the communities handing out food parcels, hygiene packs, clothing and wheelchairs among other things. Speaking about Mitha’s personality, Sultan said she was always willing to help anyone who asked

and even those who didn’t. “She was a straightforward womanwhotolditlikeit was,butshe always did so with the best intentions and a smile. She laughed and joked with everyone she knew. Her presence instantly brought a room to life. “We have all suffered a great loss with the passing of this angel. My family is deeply saddened, but we have committed to carrying on my wife’s legacy. My son Adam and I have decided to continue the work Suraya began to honour her memory.” Sultan said he is thankful to all those who assisted Mitha in her endeavours. “I want to take this opportunity to thank everyone who joined my wife to make the world a little bit better. Her heart was with the communities she served.” He encourages people to come on board and continue the work of 786 Helping Hands. Let’s purge Kim-Jong-Phiyega property magnate Roux Shabangu, it is current commissioner Phiyega’s handling of the Marikana massacre or, as we learnt this week — her unhinged purge of Durban top cop Johan Booysen. And how can one forget about convicted fraudster and one time commissioner, Jackie Selebi? Much like Jong-Un who controls his state with fear and death, our police leadership has become increasingly secretive and militaristic, run by self-serving, spineless leaders. But it is the recent fiasco of the release of the latest police crime statistics that should be setting off alarm bells throughout civil society. KZN’s figures needed to be re-releasedbecauseofmassiveanomalies, the most obvious being the apparent theft of livestock in areas as built up as Westville and the Point or the less obvious, such as the horrendously

be trusted. We live in a time when the numbers are constantly being questioned. This is part of being in a vibrant democracy. Questioning makes this country a better place. But we have a government that has proven itself time and again to pay lip-service to oversight, but seldom giving it any real power, much like Jong-Un’s parliament. And sadly this is becoming our culture. In a time where South Africans enjoy the greatest freedom ever we are becoming a citizenry practising selfcensorship.Ihavehadseveralexperiences whereby I phone a government official to ask for assistance on understanding an issue. But it is when they find out I am a journalist that they refer me to their communication department. This is usually followed with the line, “I could lose my job if I

talk to you. It is against departmental policy to talk to the press.” How did we get to this? How did we get to a space where arrogance triumphs over the rights of the people to be informed? Why is it that the state views itself as the paternal grandfather of all and thinks South Africans cannot deal withinformationofasensitivebutimportant nature? Our state treats us like children yet it is us — the mob — who gives them power. The police have changed the yellow Caspers to white, but it is still aforcedeepinthemurkywatersofthe political lake. It has shown itself incapable of transforming from a force to a service. We are told there are many “good cops”, but then one must ask where are they? Why have we let a cabal of sycophants wrestle control of the most important service in a country? Massive reform is needed in the police. If Nhleko wants to make his markthetimeisnowandhecanbegin withgettingridofPhiyegaandputting a real officer in charge. Let’s hope Nhleko knows what to do.

HE Dolphin Coast Hospice Golf Day, sponsored by Lopac Tissues, proved to be resounding success. More than 72 golfers participated in the tournament held at Princes Grant last week. This year’s winners were Dr Sandeer Maharaj and Premdaw Sookdeo who beat Krish Vengatsamy and Gona Panadu on a countout. Both teams finished on 46 points. Hospice paid tribute and offered its thanks’ to the 72 teams, the main sponsor Victor Govender of Lopac Tissues, Zaff Khan of Zaffs, Sihle Chilli of KFC Stanger and others.

WHEN it comes to surviving everything that the roughest terrain can put in your way there’s no motor sport event to match the Dakar Rally every January through Argentina, Bolivia and Chile. The Toyota Dakar team, builds its competing Hilux vehicles using mostly local components. As much as 80% of each vehicle is manufactured in a specialist workshop in Kyalami, Johannesburg, by a team of local petrolheads who eat, breathe and sleep their dream of winning the world’s toughest event. The team fields two Hiluxes each year with South African drivers Giniel de Villiers and Leeroy Poulter at the wheel and

guided by, respectively, by Dirk von Zitzewitz and Rob Howie. De Villiers has reached the Dakar podium three times — he won in 2009, second in 2013, third in 2011 — and has been the team’s lead driver since 2012, putting the South African flag firmly in the global spotlight. The customised Hiluxes have been designed in South Africa by South African engineers, in compliance with the strict rules set out by the Dakar Rally organisers. Toyota Motorsport SA team principal Glyn Hall said: “Eventhoughwehavegeneroussponsors,theSouthAfrican team is competing with its budget in rands, against international teams that have millions of U.S. dollars or euros behind them. Hall emphasises that conditions on the Dakar are extreme, each driver/navigator team being confined in a small space that goes up to 50°C in the South American desert heat, with each of them consuming up to seven litres of fluids a day – and still running the risk of dehydration. The logistics supporting the team are tremendous, says Toyota, with the team travelling with nearly nine tonnes of spare parts, tools and equipment to support the two race Hiluxes, which are packed into 78 containers for transport from Kyalami to the start of the event – and then to each stopover during the two-week race. The KwaZulu Natal Province has in the last few months experienced below-average rainfall with the iLembe District Municipality being one of the regions affected.

This is evident in the major water sources such as Umvutshane River where flows have reduced substantially as well as Hazelmere Dam levels dropping from 51% to 49% and the uThukela River flow being diverting off the abstraction points. The borehole water tables have dropped drastically resulting in reduced pumping hours for the stand alone rudimentary schemes. Current conditions clearly indicate that iLembe is indeed facing a drought and the community is already feeling the impact.

The impacts of the drought The ILembe District Municipality has four local municipalities which it renders water and sanitation services.

• Maphumulo Maphumulo comprises a combination of regional and rudimentary standalone water schemes which have shown a drastic reduction of river flows. The largest part of Maphumulo is served from the Maphumulo water treatment works which abstracts water from the Mvutshane River.

All eleven (11) wards in Maphumulo Local Municipality are affected and the district has seen the community going without water for days. The second largest part of Maphumulo is served from Ngcebo water treatment works that is abstracting from UThukela River via the Middle drift water works. These areas are fully reticulated but are struggling to get continuous supply and have now formed part of the water tanker delivery schedule. Working together with Umgeni Water, Ilembe has assessed the drought condition in Maphumulo and it has been revealed that Maphumulo is currently at Level 3.

All customers are requested to reduce normal consumption of essential use and domestic use by 20-50%, and all non-essential use by 80-100%. Commercial nurseries and vegetable gardens will be restricted to absolute minimum usage to keep plants alive; Watering gardens, lawns, parks and public open spaces is restricted to up to one hour, only on Mondays and Thursdays between 12:01 AM and 10:00 AM. The use of irrigations systems and sprinklers is prohibited. Only buckets or watering cans may be used. Hoses shall be disconnected. Watering of golf course tees and greens may only be watered on Monday, Wednesday, and Fridays from 12:01 AM to 5:00 AM, and sport fields may only be watered on Tuesday, Thursday, or Saturday from 12:01 AM to 5:00 AM; and Water served for drinking purposes at restaurants or other public or non-public eating establishments is restricted to be served only as requested by the patron or customer. Industries will be restricted to 75% of their normal daily usage based on their average daily usage for the past 12 months.

Strictly Prohibited: 1. Residential watering of trees, shrubs, lawns, vegetable and flower gardens; and 2. Watering of golf course fairways. • Mandeni Mandeni Local municipality is largely served from the Sundumbili, Mandeni and Tugela water treatment works which all abstract water from UThukela River. River levels have dropped so low that there may be a need for dredging if the current conditions continue. The water treatment works are not only serving the reticulated parts of Mandeni but also serve as the filling station for water tankers delivering water to areas that are not yet reticulated. While the drought impacts are not yet felt in Sundumbili, Mandeni and Tugela Water Works supply area, the rate at which the raw water is abstracted from uThukela river (to accommodate Maphumulo tankers) may result in water restrictions in the suburban part of ward 3, ward 4, 5, 7, 10, 12, 13, 14, 15, 16 and 17. Drought affected areas include: Ward 1, 2, 8 & 9 are highly affected (Level 3) by the drought conditions as Uthungulu District is unable to supply the bulk water due to Matigulu river level being too low. These wards under eMacambini traditional area are mostly reticulated but are currently served with water tankers. This has increased the demand of water tankers which were only meant for the unserved areas within the same wards. • Ndwedwe Ndwedwe is also affected by the Mvutshane river levels, affected wards include 3, 4 and 7. The current drought condition is forcing communities to travel down the valley long distances towards the Umvoti River which is the closest source of water. Should the current conditions persist, it will result to escalation of waterborne diseases like typhoid and diarrhoea. These wards are already at drought level 3 as there are no alternatives within the area.

Richard Bay on Wednesday, 8 October. They will lock horns with the Uthungulu and Umkanyakude representatives in Richards Bay and need to overcome their opponents in the cluster competition to secure a place in the provincial championships. On Wednesday at the Penguin Road grounds in Chatsworth, the Ugu winning schools, Pinetown and Umlazi will contest the Southern Cluster Volleyball Tournament. At Northdale in Pietermaritzburg

on Wednesday, Uthugela, Harry Gwala and Umgungundlovu will contest the Midlands Cluster.
