The Dominican Republic is a great place to fish for marlin in the spring. Recently my friend and fellow IGFA Trustee Roy Cronacher invited me to fish in Cap Cana. In short notice we were on our way to a great fishing adventure. The Dominican Republic is only a short flight from Miami. Roy and I both fished conventional tackle as well as fly.
In three days of fishing, we saw plenty of white marlin, blue marlin and dolphin fish. The marina at Cap Cana is first class, offering full service to all fishing vessels that visit this great fishing destination. We stayed at a condo just a few steps from the marina. Every evening we had our choice of fine restaurants within walking distance of our spacious accommodations. One evening we took our own catch and it was prepared deliciously for us. Cap Cana offers great fishing in the spring as well as the fall. If you are interested in marlin fishing with state of the art facilities, I highly recommend a visit to the Dominican Republic.

Recently our designer Alberto Borges and a group of friends visited Big Bear Lake a charming place where they spent a big weekend, enjoying the local beauty and the direct contact the nature. Big Bear Lake is a reservoir in the San Bernardino Mountains, in San Bernardino County, California, United States. At a surface elevation of 6,750 ft (2,060 m), it has an east-west length of approximately 7 miles (11.2 km) and is approximately 2.5 miles (4 km) at its widest measurement, though the lake’s width mostly averages a little more than 1 mile (1.6 km). These approximations are based on the lake having an optimum retainable water level. Its deepest water at 72 feet (22 m). It is a completely snow-fed lake, having no other means of tributary or mechanical replenishment. Located 100 miles (160 km) northeast of Los Angeles and surrounded by the San Bernardino National Forest.

José A. Fernández I consider myself a very versatile photographer. Throughout my career I have photographed action, portraiture, commercial, magazine, news, sports, advertising, weddings, underwater... and I have done it well. I graduated in 1973 from the Daytona Beach Community College School of Photography, where where I learned to shoot, develop and print color. While in photography school I was hired by the Daytona Beach News Journal as a lab assistant and photographer, which got me to cover the races. Several months after my graduation, I was hired by the The Palm Beach Post/Times as a full time news photographer. This was a dream come true for me. In the early ‘70’s The Post was recognized as one of the top photography newspapers in the nation.
I was mentored by the some of the best national news photographers, and I was able to hold my ground. In 1976, I moved to Venezuela, started a commercial photography studio and did mostly corporate photography. I was the in-house photographer for J Walter Thompson of Venezuela until I returned to the States in ‘83. I began shooting as a freelancer for The Associated Press, United Press International, Fortune Magazine, Forbes Magazine, Florida Trend Magazine and several local advertising agencies in Miami. In the late ‘80’s, I had an accident and broke both my heels, and could not work for almost 6 months. I lost my client base, and started a custom gunsmithing shop. I had been an avid competitive pistol shooter for many years. I learned machining skills and formed a business building custom competition guns. I ran this business for almost ten years, and eventually I got back into photography. I hope that I can do it for many years to come. www.jafphotography.com
UNO MAS DOMINATES AT THE 2013 INTERNATIONAL CAP CANA BILLFISH SHOOTOUT By Rick Alvarez Cap Cana, Dominican Republic: It was the team fishing aboard the Florida based 60’ Bayliss, Uno Mas that ran away with an impressive victory at this year’s International Cap Cana Billfish Shootout. Not only was Uno Mas the tournament’s Top Boat earning them the elegant Release Marine step box trophy but boat owner Brooks Smith finished first in the Shootout’s Top Individual Angler standings. “All in all it was a resounding victory” commented Brooks as he received the Top Angler Mustad Silver Hook trophy. At the end of day one, Team Uno Mas occupied fourth place in the leader board behind Black Gold in the lead, defending champs Shark Byte in second and Free Spool in third. However, it was on day two when Uno Mas lit up the scoreboard releasing six white marlin plus two blue marlin, the latter earning them extra points, winning them the daily and catapulting them into first place. After that they never looked back! “We approach every tournament the same. Stays focused and catch what you see. Brooks on the flats and Sean Gallagher and Eric Rojas on the riggers is a deadly combination, so I knew if I could get the bites we would do very well” said Uno Mas’

On the third and final day they continued to accumulate points finishing the tournament with a very comfortable lead of 1,250 points. “We were 17 for 23, so you can see that our percentage was very good. Anytime you can fish at 70% or higher you will be in the money” concluded Lynskey. Meanwhile, a battle for second and third place had ensued between Puerto Rico’s Doña Lucy and Florida’s Black Gold. When the dust finally settled both teams ended up with identical scores but Black Gold edged out Doña Lucy by a mere seven minutes under
the tiebreaker rule that states that the team who reaches the high score first wins. In the Chivas Regal Division Individual Angler standings it was Puerto Rico’s Manuel Batlle fishing aboard Bandolera in second place and Dominican Republic’s Elias Cruz finishing third aboard Doña Lucy. As for the Brugal Rum Division, the winning boats were all boats from Puerto Rico with Vacana on top, followed by Bluebird and Barbie respectively. The Individual Angler standings in the division were Alberto Sanchez from Venezuela as the Top Angler fishing aboard Vacana, Puerto Rico’s Federico Lopez, Jr. in second also aboard Vacana and in third it was Harold Vicente from Puerto Rico aboard Bluebird. The final release count came to a total of one hundred and thirty two billfish released. Broken down by species there were 2 sailfish, fourteen blue marlin and one hundred and sixteen white marlin released during this year’s Cap Cana Shootout. An impressive average of seven and one third billfish releases per boat. All participating boats had multiple releases during the event. Next year will be the International Billfish Shootout’s 20thAnniversary and plans are already underway. For starters, the Shootout will move to a four days of fishing format. Fish three days, lay day on the fourth day and finish up on day five. The traditional already elegant and fun filled shore side activities will be improved even further thanks

2013 Underwater Photo Contest Winners More than 650 underwater images were submitted for the 2013 Annual Underwater Photography Contest hosted by the University of Miami (UM) Rosenstiel School of Marine & Atmospheric Science. The ‘Best Overall Submission” photograph was submitted under the Wide Angle category and was shot near San Diego. The winning photo by Kyle McBurnie shows a harbor seal looking out from a kelp forest at Cortes Bank. A panel of experts, including photographer and UM lecturer Myron Wang, underwater photographer Nicole Wang and Rosenstiel School Marine Biology & Fisheries Scientist Dr. Jiangang Luo judged the photos which came from 23 countries. Awards were given in three categories, Macro, Fish or Marine Animal Portrait, Wide Angle, plus, Best Overall submission. The contest also recognized the Best UM Student Photo, which was of a Goliath grouper (Epinephelus itajara) during an annual spawning event in Jupiter, Fla., shot by Laura Rock. Third Annual Presidential Papagayo Cup Results! Dragin Fly Team Goes Wire to Wire in Presidential Papagayo CupAnglers Pocket nearly $25,000 in Victory
Marina Papagayo, Costa Rica-The Dragin Fly angling team of Dwight Wolf, Mike Rankey, Tim DonLevy and Pat Renfro led wire to wire in the third annual Presidential Papagayo Cup, scoring 1,200 points from two blue marlin and six sailfish releases on Day Three alone for a total of 3,200 points and the win. They also swept the daily and overall optional jackpots along the way to victory to rack up nearly $25,000 in prize money. After releasing a blue marlin and seven sailfish on Day One, the team never let up, remaining in the lead at nearly every turn until the final call for lines out was made at 3 p.m. on Day Three.
This comes as their third win of the year, following a first place finish in the Los Suenos Signature Series event in January as well as winning the title of Top Overall Team in the Los Suenos series. The Dragin Fly is a 42-foot custom Maverick charter vessel captained by James Smith.
The Xta-Sea, with anglers Alexis and Julio Chamorro and Hugo Holmann in the cockpit and Capt. John LaGrone at the helm released two blue marlin along with a handful of sails on Day Three for a strong finish at 2,000 points and second place. The Chamorros are among the toughest competitors fishing in Central America and are a very well-respected team in any tournament they choose to enter. The Xta-Sea edged out the Pelese, who also scored 2,000 points but fell just short based on the time of their last release. Marc Stanley, Parker Bankston and Johnny Bankston, along with Capt. Max Morris, marched their way to third by pounding away at the sailfish, eventually tallying 17 releases along with a beautiful black marlin release for Pelese owner Marc Stanley from Day One. In the Angler Division standings, Dragin Fly's Mike Rankey took
top honors with 1,400 points. He was followed by Julio Chamorro, who's two marlin releases on Day Three aboard the Xta-Sea helped boost him to second in the angler standings with 1,200 points. Finishing third was Dwight Wolf, the leader from the first two days from the Dragin Fly.
Thanks to their strong finish, the Xta-Sea team also wins the Papagayo Cup Perpetual Trophy--their names will be inscribed upon this perpetual award that's on permanent display in the ship's store at Marina Xta-Sea wins the Papagayo Cup Perpetual Trophy! Papagayo. The Papagayo Cup is presented each year to the team with the highest point total between the PCCA Costa Rica tournament in March and the Presidential Papagayo Cup event in June. This year, the Xta-Sea team tallied 2,600 points between the two tournaments and was named the winners of this year's award, one of the most prestigious in Costa Rican sportfishing circles.
In the standings for the new Billfish Tournament Series of Central America series, the Pelese team has moved into the lead with 4,550 points. They were followed by the Tranquilo with 4,100 points and in third the Dragin Fly at 3,250 points. At stake is a beautiful perpetual trophy that will be presented to the top team to display at their home marina for one year. In 2013, the remaining tournaments are the Flor de Cana Invitational in Nicaragua, the El Salvador I n t e r n a tional and the Presidential Challenge of Guatemala. Bimini Québec Water Sports Announced Aquatic Sports Center Caters to the Entire Family By John Bell
Bertrand Myre, a Quebecois social worker and former mayor of St-Lazare, Québec has purchased Bimini Water Sports and renamed the operation, Bimini Quebec Water Sports, an aquatic activities center located adjacent to the docks at the historic Big Game Club Resort and Marina. Bimini residents Julian Albury and Benjamin Rolle will operate the facility. All profits earned, according to Myre, will be used to help fund the Bimini Québec Project, benefiting Bimini residents. Myre has added new water sports rentals to the facility, including sailboat and powerboat rentals (guided and bareboat), kayaks and paddleboards. Day and sunset sailing, reef fishing and trolling, snorkeling and mangrove tours as well as sailing and yoga classes will be offered to better serve the public interest in a wider range of family-oriented activities on this popular Bahamas out-island destination. Guatemala's Billfish Tournament Series 2013 Club Nautico de Guatemala had its final two dates of the National Billfish Series this past weekend (May 17 & 18). Calm seas and warm weather greeted the 17 boats participating, with all categories still undecided. Boats averaged around 15 sailfish bites per day, with plenty of Dorado and Yellowfin tuna bites as well. Overall, typical summer days down here off the beautiful Guatemalan Coast! Historic Hemingway Billfish Tournament in Cuba Converts to Circle Hooks By Dr. Mart铆n Ar贸stegui Travel and Exploration Director of Sol y Mar Magazine
An IGFA Team lead by President Rob Kramer, Conservation Director Jason Schratwieser and Trustee Martin Arostegui traveled to Cuba in order to hold a number of scientific workshops to prepare all fishing captains, crews and anglers for the conversion of the Hemingway Billfish Tournament to the use of circle hooks.
These hooks have been proven to be very effective in the safe release of all billfish. This is a very important conservation measure that a lot of tournaments have implemented to reduce billfish mortality. The IGFA team worked closely with the Commodore of the Hemingway Club, Jose Miguel Diaz Escrich and the president of the tournament organizing Marlin Group, Frank Sanchez Perez. The 63rd Ernest Hemingway Billfish Tournament was a great success. Fifteen Blue Marlin were tagged and released during four days of fishing. This year the use of circle hooks was optional and as a result, the IGFA offered a special Circle Hook Release Award to the team that released the most fish using circle hooks.
The tournament winners were a team from the United States of America fishing in the boat Unclaimed. The team released three blue marlin.
The team from Colombia won the Circle Hook Award, they released two blue marlin using circle hooks.
The IGFA team plans to return to Cuba next year to conduct more scientific workshops on the conservation of billfish and the use of circle hooks. LET’S BE INFORMED ABOUT HEALTH CARE REFORM
One of the most controversial changes Americans are having to face is “Health Care Reform”, also known as “Obama Care”. We all have been experiencing much uncertainty. We are approaching the date where we all have to make a decision about our own health care or the health insurance of our employees. Individuals can only purchase insurance during the open enrollment period from October 1st, 2013 through March 31st, 2014. Coverage will be effective January 1st, 2014. In subsequent years, open enrollment period will be from October 1st through December 1st, with the only effective date of January 1st. Different qualifying events will allow individuals to purchase outside of the open enrollment: anyone losing minimum coverage; marriage, birth, adoption, or placement for adoption; experiencing an error in enrollment; demonstrating that the plan or issuer on which the individual had enrolled in, violated provisions of the contract; being eligible for a cost-sharing reduction or changes in eligibility for advance payment of the premium tax credit; and new coverage due to a permanent move. The individuals only have 60 days after the event to elect coverage.
For those that qualify, Tax credits will be available through the Marketplace also known as the Exchange, in a form of advanced payments, to reduce cost and make health insurance more affordable. Eligibility will depend on income and family size. Small businesses with low to moderate wage workers will have exclusive access to an expanded Small Business Healthcare Tax Credit. It could cover as much as 50% of the employer contribution toward premium costs. Medical underwriting will be obsolete. Applications will be based more on income than health history. Rates will be the same for new business and renewals. The rating factors will be based state by state, taking into consideration age, geography and tobacco use. Rates will be the same for men and women. There will be different deductibles, co-insurance and maximum out of pocket amounts. As of today, Exchanges are not functional. We don’t have an exact date of when they will be ready to operate. For Cadillac plan groups of over 50 employees, the government is planning to impose a 40% tax on premiums that exceed a price threshold beginning 2018. This tax is part of Health Care Reform. Penalties will be assessed to those who do not abide the law. Those who which to continue to purchase a health insurance policy out of the exchange can do so. Rates will be higher, with a superior amount of coverage. As we approach October 1st, 2013, changes will continue to emerge. Make sure you keep yourself informed before enrollment period begins, taking into consideration this information.

His life has been devoted also to professional fishing. Dr. Aróstegui, member of the Board of Trustees of the International Game & Fishing Association (IGFA), is the holder of more than 400 fishing world records, including 200 with fly-fishing equipment, and was awarded a Lifetime Achievement Award in 2004. Dr. Arostegui is also a professional photographer specializing in fishing and nature. He is currently the Director of Travel and Exploration for our magazine, for which he travels to different regions of the world to capture with his lens the most beautiful images that human eyes have ever seen.

Pat Ford is considered the best sport fishing photographer in the United States of America. He graduated as a lawyer from the Columbia University School of Law in 1965. He is currently a senior litigation lawyer in the courts of Florida, as well as a photographer with a passion for fishing. Pat Ford has traveled extensively throughout the world and has won 32 world records in several fishing tournaments held by the IGFA. He is the author of “The Best Fly-Fishing Trips Money Can Buy” which tells about different places he would rather go fishing with a fly hook.

Aviator and Aerial Professional Photographer A pilot for many years, specializing in aerial photography. The perspective of buildings and man-made structures, coupled with an appreciation of nature, inspire him to capture on aerial photos what his eyes behold from above so that others may enjoy them, too. His preference is to take aerial photos of coastal locations because they have a visual impact that is very special to him from a professional point of view. Enrico Ghedini was born in 1974 and lives in Bologna, Italy. He is a globetrotter angler and a fishing writer with passion. He has traveled the four continents. He is a lure and fly angler mainly, but he also likes bottom fishing and live baiting. Enrico fishes in freshwater in Europe and Italy, and in salt and freshwater when traveling to tropical locations to target specific species. Enrico is involved in www.insidefishing.it. Their main activity is to organize lure-fishing tournaments to promote recreational angling among young people and to promote catch and release as well as ethical fishing techniques.

He has also worked for different magazines and digital magazines on topics related to the sea and the environment. Cameraman, editor and specialist in underwater recordings have won four Emmy Awards. Favorite hobbies: stay under water, the investigation and search for lost treasures.

A freelance writer, editor, and fishing personality whose byline has appeared in Fly Rod & Reel, Salt Water Sportsman, Fly Fishing in Salt Waters and numerous other outdoor publications. Steve also worked as a guide, while hosting a drive-time radio show. Plus, he’s appeared in a number of television episodes that showcased his particular specialty—fly fishing from land for inshore species. Steve just finished a book titled Landcaptain; the Secrets of Fishing South Florida on Foot for Wild River Press that’s due out later this year.
