Open Areas at Seven Oaks Owned by the CDD, Regulated by SWFWMD

I

n the previous issue of the Seven Oaks News (August 2015), the CDD article was about how walking, jogging, or biking on the sidewalks and 2 1/2 mile nature trail was a great way to enjoy the Seven Oaks Community. One of the areas that makes this so enjoyable is the open areas. This article will provide a better understanding of the open areas at Seven Oaks. Seven Oaks consists of approximately 2,000 acres with lots for 2,641 residential units, 4 shopping plazas, 5 professional centers, and common areas (clubhouse located on 13 acres, four main roads, neighborhood streets, parks, etc.). The remaining portions of Seven Oaks, according to the bonds and other documents, are called open areas. Page 4 • September 2015

Within these open areas, there are retention ponds, uplands, and wetlands. As part of the water management system at Seven Oaks, there are over 100 retention ponds. Most of these ponds are visible from the sidewalks and nature trail. The remainder of the open areas contain uplands and wetlands. For wetlands, a very simple definition would be it is “an area that is neither dry land nor open water.” The Florida Department of Environmental Protection has a more technical definition. It defines wetlands as “those areas that are inundated or saturated by surface water or ground water at a frequency and a duration sufficient to support, and under normal circumstances do support, a prevalence of

vegetation typically adapted for life in saturated soils.” For Seven Oaks, the open areas that are not retention ponds or wetlands would be uplands. As the subtitle of the article indicates, the open areas at Seven Oaks are owned by the CDD but regulated by the Southwest Florida Water Management District (SWFWMD). This district known as “Swiftmud” is responsible for flood protection, water supply, water quality, and protecting the environment. To ensure they meet these responsibilities, they required the CDD to obtain construction and operation permits for these open areas. If the requirements in the permits are violated, Swiftmud has the authority to fine or sue the CDD and/or an individual

such as a homeowner for violating a permit. At Seven Oaks, there have been numerous violations that have had to be resolved. These have included homeowners and contractors working for homeowners. Some examples would be the following: -- Homeowners/contractors trimming trees and putting the fronds from palm trees or branches from other trees in the open areas. -- Contractors removing trees and other vegetation to gain access to the back of houses for construction such as enlarging the house or installing a pool. -- Homeowners removing vegetation in the open areas behind their houses to change the appearance.

Seven Oaks -- Homeowners extending the sod in their yards into the open areas behind their houses to obtain a larger yard. -- Homeowners taking out trees and vegetation in open areas to construct such items as a batting cage. Since the CDD can be fined or taken to court by Swiftmud for violations, the CDD immediately takes action when they discover one. Most violations are found by the CDD maintenance staff who go into these areas for various reasons. The other main source is from homeowners.

When the CDD can identify the homeowner or contractor who has made any changes to the open areas, they contact them immediately. The person or company is required to restore the open area back to its original state or the CDD will restore it and bill the homeowner or company.

Changes to the open areas is very costly to the homeowners. They make Seven Oaks less attractive, costly to clean up, and reduce the property value of the homes. If anyone sees a violation, report it to the our District Manager (813-933-5571).

In Shoregrass, tree trimmings were dumped visible to pedestrian and vehicle traffic.

In The Laurels, a path was made into the open area so debris could be dumped.

Five years ago All That Dance began teaching dance in Boynton Beach FL, where they have studios in three different community clubhouses. Director Lindsey Smith, who has taught dance for ten years, moved back to the Tampa area a year ago and felt New Tampa/Wesley Chapel would benefit greatly from a dance studio. With the help of her mother, Joy Schaefer as the officer manager, and a longtime friend and professional dancer and a current dancer at Busch Gardens, Justin Middlebrooks, as the creative directive of the new dance studio, they are opening a stand alone location here. They are all from Tampa, and they all got their start from the All American Dance Factory in Carrollwood, under the direction of Mrs. Terri Howell. All That Dance will be having their Grand Opening on September 12th from 1:00-5:00, at the new dance studio, on Bruce B Downs and County line, right behind the Walgreens and Central Bank. This will be a great time to meet the teachers, see the beautiful dance studio, and maybe even learn some new fun dance choreography. “We’re excited to open our doors and provide the New Tampa/Wesley Chapel communities a wonderful dance studio experience.” says Ms. Smith. Tips on Preparing for It has happened to all of us. Starting at school, possibly for the first time, with a new teacher and everything has changed. It can be a very exciting time for the children and parents. However, this transition can also bring about anxiety in both the parents and the children. These following tips are here to help prepare everyone for the immense transition to schooling.

Plan a kindergarten visit. Visiting the new classroom or school with your child will help make preparing for kindergarten easier for him/her. Make sure you include a visit to the cafeteria, gym, playground, etc. If possible, meet with your child’s new kindergarten teacher. Some of these may be included in an orientation that the new class or school provides. But, if not, try to arrange a school visit on your own. If a visit doesn’t work with your schedule, maybe a relative or neighbor whose child attends the same school can take your child. Keep informed of school happenings. If you child is leaving an early childhood education program, you may find that your child’s kindergarten experience may be less personalized than your experience in child care. You will have to act as your child’s advocate in some situations. Keep informed. Read everything that comes home. Occasionally visit the school or kindergarten classroom if your work situation allows you. Knowing the school secretary, nurse, principal, etc. and introducing yourself and your child to them may also help prepare your child for kindergarten. Establish bedtime routines. Resume the regular bedtime routines about a month before school starts to help ease the kindergarten transition. If you let your child stay up a little later during the summer, for example, gradually get back to the bedtime you will expect when kindergarten starts. Talk to your child about

why you are doing this and how it will help his/her back-to-school transition. Establish a morning routine. Do a “dry run” of the new morning routine, whether it is walking to the bus stop with your child, driving to the new school, walking together to the new classroom, etc. to see how much time it will take. Remember, school preparation almost always takes more time than you think, especially when the unexpected happens (you have to go back for homework, sneakers for gym, etc.). Plan time for breakfast. Your child may have been used to eating breakfast at preschool. If your child is transitioning to kindergarten, breakfast will not be available in many schools. Having a good breakfast before leaving for school is important. Be sure to adjust your morning schedule to account for the extra time for your child to enjoy breakfast. Create a lunch plan. If your child will take lunch to school, "rehearse" packing lunches in the morning. That way you will know how much extra time it will take and what lunch and snack foods you will need to have on hand. If your child will buy school lunch, begin collecting dollar bills and change. Find out how much it will cost and practice together counting out lunch money. Decrease or phase out naps. For preschoolers who still take a nap, begin decreasing nap time so that he/she will be ready for a full day by the time

kindergarten starts. Make a plan for before and after school. Make sure you and your child know the routine for before- and after-school care if that applies. Discuss where he/she will go, how he/she will get between school and child care, how he/she will get home, etc. Have a back-up plan for what to do in case you are late. You probably had a plan for your current early childhood center, but be sure that your emergency pick-up people know where the new school or after-school program is located and what the pick-up routine is there. Better to prepare ahead of time than wait for an emergency. Develop a homework routine. Create a homework space where your child can do kindergarten worksheets and other homework, store papers from school, keep school supplies handy, etc. This could be an individual desk, a place in the kitchen or dining room, etc. Set an afterschool or nighttime schedule that includes a homework routine as well as play or “chill out” time. Connect with your child's teacher. Once the school year starts, it is important to give yourself and your child a chance to “bond” with the new teacher. This important part of the school transition process won’t happen instantly. In some cases, we almost need to “grieve” leaving the relationship we developed with our child’s last teacher. The new teacher may do things a little differently than your child’s former teacher. Give time for the new relationship

to develop between you, your child, and the new teacher as you all adjust to a different style. Go shopping together for school supplies. While you may have a list that the kindergarten teacher provided, let your child choose colors or styles. There is nothing like brand new school supplies when getting ready for kindergarten! With these helpful tips we aim to make moving into kindergarten a better time for both the children and the adults. After all, it’s a big step for the both. Tennis BALL VOLLEY & Rackets for Rent

Want to play tennis and need a racket? For your convenience, tennis rackets are available to rent at the clubhouse. The fee is $2 + tax each, per 1 ½ hour use. Yes, there are times that we may have to close a pool during peek hours due to a safety issue and /or other conditions that we can’t control. However, with your help we can control age appropriate children to be geared with a water resistant swim diaper to prevent anyone from receiving a recreational water illness (RWI). All of our pools are properly chlorinated and checked throughout the day, but even at perfect levels it takes time for chlorine to kill contaminants that may be in the water. This is why we ask that you please help us keep our pools safe by following the guidelines regarding small children and the appropriate swimwear. We thank you all for your cooperation and understanding, and we all look forward to a fun-filled summer. Pool Safety

Enjoying the pools at the clubhouse means different things to different people. Some residents come here for exercise and swim laps in the lap pool, while other simply like to lounge around to enjoy a day off. Fun to young children is running around to burn off some excess energy, but those activities may be occurring right next to a mother with her infant. Pool rules are established to ensure the safety and comfort of all residents using the facility. Please take a moment to take note of the pool rules that are posted around the facility to ensure that we are able to maintain a safe atmosphere. If you have young children we ask that you encourage them not to run on the pool deck as it poses a danger to themselves as well as to others. If you are bringing pool toys to the facility, please make sure that they are appropriate for the pool. Only soft “water type” balls are permitted for throwing. Other toys such as tennis balls, footballs (even Nerf), and other hard items pose a danger to those in the immediate area. Please be mindful of your surroundings to ensure that the people around you are also able to enjoy the facilities.
