Green County partners with UW-Madison in launching Teen Intervene A 2018 study indicated that 25 percent of teens in Green County reported alcohol usage in the past 30 days, a statistic that has Green County leaders and community members concerned. To address this challenge, the county and the University of Wisconsin-Madison UniverCity Year (UCY) program joined forces. UCY is a three-year program that facilitates engagement between the UW–Madison learning community and localities, ultimately bringing faculty, students and community members together to address some of the greatest challenges facing Wisconsin’s local governments.

In this case, UCY partnered Green County public health officials with UW-Madison’s Barbara Duerst and students from her Population Health Sciences 780, Public Health Principles and Practice course. Together they developed promotional material and resources around the Teen Intervene program, which utilizes an evidence-based approach to substance use reduction and prevention for teens with mild to moderate alcohol and other drug use. “When we connected with Green County, it was about finding something they could use on an ongo-

ing basis,” Duerst said in a news release. “We’re about helping the community think outside of the box and utilizing evidence based material.” Together, Duerst’s students and Green County leaders developed a toolkit and video to educate referral sources about the Teen Intervene program. Through the program, high-risk teens meet with a prevention specialist to discuss coping skills and set goals for reduced substance abuse. For Duerst and her students, the main goal is to find ways to share this program with the staff at local schools, parents of teens and those who would be most likely to recommend resources to struggling individuals. A secondary goal is to give Duerst’s students the opportunity to gain experience working on a community-based project. “It was so unique to have the opportunity to make a deliverable product as a part of the program,” said Duerst student Kimberly Bre-

unig, who is working on her dual degree in the Master of Public Health and Master Physician Assistant programs at UW-Madison. “Rather than conducting a literature review, we had the opportunity to work on a project that was already being implemented,” Breunig said. “The main thing the experience taught me was that flexibility is so important when working in public health and that I need to be open-minded and flexible in order to make a difference.” In addition to giving the students a unique experience, the UCY partnership also provided Green County leaders with the assistance and support they needed to bring the Teen Intervene program to the next level. “It was really a wonderful experience working with UCY,” said Bob Gibson, Alcohol and Other Drug Abuse supervisor for the Green County Human Services Department. “As it should be, and as is the case, our department is focused on practice and ensuring that resources are available to in-

dividuals in need. We are not marketing specialists, so while we have great programs, people don’t always know that they are available. Working with UCY provided the valuable assistance of letting people know about our services. It was also great to have the perspective of the students, who viewed things from a different angle.” The Teen Intervene toolkit developed by Duerst’s class and Gibson can be found on the Green County Human Services Department website along with a short video that provides a program overview and explains the referral process to access the program. Moving forward, Duerst and Gibson said they believe Green County will benefit from this increased awareness and the use of Teen Intervene as well as advocacy around treatment for teen drug and alcohol use. “To have a partnership like this, where someone can come in and help us to do the research and promote the best practices, is wonderful,” Gibson said.

Income guidelines set for school, day care meals The U.S. Department of Agriculture Food and Nutrition Service recently updated the income eligibility guidelines for meals served at schools and day care programs based on federal poverty levels. The income guidelines, updated annually, are effective through June 30, 2021, and apply to student eligibility for free and reduced‑price school meals offered through the national lunch and breakfast programs and milk offered through the special milk program. The Wisconsin Department of Public Instruction administers the programs. Reimbursement for meals served in day care centers and family child care homes participating in the Child and Adult Care Food Program are also applicable to the updated income guidelines. “Having equitable access to these programs is essential,” State Superintendent Carolyn Stanford Taylor said July 29 in a news release. “Our children cannot learn on an empty stomach. Proper nourishment is important to help our students learn, grow and achieve in Wisconsin schools.” The guidelines establish that students in a household of four, with income of $34,060 per year or less, qualify for free school meals. If that family’s yearly income is between $34,060.01 and $48,470, children are eligible for reduced-price meals.

The state’s participating public and private schools and day cares typically provide applications for free and reduced‑price school meals during registration and in the beginning weeks of the school year. However, applications may be submitted at any time. Only one application is required per household. Based on family circumstances, certain groups automatically are eligible to receive meal benefits, with eligibility based on program specifics. Those groups include children who participate in or receive benefits from the following programs: Supplemental Nutrition Assistance Program (SNAP) or FoodShare in Wisconsin, Temporary Assistance for Needy Families or Wisconsin Works Cash Assistance in Wisconsin, some programs under Medicaid and Food Distribution Program on Indian Reservations (FDPIR); foster, homeless, migrant or runaway children; children who are enrolled in Head Start, an At-Risk Afterschool program or an emergency shelter; and adults who receive SNAP or FoodShare, FDPIR, Supplemental Security Income or Medicaid participants also are eligible. Charter completes broadband project in Orfordville, Footville Charter Communications, Inc. announced last week the completion of a construction project to bring its fiber-optic network and suite of services to more than 860 residential and business sites in the villages of Orfordville and Footville. RUTH AESCHLIMAN Ruth Phyllis Aeschliman, 88, of Albany, passed away on Tuesday, July 28, 2020, at Albany Oaks Assisted Living. She was born on April 16, 1932, in Albany Township, the daughter of Frank and Margaret (Lawrence) Dunphy. She married John “Hansie” A. Aeschliman on Nov. 13, 1950, at St. Rose Catholic Church, Brodhead, WI. He passed away on May 13, 2012. Phyllis was raised on the family farm and attended Albany schools. She had worked for the Albany school system for many years and had many friends in the community. Phyllis was an excellent cook, especially making pies and strawberry jam. She was a devoted wife and mother. Five children survive her: Susie Kinder, Dan (Shelley) Aeschliman, Joan (Pat) Alderman, Julie (Craig) Bredeson and Angie (Dean) Bavery-Lundstrum. She cherished her eight grandchildren: Brian Kinder, Kelly Lay, Meghan and Kristen Bredeson, Andrew Alderman, Jill McComb, Erin and Anna Bavery-Lundstrum. She was blessed with eight great-grandchildren: Harper, Hudson,

Madelyn, Cameron, Elaina, Gema, Arthur and Evelyn. Sisters Dolores and Sharon, brothers-in-law Jule and Roger and many nieces and nephews further survive her. Her husband, brother Lawrence and sisters Mary, Bernadine, Isadore and Joann preceded her in death. Due to COVID-19, private graveside services will be held at Calvary Cemetery, Magnolia Township, at 11 a.m. Saturday, Aug. 8, with the Rev. Michael Moon presiding. The D.L. HARRY BISHOP Harry C. “Butch” Bishop Jr., 75, of Brodhead, passed away surrounded by his family on Sunday, July 26, 2020. Born July 19, 1945, in Indianapolis, Indiana, the son of Harry C. and Lillian (Hanson) Bishop Sr. Butch was a veteran, serving in the Army during the Vietnam War. Butch married Barbara Elam on May 24, 1980. He worked at General Motors for 36.5 years, retiring in 2003. Butch loved working outside, gardening and working on cars. He was a hardworking man. He enjoyed camping, fishing and spending time with his family. Butch was also an avid movie watcher. He is survived by his wife Barbara; children Brian (Ally), Brad (Robyn), Gary (Genesis), Steven (Christina),

Carl and Jennifer; 11 grandchildren; one great-granddaughter and sister Karen Middleton. He was preceded in death by his mother Lillian

and father Harry. Funeral service will be at 11 a.m. Saturday, Aug. 1, at DL Newcomer Funeral Home with the Rev. Peder Johanson from Bethlehem Lutheran officiating. Private schools in Janesville prepare for in-person education this fall By Benjamin Pierce THE GAZETTE

As school districts statewide grapple with the challenge of reopening schools safely this fall, four private schools in Janesville say they feel confident their students can return to classrooms. Smaller class sizes than public schools and larger classrooms are the norm for private schools, several principals said. Enrollment at Rock County Christian School has jumped 20 percent since school ended in spring. The school will offer in-person instruction for its 300 students five days a week this fall. Head of Schools Ron Gruber said having two campuses, one in Beloit and one in Janesville, will help the school implement proper social distancing measures. “We have grade levels that are between 15 and 18 (students) and others that are 30-plus, so it’s about trying to make that work and space everybody out,” Gruber said. “We have three gym spaces between our two campuses we can use to space students out, too. We will utilize every square foot we have to comply” with social distancing guidelines. A committee of teachers and parents helped administrators create the reopening plan. Full details will be shared with families next week after school officials digest survey data from families about reopening, Gruber said. Oakhill Christian School also plans for fully in-person learning this fall. Masks will not be required, but students and faculty will have their temperatures taken twice a

day. Hand sanitizer and deep-cleaning measures will be used heavily. The school has an auditorium, which could be used for social distancing. The school board, parents and faculty helped come up with the plan, Principal Jim Eaker said. Kim Ehrhardt, principal at St. Mary School, agreed that a smaller student body will help the Catholic school operate within the requirements needed for in-person education. St. Mary will have students in classrooms five days a week. “I do think we’re uniquely capable given our enrollment situation to be able to do in-person education,” he said. “Here is where the size situation is a pretty positive attribute that we have that will allow us to do that if, in fact, school starts.” Ehrhardt said the school also could consider virtual learning for any students or families that are uncomfortable returning to school buildings. St. Matthew’s Lutheran School expects to welcome about 75 students from pre-kindergarten through eighth grade when students return to classes at the end of August, said teacher and Principal Kevin Proeber. A number of safety measures, such as social distancing, temperature checks and hand sanitizer stations, will be implemented. Each child will have access to his/her own mask, but masks will not be required. The school has a learning system based on four stages. Phase one requires fully virtual instruction, while phase four calls for a return

Circuit court ruling now in effect

A mandate was issued on July 29 by the 7th Circuit Court of Appeals in the One Wisconsin Institute case, meaning that this ruling has gone into effect. Rock County Clerk Lisa Tollefson on July 30 explained several items in moving forward for area voters. • In-person absentee voting: Municipalities may not conduct in-person absentee voting earlier than 14 days prior to each election. Because we already are within 14 days of the Aug. 11 Partisan Primary, this will not affect the primary. • Voter residency: The 10day residency requirement for voter registration is now 28 days effective immediately. • Electronic ballot delivery: Municipal clerks may no longer send a regular voter’s ballot by email or fax. A military and overseas voter may still receive their ballot by email or fax. • Student ID as photo ID: If a qualifying student ID used for purposes of meeting the photo ID requirement is unexpired, then a document proving enrollment is no longer required. A document proving enrollment is still required, if the qualifying ID is expired.

On July 29, Rock County Clerk Lisa Tollefson, Dane County Clerk Scott McDonell and several other state election partners participated in the Cybersecurity and Infrastructure Security Agency’s Tabletop the Vote 2020: National Election Cyber Exercise. The purpose of the exercise was to identify best practices and areas for improvement in cyber and physical incident planning, preparedness, identification, response and recovery through simulation of realistic scenarios. The training began with remarks from Director Christopher C. Krebs from CISA/Homeland Security. Due to the sensitive nature of the information discussed, media were not allowed access to the exercise. Twenty-one states and 14 federal agencies participated. Tollefson has participated in statewide election cyber exercises in the past and led election security tabletop trainings at the local level. Tollefson also was picked to run the first national pilot of Microsoft’s new election security software, Electionguard, at the February 2020 primary and is a member of the Clerks Advisory Committee for security for the Wisconsin Elections Commission.
