Fire Sprinkler Mandate New Homes in IA & IL Still A Concern

ristie Engerman is the Illinois Association of REALTORS® local Government Affairs Director (GAD) representing the Bloomington-Normal, Lamoine Valley, Livingston, Mid-Valley, Pekin Area, Peoria Area, Quincy, West Central Associations of REALTORS® and the Quad City Area REALTOR® Association. She was very instrumental in helping the REALTORS® in the Bloomington-Normal area in eliminating this mandate. She is now assisting in a coordinated effort between us, the Quad City Area Home Builders and the Quad City Chamber of Commerce in achieving the same positive results in our communities. We will be requesting financial assistance through the RVoice Initiative of the Illinois Association of REALTORS®. Below are some of the reasons for our opposition to the mandate.

• Housing affordability, consumer choice, and inherent private property rights remain the key reasons why the Quad City Area REALTOR® Association, the Quad City Homebuilders Association and the Quad City Chamber of Commerce continue to oppose a requirement to install fire sprinkler systems in new single-family homes.

• Price Does Matter. For each additional $1,000 added to the price of a home, 250,000 home buyers are priced out of the market. Using a very conservative estimate of $3,000 for a fire sprinkler system in the average home, 750,000 homebuyers must remain on the sideline - and not enjoy the

safety benefits of a new home. • Consumer Choice. We are not opposed to fire sprinklers. We are opposed to mandating they be installed in new singlefamily homes. Rather, we believe that they should be given the option of installing or not installing a fire sprinkler in their new home. The Illinois Association of REALTORS® recently conducted a public opinion poll, Ninety four (94%) of the respondents said homebuyers should be able to choose to install a sprinkler, not be required to install one because local government says so. • Inherent Private Property Rights. We support an ordinance that would require each developer/builder to offer an OPTION of a fire sprinkler system to each consumer building a new home. This is referred to as a “Mandatory Offer”. This would enable the buyer to make the decision that is most appropriate for their own situation and finances. The “Mandatory Offer” option can enhance that choice and serve as an alternative to a sprinkler mandate. By educating buyers on their CHOICES, awareness about sprinklers will grow. As awareness grows, the potential for increased demand for sprinklers will grow as well, allowing free market principles to expand this industry rather than forcing the consumer to purchase a product they simply may not want because of a mandate.
