Clean audit for Ilembe District

HE iLembe District Municipality achieved a clean audit for the 2013/14 financial year. The news was announced as part of the annual report by representatives of the office of the Auditor-General on Wednesday 28 January at the iLembe council chambers. During the report, a representative from the office of the AuditorGeneral, Zaitun Gaffat Bee Sheik gave a positive review on the financial affairs of the municipality citing attributes such as good leadership and accountability as being needed to achieve a clean audit. For the 2013/2014 financial year iLembe achieved an unqualified report without findings, which is an improvement from the 2012/2013 report of unqualified with findings. The announcement was met with applause from councillors and stakeholders at the meeting.

Clinic responds to ‘complaints’ >> Many of the patients who complained were not from KwaDukuza SIBUSISO BIYELA

T

HE Stanger Weekly visited the KwaDukuza Clinic after patients complained of bad service, but found a different story regarding patients who leave their closest clinics to come to the already packed central clinic. Aclinicalnursepractitionertellsof problems caused by such patients and some of the reasons why people flock to the clinic. Peter Makhanya is a clinical nurse practitioner at the KwaDukuza Clinic and he deals with hundreds of patients every day.

When the Weekly arrived on Tuesday morning, the clinic was already filled with patients and Makhanya was attending to them. He responded to questions regarding patients who had complained about an alleged snub from the clinic staff when a memorial service was being held for a colleague who had died the previous week. “Some patients did complain yesterday, but while the rest of the staff attended. I was here with the patients the whole time,” he said. “I stayed with them in case there was an emergency. They were never ignored.”

He explained that many of the patients who had complained were not from around the KwaDukuza area and had left their own nearby clinics to come to this one. “It is usually them who give us problems as they quickly get impatient and rowdy. Just yesterday one patient threatened to hit me after he had been waiting in line for two hours or so,” said Makhanya. Makhanya said that the normal waiting time at the clinic is three to four hours on the best of days and that the clinic usually sees over 1 000 patients a day. “Those who usually come here

Shoot­out in Stanger Manor A SHOOT­OUT ensued once again in Stanger Manor, this time between the police and heavily armed sus­ pects on Wednesday night. Police suspect the men are involved in the ongoing taxi violence between the KwaDukuza and Maphumulo taxi associations. A joint operation involving the Hawks, KwaDuku­ za SAPS detectives, Kranskop SAPS and the ORS Durban Habour Tactical Response Team arrested 21 suspects and seized 15 firearms. According to a police statement by spokesperson Major Thulani Zwane, the raid followed the arrest of a suspect was arrested for being in possession of an unlicensed 9mm firearm. The suspect was wanted for an attempted murder case in Kranskop, but further investigations, not specified by police, led the joint operation to a house in Stanger Manor where they met with gunfire from the men inside the house. After calling for back­up the police then raided the house and found 21 occupants inside. “A total of 15 firearms, including AK47 rifles, LM4 semi­automatic rifles, pistols and a large amount of ammunition [were found inside the house],” said Zwane. The Weekly understands that this is the same house described by Stanger Manor residents as the residence of a Maphumulo taxi boss on the day his security convoy was ambushed recently as reported in the Weekly. Police also linked the 21 arrested suspects to the ongoing taxi violence cases that have been reported in KwaDukuza and Maphumulo.

“All suspects were arrested for attempted murder, obstructing police officers and possession of unli­ censed firearms and ammunition. The suspects appeared at KwaDukuza Magistrate’s court on Monday when magistrate T. Govender remanded the case to 9 February where bail applications may be heard on 16 and 17 Febru­ ary should the state allow the suspects to apply. IHLE Linda (31) is a recovering alcohol­ ic trying to piece his life together and get back to what he was before alco­ holism made him “lose everything”. Linda approached the Weekly with the intention of getting the help he needs on his road to recovery. A former SAPS officer, Linda lost his job a few years ago after his need to sustain his addiction started to affect his work. “I had a good and stable job as a cop and I was happy. But then a friend of mine intro­ duced me to some drugs and I immediately got hooked,” he said. In an attempt to finance his addiction, Linda ended up having “long arms at work”, he said referring to his acquired habit of stealing.

Space problems at Stanger school ALMOST all the local newspapers havecoveredtheproblematStanger SecondarySchoolandhowthisisim­ pacting negatively on teaching and learning. As a past ex­principal I add my voice to those who are protesting the lack of "teaching space" due to the poor and dangerous condition of the oldest section of the school build­ ings. In my view this has been brought to the attention of the Department of Education from 2011 onwards. School correspondence will vin­ dicate this position. Investigations were carried out; reports tabled and promises made ­ but that is where it has stopped. Pupils and teachers housed in these rooms sit there at their peril. Thank God that, to date, there has been no serious injury with ceilings falling off while classes are in ses­ sions.Wewereadvisednottousethe rooms in this block since it was un­ safe and supplied with two mobile classrooms. With the demand for accommo­ dation not abating, it is very difficult to run a normal school ­ the manage­ ment, staff and SGB enjoy my sup­ port and sympathy. The crux of the matter is that the DOE and the relevant sections within government(PWD)arenotactingon their findings. The answer to this di­

lemma is not with circuit officials or the SGB­ it lies squarely in the hands of the DOE and the relevant sections of government. Seeing that the academic year has commenced this puts the school in a dilemma as how to accommo­ date new pupils who have already registered. If wisdom prevailed the DOE ought to have asked the school not to register pupils in Grade 8 given that their repair programme had not started. Theshort­termsolutionwouldbe to have more mobile classrooms supplied or temporarily accommo­ date these Grade 8 pupils at a local schoolthathasaccommodation (al­ though I am mindful that the latter suggestionisfraughtwithitsownset of challenges). Also I would urge the school com­ munity, in particular the parents, to make themselves heard. No one else is going to stand up on your behalf. It seems that a number of solu­ tions to our country's problems are found in the strategy of "protest ac­ tion" when all other avenues of ap­ proaching authorities seems to bring no joy. For pupils to learn and teach­ ers to teach, the DOE needs to pro­ vide the infrastructure. This is a ticking time bomb. As soon as a pupil or teacher is injured or killed then the DOE (and the com­ munity) is going to sit up and ask what happened. The school and its management will then be requested to fill report upon report to explain how this happened. It is hoped that the authorities concerned will act speedily to act up­ on a very serious and unsatisfactory situation. M. Sambiah

AKING a selfie might seem like harmless fun, but experts have warned that the practice can spread head lice. Pharmacist Giulia Criscuolo said: “Lice don’t fly, they crawl. So they need to be in contact with an infectedpersontospreadtoanother. Infestation is most frequent in children and teens and is spread through head-to-head contact … With the trend of taking selfies, there has been increase in the number of adults with lice,” she said. “Head lice are quite harmless and pose no physical threat, barring discomfort. But with people putting their heads together to take selfies, it is a wonderful opportunity for lice to spread.” Blu Gel Hair Studio owner Stephen Pretorius said the trend had yet to impact their clientele, but said most hair treatments would kill the lice. “When people have their hair treated or coloured, head lice tend not to like the chemicals in them. Whenever the hair structure is changed, the lice tend to leave,” he

said. Criscuolo said that children should be cautious of head-tohead contact. “Children often sit close together, sometimes touching heads, when using new tech-

nology or taking group selfies. They need to be aware that this may contribute to the spread of lice, particularly during an outbreak. It is always good to use a natural hair product to remove

lice, ” she said. Tips to prevent head lice • Teach your child not to share hats, hair brushes or to bump heads with friends while using cell­ phones. • If your child has lice, do not send them to school and alert teachers immediately. • To treat lice, use a non toxic anti­lice shampoo that contains nature­based active ingredients.

HE Association for the Responsible Use of Alcohol (ARA) hosted its first tavern owners imbizo in partnership with the South African Leisure Tourism and Hospitality Association (SALTHA) last Thursday at the Southern Sun eLangeni Hotel in Durban. The imbizo was attended by nearly 150 tavern owners from around KZN who pledged to abide by the ARA Code of Practice. KZN CEO of the liquor board Elliot Mashile said the purpose of the imbizo is to address and educate tavern owners on the social responsibilities of refusing the sale of alcohol to underage youth, pregnant women and intoxicated patrons. “The imbizo will educate tavern owners on a number of issues faced in South Africa, specifically with alcohol. We want to encourage them not to sell alcohol to youngsters, pregnant women and intoxicated patrons. Some traders have been applying to this rule to the extent where they are brave enough to tell the patrons they have had enough to drink. Some of them even call metered taxis to make sure that the patrons arrive safely at home,” he said. The liquor board members have been embarking in programmes that assist traders in balancing profit against consequences. “We always train them to think about the consequences that might occur if they sell alcohol to minors, pregnant women and patrons who have had enough to drink. We tell them not to lookattheprofitbysellingtothesepatrons,but to look at the consequences that will arise at a later stage,”said Mashile. He said the traders must come forward and apply for liquor licences because they will be charged with a criminal offence if found trading without a licence. “We have started to campaign with law enforcement agencies, and if a trader is trading liquor without a licence, they will be charged. If the trader has a criminal offence, it will be difficult for them to get a liquor licence. We also urge traders who operate near schools and places of worship to applyforamnestysinceitisillegaltotradenear those vicinities. They have three years to start looking for a new place to trade since we have just started with the amnesty programme,” he said. ARA CEO, Dr Osborn Maharanjana said South Africa has a high number of youngsters who consume alcohol, therefore the main aim is to try to reduce those numbers. “Minors who consume in alcohol usually conduct risky behaviour such as unprotected sex and accidents. We will combat this by strict marketing of codes of conduct meaning there will be no sort of alcohol advertisement before 7 pm and there will be no alcohol billboard advertisement near schools or places of worship. We urge pregnant women not to consume alcohol because this could cause long-term brain damage to the child,” said Osborn. Musa’s Tavern owner Thandi Ngcobo from Marianhill said.“Ihavebeentradingliquorfor 15 years and it is challenging when it comes to handling intoxicated patrons however, this imbizo was informative and it will assist us in handling problems that we come across on a daily basis.”

Glenhills celebrates 20th anniversary GLENHILLS Primary celebrated its 20th anniversary recently. The school was officially opened on 23 January 1995 and was the first in KwaDukuza in the new democracy. Fourteen teachers and 432 pupils movedtotheblockfromtheoldwoodand-iron Sewpaul Primary. HE ICC Cricket World Cup gets under way on14FebruaryinAustraliaandNewZealand, but the burning question on the minds of the South African faithful is: can the Proteas overcome the “chokers tag”? The word “choke” is a term that has various connotationsandalsofoundsignificancewithin the sporting world. The history of professional sport is littered with teams and individuals that have failed to win a specific match or tournament in which they were heavily favoured, or thrown away in a considerable lead or advantage to, ultimately, lose. This term has shadowed the Proteas for the pasttwodecadesinthecontextoftheICCCricket World Cup. The Proteas have exited the ICC Cricket World Cup in bizarre circumstances in 1992 at Sydney, 1996 at Birmingham and 2003 on home soil (South Africa). South African cricket was isolated from the restoftheworldfor21years-from1970to1991 - because of the apartheid policies of the former government. South Africa made their debut in the ICC

Cricket World Cup in 1992 and was touted as championsaftertrouncingthepowerfulAustralian outfit by nine wickets. South Africa went all the way to the semi-final before falling victim to a controversial ruling on matches delayed by rain. Pakistan claimed the title with a 22-run victory over England. In 1996, the Proteas were undefeated in the pool matches, but choked in the quarter-finals against Brian Lara’s West Indies outfit. Sri Lanka were crowned champions in 1996 after hammering Australia by seven wickets to win the title. In 1999 Australia and South Africa tied their World Cup semi-final after Alan Donald was run out in the final over with the Proteas needing one run for victory. The Australians went through to the final because they beat SouthAfricabyfivewicketsintheround-robin stages of the tournament. Australia went on to clinch the title after beating Pakistan by eight wickets. South Africa hosted the ICC Cricket World Cup in 2003 and was confident of becoming

the first nation to win the event on home soil. Shaun Pollock’s outfit were one run short of victoryinarain-affectedgameagainstSriLanka in Durban, resulting in a tie, and yet again they were eliminated. In 2007 they lost by seven wickets to Australia in the semis and in 2011 they lost to New Zealand in the quarter-finals. With the ICC Cricket World Cup just 10 days

Matches will be played in two pools on a league basis with the top four teams in each pool advancingtothequarter-finalstagesofthetournament. South Africa has been grouped along with India, Pakistan, West Indies, Zimbabwe, Ireland and the United Arab Emirates in pool B. England, Australia, Sri Lanka, Bangladesh, New Zealand, Afghanistan and Scotland are grouped together in pool A. HE Play Sport Concept which was launched at a number of pre-schools and primary schools last year to focus on fitness throughout the first term. Yashin Tewary, CEO of Play Sport Concept said: “Regular physical exercise is important for the younger generation, especially with the rise of obesity. Heart disease, type 2 diabetes, asthma and social discrimination are just a few of the possible consequences of a childhood spent in front of the television or internet.”

“Since the launch of our programme last year there were tangible results with a large number of pupils showing more alertness in the classroom and excelling in their academic work.” Play Sport targets children as young as five, ensuring that they exerciseregularlyforatleast30-45 minutes a day. Play Sport helps develop an active mind and body through sport. Tewary said: “In most households, both the husband and wife work and come home tired and rarely engage their children in sport, but by giving your child an opportunity of joining the Play Sport Concept, you can rest assured your child in engaged in fitness exercises and provided the basic skills in sport and athletics in a safe environment.” Parent Kavitha Mudali, who enrolled her child with Play Sport last year, said: “I have seen a positive turnaround since my child has been engaged in sport and I want to encourage parents to give their children an opportunity to stay fit through sport.” Well known sports administrator Isaac Abraham echoed the sentiments of Mudali adding that children spend too much time in front ofthetelevisionandhardlyeverengage in sport. KDAC athletes notch respectable times WEEKLY REPORTER KWADUKUZA Athletic Club (KDAC) athletes notched up respectable times in the D G Panel & Paint Challenge (formerly known as Sparkport Challenge) hosted by Sydenham Sports Club on Sunday 1 February. After the intense heat throughout the month of January, athletes were greeted with perfect weather conditions (overcast conditions and a gentle breeze) on Sunday. T-shirts were awarded to the first 400 athletes who completed the relatively flat 32km course and 16km race with 200 t-shirts up for grabs to the first 200 finishers in the 16km walk. Comrades Marathon silver medallist Jaibalan Soobramoney did KDAC proud after finishing the 32km race in a splendid time of 3: 10. He was followed home by Jay Ramnath (3:21), Danny Sewmungal (3:32), Paddy Padayachee (3:35) and Thulani Mkhize (3:50). Leon Moodliar was the first KDAC runner to cross the finish line in the 16km race, cutting the tape in 1: 40. Other KDAC athletes to finish the 16km race were Melody Ndlovu (1: 45), Sue Gungadeen(1:46),Chander“Zoo”Gungadeen (1:46), Dippy Moodley (1:59) and Yathin Narothum (2: 09). Dippy Moodley said: “The D G Panel & Paint Challenge 16km race is my first race for the 2015 season and on Sunday I want to attempt the Nosa Hillcrest Marathon (21,1km race) before tackling the 42,2km Maritzburg MarathononFebruary22inpreparationformy21st Comrades Marathon in May.” In other club news, the second council meeting will take place on Monday 2 March at TheQuartzConferenceCentreinStangerManor commencing at 6pm. All members are urged to participate in the club trails which are held every Thursday at the Manor car park commencing at 5pm. KDVA to host Trophies Engravers Top 8 K.O. Cup WEEKLY REPORTER

KWADUKUZAVolleyballAssociation(KDVA) will host the Trophies Engravers-sponsored Top 8 Knockout Cup commencing on Thursday 12 February at the association courts at 7pm. The top four finishers in the 2014 competitiveleague(championsGroveEnd,runnersup KSST, Randsons and Warriors Sport) and the top four teams in the social ranks (champions Sunbrook, runners-up Darnall United, Teachers Style and Cool Leaders) will contest the 2015 Trophies Engravers Top 8 K.O. Cup. Matches will be played in two pools on a league basis to give clubs an opportunity to showcase their new talent and signings before the 2015 league commences in midMarch. Matches will be contested on the basis of best of three sets (the first two sets cappedat25pointsandthefinalsetcomprising of 15 uncapped points). The league matches will commence on Thursday 12 February and continue on Thursday 19 February. The last two league matches in each pool will be played on Wednesday 25 February (on the eve of the KDVA annual general meeting) to determine the top two finishers in each pool. The semi-finals will be played on 5 March with the grand finale scheduled to take place on 12 March. Trophies will be awarded to the top three finishers. The draws for the Trophies Engravers Top K.O. Cup will take place tomorrow (Thursday) at The Quartz Conference Centre in Stanger Manor at 6pm. President of KDVA Isaac Abraham expressed his sincere thanks to the management of The Quartz for making their premises available (at no charge) for all meetings. Meanwhile,thewomen’stournamentwill take place on Friday 20 February at the association courts commencing at 6.30pm. To date two teams have indicated their willingness to participate in the tournament. All female teams interested in participating in the women’s tournament are requested to contact Abraham on 079 4280 345. Medals will be given to all participants followed by supper. In other volleyball news, KDVA will host a corporate knockout tournament on 4 March before launching the 2015 Corporate League on 25 March. Players participating in the corporate league must be 35 years and older (born 1980/1979). Teams are allowed to field one player between the age of 25-35. In the case of female teams participating in the corporate league all players must be over 21 years. The 2015 Corporate League will be contested over three rounds. The KDVA annual general meeting will take place on Thursday 26 February 26 at The Quartz Conference Centre commencing at 6.30pm.

ENVIRONMENTAL AUTHORISATION: DC29/0012/2014 Notice is hereby given in terms of regulation 10(2) of the EIA Regulations, 2010, that an Environmental Authorisation DC29/0012/2014 was granted to iLembe District Municipality on the Basic Assessment for the proposed Construction of Off Take 3 Potable Water Pipeline as part of the Lower Thukela Bulk Water Supply at Samkhanya to Sakhamakhanya/St Christopher Reservoir. Reasons for the decision: Potential environmental impacts e.g. ecologically sensitive areas were identified. Impacts arising from construction will be adequately mitigated and are addressed in the EMPr. The proposed pipeline will provide opportunities to accommodate the demand for potable water supply. No objections were received from stakeholders and I&AP, and all comments were adequately addressed. The EA was issued by the KZN Economic Development, Tourism & Environmental Affairs (EDTEA) on 30 January 2015. A copy of the EA will be furnished by iLembe District Municipality or Triplo4 Sustainable Solutions (Cell 083 308 8003) on request. I&APs are informed of the Appeal procedure provided for in Chapter 7 of the EIA Regulations, GNR 543, June 2010 as well as the requirement to use the prescribed forms obtainable from EDTEA. AWNHEIGHTS Cricket Club notched up an impressive 122-run victory against rookies Nkobongo in an Ilembe Cricket Union Twenty-20 League game played at the Country Club Ground in a midday kick-off on Saturday. Dawnheights won the toss and elected to bat first. They took advantage of some sloppy fielding, posting a mammoth 170/5 in their allotted 20 overs. Varun Pal continued his rich vein

of form with the bat, following up on his century against Ilembe in the KZN Challenge League game a fortnight ago. Pal recorded a brilliant half century (68) on Saturday which included six fours and two sixes. He received good support from Reshen Haripursat (51), Sagar Arora (24) and Adhir Maharaj (17). Chasing 171 runs for victory (at a rate of 8,55 runs per over) Nkobongo crumbled against the fiery Dawnheights bowling attack before being bundled out for a

disappointing 48 runs. Mikhalin Naicker was the pick of the Dawnheights bowlers claiming 4/19 from four overs. Keane Govender (3/5 from three overs) and Dylan (3/13 from 3 overs) claimed two wickets each. Meanwhile, Manor trounced Magnum by nine wickets in a domestic Twenty-20 league game played at the Country Club Ground on Saturday afternoon. Magnum elected to bat first after winning the toss.
