HE way officials conduct themselves leaves a lot to be desired,” said KwaDukuza mayor Ricardo Mthembu at the 2014/2015 budget adoption meeting last Wednesday. Mthembu was speaking at the Shakashead Community Hall. Once the budget was approved, he took the opportunity to lay into officials who he said were abusing their positions. “Officials are using their office to do their own thing and the work ethic is poor. We need to respect each other, communicate well with each other and be able to say KwaDukuza has leaders that can be respected, and whowecansayhaveledustoaparticular place. “We are representing the legacies of our forebears,” said Mthembu. “Honestyis the pillar that willtake us forward,” he added. Mthembu said he would be meeting with individuals to make sure all in office were in line with the municipality’s 2030 vision of “prosperity”. He said customer satisfaction surveys had not been done for a long time, and needed to be re-instated to get ‘real feedback’, and ‘help diffuse tension and anger in the community’. KwaDukuza African National Congress (ANC) chief whip Dumisane Ndimande agreed too many contractors were being employed, and suggested a strategy workshop to find the way forward for training existing staff. “We do need to employ more staff though. There are now 27 wards, from 20 in 1994, and we foresee growth to 34 wards by 2016,” said Ndimande. He added that the loss of R6 million from last year’s budget was a concern, but is confident it can be fixed. Mthembu said that the aim is for all homes to have water and electricity supply by the end of this year, and that councillors must continue to focus on small, medium and micro-sized enterprises (SMME’s) to develop poorer communities. He said he is excited about current projects. “The Driefontein housing project is at its final stages, the Sharksboard and Salt Rock lifesavers buildings are receiving revamps, we are building four new play parks and we are on board with tourism initiatives. Etete, Nkobongo, Shakaville and Groutville will receive housing upgrades,” said Mthembu.

OLLOWING previous ward 22 councillor Ann McDonnell’s appointment in KZN Legislature, local resident Malcolm Hubner is the next Democratic Alliance (DA) candidate for the post. Hubner has been involved in the community from day one, and says he feels confident about tackling escalating issues in the Salt Rock and surrounding areas. “There are a lot of problems such as poor road infrastructure and street lights burning all day – or not at all – that need urgent attention. Being involved in the community, I am positive about being able to make a difference,” said Hubner. Hubner arrived on the North Coast three and a half years ago after a 37-year career in Standard Bank in Johannesburg, and seven years of running his own farm in the Eastern Free State. Locally, he has worked as the Neighbourhood Watch committee member and community liaison, as well as Dolphin Coast Residents and Ratepayer’s Association Ballito ward committee representative. At the moment, ward six (Ballito) councillor Colin Marsh is acting ward 22 councillor. Hubner said one of the biggest tasks on deck will be to the upcoming Mr Price Pro. “This is a huge tourism generator for the area and we need to make sure facilities are

THE Mandeni Municipality has issued a warning about a con artist who is apparently requesting quotations and saying he is doing so on behalf of the municipality. The man, who goes by the name of George Langeni, contacts services providers for quotations for tenders that are advertised on a website. He then allegedly issues false municipal documents and order numbers, before asking the service provider to issue an invoice and pay a 50% deposit to a company called Tsibo Screens. The man has no link to the municipality. me about a stolen angle-grinder and a sanding machine. “I told them I knew nothing about it. They kept on assaulting me. After a while they told me to move. I could not walk due to the severe injuries to my legs. I crawled to the street until I saw a man walking on the road. “I asked him to contact my brother-in-law, who picked me up,” said Pillay. Govender said when Pillay returned to their home he had

been brutally assaulted and could barely walk. “I asked him where my brother was and he mumbled [three times] that someone has him. The name he mentioned has since been told to the police.” The group allegedly accused Luke of stealing an angle-grinder and sander from a house belonging to one of the men in the group. ILembe municipal manager dies iLembe Dis­ trict Munici­ pality munic­ ipal manager Muzi Madlala passed away last week. PHOTO: SUPPLIED

THE iLembe District Municipality municipal manager Muzi Madlala passed away after a short illness on Thursday last week. District mayor Welcome Mdabe and the council of iLembe said they would like to ex­ tendtheir‘heartfelt condolences’ to the fami­ ly and friends of Madlala. Madlala took over the reins of municipal manager in August 2013 from then acting municipal manager Mike Newton. He was previously municipal manager at Mpofana Municipality in Mooi River, KwaZu­ lu­Natal Midlands, from 2002 to 2013. “Even though we worked with Mr Madlala for a short period of time, we as the family of iLembe are deeply saddened by his passing. “He was a very dedicated person and al­ ways put the interest of the people of this district first. To the Madlala family, we want you to know that we feel your pain and we promise to be there by your side during this trying time,” said Mdabe. Madlala is survived by his wife, children and his brothers. The memorial service will be on 12 June at the KwaDukuza Recreation Grounds, and the funeral will be held at 9am at the Bruntville sports ground in Mooi River.

Firearm-fraud suspects bust MORE than 20 suspects were arrested in KwaDukuza after it was found that firearm applicants were using fraudulent competency certificates to apply for gun licences. The fraud was suspected by members of the KwaDukuza SAPS, who initiated the investigation. Three firearms were also seized after they were obtained fraudulently. More arrests are expected in the on-going investigation. Detectives say they hope to uncover who was behind the manufacture of the fraudulent documents. According to the police, the documents look authentic but all bear the same serial number. KwaDukuza Cluster Commander, Brigadier Captain Derek Hastibeer, commended KwaDukuza police for their work. “Fraud will not be tolerated in this province and police will leave no stone unturned when investigating these cases. Those responsible will be brought to book,” he said.

HERE is nothing sweet about the sugar strike that has seen more than 5000 KZN mill workers protesting for better wages and benefits. The strike has now caused a stir in the farming industry, with some farmers saying they are “being left in the dark” about their futures. Local sugar cane farmer Mahlakaniphanu Gumede, who has been in the industry for the past 20 years, said farmers would lose money should the strike continue. Gumede, who owns a 92 hectare farm near Stanger Manor, said sugar cane production had come to a standstill and workers are without jobs. “I lost more than 14 hectares of crop due to the strike. The crop was harvested, bundled and ready to

ZN’s climate is projected to drift into a temperature regime never before observed in recorded history. Temperature increases of more than 4°C are expected towards the end of the century, according to leading South African researcher Dr. Thando Ndarana, speaking at a summit in Ballito last week. Coinciding with World Environment Day, the iLembe District Municipality hosted the summit at the eBandla Hotel. The Department of Cooperative Governance and Traditional Affairs (COGTA) revealed that between 2009 and 2013, costs incurred due to natural disasters locally amounted to nearly R3 billion. Fires and flooding were main contributors. Food security and water availability are also burgeoning issues. Ndarana, who is the Council for Scientific and Industrial research (CSIR) principal researcher, said CSIR climate change impact research focuses on livestock, agriculture, energy, water security and disaster management. Through South African Risk and Vulnerability Atlas (SARVA), CSIR is involved in training municipalities to cope with these impacts. “Temperatures over the interior regions of South Africa are projected to rise at twice the global rate of temperature increase. “An increase in extreme rainfall events is projected for South Africa in the next few years,” said Ndarana. He said KZN is second only to Johannesburg in impacts. Department of Agriculture, Environmental Affairs and Rural Development’s (DAEA) Dr Timothy Fasheun stressed the need for more dedicated climate change management efforts and to aim to be a ‘low carbon society’, which is one which strives to reduce greenhouse gas emissions and increase carbon sinks in its community/city/municipality or region, while adapting to anticipated climate change impacts. The current concentration of greenhouse gas in the atmosphere stands at 400ppmv (parts per million by volume). “In order to remain within the global 2°C temperature increase target, the concentration will need to stabilise at about 450ppmv.

Causes of climate change include deforestation, gasses emitted by transport modes, industry, refineries etc. Ndarana said use of energy causes 78% of carbon emissions. Fasheun said the solution lies in low-energy and low-emission buildingswith intelligent heating and cooling systems, and in use of electric and hybrid vehicles. “Many of these technologies exist today but need to be developed further. “The transition to a low-carbon society would boost the economy through increased innovation and investment in clean technologies and low - or zero - carbon energy,” Fasheun added. He said reduction in emissions will be brought about by less use of oil and gas, raw materials, land and water. Fasheun presented renewable energy concepts such as use of bio-fuels, solar energy or wind energy and ‘smart’ or ‘green’ buildings. “Local benefits need to be implemented in the next five to 10 years. Municipalities must comply with mitigation that is part of the current national development plan (NDP) to reduce impacts.” On the positive side, a South African Local Government Association (SALGA) representative said numerous bio-fuel and cogeneration projects were already on the go nationally. Enterprise iLembe acting CEO Zakhele Gumede’s presentation also explained ilembe is a renewable energy hub, with lots of potential. “Farmers need to stop burning sugar cane to reduce emissions and businesses need to be more eco-friendly. “Local rivers have potential to provide hydro-electricity.” Themba Dube, senior manager of climate service at South African Weather Service (SAWS)saidtheyhave monitoring systemsthat will allow for early warning - one to three days - to notify public on unusual weather patterns to give leeway to take action. “We have data since 1850 which is useful for future predictions. “Society will need information tools to adapt as the climate will continue to be variable,” said Dube.

BALLITO, SALT ROCK AND OTHER COASTS AT ‘HIGH RISK’ DEPARTMENT of Agriculture, Environmental Affairs and Rural Development’s (DAEA) Alfred Matsheke said at the summit that infrastruc­ ture along the coast is at high risk to damage caused by high seas in storms. “The rising of sea levels is posing a threat, as is the ability to respond. Storms have huge cost implications,” said Matsheke. He said this is exacerbated by high popula­ tion densities near the sea, older homes, degradation of the coast and lack of aware­

ness about sea hazards. He said the March 2007 storm, which dam­ aged homes and infrastructure on the North Coast, cost the state R250 million and the private sector R1 billion. High risk areas include Ballito, Salt rock, Shakaskraal, Sheffield and Zinkwazi. Solutions include using natural defences in response to coastal erosion and consulting Coastal Vulnerability Indexes (CVI’s) before development.

NEELA POLAYYA

It is with sincere sadness that we announce the passing away of Neela Polayya, who passed away on 2nd June 2014, at the age of 69 years, after a short period of illness. The Late Neela Polayya (née Swamy), was born on the 24th of May 1948 in Glendale, Kwa-Zulu Natal. In 1970 she married the Late Pastor Hendry Polayya and together raised 4 children, seeing them carry through the values they instilled in them. She supported her husband in starting and leading churches in Stanger and surrounding areas. They are both lovingly remembered as the founders of House of Deliverance & Healing Ministries in Kwa Dukuza. The late Pastor Hendry Polayya and aunty Neela as she was affectionately known, were instrumental in mentoring and developing many people who today are a testimony of the great work that they have undertaken. The local church, HODH Ministries, described as one of Kwa Dukuza’s most vibrant ministries, will always remember this loving couple and their children for the love, dedication and strong principles used as a foundation to build the Kingdom of God Almighty. This ministry is now blessed with five full time pastors and is the mother church to many branches around Kwa Zulu-Natal. Pastor Raj and Pastor Sue Naidoo, the present pastoral team at HODH Ministries express their thanks in being honoured the privilege of continuing in the great work that the Polayya’s have started. Pastor Dave and Marge Chetty have been entrusted with the ministry more than fifteen years ago. Currently, they oversee more than seven branches in KZN Province which are a direct offspring of HODH Ministries. Pastor Dave expressed his sadness at the loss of our dear mother and says that he will keep the legacy of the Polayya family alive. Together, Pastor Hendry and Neela Polayya were able to lead many souls to Jesus Christ, heal the sick and deliver them from bondage, all along the North and South Coast of Kwa-Zulu Natal. After the passing of Late Pastor Hendry Polayya, she lived in Empangeni and Stanger for short periods, before relocating to Johannesburg to live with her daughter. Late Neela served her immediate and extended family generously and graciously, always putting their needs above hers. She was truly an angel on earth. She was a prayer warrior and was always called on to pray for the sick. Wherever she went, whether visiting family, the hospital or just the neighbour, she shared the gospel of Jesus and her testimony without fear or intimidation, leading many to Christ. She believed the sickness she endured was meant for a much higher purpose. Not only did the Late Neela speak of her faith in Jesus, but she also lived and acted on it, every day of her life. She departed back to Heaven in the early hours of the morning on 2nd of June 2014 leaving behind a strong legacy and an example of servanthood that we can all follow. Late Neela Polayya is survived by her son Richard and three daughters Patsy, Pauline and Monica, sons-in-law Dan, Steven and Anil, and daughter-in-law Linda, 9 grandchildren and 1 great grandchild. Late Neela Polayya was laid to rest on 4th June 2014 in Johannesburg. Rest in Peace Ma, you now have the opportunity to live eternally with Christ Jesus.

ARK United registered an emphatic 3-1 win against Ex-Lucky Stars in a SAFA KwaDukuza Local Football Association Division One League game played at the Recreation Ground on Saturday. Reeshal Singh should have put United ahead as early as the 10th minute after he beat the offside trap, but with only the keeper to beat he fluffed his shot, blasting the ball way over the crossbar. Minutes later the speedy Singh was brought down in the box and the referee did not hesitate toawardUnitedapenalty.DamianCanaryconverted the resultant spot-kick to give United a 1-0 lead.In the 20th minute Canary had a golden opportunity of doubling United’s advantage afterreceivingaperfectthroughballfromSimo Mtanzi, but instead of shooting at goal, he lost possession trying to dribble past the central defender. Just before the break, United were caught on the counter-attack after Muzi Mngomezulu snatched a vital equaliser (1-1) for Stars.

At the start of the 2nd half the frustration of both teams was evident by their robust challenges and they were fortunate to get away without receiving marching orders from the lenient referee. In the 50th minute Rouxnet Milligan had an opportunity to put United ahead, but he missed the target from close range. WADUKUZA Darts Association (KDDA) have announced a strong squad to participate in the South African Darts Championship to be held at the Good Hope Sports Arena in Cape Town from 5 to 12 July. Charlie Pillay, Vinesh Geanballey, Jerry Govender, Sanjay Singh, Nine Pillay, Asogan Latshoomanan, Rajen Pillay, Terrence Subban, Devan Gounden and Woody Naidoo will represent KDDA at the national darts championship. President of KDDA Jerry Govender congratulated the selected players and wished them everysuccessintheirquesttoreturnhomewith gold. The KwaDukuza squad were crowned

champions in 2012 and were confident of coming back with the coveted gold medals next month. KwaDukuza will be doing battle with Frances Baard, Stikland, Sedibeng, Kannaland, Port Shepstone, Ocean View, Tygerberg, Pumas, Mangaung Metro, Platinum and Buffalo Cityatthenationalchampionshipintheirquest for honours. Govender appealed to business houses and individuals in the iLembe District to help support the selected players financially. KWADUKUZA Local Football Association (KLFA) hosted a successful soccer coaching clinic at the KwaDukuza Country Club Ground on Sunday. The clinic was conducted by Orlando Pirates de­ fender Ayanda Gcaba and Kaizer Chiefs goal­keeper, Brilliant Khuzwayo. Gcaba started his soccer career with Gamalakhe United in the SAFA 2nd Division ranks before joining FC Spurs of Witbank in the Vodacom League. Gcaba’s talent was spotted at the First Division League play­ offsinNorthWestProvinceandmadehisprofessional debut for Free State Stars in 2007. In 2011 he joined the powerful Orlando Pirates franchise and relishes his role as defender. In an inter­ view with Gcaba on Sunday, he said: “My mentor is midfielder Oupa Manyisa of Orlando Pirates who works extremely hard on and off the field and serves as a source of inspiration to the youth brigade at the club.” When questioned about Pirates failure to annex theSABLeague,Gcabaattributedfatigueasthemain reason, but was quick to remind his critics that they

made amends by clinching the Nedbank Cup. Brilliant Khuzwayo was aptly named “brilliant” because of the brilliant saves he made for Chiefs over the last two seasons. Born in Umlazi, he started play­ ing for Masters FC in the SAB Castle League in 2005 before joining Durban Warriors (Amazulu reserve team) in 2008. In 2010 he made his debut for Amazulu before joining the ever popular Kaizer Chiefs outfit in 2012. Khuzwayo and Gcaba were ecstatic about Sun­ day’s coaching session and looked forward to future sessions in KwaDukuza. SAFA Ilembe coach Xolani Mbhele who was in­ strumental in bringing Gcaba and Khuzwayo to KwaDukuza thanked the large number of people who attended the coaching session and was indebted to Gcaba and Khuzwayo for the invaluable contribution. Mbhele is hoping to lure Siyabonga Nomvete of Swallows and Sibusiso Zuma of Supersport United to the next coaching session in KwaDukuza in July. President of KDVA, Isaac Abraham said: “The late Ralph Reuben was an inspirational volleyball player who was tragically killed in a motor-accident four years ago.” Abraham likened Ralph to a rare gem who sparkled on and off the courts adding that his premature death created a huge vacuum in not only the Reuben family but the Darnall community at large and more especially the volleyball fraternity.
