FROM ME EDITOR'S DESK DISTRICT MEETING HIGHLIGHTS

All of our fall district meetings have now been held, except (as this is being written) that of District One, which will be held Oct. 30th. We thought this would be a good time to review some of the highlights of some of the proposals and ideas that were set forth at some of the meetings, for the benefit of those who did not attend their district meeting.

In the District Five meeting, District Director Ernest Hanka reported that the shortage of money has caught up with the SPJST, just as it has with many other businesses and lending institutions. Consequently, no more loans will be made, effective Nov. 1st this year. Perhaps loans can be resumed in the early part of 1967, but the situation will be reviewed again at that time to see if this will be possible.

The tight money squeeze has just about affected everybody.

• • In the same meeting, Rest Home Director J. M. Skrabanek reported that the Rest Home in Taylor continues to be filled to capacity. As a rule, approximately 50 per cent of the residents of the home are not members of the SPJST. From time to time, people make application for residence, but for one reason or another, change their mind at the last minute. The Board of

Directors of the Rest Home does not, at this time, contemplate recommending the construction of another rest home to the delegates at the next convention.

On the average, almost half of the organizers in any given district are not active. Most of the insurance sales are being made by a very active and aggressive minority. Of the 17 "active" lodges in District Five, eight are adding new business in the form of new members.

• Supreme Lodge President Marek gave brief reports of his observations at the recent National Fraternal Congress, held recently in Minneapolis. We hope to publish his more comprehen-

sive report on this subject in the Vestnik soon.

• • Brother Jarda Cerny brought up the matter of the dormant lodges in District Five, and just how these units could be revived and participate in the various SPJST functions. Every district has a number of these, and not enough attention has been devoted to means of getting them on the active list again. This column has stated before that this should be explored in depth because the answer must lie somewhere. Whoever is able to unlock the "magic formula" to this problem deserves some sort of medal.

District Director Ernest Hanka proposed, and it was approved, that district officers be reimbursed at a rate of 10 cents per mile for meetings held for the benefit of the district. The idea is to somewhat ease the burden on those who serve as district officers; that since they serve the district, they should be reimbursed for at least their mileage. If the district budget can stand it, this appears to be a good idea.

At the District III meeting at Ennis, two lodges, Lodge 5, Tioga, and Lodge 110, Kaufman, had representation for the first time in many years at this fall meeting. However, District III, like all the others, likewise has the problem of the "inactive" lodges. The

May we add here a special tribute to L'ro. and Sister Chas. Hejny who represented Tioga Lodge No. 5. Brother Hejny is severely physically handicapped and yet made the effort to attend.

Hats off to them!

Youth activity in District III is going great guns, except that a youth club at one of the lodges disbanded. There is no one at that lodge willing to assume the responsibility. One lodge will attempt to form a youth club for the very first time. Another lodge recently formed one and is progressing nicely.

In the problems of the youth, it is almost always without exception a case where there is someone willing to accept responsibility for leadership, or the lack of it. If it is the former, there is bound to be success; if it's the latter, there will be nothing.

For the very first time, the members of District III heard a rather comprehensive report from a member of the special body created by the last convention called the Operations and Analysis Committee. (This column has written about the mandate handed this committee previously). Brother G. Louis Kudrna gave an excellent report on the committee's findings so far, and these will be published in the Vestnik very shortly. Suffice it to say here that this committee was handed grave responsibilities by the last convention. They are a completely autonomous body, empowered to consult with anyone or any group, and do anything they feel necessary to get whatever information they feel is vital to support their recommendations to the next convention. The membership is eagerly awaiting the results of their findings.

In the District III meeting, there was considerable discussion about how to reimburse the assistant district youth director. District III elected an assistant to DYD Wilma Nesuda in the spring meeting this year. Although Art. 63-d of our present by-laws does not specifically call for the election of an assistant district youth director, that same article states that " . . . Every youth leader AND her alternate will receive from the Supreme Lodge mileage and remuneration for loss of time devoted to the youth of the district."

This would seem to make clear that any such assistant should be reimbursed from the Supreme Lodge. "And" in the English language has always meant "and" and not "or". Nevertheless, the

Wednesday, November 2, 1966 question of her reimbursement still renains, and District Three President, Bro. Rudolph Zalman, appointed a three-person committee to make recommendations to the spring meeting about how the assistant should be reimbursed.

Article 63-d has been betting a lot of attention of late. In the district meeting in Ennis, District Director Bro. Sid Pokladnik brought up the question of whether District III (and thereby Districts V and VI) is authorized to elect a 2nd vice president. Again, Art. 63-d does not provide for a 2nd vice president; neither does it prohibit the election of same. It was brought out that the districts have always exercised a certain amount of autonomy in such matters, and that the rule usually followed in such matters is that when something is not specifically prohibited, it may be allowed. It would thus follow that a district would be in violation of Art. 63-d if it did not elect the officers specifically named, but not if it elected other officers.

The present district organization has been in effect some 12 to 14 years, and has seemed to function fine. Having two vice presidents provides an excellent training ground for future district officer material. Certainly the matter can await final determination by the by-laws committee at the next convention less than two years hence. In Districts V and VI this item did not come up for discussion. In District III it was tabled indefinitely. Our by-laws have been worked over so many times and each time it appears that the version will be final. Still, loopholes, inconsistencies and conflicts occur.

• A brief .discussion took place about the term of rest home directors. A check since then reveals that the directors are elected for a term of three years.

Get Those Zip Codes In! We have made several appeals for those receiving the Vestnik to inform the Supreme Lodge of their Zip Codes, particularly those residing in 13 larger cities named in our appeal. (See this issue again). President Marek informs us that a deadline of Nov. 15th has been placed on receiving this information. Check the list of cities again, and if you haven't sent your zip in, do so at once; otherwise, your Vestnik will be stopped! The Post Office Department is putting the pressure on us for this information,

V2STNfK A&M CZECH CLUB ELECTS OFFICERS MR. AND Mr •:"'. LOUIS KIJSY CELEBRATE GOLDEN WEDDING ANNIVERSARY Brother and Sister Louis V. Kusy, both members of SPJST Lodge No. 88, Houston, will celebrate their 50th (Golden) wedding. anniversary on Nov. 6th.

Mr. Kusy married Miss Albino: Her° mis in St. John's Catholic Church near Schulenburg, with the Rev. Alphonse Raska officiating on Nov. 7th 1916.

They are the parents of two daughters, Mrs. O. B. (Clara) Halicom of Spring Branch near Houston, and Mrs. Edward (Esther Lee) Holton of Gustine, Calif., and four grandchildren.

Mr. and Mrs. Holton are members of Lodge 88, and Mr. Hancom is a member of Lodge 142.

Mr. and Mrs. Kusy will be honored at the 7:30 a.m. mass at St. Theresa's Catholic Church on Nov. 6th. The family will attend mass in a body.

There will be a dinner in their honor at the home of their eldest daughter, Mr. and Mrs. 0. B. Hollcorn, 9111 Westview in Houston. There will also be a reception from 3 to 6 p.m. for relatives and close friends.

Mr. Kusy was awarded the 50-year SPJST pin in April. He is a retired employee of 26 years with Reality Management Co. Mr. and Mrs. Kusy reside at 5317 Darling St. in Houston.

The first meeting of this year's Czech Club at Texas A&M University was held on campus Oct. 25. The main item of business was the election of club officers for the school year 196667. The following were elected: Antonin Hlavinka — president, M. R. Breggs — vice president, -Karel Smaistrla — secretary, M. P. Tomberlain — treasurer, and Dr. John M. Skrivanek, professor of Sla..vonic languages, was elected as sponsor.

The new president is the son of Mr. and Mrse F. C. Filavinka of East Bernard, and the secretary is the son of Mr. and Mrs. F. S. ,Smaistrla, also of East Bernard.

It will soon be time for the Czech Club to appropriate a sum of $30 for the publication of the picture of the Czech Club officers in the A&M annual, "Aggieland." Last year, this amount was generously contributed by Mrs. Evelyn Riha and Mrs. Libbie Kutscher, both of California. This year again, the Czech Club is in need of financial support for this worthy project. Anyone desiring to contribute toward it should get in touch with Dr. J. M. Skrivanek, Dept. of Slavonic Languages, Texas A&M University, College Station, Texas 77843. The publication of the picture in the "Aggieland" helps place the club, the Czech language, and the Czech element in Texas before the general public, and lets the world know that we support the instruction of Czech at our higher institutions of learning.

A very encouraging bit of news is that 140 students signed up for courses in Slavonic languages at A&M this fall. This is a new record enrollment.

We hope that Czech parents will encourage their students to join the Czech Club at the university even though they may not be enrolled in a Czech course.

Newsbriefs District III Youth Director Wilma Nesuda, with the help of the membership at Lodge 110, Kaufman, is trying hard to start a youth club at that lodge. She will be meeting soon at Kaufman to help them get started.

District II Youth Director Emily Mikeska met recently with a nice group at Lodge 29, Taylor, for the purpose of starting a youth club at the lodge.

Emma Hrbacek, 64, passed away in Sealy Hospital in Sealy on Oct. 18th.

Burial was in Pattison Cemetery in Brookshire, Texas. Sister Hrbacek was a member of SPJST Lodge No. 42, Moravia.

• • SMETANA STRING QUARTET IN AUSTIN The Smetana String Quartet from Prague will perform at the University of Texas in Austin on Nov. 16 and 17.

• • Sahrsula Reunion The descendants of Martin Sabrsula held their first family reunion to celebrate the arrival of the Sabrsulas to Texas 85 years ago in. 1881.

The reunion was held Sunday, Oct. 16, 1966, at the Hungerford Hall. Relatives from far and near gathered to visit and eat together. Approximately 200 adults and children were present.

Wednesday, November 2, 1966 Mr. R. J. Petrusek of Orchard gave the invocation. Everyone enjoyed a delicious meal consisting of all types of meats, salads, sweets, coffee and tea.

In the afternoon a meeting was held to elect officers for the coming year.

They are: Chairman — Adolf Sabrsula, Wharton; Secretary — Paulette Sabrsula, Boling; Treasurer Ed Sabrsula, Hungerford. All voted to have another reunion next year, the 3rd Sunday in October, at Hungerford.

Everyone enjoyed visiting with one another and talking about days gone by. Many happy memories were recalled. Some played cards or dominoes and some danced to the accordion music played by Adolph Michalec, Jr., of Boling.

Relatives came from: Penelope, Smithville, Flatonia, Beaumont, Freeport, Houston, Vidor, Orchard, Needvine, Wallis, Rosenberg, Richmond, East Bernard, Bay City, Boling, Pledger, Wharton. Hungerford, Sweeney, Abbott and Conroe.

It has to be said that it was a success, and judging from the many favorable comments from the nice people there that evening, they want us to continue having these famous orchestras throughout the year. personable and friendly fellow; he is also a musical perfectionist. He loved the friendly reception he got at Linden Hall. Brother Otto Hanus had 1:,,vo small saxophones hung at the rear of the stage with the words, "Welcome, Wayne King" between them. Wayne was quite impressed with this and the people's overall friendliness. "This is my second home," he exclaimed.

We want to express our appreciation to all who worked the evening of Oct. 19th at various tasks. Without your help, all would not have gone so smoothly. The lodge clean-up on Mon: day night was an example of close co= operation. Here we must pay special credit to the youth members who turned out in such large numbers and worked hard. They deserve to be mentioned: Beverly, Barbara and Johnnie Gaidusek, Cynthia and Kathy Moore, Thomas, Mike and Debra Galler, Jean and Chris Spence, Nicholas, Katherine, and Stephen Morris. (Hope we haven't overlooked anyone). These youngsters manned mops, brooms, carried chairs, tables, and anything else that was required.

We certainly want to thank our friends from Houston Lodge 88 who drove up for the Wayne King dance.

Without mentioning them all, we will simply call them, "Ernest Hanka and friends." We were so very glad to have you!

It was a night to remember. Wayne autographed a number of pictures for several of our members. He enjoyed the evening as much as anyone.

At this time, the Entertainment Committee is negotiating for the appearance of the Freddy Martin Orchestra in the early part of February, 1967. If the deal materializes, we will keep all of you posted through the Vestnik. (Incidentally, Freddy Martin's Orchestra will appear on Jackie Gleason's CBS television show, Saturday, Nov. 5th).

Our community was saddened with the sudden passing of a well-known farmer, Anton J. Charba. He died at the age of 65, while he and his wife were planting garlic in the garden. He leaves to mourn his passing, his wife, Frances (nee Kusak), two daughters, Mrs. Anton Pulkrabek and Mrs. Leroy Jemelka; one son, Emil, and nine g randchildren. We extend our sympathy to his wife and children. Such is life; we never know when our time will be up.

Winter is coming on fast, and there will be more time for baking good things at home, like cookies, pies, and other goodies. Ladies, how about sending in some of your good recipes so that others may try them? My sisterin-law brought me some fine ripe persimmons. I made jelly with them, and it sure tastes good with lemon juice, sugar, and peach juice.

be a very important meeting, so come by and join the discussions. After the meeting, from 6 to 8, there will be a "beer bust" for all those who purchased dance tickets for the dance which starts at 8 p.m. This means there will be free beer for two hours before the dance. Dance tickets are 75c apiece, and I'll bet you can drink more than four beers in two hours. This is the last dance of the year, so some and enjoy yourselves. Music will be by Johnny and His Playmates. They'll play your requests.

The Building Fund has gotten under, way, as you read in the last issue of the Vestnik. Donors' names were left out, but these will be listed, with the amounts given, in the next issue. I know it is hard to give a whole lot, but a little at a time will soon pile up and will help a lot. Give regularly and as much as your conscience dictates. Your names wlil be published, unless you desire otherwise.

One other date you must not forget: Sunday, Dec. 4th, we will hold our annual meeting, when we elect our lodge officers and the various committees. The Christmas party will follow the meeting. More on this later.

I just heard a news bulletin about our Sister Shirley Ann Jahn being in a car wreck. Her husband, not a member, was killed; she and her daughter and son suffered minor bruises. Funeral services for Mr. Theodore Lewis Jahn, age 30, are set for 9:30 a.m. Monday. Our sincere sympathy to the entire surviving family.

We have a sick member in the hospital in Houston: Miss Patsy Stangle Room 487, New Hermann Hospital. We all wish her a speedy recovery.

VESTNIIC members when the lodge sponsored the district meeting last spring. Proceeds from a district meeting, or any other fund-raising social are deposited in the building fund and the money is used solely for the purpose, of managing and improving the lodge hall. Therefore, you will see- that your donations toward any project is used to a good advantage. You are giVen credit for your help and donations as a record of such has been kept for the past several years.

Upon completion of the business session, there will be the customary social hour, with: a covered-dish supper. The sisters are kindly asked to bring their favorite dish, such as meat, sandwiches, salads, relishes, and pastries, so there will be a variety. Everyone stood in a moment of silent prayer for Bro. Edwin Narovec, who passed away suddenly, Oct. 1st. Bro. Narovec was a long-time and very faithful member of Lodge 66. Our heartfelt sympathy goes to his family.

He will be missed very much All officers were present. Secretary Rose Parma read the minutes of the September meeting. They stood approved as read.

A letter was read from State Youth Director, James Janousek, asking Lodge 66 to be host for the State Youth Achievement Day, to be held the 3rd Sunday in August, 1967. It was voted and passed that Lodge 66 would be very honored to be host again.

Bro. John Kutni asked Bro. Frank Miller to read the minutes of the Beard of Directors' meeting on Sept. 2, and

9 also on Sept. 29. Bro Miller also read a card of thanks from the George Schiller family of Temple. Bro. Miller reported that they bought 100' folding metal chairs with the $200 gift from the youth club. They are really nice and we wish to thank the youth for them.

Sister Libbie Parma gave the youth club report. She read the names of the youth who had their names in the Vestnik in the points system and asked them to work very hard, so they can keep them up and stay on top.

She reminded everyone of the District 3 meeting at Ennis, Sunday, Oct. 23.

The youth club is collecting clothing to be donated to Goodwill Industries for school children. All of you who have clothing, please bring them and the youth will take them. They will also take adult clothing too, so be sure and bring them to the next meeting. They are still collecting paper, so turn those in too.

The club has turned in $35 to the youht Council fund. This was earned from their coffee shop booth at State Achievement Day and the paper drive.

They have put in their bid for the Youth Council Banquet, which will be held in April. The date is to be decided on later.

Sis. Libbie presented a certificate to Bro. Otto Hanus for Melanie Hanus which she received for her letter written in Czech which appeared in The Communicator.

Health Committee reported that Sis. Mary Kucera has been very ill. She is out of the hospital and is with her son and his family in Alabama, so all of you remember her in your prayers.

Sis. Stacy Kazda has been ill for sometime with a heart condition. We all hope she is better.

Congratulations to Bro. and Sis. Frank Miller on the arrival of a new grandson. He is the son of Mr. and Mrs. Edward Carpenter of Louisiana.

Nick Morris, who was attending the District 5 meeting in Houston. He reminded everyone about clean-up night for the Wayne King dance; of the District 3 meeting in Ennis at which the Choral Club will sing; the ones who will be hosts at the Wayne Wing dance, to come early and ready to work.

A ressolution for Bro. Edwin Narovec was read by Sis. Rose Parma.

There were 43 who rode the bus to Dallas for Czech Day at the State Fair.

The Lodge 66 Choral Club sang. Everyone had a real nice time.

A suggestion was made by Bro. Leon Hensel to keep a record by the food committee on how much food was used and how many people were served when we are hosts to these various occasions, so we will know how much to prepare for. In this way we can be better prepared for future dates. A very good suggestion — and one that will save a lot of headaches.

The meeting adjourned at 4:10 p.m.

I would like to add that our Wayne King dance was very successful and enjoyed by everyone. I was very proud of our hall. It looked so pretty. We were all tired, but when you hear all the compliments from the people and the band, it is worth it. I really enjoyed being a hostess. I got to meet so many nice people. It was just grand to see and talk with Wayne King. He is a very likable person and so jolly and friendly. After hearing Wayne King's music all these years, and then finally getting to see and hear him in person, it was an evening well spent.

I'm sure everyone who came had a lovely time.

This Saturday we have the famous Blumes for our Saturday dance at the Chandelier Ballroom. The Blumes always draw a huge crowd, so try to be there and be one of many dancing to the good music!

Don't forget that the lodge kitchen is open every day, except Sunday and Monday; on Saturday it doesn't open till 6 p.m., so it stays open till 2 a.m.

The "idea month" in October was very successful. A great many writers sent excellent letters telling of their ideas on one topic or another. I do hope that you will read ALL of them and think about them. Many of the ideas can be put to use right now in your clubs. Since this "idea" project met with such good results, the November issue of the SPJST Youth Communicator will also be devoted to your ideas. You may write on one of the five topics from last month, or on one of the new topics. DO NOT WRITE ON THE SAME TOPIC THAT YOU WROTE ON LAST MONTH! The topics are: 1. A youth Club's success is due primarily to the parents' support and cooperation.

The speeches delivered at our recent State Youth Achievement Day by the royalty candidates were all outstanding. Among the most outstanding were those delivered by our new king and queen. They took the time afterwards to put their speeches on paper in order that you could read what they said. Both put forth gOod ideas, and show that our youth are good and beneficial members of our SPJST. 0

ELECTION OF YOUTH. LEADERS

Dear Members, One of the most important changes in our youth program was the changing of the Youth Year from JanuaryDecember to June-May. Many of our lodges will be having their annual meetings within the next few months, and it is well to understand how the Youth Year affects the election of youth leaders.

Youth leaders are to be elected in your annual meeting as always, be it November, December or January.

However, a newly elected youth leader, in those lodges already having youth leaders, will net take office until June 1, 1967. Consequently, this will give the new youth leader 6 months to "learn the ropes" from the present youth leader. The officers of the Supreme Lodge are elected at the convention In the summer but do not take office until the following January in order that they may "train" for their new position and take over more efficiently. It is felt that using this same idea will be more advantageous and beneficial to your youth, your youth club, your lodge, and your SPJST. Also, the youth leader of the lodge appoints her own assistants and submits them' to her lodge for approval.

We recommend one assistant for every ten active youth.

As youth leader, I am very proud of the following members who showed interest in trying to learn something in Czech: Frank Klinkovsky, Jr., Charles Sodek, Brian Vanicek, Anna Rose Divis, Becky Vanicek, Jeanette Hruska and Debbie Sodek. Also Paula and Pamela Jeter wrote fine Czech letters but theirS were received after the deadline for the Communicator. Keep up the good work!

If you learn only a few words each month you will accomplish a lot in a few months' time.

In our meeting plans will be completed for our annual "Fun Night" which is to be held on Dec. 3. Let's all take an interest in this project and do our share to make it a real success. I will suggest a new project for the latter part of December.

More specifically, we went to the SPJST Rest Home to present a program. Before going we tried to learn a Czech song, which proved to be quite a challenge to the members. .However, they learned and we were proud of their rendition of "Svestkova Alej." We especially want to thank Mrs. Eugene Greenless for her splendid accompaniment on the piano. Thanks also to Diana Matoska for presenting a Czech poem. In general, we were pleased with all the members for their performance and good behavior, at the Rest Home and later at the KN. where they had snacks and drinks.

LODGE NO. 66, WACO Dear Readers, On Sunday, Oct. 23, the District 3 fall meeting was held at Lodge 25 Ennis.

Frances Jo Kudrna, State Queen, gave a speech about how it feels being the State Queen.

In the afternoon there were the talent programs. There were many children in the program. There was a magic act, singing, dancing, and songs played on the piano.

There were twenty youth club members from our lodge present at the meeting.

The spring District 3 meeting will be held at Lodge 35, Elk. Dear Members and Friends, Last Sunday "The Baby Cakes" played. We had a fairly good crowd. They played real well. Everyone there had a real good time. Dear Readers, Throughout man's lifetime, much time and effort has been spent on pleasing the people of the world. It is not often easy to please everyone, and as I grow older, I find that the more you try to please people, the more critical they become.

Reporting the facts is not an easy job, and it becomes much harder as time goes on.

As teen re porter of Lodge 88, I have tried to report to the best of my ability.

I have added many different ideas to my reports and I feel I have covered our activities fairly well.

I have had many people tell me that they enjoy my articles. I have also heard indirectly that people find fault with my column., At first it mattered to me that people found much fault with my reporting, but now it doesn't. I found that the more I tried to correct my mistakes, and the more I tried to please these people, the more disinterested I became in reporting.

And then I made a discovery. No one, not even the President of the United States of America, can please everybody. As long as the majority of the people are satisfied, the pattern of existence can continue.

Think of what the world would be like if everybody was pleased with everybody else; then think of what it would be like if one reporter could please everybody.

The cycle of existence would be altered extremely if this happened. I have no intention of altering the cycle, so therefore, I shall continue to write, hoping once a gain that I may continue to please the majority, knowing that some may not be pleased.

In the summer of 1965, the teens of Lodge 88 began to have teen dances.

Originally, the teen dances were begun in order to raise money which would later be used to build a swinmming pool. Now that pool is built and yet the teen dances continue. Therefore, there must be another reason for having these dances. What is this reason?

We, the teens and youth of Lodge 88, believe that kids our own age should have a place to go to enjoy themselves for an evening. We of Lodge 88 provide

RESOLUTION OF SYMPATHY We, the undersigned Resolution Committee of SPJST Lodge Karel Jonas No. 28 of East Bernard, in behalf of our members, wish to express our deepest sympathy to the bereaved family of our departed sister, MRS. W. J. (ANNIE) DUCKETT, who passed away Oct. 3, 1966, in Nightingale Hospital after a brief illness, at the age of 72 years.

Mrs. Duckett was born June 12, 1894, in Fayette County. She and her husband came to Wharton County in 1919, settling first at East Bernard, later moving to the Jones Creek community.

The deceased was a member of our SPJST lodge for a long time. She served. on the Resolution Committee for many years for our lodge and she attended the meetings often.

Funeral services for Sister Duckett were held Wednesday, Oct. 5th, from.

Triska Funeral Home, at 10:30 a.m.

Rev. John Bravenec of the CzechMoravian Brethren Church officiating.

Interment was in Garden of Memories Cemetery.

Her survivors include her husband, W. J. Duckett of the Jones Creek Community; two sons, L. L. and J. J. WHAT THE AMENDMENT IS DESIGNED TO DO:

THE AMENDMENT AS IT WILL APPEAR ON THE BALLOT:

"FOR the Constitutional Amendment to provide that all land owned by natural persons designated for agricultural use shall be assessed for all tax purposes on the consideration of only those factors relative to such agricultural use."

"AGAINST the Constitutional Amendment to provide that all land owned by natural persons designated for agricultural use shall be assessed for all tax purposes on the consideration of only those factors relative to such agricultural use."

WHAT THE AMENDMENT LANGUAGE MEANS:

1. Promote orderly use of land by allowing agricultural resources to remain in agriculture throughout the state; 2. Conserve open space in the form of "taxpaying green acres." Thus, the environment for all Texas families is enhanced by a balanced industrial-residential-farm economy; 3. Preserve the state's $4 billion "agribusiness," which means jobs, payrolls for non-farmers in food processing, distributing and allied industries; 4. Guarantee a near-to-market supply of fresh products making it possible for Texas farmers to meet local needs for their quality products.

FROM THE FARMER'S VIEWPOINT

In effect, this amendment means that land in farm use shall be assessed at farm use value if the landowner so elects and the land is qualified.

In order to qualify the landowner must prove that the raising of crops or livestock is his primary occupation and source of income.

It further means that to qualify the land must have been farmed for three (3) consecutive years prior to assessment date.

It also means that if the farm is sold for nonfarm us, (like a suburban development) or converted to non-farm use, the owner must pay an additional tax equal to the difference between the farm-use tax and the market value tax for the preceding three (3) years.

He is the native. He was there first. This was his father's home. It is his home and he some day wants it to be his son's home. He is a farmer at heart and he wants to keep on farming. More and more farmers are being driven from their homes bee q,ese cf urbanization process forces land values higher and the farmers cannot pay the mounting taxes; his farmland just will not provide enough income from what it can possibly produce.

FROM OTHER VIEWPOINTS

The countryside provides hunting and fishing areas for sportsmen, most of which is done on private 'ands at no cost to the public. It provides watershed for public and private water supplies. Water is lost when land is under concrete; farmland absorbs it and holds it in reserve. It provides cover and food for all forms of wildlife. It assures the pleasures of rural green landscapes.
