On the morning of Friday, Aug. 2, the Independent learned that State Senator Thomas E. Cullerton (D-Villa Park) had been charged with 40 counts of embezzlement relating to a position he held with the Teamsters Joint Council #25.

Since 1989, the Jaycees Charity Carnival has raised funds for nonprofits serving the Elmhurst community in a fun, family-friendly way.

Organizations that have benefitted from the Carnival include the Elmhurst Children’s Assistance Foundation (ECAF) and United Community Concerns Association (UCCA). The Elmhurst Police Explorers also receive scholarships to defray the costs of travel and training across the Midwest.

“The Elmhurst Jaycees’ Charity Carnival is our largest fundraiser,” said Jaycees President Frank Catalano III. “It makes a difference for local nonprofits doing incredible work in our community, like Special Kids Day.” The partnership between the Elmhurst Jaycees and Special Kids Day will allow people with disabilities and their families to have the carnival to themselves. Special Kids Carnival Day is open on Saturday, Aug. 17 from 11 a.m. to 1 p.m. for free rides, games, goodies and other attractions with fewer lights and softer sounds to make it easier for disabled kids to enjoy.

“We’re incredibly grateful for the Jaycees and the effort they put into planning the Carnival,” said Rich Rosenberg, chairman and founder of Special Kids Day. “Without it, nearly 1,200 special needs kids wouldn’t be able to have a normal childhood experience. The opportunity eliminates any barriers they might face being in a crowded, loud environment without special accommodations.”

Family and friends plan 4th annual ‘Love for Lisa’ golf outing On Friday, Aug. 23, the 4th annual Lisa Harmon Orrock golf outing will be held at Maple Meadows Golf Course, 272 Addison Road in Wood Dale. Proceeds will benefit the Lisa Harmon Orrock Scholarship Fund, a 501(c)(3) not-for-profit organization.

Her brother, Pete Harmon, who owns the Spring Inn on Spring Road in Elmhurst is spearheading the efforts, along with his and Lisa’s parents, Terry and Liz Harmon.

“She had pulmonary hypertension, which is more common in women than men,” Liz told the Independent in an exclusive interview.

“She needed a double lung transplant and died waiting for a donor. She had several setbacks along the way, however. It can give you high blood pressure, pressure in the lungs, it can affect the heart, too. There can be hormonal problems as well.”

Still, Lisa beat the odds for a while, living more than twice as long as expected.

“She was diagnosed at age 25 and was told most people only live from one to four years,” Liz said. “She beat the odds and lived nine years to age 34.”

“She got her education and went on to get a masters degree,” her father Terry said. “She was always earning certification in various areas, knowing that was a way to move up the pay scale and make more money. The importance of education was drilled into her and she took it very seriously.

“Still, she was a very compassionate teacher and knew how to pick out kids who needed focus, who needed an extra boost.”

Lisa enjoyed dancing very much herself so she always inspired the students to do the same, especially if they needed a pick-me-up during the day.

“That’s right,” Liz added. “If she saw that the kids were getting droopy and tired, she would have them all get up and dance. She knew school was difficult for some of the students so she did what she could to make learning easier. She went to all her kids events, too.”

Lisa was a cheerleader in high school, loved the sun, played on a bags league and loved her Rhodesian Ridgeback hound named Leo. One of More about Lisa her favorite things was spring break, Lisa was a teacher who was which always found her in Florida at adored by her students in School Madeira Beach.

The public is invited to a special Akathistos Service to be held on Sunday, Aug. 11 at 7 p.m. at St. Demetrios Greek Orthodox Church at 893 Church St. in Elmhurst. As part of the service, the church will welcome the “Wonderworking Icon” of St. Anna, the mother of the Theotokos. The icon usually resides at the monastery of St. Tikhon’s in South Canaan, Pennsylvania.

According to Fr. Paul Jannakoa, president of the Orthodox Christian Clergy Association of Chicago (OCCA), the icon has been attributed with the healing of many people suffering from physical, mental and spiritual ailments.

“The icon of St. Anna, the Mother of the Holy Virgin Mary, was originally brought from the Holy Land to the Orthodox Church of ‘Our Lady Joy of All Who Sorrow,’ in Philadelphia,” Fr. Jannakoa said.

“It began to stream myrrh on May 4, 1994, which was Mother’s Day. Since that date, the icon has been a source of healing for all those who come to St. Anna and the Mother of God with faith and hope.

“For three years, the icon continued to stream myrrh, collected by cotton at the bottom of the icon.

The icon has been placed in a wooden case with a glass cover. Miracles continue to occur and the faithful continue to flock to venerate this miraculous icon.”

Members of the public of all faiths are invited to attend the service.

“Parents are encouraged to bring their children with their backpacks filled with school supplies so that

July 26 Michael Gettinger, 44, of Oak Park, was charged with DUI, driving without headlights and no insurance subsequent to a traffic stop near North and Clinton at around 12:50 a.m.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery July 30 Reynier Cordova-Cabrera, 39, of Franklin Park, was charged with battery near Diversey and Addison at around 12:44 p.m. Police said that subsequent to a traffic altercation, the victim and Cordova-Cabrera exited their vehicles and a verbal argument ensued. The suspect allegedly struck the victim above his left eye.

July 29 A victim in the 500 block of W. North told police at around 9:22 p.m. that he rode his bicycle to meet the suspects. Juvenile suspect #1 allegedly punched the victim; the suspects reportedly took the victim’s bicycle and ran from the scene. Officers located juvenile suspect #1 inside his home and took him into custody for battery. Juvenile suspects #2 and #3 were located inside of a garage. They did not know who owned the garage and were taken into custody. The suspects were released to parents pending juvenile disposition.

Criminal damage, criminal trespass to property July 30 Police said officers responded to the 500 block of S. Fairfield at around 9:49 p.m. for a report of subjects on the roof of a school and possibly inside of the school. Upon arrival, police said officers met with the suspects outside of the school who related they climbed to the roof to watch the “Black Moon.” Peter H. Aiura, 30, of Elmhurst, was issued citations for criminal trespass to property and contributing to the delinquency of a minor. A juvenile suspect was cited for criminal trespass to property and was released to his parent.

A victim in the 200 block of N. York told police at around 7:43 p.m. that she heard a loud noise outside and subsequently observed a suspect fleeing from her backyard. She found the backyard’s wooden fence was damaged. Officers located the suspect who reportedly admitted to damaging the fence. He was taken into custody and transported to the police station where he was allegedly found to be in possession of a vape pen containing liquid cannabis. The juvenile offender was issued citations for possession of cannabis and for vandalism, and was released to his parents.

July 25 A victim in the 900 block of S. Riverside told police at around 11:52 a.m. that he went out to his vehicle that was parked in the lot and noticed two dents with paint missing and appeared to be damaged by BB pellets. While checking the lot, another vehicle was found with similar damage to the rear passenger side doors. While investigating on the above date, a second victim in the 900 block of S. Riverside told police that on July 18, he noticed similar damage on his own vehicle that was consistent with BB gun pellets.

July 29 Christopher Freeman, 18, of Elmhurst, was issued citations for prowling and disorderly conduct/breach of peace in the 600 block of N. West at around 11:34 p.m. Police said officers responded to a report of a man armed with a knife. According to police, a complainant related he observed Freeman walking in the area with an object near his waistline and asked Freeman what the object was. Police said Freeman removed a knife from his waistband, showed it to the complainant and subsequently threw it on the ground and walked toward a dimly-lit street. Officers located Freeman and the knife, police said.

Domestic battery, domestic incident July 26 A 21-year-old Elmhurst man was charged with domestic battery in the 100 block of Fellows Court at around 9:40 p.m. Police said that subsequent to a verbal argument, the suspect attempted to cover the victim’s mouth while she was yelling and pushed her head into the wall.

July 31 Waleed Mukhtar, 25, of Yorkville, was charged with DUI, illegal transportation of alcohol, speeding 35+ miles over the speed limit and tinted windows subsequent to a traffic stop near Lake and Church at around 3:28 a.m.

July 28 Eluvio Tello-Garcia, 25, of Addison, was charged with DUI, no insurance, no valid driver’s license, improper lane usage and driving without lights when required subsequent to a traffic stop near Grand and Old Grand at around 2:09 a.m.

Brian Kunst, 18, of Elmhurst, was issued citations for consumption of alcohol by minor, possession of alcohol by minor and possession of cannabis subsequent to a suspicious person near Swain and Vallette at around 4:11 a.m.

July 27 Emerson Hernandez-Campos, 38, of Melrose Park, was charged with DUI, improper lane usage and no insurance subsequent to a traffic stop near North and Maple at around 12:08 a.m.

July 29 A complainant in the 500 block of Grand told police at around 4:57 p.m. that she believes she is being harassed by one of her co-workers.

The complainant received a voicemail from a co-worker. The co-worker told the reporting officer it was a “pocket dial.” The co-worker has blocked the complainant on her phone.

July 28 A complainant in the 500 block of W. Grand told police at around 9:40 p.m. that she is being harassed by a suspect. She said that on the above date he flashed a light in her eyes.

The suspect denied shining a light at the complainant’s face. Both parties agreed to avoid each other.

A victim in the 500 block of N. Emory told police at around 11:47 a.m. that the suspect used her name to file false police reports and has also created Facebook accounts using the victim’s information. The victim will seek a stalking no contact order against the suspect.

July 26 A complainant at Atrium Way told police at around 4:08 p.m. that a suspect sent her threatening text messages. Police made contact with the suspect and advised him to no longer have contact with the complainant.

June 28-July 24 A victim in the 500 block of S. Parkside told police that both he and his daughter have been receiving harassing telephone calls from an unknown suspect between the above dates.

Several of the calls were vulgar in nature.

July 23 A victim in the 200 block of Illinois told police at around 2:22 p.m. that she received two threatening text messages from her ex-husband. The suspect related he didn’t remember sending the text messages. The suspect was transported to Elmhurst Hospital for an evaluation after making suicidal threats.

Obstruction July 25 Police said that subsequent to a traffic stop near Northwest and North at around 8:24 p.m., the suspect provided several false names and dates of births. She was eventually identified as Doulesha E. Cogswell, 31, of Alvordton, Ohio. According to police, Cogswell was found to have warrant out of DuPage County.

Police said that while being placed into custody, she refused to put her hands behind her back and pulled away from officers. She was charged with no seat belt, obstructing identification and resisting arrest.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance, possession of alternative nicotine product July 27 Sandra J. Angelilli, 47, of Bensenville, was charged with unlawful possession of a controlled substance, aggravated driving while

license revoked, resisting a police officer, possession of drug paraphernalia, improper lighting and no insurance subsequent to a traffic stop near York and Monroe at around 3:13 a.m. Police said Angelilli was transported to the police station where a search of her person yielded suspected crack cocaine and drug paraphernalia.

July 26 Johnathan A. Nava, 19, of Northlake, was cited for possession of cannabis and possession of drug paraphernalia, while Moises Perez, 19, of Franklin Park, was cited for possession of drug paraphernalia, and Andrik Hinojosa, 18, of Franklin Park, was cited for possession of cannabis subsequent to a traffic stop near Grand and Church at around 11:54 p.m.

Suspicious circumstances

July 30 A complainant in the 100 block of S. Chatham told police at around 5:35 p.m. that she used the online retailer “Cheap For Everybody” to purchase a product. When her product did not arrive, she filed a claim through the retailer. She subsequently received two products, and the packing slips showed each item had been purchased by a person the complainant does not know.

July 29 A complainant in the 600 block of Euclid told police at around 1:09 p.m. that she found a suspect described as a black male between 30 and 35 years old, around 5-11, approximately 200 pounds, with dreadlocks and wearing a gold chain possibly with a medallion, black clothing, shorts, a baseball cap, longer style black socks, leather sandals and riding a skateboard, very near her open garage door and he appeared to be looking at the bicycles inside of her garage. After she confronted the subject, he told her that she had a lot of bicycles and proceeded to skateboard down the street. The subject appeared to be looking at other residences as he slowly skated down the street.

July 31 Zachary R. Rutkowski, 19, of Elmhurst, was issued a citation for possession of a fake ID in the 100 block of E. First at around 5:49 p.m. Police said that subsequent to an investigation regarding a found wallet, the reporting officer located a fictitious identification card within the wallet. According to police, Rutkowski came into the police station and admitted to purchasing the fictitious identification card.

Residential burglary was reported in the 1000 block of S. Euclid at around 10:38 a.m.

A victim told police that she left her back door unlocked when she retired for the evening. She woke to find her iPhone was missing from her living room. An investigation is pending. A second residential burglary in the same area was reported at the same time. A complainant told police he woke to find his hallway light on. He subsequently observed a female inside of his apartment and later found a syringe on his kitchen floor. Nothing appeared to be missing from his apartment.

Under my father’s fedora

Long time, no see

People have been asking why they haven’t seen “Under My Father’s Fedora” for a while, so apparently it’s time to dig around in there and see what we find.

Long time, no cheese Anybody else love Jarlsburg cheese? A grocery store in one of our readership communities of Elmhurst, Addison, Villa Park, Bensenville and Lombard (we won’t specify which one) had a sign by the Jarlsburg saying “$5 each.” It seemed odd that cheese would be sold with one price per chunk – usually cheese is X amount per pound and then each chunk has a slightly different weight, meaning one piece might sell for $4.95 and another might be $5.37, etc. Well, as a Jarlsburg lover, two $5 chunks went into my cart.

At check-out, the cashier looked at one of the chunks on all sides, looking for a price and could not find one. Telling him the sign said $5 each, he called for assistance from someone in the dairy department who eventually came up and was reading from a paper, saying, “It’s $10 per pound.”

The bagger, seemingly the most intelligent of the bunch, said, “Just sell it to her for $5 a piece, we can’t continue to hold up the line.”

In order to do this, the cashier had to call over “Helen,” a short, little lady who looked about 60, to “override” the cash register in order to make the sale. She weighed the piece of cheese and confirmed it was one-half pound.

So, if the cheese is $10 a pound and there’s a half-pound chunk, doesn’t that confirm that the chunk is indeed $5? Sounds like it’s time to ring up my purchase.

Suddenly, Helen looks me right in the eye and says, “We can’t sell this, it doesn’t have a bar code.

We can’t sell anything that doesn’t have a bar code.”

“Are you kidding me?” was my reply. “You’re going to not sell me the cheese, you are not going to take my money, you’re going to let me walk out the door without my cheese and without a $10 purchase for you? Even though you have confirmed the price and the weight?”

Well, in my way of thinking, sending someone off with a cheery “Have a whangdoodle of a day” would be a wish for a jolly time. Whangdoodle sounds like

a hoopdeedo of fun, not hanging out with someone who rants and complains.

Truthfully, I also thought I had made up the word. Deep in the recesses of my brain, the word must have got stuck from hearing it elsewhere. The history and origin of the word, per the online dictionary, is unknown.

According to Wikipedia, the Whangdoodle is a fanciful creature in folklore and children’s literature, most notably used by

British authors Roald Dahl and Julie Andrews.

Our beloved Julie Andrews wrote a book under her married name Julie Edwards (what are the odds of another first name as a last name?!) called The Last of the Really Great Whangdoodles. Her Whangdoodle is “an intelligent, ungulate-like character capable of changing color to suit its emotions or blend into its surroundings, from whose hind legs grow a new and different set of bedroom slippers each year.”

I can dig it.

And if you are wondering what “ungulate” means, it is a hoofed mammal. And Julie’s version of the creature likes bedroom slippers. Me too. That’s a Whangdoodle I can hang out with.

Whangdoodle is just a fun word to say. And it isn’t in the thesaurus. But they gave other words that are fun to say like flapdoodle and caboodle.

100+ Women Who Care grants $14,000 to RGA Life Skills The Ray Graham Association (RGA) recently received a check of $14,000 from 100+ Women Who Care Elmhurst Area (100WWC) for their Elmhurst Community Learning Center. The mission of RGA is to create opportunities that empower people with disabilities to reach, grow, and achieve.

In May, the 100WWC elected RGA as its charity of choice after a presentation made by Teri Litavsky, RGA Board member who is also a five-year member of the 100WWC. This is the third time in five years the group selected RGA for their quarterly donation.

This time, the money awarded went specifically for facility needs at RGA’s Elmhurst Community Learning Center to better implement the “My Day, My Way” curriculum. The generous $14,000 donation will purchase two new SMART Boards, ten assisted lift recliners, accessible art and music supplies for the program.

On July 1, Ray Graham Association hosted a check presentation at their Elmhurst Community Learning Center. Members of 100WWC joined RGA for a presentation on RGA’s programs, tour of the facility, and met people supported by RGA’s services, who would directly benefit from their generous donation.

Jean Carlquist, a founding member of 100WWC, explained why they chose to select RGA as this quarter’s beneficiary.

“I represent an amazing group of women, 100+ Women Who Care, who gather quarterly to decide how we can make a difference in our community,” she said. “At our last meeting, Teri Litavsky, 100+ member, presented the opportunity to donate to the ‘My Day, My Way’ initiative at Ray Graham Association. We are delighted to contribute to this impactful effort and to support the enthusiastic and talented staff at Ray Graham who do the hard work every day to empower adults with disabilities.”

Ray Graham Association’s President and CEO, Kim Zoeller, expressed her gratitude for the generous donation.

“We are grateful for 100+ Women Who Care Elmhurst Area’s investment in Ray Graham Association, which will change the lives of the people we support at our Elmhurst Community Learning Center for the better,” Zoeller said. “Without the support from 100+ Women Who Care, we wouldn’t be able to provide the much needed updated chairs, new SMART boards, and supplies for our new program’s curriculum.”

Through choosing their daily schedule, people supported by RGA will engage in leisure, therapeutic, and daily living activities to work on a variety of goals across clinical domains. Music therapy can be an effective way for the people of Ray Graham Association to practice a variety of skills across these domains while engaging in enjoyable music curriculum established by board-certified music therapists.

Starting with the ECLC, the first program to launch is Music Therapy.

The Music Therapy program features active group instrument play, songwriting, movement to music, signing and vocalization, and music assisted relaxation.

Those activities are designed to provide opportunities of meaningful peer social interactions, increase autonomy and choice making, improve vocalization and communication skills, and improve fine and gross motor skills.

Teri Litavsky explained why she supports this initiative.

“This generous donation is a good example of how businesses, charities, organizations and churches can work together to support each other,” she said. “It is evidence of a community that creates a web that is not only a safety net for those in need, but also an opportunity to demonstrate that we value all people of our community. This elevates the entire community. It is important to note that for this particular donation, the members of 100+ Women had the insight to

recognize that charities need ongoing support and partnership. RGA is truly grateful, and the 100+ Women Who Care are truly changing lives with their partnership.”

Skills services support more than 400 people with disabilities each year through their Community Learning Centers. Daytime activities are driven by what people want to do and occur at RGA locations and in About RGA’s Life the surrounding community.

recreation and exercise, leisure activities and volunteering for community-based organizations.

RGA helps people develop and maintain life skills so they can enjoy a day that is meaningful to them and filled with experiences and opportunities that are based on their interests and passions.

Caboodle is a noun meaning collection, lot. We have heard someone say the phrase to “sell the whole kit and caboodle” and we understand it means to sell it all. No history on this word, no synonyms, but it’s a whangdoodle of a word.

Oops. If only whangdoodle meant super-dee-duper. Or a whopper of good time. Or an extremely excessively fabulous experience.

No matter. I might still say I had a whangdoodle of a day and if I say it with a happy smile, others will understand my intention and interpretation. And on that, I will bet the whole kit and caboodle.

Even if you think I am nothing but flapdoodle.

While in the nation’s capital, DeFord, Hawley, and McGuire joined their fellow Class of 2019 Stars for three days of education and recognition on Capitol Hill.

Accompanied by Class of 2017 Superior Air-Ground Ambulance Stars Ellen Fleming and Kyle Wolber and VP of Legal and Government Relations Kim Godden, the group got to tour the East and West Wings of the White House along with numerous other landmarks, memorials, and monuments.

At the Stars of Life banquet, the three standouts were awarded with medals for their hard work and dedication to helping their communities and the Emergency Medical Service industry.

Superior’s Stars of Life were also afforded the opportunity to meet with members of Congress to discuss legislative issues critical to all Emergency Medical Service professionals. Among the individuals they were able to meet with were U.S. Representatives Dan Lipinski (IL-3), Mike Quigley (IL-5), Danny K. Davis (IL-7), Raja Krishnamoorthi (IL-8), Brad Schneider (IL-10), Bill Foster (IL-11), Adam Kinzinger (IL-16), Darin LaHood

(IL-18), Robin Kelly (IL-2), Sean Casten (IL-6), and U.S. Senator Tammy Duckworth.

More about Sean McGuire A paramedic for Superior AirGround Ambulance Service in Illinois, Sean McGuire began his career in EMS with Superior in 1996 as an EMT, where he thrived at patient care and enjoyed helping people. Sean’s dad, who served as an Army Medic in Vietnam, inspired Sean to enter the EMS field through the stories he shared. While working as an EMT, Sean enrolled in paramedic school through the Level 1 Trauma Center at St. Francis Hospital in Evanston. He has now been a paramedic for more than 15 years and is currently a station manager for Superior Ambulance’s Aurora station.

Sean is known for his tireless work ethic, paramedic skills, professionalism, kindness, and willingness to always lend a helping hand. He is equipped to handle both the clinical and emotional aspects of EMS while being a strong leader of his agency.

Art Museum plans tribute to artist Sandra Jorgensen Seeks more of her paintings, drawings, artworks

Over the past few months, the Elmhurst Art Museum has been collecting and continues to gather the works of artist Sandra Jorgensen, who was an artist as well as a professor and chair at Elmhurst College. The plan is to host an exhibition of Jorgensen’s works from January 25-April 19, 2020.

“We’ve found a number of works from her former colleagues at Elmhurst College, from friends and local collectors, as well as gallery connections in Chicago,” said John McKinnon, executive director of the Elmhurst Art Museum. “We have a great start, but are seeking more of her paintings and drawings. Our hope is to place her work among some of her Midwest contemporaries, which she helped support through collection purchases, and better tell her story.”

as professor and chair at Elmhurst College and curator at the Elmhurst College Art Collection for many years. As a figure outside of Chicago, her work and influence have largely been overlooked, but her efforts, including curating and promoting the work of the Chicago Imagists, continue to have a major impact nationally and internationally.

In her lifetime, Jorgensen’s work was displayed at the Art Institute of Chicago, the Richard Gray Gallery, and the Hokin Kaufman Gallery, according to McKinnon.

She also created photographs of the Chicago Imagists, many of which have been featured in recent documentaries.

While she continued her work as an

artist, as curator, Jorgensen was the major driving force behind maintaining and growing the Elmhurst College art collection, holding the post for 20 years.

Started in 1971 and located in the A.C. Buehler Library, the Elmhurst College Art Collection is composed of more than 170 works of art, many of which have been part of special exhibitions at major U.S. and European museums.

“Year after year, Jorgensen helped the College amass iconic works by the nowcelebrated Chicago Imagists and, in doing so, became a major caretaker of Chicago’s cultural history,” McKinnon said. “The result of her years of collecting work by the major influencers of Chicago Imagism

is an art collection at Elmhurst College that experts now consider the finest of its kind. It is borrowed from for nearly every Chicago Imagist survey exhibition around the world. Her connoisseurship and vision were critical to this remarkable and now internationally-known art collection.”

Jorgensen also has a tie to the Elmhurst Art Museum, having served on the board of the Elmhurst Fine Arts and Civic Center Foundation, the entity that helped spearhead the Elmhurst Art Museum.

According to McKinnon, Jorgensen helped engineer and sustain the long history of community partnerships and collaborative exhibits and programming between Elmhurst Art Museum and Elmhurst College, which continue to this day and are exemplified by this very exhibit.

“This survey exhibition will recognize Jorgensen’s accomplishments, and will place her work amongst the larger stories of Chicago and Midwestern artists,” he said.

Mazzochi continues to advocate for Sterigenics neighbors “I am concerned that the Illinois EPA is not effectively using the Matt Haller Act to protect local residents from ethylene oxide emissions,” said Mazzochi. “The Act calls for the Illinois EPA to mandate strict certifications and do its own independent product-by-product review so that Sterigenics is not just promising, but actually living up to the

highest standards of environmental protection that are technologically feasible.”

Mazzochi referred to data from prior testing that caused her concern.

“The Illinois EPA accepted a report that stated Sterigenics’ air releases had no detectable ethylene oxide,” she said. “Yet that same report data revealed ‘unknown’ compounds that the Illinois EPA never had the company publicly identify.

There were several red flags within

the data that should have triggered more comprehensive testing and further analysis of output streams.

“Both Sterigenics and the Illinois EPA must independently and conclusively prove these systems will truly destroy the ethylene oxide prior to release. They have failed to do it, and the permit admits some systems are still experimental. This is just not enough. It is baffling that Illinois EPA is even entertaining a revised construction permit at this

IC Catholic Prep football team begins work of defending state titles Knights buckle down during summer program

IC Catholic Prep football coach Bill Krefft said his team has been spoiled in recent times.

“The last few years we’ve had guys who had been in varsity roles for two and three years,” he said.

“We were spoiled. This year is a little different with some kids being on the varsity field for the first time.”

But don’t take that to mean the three-time defending state champions are throwing up any kind of caution flag.

“We have another group of kids that is very competitive and athletic, but we’ve had a lot of learning to do,” said Krefft, whose program hasn’t lost a playoff game since 2015 and sports a 41-1 record in the last three seasons.

In addition to running its usual summer camp, the Knights also continued recent trends by going down to Illinois Wesleyan University for a team camp. “We competed in some 7-on-7s there with Nazareth Academy and Downers Grove South,” said Krefft. “There were a lot of big schools there. It’s always good to get away from everyone and stay down there together as a team.”

Krefft said a big key for IC Catholic Prep this season is line play. “It’s all going to depend on how things go up front, how we gel and how many kids we can get ready to go,” he said. “Our starting group there is ready to go, it’s just a matter of those 12-through-25 guys and how they step up. We have some younger guys who are working hard and want to step up.”

Krefft said players such as Julian Vega, Dan Sadkowski and Koby Reed have caught his eye in that regard. “Those are guys who only played defense last year and have stepped up and done a good job for

us on the offensive line,” he said.

“Other guys like Dom Krepulec and Connor McCoy have stepped up and filled in some roles on defense.”

The coach added new faces will be part of the secondary as well, including Justin Hall, Tommy Ryan, Chauncey Lee and Deontae Oatman. “They have done a good job and have gotten a lot of reps this summer,” Krefft said.

Krefft said players on this year’s roster have benefitted from being in the Knights’ program for multiple years now. “I believe the number of reps kids have gotten the last couple years in varsity games for whatever

reason are at an advantage than they would be otherwise,” he said.

Krefft added the number of twoway players may not be as large as it has been in year’s past. “Last year we had seven seniors on the field for everything,” he said. “I’m talking offense and defense and two out of four special teams. Now we might have two kids who are on the field all the time. Hopefully that’s good for us wind-wise and that will allow us to compete with these schools we play such as Joliet Catholic, Riverside-Brookfield and St. Francis that are bigger schools than us. We are going to rely heavily on guys such

as Kevin Cooke, but this year we’ll have a lot of one-way players, more than we’ve had in the past.”

Krefft also has been encouraged by the incoming freshman class.

“It’s a very good class of 22 kids,” he said. “They all understand the tradition that’s been left behind for them to continue.”

Krefft said players are chomping at the bit to get to that first game of the season. “It will be fun to hit somebody else,” said Krefft, whose team opens fall practices Monday.

“It’s been a long summer camp and it’s been a long off-season. The kids have worked hard.”

The Independent rounds out the listing of the York athletic awards for the 2018-2019 school year with the fall season.

For boys cross country, Colin Hill, Ethan Kern, Daniel Klysh and Bran Pratt were named to the all-conference team, while Hill and Kern were all-sectional. Hill, Kern, Klysh, Pratt, Michael Moriarty, Sam Ayers and Will Yasdick were part of the York team that qualified for state.

Kern won an individual sectional title and took ninth in the state. York as a team was third at the regional, third at the sectional and took fourth in the state.

York hockey players Pascien and Lee sign Canadian juniors contracts All-staters headed to Cochrane, Ontario to continue careers

Former York hockey players Billy Pascien and Christopher Lee are taking their games to the next level.

Pascien and Lee have signed contracts to play for the Cochrane Crunch in the Northern Ontario Junior Hockey League, regarded as a stepping stone to an NCAA Division I hockey scholarship and/or a professional career.

“I’m very excited,” said Pascien.

“Cochrane is a very good program and the league is good. I’m also excited to have a buddy like Chris to experience this with me.”

Pascien explained after the York season concluded the pair went to several showcases and tournaments, “to get seen by a bunch of scouts,” he said. “In mid-July the Crunch took an interest in us and at the end of the month they made an offer and offered us roster spots. At the start of the summer Chris and I were getting some junior offers, but not as much as we were hoping for.

Once we got the Cochrane one, it was a no-brainer.”

Pascien said a few teams from the North American 3 Hockey League showed interest as well, including the Sheridan (Wyoming) Hawks.

“We had signed a tender with Sheridan, but since Cochrane is in Canada and is affiliated with USA Hockey, we were allowed to sign both and we ended up picking Cochrane,” Pascien explained.

Pascien and Lee are headed to Canada Aug. 14 and training camp starts Aug. 16.

Pascien said the thought of playing the game at an even higher level didn’t sink in until after his freshman year at York.

“I didn’t know how good I was,” he said. “After freshman year, my game got a lot better and then junior year is when I decided I was going to keep playing after high school and take it to the junior level.”

Pascien said his experience in the York club program helped him get to where he is today. “I developed as a hockey player and made a lot of friends,” he said. “I got to play hockey with my best friends and got to see them at school every day and bond. It was such a great experience. We had great coaches and always had a great student section at games. I couldn’t have asked for better coaches.”

Pascien, who said he has been working out and skating three times a week, was told Cochrane is a small town in Northwest Ontario.

“We’re right on the border of Quebec, so we’ll be playing a lot of French-based teams,” he said. “It’s going to be very interesting. I heard it’s a small town and the fans are really into the team and the games are packed. Chris and I are going to live with a woman who is a lawyer in town. We can’t wait to get there.

We are very excited.”

The York boys team has won the award five years in a row now, while the girls team has won it for the second year in a row.

The 1,127 total AVCA academic awards this season breaks the previous mark of 977, set the year before.

The award, initiated in the 19921993 academic year, honors collegiate and high school volleyball teams that display academic excellence during the school year by maintaining at least a 3.30 cumulative team grade-point average on a 4.0 scale or a 4.10 cumulative team GPA on a 5.0 scale.

The girls high school category led the way this year with 444 recipients, an increase of 86 over last year.

Unlike in California, requiring presidential candidates to release tax returns failed in Illinois

A new California law requiring presidential candidates to release five years of tax returns to qualify for the state’s primary ballot is similar to a measure an Illinois state senator called “the most clearly unconstitutional legislative proposal” he ever voted on.

According to the Associated Press, the California law, which also applies to candidates for governor in the state, will face a likely legal challenge on U.S. Constitutional grounds.

That’s something Dale Righter, a Mattoon Republican, predicted would happen when a similar bill

passed the Illinois Senate on partisan lines earlier this year before stalling in a House committee.

Unlike the California law, Senate Bill 145, the Illinois bill sponsored

by Democratic state Sen. Tony Munoz, would have applied to general elections. All presidential candidates would have had to release their previous five years of tax returns to be eligible for the ballot.

The Associated Press reported that California’s state constitution prohibits the state from regulating access to a general election ballot.

At the time of the Illinois debate, Righter cited two Supreme Court cases, Term Limits v. Thornton and Cook v. Gralike, which he believes

set a precedent of unconstitutionality for ballot qualification measures.

Activists from the progressive advocacy group Indivisible Chicago disagreed at a March hearing of the bill, reading from a statement made by Harvard Constitutional law scholar Lawrence Tribe, which said the mandated release of tax returns would not be unconstitutional.

The Illinois bill also did not apply to candidates for governor or other constitutional officers.

Munoz’s office said the Chicago Democrat was unsure why the bill stalled in the house, but he was willing to expand the bill to include other elected officials if he calls it again in the future.

Equal pay, criminal justice reform bills signed by Pritzker

Gov. J.B. Pritzker signed bills into law July 31 aimed at equalizing pay between men and women and expanding access to jobs in the health care industry for people in the criminal justice system.

House Bill 834 prohibits employers in Illinois from asking job applicants about their salary history. Advocates say the measure will help stem wage inequality among men and women.

“In 2019, women in Illinois still make roughly 20 percent less than their male counterparts, and for women of color the disparities are even greater,” Rep. Anna Moeller, an Elgin Democrat and the bill’s House sponsor, said in a statement. “HB 834 is aimed at

closing that wage gap. It ends the pernicious practice of using prior wages to determine future pay, and increases the penalties on companies and organizations that utilize discriminatory pay practices.”

Pritzker signed the bill in Chicago near the U.S. Soccer Federation building. In a news release, Pritzker’s office said the Federation “continues to deny the four-time World Cup champion U.S. Women’s Soccer Team equal pay.”

“Less than a block from here sits the headquarters of the United States Soccer Federation, an organization that just this week defended a different kind of decision: To compensate its female players at lower rates than the men despite their substantially higher success rate—an act so questionable

that the men’s team itself declared the justification inequitable and unfair,” Pritzker said in a statement. “Here in Illinois, we know that women get the job done. It’s time to pay them accordingly.”

The new law will take effect in 60 days and will also prohibit employers from preventing employees from discussing their salary, benefits or other compensation with colleagues.

While the bill prevents a potential employer from seeking salary and benefit history from a previous employer, there are some exceptions. It does not prevent an employer from looking up a salary that is a matter of public record or available through the Freedom of Information Act, and it does not apply if an applicant is a current employee seeking another job within the same

Analysis: Illinois ‘leans supportive’ on abortion policies State’s neighbors ranked varying degrees of ‘hostile’ in pro-choice group’s assessment

Illinois was designated a state that “leans supportive” —one step more protective than neutral—toward abortion access by a national research group that supports reproductive rights.

The categorization comes after Democratic Gov. J.B. Pritzker signed into law a measure enshrining access to reproductive health care a fundamental right on June 12.

The Guttmacher Institute analyzed six types of restrictive abortion policies and six types of protective ones in each state, and classified them on a scale ranging from very

hostile to very supportive.

Before this legislative session, Illinois was designated a “middle-ground” state. A bill from former Republican Gov. Bruce Rauner’s tenure allows taxpayer dollars to be used for abortions, and a series of attorney general opinions clarified advanced practice clinicians could prescribe abortion medications.

With the Reproductive Health Act, sponsored in the House by Chicago Democrat Kelly Cassidy and in the Senate by Grayslake Democrat Melinda Bush, Illinois has a state law enshrining access to the procedure and mandating private insurance companies that cover pregnancy-related benefits to cover abortion as well. That brought Illinois’ categorization to “leans supportive.”

“In a devil’s advocate role, most of what we did with the RHA is remove bad things. In reality, 99 per-

cent of what we did is take away potential pitfalls,” Cassidy said. “I guess it makes a little more sense through that lens, but I would’ve expected, between House Bill 40 and the RHA, that we would appear a little more favorable than just ‘leans supportive.’”

Bush added that by passing the act, the state became a “beacon” for women’s health care rights.

The states neighboring Illinois— including Wisconsin, Iowa, Missouri, Kentucky and Indiana—each received a varying designation of “hostile” abortion policies.

Gov. J.B. Pritzker signed a package of bills July 30 that he said are aimed at protecting law enforcement, first responders and road workers.

Among them was Senate Bill 1862, which provides enhanced penalties for violations of “Scott’s Law,” a state law requiring motorists to slow down and, if possible, change lanes when approaching a law enforcement vehicle or other emergency responder that has pulled over on the side of the road.

Scott’s Law was named after Lt. Scott Gillen of the Chicago Fire Department, who was struck and killed by an intoxicated driver while assisting at a crash scene in 2000.

“Since 2002, Scott’s Law has said that drivers approaching a vehicle with their hazard lights on must slow down and move over. This is not optional,” Pritzker said in a statement announcing the bill signings. “This

is how we keep our heroes and first responders as safe as possible in their line of work.”

The bill increases the minimum fine to $250 for a first violation of Scott’s Law, and to $750 for a second violation. It also adds a $250 fee for any violation, with that money going into a new fund to pay for driver education materials.

In addition, the new law allows drivers to be charged with a class A misdemeanor, punishable by up to a year in jail, if the violation results in damage to another vehicle. For cases in which the violation results in the injury or death of another person, drivers can be charged with a Class 4 felony, punishable by one to three years in prison.

The new law takes effect immediately.

So far in 2019, three Illinois State Police officers have been killed in traffic accidents on state highways, including two incidents that involved violations of Scott’s Law. Trooper Christopher Lambert, 34, died Jan. 12 when he was responding to an accident in the Chicago suburb of Northbrook and was struck by an-

other driver who failed to slow down or move over.

Trooper Brooke Jones-Story, 34, was killed March 28 when she was struck by a tractor-trailer while she was conducting a traffic stop in Freeport, in northwest Illinois.

And Trooper Gerald Wayne Ellis, 36, was killed March 30 when he collided with a wrong-way driver on Interstate 94 in Lake County.

Pritzker also signed Senate Bill 2038 establishing a 20-member “Move Over Task Force” that will study the causes of Scott’s Law violations as well as ways to protect law enforcement and emergency responders on roadways.

And Pritzker signed Senate Bill 1496, increasing penalties for violations in construction zones. Under that law, which takes effect Jan. 1, drivers can be fined between $100 and $1,000 for disobeying traffic-control devices within a designated highway construction zone or maintenance zone. It also increases from $10,000 to $25,000 the maximum fine for drivers who violate the rules on entering a construction or maintenance zone when workers are present.

Closing a hospital now more difficult in Illinois

Hospital corporations in Illinois now have to jump through more administrative hoops before they will be allowed to close or downsize a health care facility.

A new law that took effect in July requires the owners of those facilities to obtain a permit from the state’s Health Facilities and Services Review Board before they can close a hospital, ambulatory surgical treatment center, nursing home or other health care center. It also limits the number of times they can apply to discontinue a category of services to just once every six months.

Those new provisions were included in Senate Bill 1739, which Democratic Gov. J.B. Pritzker

signed into law July 15.

The bill was prompted by a controversy in Cook County earlier this year when California-based Pipeline Health announced plans to shut down Westlake Hospital in Melrose Park, a hospital that serves a large number of low-income patients.

Pipeline had purchased the 230bed hospital in January, along with hospitals in Chicago and Oak Park.

It initially said it planned to keep Westlake Hospital open, only to reverse that decision within a few weeks.

Under a state law known as the Health Facilities Planning Act, operators of health facilities are required to obtain a permit from the review board before they can build a new facility or modify an existing one by demonstrating there is

a need for such a facility. But until passage of the new law, they could apply for an exemption from the permitting process in order to close or downsize a facility.

Pipeline applied for such an exemption in February, and the review board approved that exemption April 30 on a 7-0 vote.

During that period, the village of Melrose Park and Cook County State’s Attorney Kimberly Foxx filed suit seeking to overturn the board’s decision, and in May a Cook County judge issued an order temporarily blocking the closure while the court reviews the case.

The new law took effect as soon as Pritzker signed it, but state officials were not immediately able to say whether it would affect the proposed Westlake closure.

Sims and Welch introduced legislation striking the act from law earlier this year. Efforts to advance Senate Bill 1594 and House Bill 2467 will resume either in late October when lawmakers are back in the Statehouse for veto session or in January for the next regular session of the General Assembly, Welch said.

Striking the Parental Notification of Abortion Act from statute is important, the sponsors added, because it is an obstacle to abortion access for minors.

“I think the repeal is, quite frankly, going to be a difficult discussion, and I’ve had many of them,” Sims said. “If we are going to make Illi-

nois the strongest state in the union that it can be, then we have to have these legitimate policy-based discussions about what our laws look like, particularly as they are related to health care discussions.”

To further improve the state’s designation, Nash said the Legislature could also consider adding a protection for access to abortion to Illinois’ constitution and pass a law safeguarding access to abortion clinics.

“This isn’t a slam on the law at all.

It’s just that there remains more to do in Illinois,” Nash said.

Brigid Leahy, senior director for public policy for Planned Parenthood of Illinois, said the Institute’s criteria serve as motivation for advocates and legislators to “keep plugging away.”

“I’m glad they have high standards. We should hold ourselves to that and strive to meet them,” she said. “We know there is still more work to be done to improve the status of our state.”

Illinois family planning clinics may need to return or destroy medication

Health clinics overseen by Illinois organizations that opted not to receive federal family planning dollars may have to return or destroy contraception and other medication purchased at a discount.

All three of the state’s family planning groups—the Illinois Department of Public Health, Planned Parenthood of Illinois and Aunt Martha’s Health & Wellness—are declining millions in federal grants after a court allowed new rules governing the Title X program to take effect.

Forgoing the funding removes the organizations, and the clinics they oversee, from the family planning program. The decision might also eliminate the clinics’ eligibility for a federal drug pricing program that allows safety net facilities to purchase medications directly from drug manufacturers and wholesalers at discounted prices.

Once clinics are no longer participants, they are not permitted to keep any of the birth control medication, intrauterine devices, treatments and other drugs purchased through the initiative.

The 340B program, overseen by the Health Resources and Services Administration, “enables covered entities to stretch scarce federal resources as far as possible, reaching more eligible patients and providing more comprehensive services,” according to the agency’s website.

The amount of medication Illinois clinics will need to dispose of depends on the facility, with factors including how many patients it serves and its inventory, a spokesman for HRSA said in an email.

He clarified the rules apply to the products purchased through the program at a discounted price from a drug manufacturer or wholesaler.

There are 1,423 health facilities that participate in the drug pricing program in Illinois. Of those, 68 are Title X grantees, according to HRSA data.

Planned Parenthood’s clinics will not be affected by the organization’s departure from the Title X program, Brigid Leahy, senior director for public policy, said.

“We’ve been anticipating these changes for months so we have been monitoring inventory closely,” she said. “Because of this, PPIL will not need to discard or return any medications.”

It is unclear how the 72 clinics overseen by the Department of Public Health might be impacted.

A spokesperson did not directly respond to questions about whether the department has a plan to ensure service is not disrupted for patients as it complies with the rules governing the drug pricing program, or whether additional resources will be expended replacing clinics’ supply of medication.

“IDPH’s priority is ensuring that patients have access to comprehensive reproductive health care in Illinois, including birth control and other drugs,” a department spokesperson said in an emailed statement. “We continue to evaluate options to make sure that the delegate agencies in Illinois are able to provide all necessary care.”
