Bill Gives Counties Right to Refuse Toll Crossing By Guy Leonard Staff Writer

Bills entered in the Senate and House of Delegates in the General Assembly expands the requirement to Western Shore counties that the state receive the express consent of a county government before building a new toll road, toll bridge or toll highway in their jurisdiction. The bill could target efforts to build a third Chesapeake Bay toll bridge crossing to augment the current aging spans. The bill have received broad support so far, including St. Mary’s District 29B Del. Brian Crosby. The counties on the Eastern Shore already have the consent requirement and have expressed willingness to veto a new span that impacts their counties. Here in St. Mary’s County the commissioner board has already expressed its opposition to a bridge span that would connect with Somerset County, citing increased impacts on stressed roads and interference with the Navy’s mission at Patuxent River Naval Air Station. A recently released state study map purports to show multiple potential crossings connecting both shores with one terminating in Lexington Park, the most traffic congested portion of St. Mary’s. There are four potential connections with neighboring Calvert County from Dorchester County, with one in the northern most part of the county, two to the north and south of Prince Frederick and one in the Solomons or Lusby area. The bill does not allow counties to prevent a bridge being built if it has no tolls attached to it. Commissioner Todd Morgan said the county had been negotiating back and forth for the past year with the state about its inability to handle a third bay span. “We have already told the state we will not be able to accommodate the third bridge,” Morgan said. “It [the proposed terminus] runs right into the middle of the airfield on base. “They can’t get the bridge across from us no matter what.” He said the outing of Lexington Park as a potential bridge connection would only serve to stoke more public uproar over something that was nearly impossible. “I don’t think it’ll make it to Calvert either,” Morgan said. Crosby discounted the map and its alleged crossings, saying that he knew of no efforts to put in a crossing from St. Mary’s. “There are no discussions on that,” Crosby said. “This is just so they couldn’t slap a toll on us without our consent. “A bridge from Lexington Park makes no sense especially since we don’t have a new Thomas Johnson Bridge. This just expands our rights.” Meanwhile, state projections show the current bay span will continue to worsen under increasing traffic burdens; a 2015 report stated that by 2040 the average traffic on the bridge will increase by about 31 percent to 92,800 vehicles each day. That figure is expected to jump to 94,300 vehicles by 2020 during Fridays in the summer season. A new, single, eight lane bridge, to replace a demolished older span, is estimated to cost $25.34 billion, according to state figures. Bill Targets Fentanyl, Overdose Deaths

A bill introduced in the state senate by Sen. Jack Bailey (R-Dist. 29) would provide stiff criminal penalties for anyone who distributes fentanyl, a powerful synthetic opiate, that results in the death

of the person ingesting it. If SB 570 passes into law it would make a person who was found culpable in an overdose death guilty of second degree murder, the text of the bill reads, and allow for a prison sentence of up to 40 years. The bill exempts anyone from legal action who lawfully prescribes or administers fentanyl. The bill also targets variations of fentanyl which are being seen more and more at street level overdoses. Fentanyl has become one of, if not the most, lethal opioids found to be responsible for overdose deaths, outstripping heroin and other synthetic opiates such as oxycodone. In St. Mary’s County there were 17 fentanyl-related overdose deaths from January through September last year, slightly less than the 23 in 2017 for the same time period, state figures show. There were 14 fentanyl related deaths in Calvert County for the first nine months of 2018, according to numbers from the state, while there were 11 for the same time period in 2017. Health officials in Southern Maryland have said that the sheer power of

fentanyl, often used to medicate cancer patients under controlled conditions, is such that first time-users often die as a result of ingesting the drug. Also, the fentanyl being distributed illicitly is of dubious quality, being combined with other dangerous substances of which the user might not be aware. In 2017 St. Mary’s County State’s Attorney Richard Fritz began high profile prosecutions of defendants accused of

providing opioids that resulted in the deaths of those who ingested it; pursuing six indictments for second-degree “depraved heart” murder. While some of the defendants were convicted of or pleaded to other charges in the cases, including manslaugther, none were found guilty of the most serious second-degree murder charges. guyleonard@countytimes.net

Emergency Chief: Radios Much Improved By Guy Leonard Staff Writer

After years of complaints from fire and EMS personnel throughout the county, the emergency radio system from Harris has significantly improved, said Steve Walker, director of the county’s Department of Emergency Services. Walker, in an interview with The County Times, said that in the past six months the number of complaints about lack of signal or other failures with the system have dropped off significantly. “We’re working hard to stabilize the system and we are,” Walker said Tuesday. “It’s working well.” Walker said the county is now near the end of a long acceptance phase for the entire system, which includes new towers for transmission; the entire system will cost upwards of $30 million. Walker said upgrades to handheld radios and other system upgrades have eliminated many of the problems. John Nelson, president of the St. Mary’s County Fire Board, agrees. “We have not had the issues we

were having over the last couple of years,” Nelson said. “They’ve really improved; many issues that were ignored for a long time were finally addressed.” Nelson, who is also a state fire investigator, brought many of the concerns about the system to county leaders in the summer of last year. He noted two key, high profile failures that had sparked more fears over the system’s reliability. The first major incident of the summer was at the Patuxent River Naval Air Station Air Expo in June in which all the first-responders in the county had to use back-up systems as the radio system went out for hours. Their emergency pagers also did not work; first-responders had to rely on text messaging on their cell phones. The next radio system malfunctions occurred July 22 when emergency radios failed in the northern end of the county. “We just want to ensure the system works and is reliable,” Nelson said this week. Town Council Adopts Downtown Plan By Guy Leonard Staff Writer

The Leonardtown Town Council formally adopted a plan to strategically improve the downtown area for greater economic development potential at their Monday business meeting. The plan, produced by Mahan Rykiel Associates, Inc., advocates for a more walkable community in downtown Leonardtown, including clear walking paths as well as signage distinguishing the various parts of downtown. A significant portion of this would be achieved through leveraging the key assets the town possesses including the waterfront property at the wharf and the town square, the report states. Façade improvements for town businesses and shops are another key strategic goal in the plan as is creating a working group to develop a strong branding strategy for the downtown. Chris Kaselemis, director of the county’s Department of Economic Development, said the county supported the strategy the town was adopting. “Leonardtown is very important for to

attract small businesses and new professionals to the area,” Kaselemis said. The strategic plan also calls for expanding the hotel in town, the Executive Inn and Suites, located just off the main square, to make it a meeting space to be a part of future development. Mayor Dan Burris said Monday that a civil case in St. Mary’s County Circuit Court involving the hotel had recently concluded with the judge signing off on the final foreclosure of the property. The hotel had gone up for auction on the courthouse steps in March of last year with a buyer from Baltimore making the highest bid. The buyer was Stan Zimmerman, operating under the corporate moniker of Dancing Avocado LLC; the price was $1.85 million at the courthouse sale. The hotel is currently not operational; Burris said the new owner was likely looking for another party to take over management of the property. “Hopefully in the next few months we’ll have a fully functioning hotel in town,” Burris said. guyleonard@countytimes.net

County Announces Commissioners Briefed Presidents Day Schedule

On Special Police Bill By Guy Leonard Staff Writer

A bill proffered by Del. Matt Morgan (R-Dist.29A) would establish a pilot program for special police officers (SPO) in St. Mary’s County. The bill states that such special security guards could be used to protect local government-owned properties, including schools. A special police office is a security specialist with arrest and police powers restricted to the property they are assigned to guard. Sheriff Timothy Cameron told commissioners at their regular business meeting that the impetus behind a special police officer program came at a time when vacancies at the sheriff’s office were at an all time low, about 27 sworn officers short. Since that time the sheriff’s office recruitment efforts have closed that gap. “They would not be school resource officers,” Cameron said of an SPO. “Their job would be to keep their eyes on the horizon looking for anyone who might do harm.” School resource officers (SRO) deal with students and staff at schools as part of their overall school security duties. The push for more school security has taken center stage locally and in

Annapolis at the Maryland General Assembly since last year’s shooting at Great Mills High School Tim Cameron that took the lives of two students. The SRO on duty at the school Cpl. Blaine Gaskill responded in seconds on March 20 of last year to stop the shooting. Though the program could be used to bolster school security, Cameron told commissioners that he still preferred to hire retired police officers for the job. Cameron said retired police officers already came with the training and the law enforcement certifications from the state to be able to provide the kind of security schools needed. He said he would prefer to hire them “because of the commonality where they came from,” referring to their law enforcement training. “If it keeps our kids safe, I’m for it,” said Commissioner Mike Hewitt of the bill. Concept Plan to Replace Concrete Facility Approved

The planning commission has given initial approval to a commericial redevelopment of the concrete plant in California

The county’s planning commission approved a concept site plan Monday night that would redevelop the concrete processing plant on Oak Crest Road in California just off Route 235 into a commercial property with restaurants, gas station and possible a Royal Farm convenience center. Several of the planning commissioners praised the idea of the proposed development, called Southstar Redevelopment, but placed conditions on the developer to attain initial approval. St. John Properties must first complete State Highway Administration (SHA) mandated traffic improvements in the first phase of the project before any business there can get a use and occupancy permit from the county government. Also, St. John Properties must allow for space for sidewalks on the frontage of the property. Chris Longmore, attorney for the applicant, said the developer agreed with the conditions. “It’s a good project for that site, it’s [the concrete plant] an eye sore,” said commission member Joe Van Kirk. “I still have problems with the traffic counts… I think it’s going to be heavily, heavily trafficked. “And I’m leery of those phased in road improvements.”

The road improvements include some widening of Route 235 to include deceleration and acceleration lanes in and out of the site as well as an entrance directly to the site off of Route 235. Some planning commission members were concerned about the fact that the developer had submitted a traffic improvement plan to the state but that it had yet to be approved. The current plan proposes a convenience store of 5,376 square feet, a car washing facility at 1,248 square feet, a refueling station at 5,280 and two restaurants one measuring 5,520 square feet and the other 8,520 square feet, county planning staff reports show. The project is set for a review of the conceptual site plan Feb. 11 before the St. Mary’s County Planning Commission. The proposed plan also calls for an extra entrance from Route 235 to the commercial center, county documents state. The convenience store is likely to be a Royal Farms establishment according to renderings submitted to the county by the project’s developer, St. John Properties; the entire development would be situated on 6.77 acres immediately north of the intersection of Route 235 and Oak Crest Road. A traffic study completed in June of 2018 estimated that the convenience store would generate 447 trips, while the new restaurant sites would generate between 50 to 83 each. Martin Seibert, commission member, said they were wary of assurances that developers would complete all of the traffic improvements; the example of St. Mary’s Marketplace’s well-known traffic debacle on St. Andrews Church Road was a prime instance. “They said at least let us open the grocery store first [before traffic improvements were completed] and I’ll be damned if everything there opened and they were still piddling around with that road.” guyleonard@countytimes.net

State to Assist Federal Retiree Debt The Maryland Comptroller’s Office will offer assistance to Maryland federal retirees who owe Maryland taxes and were subject to an offset of their federal pension by the U.S. Department of Treasury. On Feb. 1, the Treasury Department mailed notices to approximately 7,500 federal retirees in Maryland owing Maryland taxes as part of its Treasury Offset Program. The notice states that the Department of Treasury could withhold up to 25 percent from a retiree’s pension until the debt is resolved. The Maryland Comptroller’s Office’s

Compliance Division will work with federal retirees and the Department of Treasury on a case by case basis, but the Comptroller’s Office will not offset federal retirees’ pensions for state tax obligations. Infant Dies From Injuries Sustained In Crash On February 9, 2018, Emma Leigh Clarke, age 3 months, a Calvert County Resident succumbed to the injuries sustained in a motor vehicle collision that occurred on February 7, 2019. Deputies from the St. Mary’s County Sheriff’s Office responded to the 19200 block of Three Notch Road in Lexington Park, for the reported motor vehicle collision involving three vehicles. The Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation. Preliminary investigation determined a 2008 Honda Civic operated by Alexa Taylor Smith, age 23 of Owings, was traveling southbound on Three Notch Road in the area of King James Parkway. Smith attempted to make a U-turn at King James Parkway, and was struck by a 2013 Ford Escape traveling southbound, operated by John Wesley Lonkert, age 39 of Scotland, Maryland. After being

struck, Smith’s vehicle entered the northbound lane where it was struck by a 2017 Hyundai Santa Fe operated by Joseph Dennis Spalding, age 58 of Hollywood, Maryland. Smith and a passenger were transported to an area trauma center, and a juvenile in Smith’s vehicle was transported to Children’s Hospital for treatment. Lonkert was transported to MedStar St. Mary’s Hospital with incapacitating injuries. At this time, driver error appears to be the contributing factor in the collision. St. Mary’s County Sheriff’s Blotter Shooting Investigation in Lexington Park On February 3, 2019, deputies from the St. Mary’s County Sheriff’s Office responded to the 46800 block of Rogers Drive in Lexington Park for a reported shooting complaint. Shell casings were located in the area, and a residence nearby had been struck with projectiles. No injuries have been reported from this incident. Criminal Arrests Stolen Vehicle- On January 31, 2019, Dep. Chase responded to the 20800 block of Flour Mill Court in Lexington Park, for the report of an individual in the area attempting to break into vehicles. A witness advised an individual, later identified as Travis Dimitri Smoot, age 31 with no fixed address, drove a truck

into the area, and parked the vehicle partially in the roadway and partially in a yard. Smoot was then observed walking the neighborhood and attempting to enter multiple vehicles. Dep. Chase canvassed the area and located Smoot, and the truck he was operating. A check of the truck indicated it had been reported stolen. Smoot was also found to have gift cards, loose change, and other items that had possibly been stolen from vehicles on his person. Smoot was arrested and charged with Motor Vehicle/Unlawful Taking and Rogue and Vagabond. CASE# 5571-19

On February 2, 2019, Dep. Fenwick responded to the 23000 block of Oakley Road in Avenue and located a vehicle in the middle of the roadway with no lights on, and the driver asleep behind the wheel. The vehicle operator was identified as Terry Ann Nelson, age 54

of Chaptico. It was determined Nelson had been operating the vehicle under the influence of alcohol. Nelson was arrested and charged with Driving Vehicle While Under the Influence of Alcohol and Driving Vehicle While Impaired by Alcohol. CASE# 6734-19 Assault- On February 2, 2019, Cpl. Corcoran responded to the 20600 block of David Way in Lexington Park, for the reported assault. Investigation determined Francis Elizabeth Barnes, age 62 of Lexington Park, assaulted the

victim by throwing a metal bucket at the victim, which struck the victim in the face causing injury. Barnes also threw hot wax onto the victim’s couch, damaging the furniture. A second victim intervened to keep Barnes from committing further assaults, however Barnes assaulted the second victim, causing injury to the victim’s arm. Barnes was arrested and charged with two counts of Assault 2nd Degree and two counts of Property Destruction. CASE# 6838-19

Grace and Rich Fuller Family Scholarship for the Trades Assists St. Mary’s County Residents Pursuing Skilled Trade Careers Two St. Mary’s County families recently joined efforts to provide $10,000 to the College of Southern Maryland (CSM) Foundation and establish the Grace and Rich Fuller Family Scholarship for the Trades. The new scholarship, a combined gift from Richard and Grace Fuller and James and Yachiyo Wallace, both of Lexington Park, will provide financial assistance for tuition, fees, books and other related supplies to St. Mary’s County residents enrolled in a skilled trades program. “The Fuller and Wallace families’ gift is an amazing display of generosity,” said CSM President Dr. Maureen Murphy. “This scholarship will change lives. We are deeply touched and honored by their heartfelt donation.” “We were taught to do what we can do to help the next generation,” shared Grace Fuller during a recent tour of CSM’s Regional Hughesville Campus, Center for Trades and Energy Training (CTET). “America is so full of opportunity and we are grateful we can do our little part to help students in need.” The Fullers moved to St. Mary’s County more than 30 years ago as part of Rich’s career in the Navy and raised their two sons in Southern Maryland. After Rich retired from the Navy, the Fullers became part owners in the Port of Leonardtown Winery, and spend much of their time volunteering in the community – including at a local soup kitchen in St. Mary’s County. “We have seen some people who have no hope,” Grace explained of the

clients she helps at the soup kitchen. “And that is what we want to give people in our community who have fallen on hard times: We want to give them hope. Skilled trades are an honorable, needed and honest profession.” When they decided to create this scholarship, Grace said, their neighbors James and Yachiyo Wallace wanted to help by matching funds. “We are grateful to them,” she said of the Wallace family. “They are wonderful friends.” To be eligible for assistance, the student(s) must be a resident of St. Mary’s County; possess a high school diploma or its equivalent; demonstrate financial need; and be enrolled in a skilled trades program. Applicants are required to submit an essay describing any hardships or obstacles they have faced and how this scholarship will help them achieve their goals. In addition, the scholarship recipient must write a thank you note explaining the importance of this scholarship toward their educational goals. The Fullers said they hope that students who receive this assistance will become mentors to those who follow them in the trades and that they will someday pay it forward by contributing to support the Grace and Rich Fuller Family Scholarship for the Trades. Bay-CSS Receives CareFirst Grant Volunteers Sought for HomeBay Community Support Services (Bay-CSS) has announced it has received a $24,000 grant from CareFirst Blue Cross Blue Shield. These funds will support the implementation of a new Electronic Medical Records System (EMR). CareFirst Blue Cross Blue Shield awards grants through a competitive application and review process. Bay-CSS is a non-profit organization that provides personalized care to adults with intellectual and developmental disabilities. Bay-CSS currently operates thirteen residential homes in St. Mary’s, Calvert, Charles, and Anne Arundel counties, as well as three Day Activity Centers in Hollywood, Huntingtown, and Annapolis. Additionally, we partner with over 75 local businesses to provide vocational support and training. With so many locations, it is difficult to keep all 200 employees up to date on the daily medical charts using manual record keeping. With the funds from CareFirst Blue Cross Blue Shield, we will implement an EMR system that will allow us to access the medical records of any individual we serve from any location, in real time! This includes, but is not limited to an individual’s medical charts, behavior plans, personal care plan, and specific goals, interests, and preferences. The EMR system will revolutionize our care and radically in-

St. Mary’s County’s Home-Delivered Meals Program is currently seeking volunteers to serve in the Lexington Park area and the southernmost parts of the county. Drivers would pick up meals at the Loffler Senior Activity Center and pack into coolers provided to maintain a safe temperature. Volunteers are assigned to an established route and the deliver meals to homebound seniors on a weekly, bi-weekly or monthly basis. SMADC Takes Over Oyster Trail Website Guide Expands Support for Oyster Industry The Southern Maryland Agricultural Development Commission (SMADC) recently adopted the management of the ‘Southern Maryland Oyster Trail’ website, at the invitation of the project originators Morgan State University, Patuxent Environmental and Aquatic Research Laboratory (PEARL) and partners St. Mary’s and Calvert County Economic Development and Tourism Departments. The Southern Maryland Oyster Trail was first conceived by environmental non-profit True Oyster Restoration Initiative, Inc., as a tourism marketing catalyst to increase public appreciation for oyster farming; where and how oysters are grown and harvested as well as the economic, cultural, gastronomic and ecological assets the oyster industry contributes to the region. The Oyster Trail website marylandoystertrail.com, currently hosts a selfguided destination tour of oyster farms and other oyster-related sites and attractions primarily located in Calvert and St. Mary’s Counties. “SMADC was awarded a Rural Maryland Council (RMC) grant to build on the good work already started by PEARL and to expand the website content to include oyster producers region-wide,” explained SMADC’s Director, Shelby WatsonHampton. “We are excited to take on this important marketing project to support and promote Southern Maryland’s oyster industry.” SMADC plans to update the existing website and re-format the content in line with its other successfully established consumer guides and marketing programs. The web-hosted Southern Maryland ‘Oyster Guide’ will showcase producer profiles (hatcheries, aquaculture farms and wild harvest), as well as provide information on where to buy Southern Maryland raised and harvested oysters. Also featured will be region-

New NAACP President Targets Achievement Gap, Community Needs By Guy Leonard Staff Writer

William Roosevelt Hall III is relatively new to St. Mary’s County, but he’s already become a fixture in local politics and activism. A native of Birmingham, Alabama he’s established himself here by working with the National Association for the Advancement of Colored Peoples’ Souls to the Polls program, getting a seat on the county’s planning commission and now as the newly-elected president of the county’s chapter of the NAACP. The group’s mission is to help promote opportunities for people of color and to fight racism and its effects; he works for both ends but said he’s focusing more on the former. “I’ll try to change people’s minds,” Hall said. “But I’m focused on trying to solve problems.” Hall, 38, a program analyst on Patuxent River Naval Air Station for the manned flight simulator, said he particularly wants to tackle the achievement gap between black and white public school students. He wants to find ways to mentor black students to push themselves academically. “I feel like nobody’s pushing them towards excellence,” Hall said. “They’re just pushing them towards passing.” Hall knows about academic excellence. Growing up in Birmingham, where the exodus of the steel industry lead to widespread joblessness and social decay, Hall was still able to attend a magnet school, excel academically and get accepted into the U.S. Military Academy at West Point. His mother was the driving force in him going into the service academy, since he wanted to study business at a college in Florida. “Looking back, I needed the structure West Point gave me,” Hall said, crediting her with keeping him on the right path even though she was a single mother. “She was a nurse; her mission in life was stopping me from falling into the trap that is gang violence.” She succeeded, Hall said, but she also inculcated her son with a passion for community activism and fighting for civil rights. “She was connected to people who were deep in the Civil Rights Movement,” Hall said of his mother. “All kinds of leaders… she was a heavy participant. “We were always active in the community.” Hall said he was well acquainted with racism in his Deep South home and elsewhere; but it crosses racial boundaries, leaving no one blameless. “We were the first black family in our neighborhood,” Hall said, remembering when he and his mother were able to move into a better setting. “I saw white flight first hand.” He remembers notes being left near his home and on their vehicles saying they weren’t welcome. It followed him to West Point too, but the military life soon sorted that out somewhat. He remembered one hazing incident when someone plastered an image of fully garbed KKK members sitting on the set of the Jerry Springer show on his dormitory wall. “They thought I would get the joke,” Hall said. “I really didn’t think it was funny.” He still chalks the specter of racism up to some of the basest human traits: mistrust and ignorance. “It’s just because we don’t know each other,” Hall

said. “But the military strips a lot of that away; you’re just a guy from Alabama, a guy from Nebraska and a guy from Texas.” After a brief stint in the Army after graduating in 2003 he was medically discharged and set about taking program management jobs in the private sector; he even worked briefly in Canada. “In Calgary I was extremely noticeable,” Hall said, noting that attitudes appeared different towards black people. “It’s not that they love us, they just didn’t hate us.” Now that he’s here he wants to ensure the NAACP knows the community’s needs; part of that has been getting involved in the push for a new community center in the heart of Lexington Park. “There’s so much low hanging fruit, but I don’t know where the focus should be,” Hall told The County Times. “One of the biggest problems I see is the number of people in Lexington Park who are underemployed.” Getting local residents stuck in an employment rut a skillset that could propel them into the trades is one option Hall is exploring, he said, while he wants to find ways to get residents into opportunities to work on base through specific training tailored for government and military requirements. “I want to work with people on base to hire more people locally,” Hall said. “That way the employers on base wouldn’t have to bring in people from outside the community; they come here but a lot of them don’t want to stay here. “This way they get a workforce that will stay; for a

lot of this stuff you don’t need a degree, you need OJT [on the job training].” Another core mission is to keep the local NAACP active and to make it grow; he said he wants to focus as much on providing for needs as he does on advancing arguments about equality. That will take community engagement and plenty of it. “Where we fail is when we assume we know what the community needs without working with the people who need assistance,” Hall said. “There’s a lot more we could be doing for the community. “I just want us to be more active; my ideas are bigger than our wallet right now.” The local branch of the NAACP has been operating for more than 70 years, according to the organization’s records. The St. Mary’s County Branch Charter was approved by the National Association for the Advancement of Colored People National Board of Directors on January 7th, 1946. The approval reads:”The Charter is granted on the condition that the local Branch will endeavor to the best of its abilities to cooperate with the National in furtherance of the Association’s object namely to uplift the colored men and women of this country by securing to them the full enjoyment of their rights as citizens, justice in all courts, and equal opportunity everywhere.” guyleonard@countytimes.net

Petty Officer 1st Class Jacob Perry, the leading petty officer (LPO) for Air Test and Evaluation Squadron (VX) 20’s E-6B Mercury test team, was named the Naval Air Systems Command (NAVAIR) 2018 Sailor of the Year during a Feb. 7 ceremony at Naval Air Station Patuxent River, Maryland. During fiscal 2018, Perry’s team— comprising four junior officers, eight Sailors and nine civilians—completed developmental testing and evaluation of seven major E-6B mission systems, totaling 297.4 mishap-free ground and flight test hours across 80 test sorties. Perry’s efforts helped earn his team recognition as “VX-20 Test Team of the Quarter, Second Quarter 2018.” Perry also served as the VX-20’s primary Naval Air Training and Operating Procedures Standardization (NATOPS) instructor, a role in which he “distin-

guished himself through his exceptional performance as the subject matter expert and most knowledgeable E-6B Flight Engineer Instructor within VX-20,” wrote the squadron’s then-commanding officer, Col. Tails of Br’er Rabbit Premiers at CSM

The public is invited to enjoy the upcoming, and uplifting, production of “African-American Folk Tales: The Tails of Br’er Rabbit” showing Feb. 1416 at the College of Southern Maryland’s (CSM) Fine Arts Center (FA Building), Theater. Produced by special arrangement with author and CSM Alumnus Kenneth L. Waters Jr., this comedy portrays what happens when a school teacher asks his students to act out the folktales of Br’er Rabbit. Teacher Mr. Eugene Remy thinks he has a brilliant idea during Black History Month to teach the folktales taught to him by his mother when he was a child. Through his creative method of storytelling, he divides his class into groups of three and assigns each group a story to act out and perform - with hilarious results.

You won’t want to miss how the children’s imagination comes to life as Br’er Rabbit and his crew jump off the page and onto CSM’s stage. The show’s run time is approximately 70 minutes and is appropriate and encouraged for all ages. Out “with” the frying pan, and in to hiding Yes, I realize it is February and I should have opened the set before this, but you know how it is. Sometimes you pass by something in your house so much that you don’t even notice it’s there anymore. This is what happened with a set of red cookware we bought before Christmas at the Prince Frederick K-Mart when it was in close-out. The set was a real deal. The problem is that I do not like red cookware, and do not see it in the future plans of what I would like our kitchen to look like. BUT, it was one of those days where my husband was not in one of his most patient moods. Maybe that’s because I spent a half hour in the aisle debating the relative merits of 4 or 5 different sets of pots and pans. Remember that I am married to a former firefighter. I don’t want to make a blanket statement here, but most all of the firefighters I have known are not known for indecision. People’s lives and their lives depend on quick decisions and quick action. Unfortunately, this state of mind also applies when they are shopping with their wives. Our conversation this particular day went like this: He says: “How about I buy a new set of cookware for Christmas?” Me: “Okay, let me just look what is included in each one.” A few minutes later, he asks, “Okay which one do you like?” Me: “Well, this one has some nice frying pan sizes, but not enough pots, this other one has everything I want, but doesn’t look like it would last.” Him: “How long have you had your cookware??” Me: “Since my first wedding 37 years ago.” Him: “It needs to go! And SO DO WE!” Me: starting to possibly whine: “But my mother got it for me.” Him: “Pick something or we are leaving.” Me: mumbly like: “Okay, well I guess if I have to, I guess this RED set is fine, it does have everything I guess I want.” In my mind I am saying, “I HATE RED cookware, I want persimmon, or turquoise or sage green.” Him: “Alright, get it, let’s go.” I know I have been petty about this whole thing by just stepping around this huge box in the extra bedroom, laying things on top of it to hide it, and never opening the box. I even considered selling it on Facebook marketplace to put towards a color I really want. It came to a point however where I had no choice anymore. I realized when I looked at my old large-perfect for frying a whole pound of bacon frying pan that I had been blissfully oblivious and completely ignoring the fact that the Teflon coating was scratched and almost non-existent, and very likely a huge health hazard. And that the small perfect for scrambled eggs frying pan was maybe not so perfect either anymore. This was evident by the fact that when we fried sunny-side-up eggs in the pan, we had to prop up the handle on the stove with a can of black pepper, so all the yolks and whites didn’t all end up as one big egg. I have tried over the years to get rid of my old set of pots and pans, but I had become so sentimental about them remembering all the meals I cooked for my sons growing up. All the wonderful dinners with friends that had been made with these over the years. And also that they were a special gift from my mother who was such a great cook. There was even one frying pan that my mother bought me after a fairly large lottery win. She called and asked me to meet her at McDonald’s in Charlotte Hall one time. I lived in Lexington Park and she was still in Clinton at that time. We met, ate, we got up to leave, and she said to not forget the brown paper bag on the table. She had hit $4000 on the lottery, cashed it at Fred’s Liquors and gave me $2000. which was in that paper bag. We went right over to McKay’s and both got a few hundred in groceries and I bought a deep, wonderful, new frying pan at McKay’s which I do still have, and it looks as perfect as the day I bought it all those years ago (and she has been gone 19 years now). I won’t ever get rid of that one. In fact, please don’t let my husband know this but I haven’t actually gotten rid of the others, but they are well-hidden enough that he won’t find them. Though, I must say, I’ve found that the new set is really nice, and that fire-engine red is a really pretty color after all. Melva Hamrick Fuchs

Melva Hamrick Fuchs, 91, of Hollywood passed away on February 2, 2019 at her home. Melva was born on December 7, 1927 in Gregory, West Virginia to the late Alva David Barrickman and the late Dochie Eva Bowyer Barrickman. Melva enjoyed photography, quilting, needlework and gardening, both vegetables and flowers. She was a member of Quilters by the Bay. She worked as a Cafeteria Manager for the St. Mary’s County Public School system for many years. Just out of high school she was employed by B. F. Goodrich and had several part-time jobs. Melva is survived by her daughter, Patricia Ann Craig, and her son, Ken Lawrence Hamrick, her sister, Lounette Clinton and her step-sons, Alan Fuchs and Richard Fuchs. Also surviving are 3 grandchildren, 3 great grandchildren, 1 great-great grandson, 7 step grandchildren and five step great grandchildren. She is preceded in death by her husbands, James Madison Hamrick and John Frederick Fuchs, her son James Madison Hamrick, Jr. and 3 sisters. Melva’s Life Celebration Visitation will be held on Friday, February 15, 2019 from 5pm to 8pm at Brinsfield Funeral Home, P.A., 30195 Three Notch Road, Charlotte Hall, MD 20622. Kyle Lee Akers Redman

She was born on October 27, 1940 in Taft, California to the late William David Egenhoff, Jr. and Linnie Idean Stephens. On June 1, 1962 she married her beloved husband, Goteti Bala Krishnamurty in Los Angeles, California. Together they celebrated over 38 wonderful years of marriage. Mary also lived in Franklin, NC from 2002 to 2014, where she had many meaningful friendships. She moved to Maryland in 2014 to be closer to family. Mary was a fiercely independent woman who, after receiving her Masters Degree in public health, became a microbiologist. She worked for LA County in the public health sector for 18 years. She enjoyed traveling the world, which included India, Thailand, Spain, and Indonesia. She was an avid reader of mysteries and books about spirituality. Mary was a beautiful seamstress and made clothing for herself and family. She found relaxation and peace in creating beautiful quilts, embroidery, and knitting. She is survived by her children: Rama Gehris (Allen) of Mechanicsville MD, Shanti Krishnamurty (Michael), of Stockbridge GA and Goteti Krishna (Madhu) of San Ramon, CA; her grandchildren: Miranda Gehris, Brandon Gehris, Cecilia Gehris, Greyson Krishnamurty-Baerman, Aleck Krishnamurty-Baerman, Isha Goteti and Niana Goteti and two nieces: Tammy Herrstrom and Wendy Slegh. Kyle attended Great Mills High School and then obtained his GED. After high school, he began working as a

carpenter for East Coast Construction. Due to his superior work ethic and quality of workmanship, he quickly rose to a supervisor position within the company. He spent nine years there before deciding to relocate to Tennessee. He only spent a few months in Tennessee before deciding to return to Maryland. Kyle was an avid hunter and loved to go fishing. He took several trips to North Carolina to go deep sea fishing. He also enjoyed visiting his life-long friend, Korie Langley (Danielle) in Tennessee. He was close to his family and enjoyed spending time with them, especially his brother and best friend, Dale Redman. Kyle is survived by his mother, Joanne Redman Cook of Hollywood, MD. It is with great sadness that the family of Barbara Gail Allgood (maiden name Hyde) announce her passing on February 10, 2019. She passed peacefully with her family by her side. She was the wife of John Edward Allgood and resided in St. Mary’s County, MD for 45 years. She was born in Honesdale, PA, to Freda and Donald Hyde and was the oldest of three children. She was raised in State College, PA and graduated from Preston Township High School, Lakewood, PA. She was a dedicated wife, mother, grand and great-grand mother and cared for many over the years, always extending help to those in need. She had a long career with the St. Mary’s County School Board. Barbara is survived by her husband John Allgood, of Great Mills, MD; her brothers Donald Hyde of Great Mills, MD and Richard Hyde of McKeesport, PA; and three children; daughters Karen Lyon of Hollywood, MD and Jaclyn Shaw of San Antonio, TX and son Gary Lyon, of Jacksonville Beach, FL. Her greatest joy were her four grandchildren, Brandi, Kristen, Blake and Dylan, and three great-grandchildren Mia, Javier and Cameron. James C. Quade, Jr, 92, of Leonardtown, Maryland died peacefully on Friday, February 8 at St. Mary’s Nursing Center. Born on October 18, 1926, in River Springs, MD he was one of eleven children of the late James Carroll Quade, Sr and Grace Irene Lacey Quade. Mr. Quade is survived by his wife of 65 years, Frances Lee Cooksey Quade, his four children and theirspouses Mary Lee Russell (Russ) of Leonardtown, Wayne Quade of La Plata, Diane Briscoe (John) of Hollywood, Vicki Hoffman (Frank) of La Plata and six grandchildren: Becky Root, Adam Russell, Haley Shlagel, Jenna Briscoe, Hannah and Lily Hoffman and three great grandchildren. Mr. Quade is also survived by two siblings Matthew Quade of Bushwood and Agnes Quade Pilkerton of Leonardtown. In addition to his parents he is preceded in death by his siblings David Roy Quade, Joseph Leonard Quade, James Maguire Quade, Mary Catherine Quade Wathen, Dorothy Irene Quade, Thelma Quade Hall, Steven Bernard Quade and Francis Aloysius Quade. Mr. Quade honorably served his country in the United States Army during World War II as a Private First Class military police officer and received medals for Good Conduct and the Army Occupation Medal as well as the Asiatic Pacific Theater Ribbon and World War II Victory Ribbon. He was employed as a machinist at Patuxent River Naval Air Station and NESEA Webster Field for 46 years. He was a lifelong resident of St. Mary’s County and parishoner of St. Aloysius Church. He was an avid gardener and enjoyed being outdoors, cutting grass, planting flowers, and tending to his yearly vegetable garden. Mr. Quade was also good with his hands and a talented craftsman. In addition to all of his personal accomplishments throughout his life he was most proud of his family and they are so very honored to have had him as a Dad, Father in Law and Pop. Samuel “Sammy” Aloysius Cusic Mary Blanche Pilkerton, age 76 of Loveville, MD passed away on February 7, 2019 at St. Mary’s Hospital. Mary Blanche was born on March 31, 1942 in Leonardtown, MD to the late Mary Louise Long and John Loyal Guy of Loveville. On May 14th, 1960, she married the love of her life, Norman Alexander Pilkerton, Jr, at St. Joseph Catholic Church in Morganza, MD. They were married for 58 years. Mary Blanche was a dedicated and faithful member of St. Joseph Catholic Church. Mary Blanche is survived by her sisters, Mary Lou May of North Carolina, Barbara Montgomery of Mechanicsville, Jean Burch of Charlotte Hall and brother John Loyal Guy, Jr (deceased) of Loveville. She is also survived by her four children, Jeffrey Pilkerton (Sandy) of Loveville, Wayne Pilkerton (Jenny) of Clements, Allan Pilkerton (Nancy) of Mechanicsville and Wanda Jones (Mark) of California MD. Susan Flanders Pulliam, 73 of Lexington Park, MD passed away on February 10, 2019 surrounded by her loving family. Born December 6, 1945 in Buffalo, NY, she was the daughter of the late William Flanders and Gloria (Bergman) Flanders. Susan married the love of her life, Charles Kenneth Pulliam on February 17, 1965 in Fort Washington. They spent 48 wonderful years together before his passing in June of 2013. Susan was a dedicated employee of SAIC as a Secretary for 30 years where she made many lasting relationships. She enjoyed going on cruises, loved shopping, and her dog Sophie, but most of all she treasured spending time with family and friends. Susan is survived by her children, Cher Wilson (Brian), of Hollywood, Michael Pulliam (Dawn), of Lexington Park, MD, and Kip Pulliam (Crystal), of Mechanicsville, MD; her brother, William Flanders, of Bowie, MD; four grandchildren, Grayson, Braydon, Kip Jr., and Molly Pulliam. She was preceded in death by her parents and her husband. Rae Celestine “Mommer” Garner, 87, of Hollywood, MD passed away February 7, 2019 surrounded by her loving family. She was born August 14, 1931 in Mechanicsville, MD to the late Bernard Melvin Wood and Margaret Ann Pilkerton Wood. Rae is a lifelong resident of St. Mary’s County. On (June 30, 1951) she married her beloved husband, Lawrence Raymond “Deedy” Garner. Together they celebrated over 54 year of marriage before his passing on May 25, 2006. She was a devoted and loving wife, mother, grandmother, great grandmother, sister and friend to many. Before she was married she was employed as a telephone operator and as a waitress at Hill’s Club. After raising her 17 children, she went to work at K-Mart running the “blue light” specials, a job she enjoyed because it involved working with many people. She was a great cook with her

specialty being stuffed ham. She hosted many family and holiday dinners and Saturday night card games. She was extremely organized and loving. She dedicated her life to taking care of her family, especially her children and later her grandchildren. In addition to playing games and cards, she also enjoyed quilting, yard sales, dancing and supporting her family’s extra-curricular activities. Winter was her favorite season because she loved the snow. Advance Directive Event

Make plans to come to the Loffler Senior Activity Center on Wednesday, Feb. 20, at 10 a.m. and learn about Advance Directives, which are legal documents that let others, such as family and medical staff, know what your medical preferences are in the event you are unable to communicate for yourself, due to illness or medical emergency. There are two parts to an advance directive, a living will and a durable power of attorney for health care. Though Advance Directives are legal documents, a lawyer is not needed to complete one. Straight Talk on Straight Teeth

BY: JEFF TOMCSIK Orthodontic braces and clear aligners such as Invisalign® are not just for straightening teeth and making your smile look better. In fact, a highly trained and skilled dentist will use orthodontic treatment to improve the function of the teeth which will result in a healthier, longer-lasting smile. While good looking teeth are attractive, the purpose of your teeth is to chew food. When teeth are misaligned, they can slowly damage opposing teeth during the chewing process. When they are in proper alignment, teeth break down the food they are chewing without damaging each other. To help illustrate the point, think of a well working pair of scissors. When in good alignment the two blades come together and meet at a very precise point that makes them excellent at cutting paper. On the other hand, imagine one of the scissor blades had a slight bend or a ding in the metal. This imperfection would surely affect the scissor’s ability to cut as well as when it was in perfect alignment. If the one blade is bent away from the other, there will be a gap between the points of contact that cause the cutting action. The result would likely be a failure

to cut effectively or efficiently. If the bend in the one blade is toward the other, it would cause the blades to scrape each other, making cutting difficult. More importantly to note, the blades scraping each other slowly destroy the cutting surface of both blades. These same principles can be applied to your teeth. In any area of the mouth where your opposing teeth do not meet when you perform a chewing motion (meaning there is a space between the top and opposing-bottom tooth in any area of your mouth when your jaw is closed), like the scissor in the first scenario, it is rendered ineffective in the chewing process. On the other hand, if there are any teeth that are colliding with their opposing teeth, they are likely causing trauma to each other and slowly wearing down the enamel surface and eventually the tooth structure. This will likely lead to greater risk of decay and eventually risk the tooth’s overall vitality. Many people who have ongoing problems with decay or pain despite their efforts to keep their teeth clean, might be suffering from malocclusion issues that are causing the ongoing dental problems. The good

news is that orthodontics may be a solution to these problems, and a straighter, more beautiful smile is a bonus to the treatment, not the reason for the treatment.
