The National Speech & Debate Tournament will take place at Carver HS, Huffman HS, Jackson-Olin HS, Mountain Brook HS, A. H. Parker HS, Woodlawn HS, the Sheraton Birmingham Hotel, The Westin Birmingham, and the Birmingham-Jefferson Convention Complex (BJCC). The Student Posting Party will take place at Uptown District-Birmingham. Maps are available via the Nats17 Guidebook app and www.speechanddebate.org/ nats17. It is the responsibility of each competitor, judge, and coach to arrive on time for competition. Arriving late may result in the forfeiture of a round. POLICY DEBATE All CX teams will be guaranteed six randomly computer paired preliminary rounds (3A and 3N) unless byed. All teams that have won 8 or more ballots will compete in rounds 7 and 8. Each qualifying team will begin with a clear record and debate double down and out until two remain for a final round. Prep time is five (5) minutes for each team. LINCOLN-DOUGLAS DEBATE All LD debaters will be guaranteed six randomly computer paired preliminary rounds (3A and 3N) unless byed. Four debaters may be assigned to the same room. The two students listed first will debate first. The other two debaters will follow immediately after the first debate is finished and should remain outside the room while the first debate is in progress. The same judges will judge both debates. Some single flighted rounds will be held. Prep time is four (4) minutes for each debater. Qualification procedures are the same as Policy Debate. PUBLIC FORUM DEBATE All PF teams will be guaranteed six randomly computer paired preliminary rounds (flip for sides) unless byed. Four teams may be assigned to the same room. The two teams listed first will debate first. The other two teams will follow immediately after the first debate is finished and should remain outside the room while the first debate is in progress. The same judges will judge both debates. Some single flighted rounds will be held. Prep time is two (2) minutes for each team. Qualification procedures are the same as Policy Debate. In addition, all 7 ballot U.S. PF teams that did not advance to rounds 7 and 8 are invited to register for International Supplemental Public Forum Debates on a first come, first served basis Tuesday evening at Supplemental Re-registration. See page 62 for details. CONGRESSIONAL DEBATE Two scorers will evaluate each of the four three-hour preliminary sessions, and a parliamentarian will evaluate the four sessions, holistically. Students remain in the same chamber. The nine judge ranks determine advancement to semifinals, which will have three scorers in each of the two sessions and a parliamentarian. The seven judge ranks determine advancement to finals, which will have nine judges (one designated as parliamentarian) for a continuous eight-hour session. Placement in finals is determined by judge ranking. A Leadership Bowl in the Senate and House will be determined by cumulative student ranking. USA WORLD SCHOOLS DEBATE INVITATIONAL All Worlds teams will be guaranteed six preliminary rounds (3 PRO and 3 OPP) unless byed.
