Our 2010 report, “Building Bridges of Trusted Leadership,” illustrates the Foundationʼs leadership role within the community and how we have connected donors to charitable causes, built the capacity of area nonprofits through strategic grantmaking, encouraged civic engagement, and identified and addressed critical needs to foster community improvement. Just as a bridge requires a well-designed plan and greatness from each component, The Spartanburg County Foundation understands the importance of working together for a common purpose and seeks out opportunities to facilitate collaboration. Examples of such accomplishments can be found in the ongoing work of the Spartanburg Community Indicators Project and incubation and establishment of the College Hub.

The Ease and Flexibility of A Donor Advised Fund Joan and Tom Barnet grew up in families who encouraged philanthropy from a young age. They have always been generous and active supporters of their community, serving on boards and in various volunteer capacities. In 1994, they established the Tom and Joan Barnet Fund with The Spartanburg County Foundation, enabling them to recommend distributions to the causes about which they most care. One of the many advantages that Joan and Tom enjoy is the ease of making impactful gifts without being involved in the day-to-day details.

“Having a donor advised fund does tend to make one even more philanthropic because it’s easier,” explained Joan. Donor advised fundholders

are able to go online or fi ll out a simple form to recommend grants. “It aff ords fl exibility to be either a very focused or broad-based donor,” agreed Tom. “You can do both through the user-friendly system that’s been established at the Foundation.” Donors are also able to make anonymous recommendations. Tom also noted that the Foundation is a valuable knowledge source. With its access to information on a wide variety of community needs, the Foundation can equally service those who do not have the time to get as intimately involved. The Barnets have trusted the Foundation to be stewards of their philanthropic dollars for over 17 years and continue to reap the benefi ts of their long-standing partnership.

Making Connections

The Spartanburg County Foundation works diligently to assist individuals and businesses to be more impactful and educated in their charitable endeavors. “Building a bridge for our donors by connecting them to needs in the community is a big part of what we do,” said John Dargan, president and CEO. “Our goal is not simply to set up funds, but rather work side-by-side with donors, off ering charitable advice and serving as a knowledge source.” The Foundation keeps donors informed of the needs within the community through its Donor Connect program. “It is particularly important for us to be in open communication with donor advised and supporting organization fundholders,” said Dargan. “With these two types of funds, donors off er recommendations as to how the grant money will be used. At times, making educated decisions regarding the best use of one’s charitable dollars can become very time consuming. The Foundation’s ability to

provide information about critical needs and off er opportunities to take action empowers donors cient to become actively involved in a time-effi manner.” Betty and Bill Monroe enjoy participating in Donor Connect. “We do like the suggestions that the Foundation gives,” said Bill. “We feel that if it’s one that the Foundation recommends, the money is going to be used wisely.” Elsie Wright, another participant in Donor Connect, enjoys receiving the Donor Connect newsletter and additional information that is distributed. “When the newsletter comes out, it introduces me to new agencies and reminds me of some I have forgotten,” said Elsie. The trusted leadership that the Foundation provides has enabled Elsie to be more impactful and confi dent in giving. “If the Foundation is supportive of these agencies, then they are worthy of my support.”

In addition to receiving the valuable information through Donor Connect, Nora Beth and John Featherston speak accolades of quality service. “It’s always pleasant to deal with any of the staff ,” said Nora Beth. “If I’ve ever had questions, they were well answered.” Before providing any information to donors or the community-at-large, staff research and measure individual needs with those of the entire community. “Every grant request must address one or more of the Community Indicators – identifi ed areas of need within the community,” explained Dargan. Donor Connect has enabled fundholders to rally with local nonprofi ts, meeting critical needs in a continual eff ort to advance Spartanburg County. The Forever Lasting Planned Gift

Rick Higgins, a partner and fi nancial planner with Walker Walker Higgins Wealth Management, LLC, along with his wife, Mary, a full-time mother of three, are both very involved in their community. In 2010, the Higgins decided to make a planned gift to the Foundation through their donor advised fund. “We believe in the Biblical principle of tithing,” said Rick. “We also like the idea of that principle continuing in perpetuity after we are gone.”

They entered into a life insurance policy in Rick’s name and designated the Foundation as the benefi ciary. “It’s very inexpensive, and it gave us an opportunity to guarantee that the fund would continue to be active if I die prematurely,” said Rick. The Higgins have found many financial

advantages in setting up the policy. The monthly premium is tax-deductible, and upon Rick’s passing, the proceeds will be dispersed to the Foundation tax-free. “The Foundation has a long, rich history,” said Rick. “As a Certifi ed Financial PlannerTM and practitioner in the industry, I was really impressed with the Foundation’s investment philosophy.” Mary added, “Sometimes people don’t know where to turn to, but we are blessed because we have great trust in the Foundation and have seen the fruits of its labor.” There are many additional ways to make a planned gift through the Foundation. Individuals may set up a bequest by will, charitable gift annuity, charitable remainder trust, charitable lead trust, or contribute IRA assets, cash, real estate, and appreciated stock.

Grantmaking

For the past seven years, The Spartanburg County Foundation has partnered with the South Carolina Center for Grassroots and Nonprofi t Leadership at Clemson University to off er technical assistance and capacity-building grants to local faith and community-based organizations. This project is known as the Clemson Compassionate Project. “Through this partnership, we were able to leverage over $1,050,000 in grants and technical assistance,” said Mary Thomas, executive vice president. “As one can only imagine, it has had a tremendous impact on the community and our ability to further develop the eff ectiveness of nonprofi ts to make a diff erence.” Ridgeville Baptist Church, located in Inman, was one such organization that received a grant in 2010. With the $20,000 grant, they were able to off er a summer enrichment program for at-risk youth, K5-12.

Della Frye, executive director of Ridgeville Summer Enrichment, a program of Ridgeville Baptist Church, spearheaded the grant process as well as the coordination of the program. “There were several other organizations that worked with us,” said Frye. Ridgeville Summer Enrichment partnered with churches, businesses, schools, governmental constituents, and the community-at-large to operate the five-week summer program and hold a college/career fair entirely by volunteers.

For REACH Upstate, the $20,000 grant that they received completely transformed their organization. “This grant has had such a ripple eff ect,” said Larry Turner, board chair of REACH Upstate. “It started with board development and led to an overall development of a strategic plan and the search for a new executive director.”

When the summer program came to an end, Ridgeville Summer Enrichment continued momentum by off ering computer workshops to adults. “We’re reaching another demographic and keeping those computers in operation,” said Frye.

REACH Upstate was able to build awareness, create partnerships, and also leverage additional outside funding. “All in all, it has helped us reach those important milestones in the foundation of an agency that create a successful organization,” said Turner.

we were guided through the process,” said Frye. Ridgeville Baptist Church is now focusing on ways to partner with additional groups to expand and strengthen their programs.

Giving Back with A Scholarship Fund

As for Doris and Claude Tidwell, establishing a scholarship fund with The Spartanburg County Foundation was a natural step. After all, they had received assistance along their journey in life and were looking for opportunities to give back. In 2002, they established The Doris and Claude Tidwell Spartanburg High School Scholarship Fund to provide assistance to Spartanburg High School graduates pursuing a major in Education/Teaching.

college application fee. He felt led to off er assistance. Over two decades later, the same student recognized Claude for his act of kindness. Currently a guidance counselor herself, the young woman mentioned someone had recently approached her with the same need. Remembering Claude’s gracious generosity, she assisted the student.

“Having both been educators, we knew how important it was to provide students with assistance,” said Claude. “There are many capable students who would like to attend college, but do not have the money.”

The Tidwells are pleased with the guidance they’ve received from the Foundation. “When setting up a scholarship fund, it is important to consider how the award will be given. The Foundation helps with those details,” said Doris. “Additionally, our fund’s growth began immediately because of the way in which it is invested. The Foundation is excellent with its management of funds.”

He recalled a student in need during his employment as a guidance counselor. The student approached him because she could not aff ord a

Buildng Brides f Truted Leadershi Through Empowering individuals to work together and accept civic responsibility is essential in cultivating a selfsustaining and healthy community. The Spartanburg County Foundation encourages citizens to play an active role in creating a community of lasting change. One such initiative, the Grassroots Leadership Development Institute, is an intense seven-month leadership training program designed to equip participants with the knowledge, skill-set, and resources to be eff ective in leading change at the grassroots level. The Institute was developed in 2004 through the Strengthening Voices initiative, which was designed to empower the community to assume responsibility for positive social change. The Foundation formed several partnerships and leveraged resources to provide capacity-building grants that focused on outcomes to strengthen families, including grassroots leaders, youth, and the greater Spartanburg Community. In total, 153 individuals have graduated from the Institute and currently serve the community in various leadership roles.

Civic Engagement

Kelly Ezell, executive director of Upstate Family Resource Center, is a graduate of the 2008 class. Kelly knew that she wanted to further impact her community, and the Institute enabled her to do so. “What was great about the Institute is that it started from the grassroots,” said Ezell. “You have to be able to engage other people, build relationships, and move toward win-win situations.”

Fran Dunn is a charter member. Her involvement led her on a new career path as Executive Director of First Tee of Spartanburg. “Leadership and learning go hand in hand,” said Dunn, who recently completed her term as Communications Chair. “Women Giving is the perfect platform for women, like myself, to explore needs in our community and become instruments of change.”

Monier Abusaft is a 2010 graduate. Currently a senior at Woff ord College, Abusaft’s desire to learn more about his community is what brought him to the Institute. “It takes people that want to make change and gives them a platform to meet other people with that same desire,” said Abusaft who was appointed to the Spartanburg County Human Relations Commission while enrolled in the Institute.

Currently 254 members strong, Women Giving for Spartanburg has awarded over $1 million in grants since inception in 2007. The Foundation has provided matching gifts of $75,000 to promote membership, as well as over $170,000 in staff time.

Establishing A Supporting Organization In 2000, Anne Porchér and Pat Perrin established The Perrin Foundation, a supporting organization of The Spartanburg County Foundation. “We love Spartanburg,” exclaimed Pat. “That is why we give through our supporting organization at the Foundation.” By establishing a supporting organization, the Perrins maintain all of the rights of a private foundation without the cumbersome paperwork. “We are able to focus our eff orts on philanthropy while the Foundation manages all of the paperwork, investments, 990 tax preparation, and grant processing,” said Pat. ciency improves “Costs go away and the effi because of the Foundation,” added Anne Porchér. “We made that choice, trusted the Foundation to partner with us, and we are able to make our philanthropic dollars stretch even further.”

Throughout the generous giving the Perrins have provided the community, they have also received

an immense benefi t – instilling within their three children the importance of giving. “Leadership, in this capacity, builds bridges from generation to generation,” said Pat. “During our annual family vacations, we discuss our philanthropic goals for the year.” Both Anne Porchér and Pat seek out opportunities to be involved within the community. Pat, a retired lawyer, had the privilege of serving on the board of trustees for the Foundation on two occasions, a full seven-year term and a partial term to fi ll a vacancy. Anne Porchér enjoys gardening and spent her earlier years as a full-time mother. The Perrins also hold a donor advised fund, which was established in 1986. When asked why they decided to establish their funds with the Foundation, they responded, “With the strong leadership of The Spartanburg County Foundation, we would not have considered any other place.”

Community Improvement

Serving as a catalyst and leader for community improvement is what drives The Spartanburg County Foundation to implement initiatives and identify innovative ways to eff ectively foster positive community change. “The role that the Foundation assumes with regard to community improvement is one of leadership and foresight,” said Jennifer Evins, board chairwoman. In 1989, the Foundation began publishing indicator reports to raise awareness of pressing community needs, known today as the Spartanburg Community Indicators Project. “Positive change comes only after identifying the needs of the community,” explained Evins. “The Foundation takes it one step further to actively facilitate change once a need is identifi ed.” An example of this can be found in the

implementation and cultivation of The 40/30 Challenge, which challenges 40 percent of Spartanburg County residents aged 25 and above to hold a bachelor’s degree by the year 2030. Since inception of the fi rst indicator reports, educational attainment has been identifi ed as a pressing need

and a key cornerstone in moving the community forward. In 2007, the Spartanburg Area Chamber of Commerce formed a task force to examine the impact of low educational attainment rates on the County’s economic development. Upon review, they came to a bleak realization – only 19 percent of adults, age 25 and older, have earned a bachelor’s degree. Falling well below national and state averages, the task force proposed adoption of The 40/30 Challenge. following year, the Chamber commissioned The

The Spartanburg County Foundation to provide leadership in determining the feasibility of the Challenge and creation of a strategic plan. The Foundation spent two years convening more than 200 community leaders and education experts, researching best practices, and identifying opportunities for collaboration. “Leadership can be identifi ed by one’s ability to build and maintain consensus while steering a goal toward clear and measurable plans of action, of which I believe the Foundation accomplished in an exemplary manner,” said Evins.

After an initial investment of approximately $200,000 in staff , funding, and community meetings, the strategic plan was fi nalized. The primary focus included the establishment of the College Hub, envisioning that it would be a centralized resource within the County to advocate educational attainment, actively support college-bound and college students, and promote return-to-learn initiatives. of the impact on the future of Because Spartanburg County, the Foundation felt it was imperative to continue incubation of the initiative, focusing on the implementation of strong governance, fi nancial infrastructure, and sustainability. The Foundation recruited an inaugural board, developed organizational by-laws, and continued its incubation of the initiative until December 2010, when the structure of the College Hub was set in place. “The Foundation was able to pull together the necessary resources and people to bring about positive change for our community,” stated Clay Turner, Foundation trustee. “This is a perfect example of how the Foundation was able to provide leadership, serve as a convener, and cultivate a county-wide initiative to address an imminent need.”

Andrew J. Falatok was elected to the Foundation Board upon Thomas E. Hannahʼs retirement in December 2010. A respected community leader, Falatok is currently the President and CEO of Tex-Mach, Inc., a leading global pre-owned textile machinery dealer that he formed in 1988. He has been active in the Spartanburg community throughout his career.

2010 Highlights The Spartanburg County Foundation and its donors awarded more than 1,400 grants to area nonprofit organizations, totaling over $6 million in financial assistance that was given to meet community needs.
