RECRUITERS CUP 2011 Official Tournament Rules

CONDUCT/SPORTSMANSHIP Players, coaches, and spectators are expected to conduct themselves within the spirit of the law as well as the letter of the law. Displays of offensive language, temper, or dissent are cause for ejection from the game and field of play. Coaches shall be held responsible for the conduct of all persons on their team and those supporting their team. The referee has the right to require a coach to send any unruly spectator away from the field. Should that spectator refuse to leave the immediate field of play, the referee may abandon the game. Laws of the Game FIFA’s Laws of the Game will govern all aspects of this tournament unless modified in the rules below. ROSTER Teams accepted to the Recruiters Cup must have their complete rosters filled in at operations tent 30 minutes prior to the start of their first game. The maximum roster size is the required number of players on the field plus 5 for substitutions per game. More players may be registered to a team but only may have 5 for substitutions in uniform on their sideline. Any team violating these rules will be disqualified from the tournament. TOURNAMENT FORMAT 1. U6-U8 will play 2 games of group play and will be played on small-sided fields. Winners of their groups will move on in playoff til championship game . (6 v 6) Each game will consist of two 20-minute halves and a five-minute halftime break. Off-sides will not be enforced in this division. Keeper box camping will not be allowed. 2. U10-U12 will play 2 games of group play and will be played on small-sided. (8 v 8) Each game will consist of two 25-minute halves and a five-minute halftime break. Off-sides will not be enforced in this division. Keeper box camping will not be allowed. 3. U14-U19 will play 2 games of group play and will be played on small-sided. (11v 11) Each game will consist of two 30-minute halves and a five-minute halftime break 4. Parents and spectators must be located on the opposite side of the field from the players and a minimum of 3 feet behind the touchline or behind designated spectator lines. 5. A player receiving a RED CARD during a tournament game will be suspended from play for one game, at a minimum. Any coach sent off will sit out the next game. The tournament director has the option to impose a more severe penalty. 6. The Tournament Committee, City of Mobile and any participating sponsor, venders and volunteers are waived, released, absolved and held harmless from any and all claims, contracts, liabilities and obligations incurred in the transportation or the providing of any


medical treatment to any of the players, coaches and/or spectators on each team. It is the responsibility of the coach to authorize any medical treatment or transportation for medical treatment. 7. All game balls will be provided for games. Only balls provided by the tournament can be used. PRE-MATCH CHECK IN Teams must check-in with the Operations Tent (30) minutes prior to the time their match is scheduled to begin. At this time, player equipment will be inspected, player cards turned over, match cards checked and any other necessary instructions given. The Operation personnel are at the matches to assist you with anything you might need and to handle the administrative concerns of the matches. They do not have any authority over any decision normally made by a referee. The Operations personnel will hold the player cards for both teams in their possession during the match; no exceptions.

Rules for Advancement: Teams will be awarded points on the following basis: Six (6) points for each Win Three (3) points for each Tie Zero (0) points for each Loss One (1) point for each goal scored up to a maximum of three (3) per game.

Examples: A 0-0 tie will be scored as 4 points for each team (3 for tie, 1 for shutout) A 4-2 game will be scored as 9 points for the winning team (6 for win, 3 for goals) and 2 points to the losing team (2 for goals). In the event of a tie in points at the end of bracket play; the winner for advancement to Semi-Finals will be determined as follows: 1. The winner in head to head competition. (If there is a 3 team tie, proceed to the next tie breaker) 2. Goal differential, max of +/-3 per game (Team wins 4-0, only gets 3 points, losing team gets -3) 3. Goals For (max 5 goals per game) 4. Goals Against (max 5 goals per game) TIE BREAKING IN KNOCK-OUT MATCHES If the score is still tied at the conclusion of play in any quarter final or semi-final match, Kicks from the Penalty Spots in accordance with the procedure outlined in the FIFA Laws of the Game will be taken until a winner is determined. No quarter final or semi-final match shall end in a tie. Only the players on the field at the conclusion of regulation play may participate. (Center Referee will gather all the players on the field at the end of regulation play and not allow them to go to their respective sidelines. They are the players who will shoot the PK’s.) (Note: could be


less than 11 players due to injury or ejection) If the score is still tied at the conclusion of play in any Championship Match, two 5 minute extra time period shall b played. The extra time periods shall be GOLDEN GOAL periods, in which the game shall end upon any team scoring a goal. If after the extra time periods the game is still tied. Kicks from the Penalty Spots in accordance with the procedure outlined in the FIFA Laws of the Game will be taken until a winner is determined. No quarter final or semi-final match shall end in a tie. Only the players on the field at the conclusion of regulation play may participate. (Center Referee will gather all the players on the field at the end of regulation play and not allow them to go to their respective sidelines. They are the players who will shoot the PK’s.) (Note: could be less than 11 players due to injury or ejection).

INCLEMENT WEATHER 1. In the event of inclement weather, all teams must report to their fields at their assigned times. The Tournament Committee will have the authority to change games as follows: A. Relocate and/or reschedule any game. B. Change duration of any game. C. Cancel any game. D. In the event of lightning during any game it will up to the discretion of the head referee to stop the match. Game may be rescheduled or called a tie by the tournament committee. E. Games concluded because of weather or interference will be considered official after one half has been played. Inclement weather during a match. The match will be considered completed and the score will stand if one half has been completed. If less that one half has been completed, a 0-0 tie will be awarded by the Tournament Committee. Inclement weather before the match. Referees and/or Tournament Committee may reduce the length of the match, and subsequent matches by 50%, however, the halves of the match must be of equal duration. If the match is cancelled, the Tournament Committee will award a 0-0 tie.

FAILURE TO SHOW AND FORFEITS It is expected that NO games will be forfeited during this tournament, as the expressed purpose of this tournament is to encourage good sportsmanship and participation in as much soccer as possible during this weekend. Forfeits impact all other teams within the division as well as the standings and schedule. A team must be ready to play prior to the scheduled kick-off time. Any team not ready to play at kick-off may risk forfeit of the game which will be awarded to their opponent. Once a team forfeits a game, they will be ineligible to advance in the tournament.


Substitutions 1. : Substitutions without limit may be made at the following times with the permission of the referee. After a goal has been scored. On a goal kick by either team. On a throw-in by the team in possession only. After a yellow card 2. When a player receives a “caution” (yellow card) from the referee the opposing team shall be permitted an equal number of substitutions. 3. At the referee’s discretion, in case of injury, opposing team shall be permitted an equal number of substitutions. THERE WILL BE NO SUBSTITUTIONS FOR A PLAYER WHO IS RED CARDED AND REMOVED FROM THE FIELD OF PLAY. 4. Substitutes will enter the field of play at the halfway line after receiving a signal from the referee and only after the players they are replacing have left the field. Coaches should have their substitutions well organized in advance at the halfway line and should make every effort to make the substitutions promptly. DISPUTES The Tournament Committee shall settle all disputes and their decision shall be final. NO protests will be allowed. PLAYER EQUIPMENT All team players must wear acceptable and identical uniforms consisting of shirt, jersey, T-shirt, shorts, socks, shin guards, and suitable footwear. All uniforms shall be appropriately numbered and such number shall coincide with the game roster. Keepers (goalies) must wear a uniform distinctly different from the other players on both teams. Referee will direct removal of any apparel that in his opinion may be dangerous and/or hazardous. In the event of a uniform color clash, the designated visiting team will wear pennys. In addition: 1. All players must wear shin guards, and socks must be completely pulled up over shin guards. 2. No player, including the keeper, will wear helmets, hard caps, or hats. 3. No jewelry or hard hair ornaments may be worn. 4. A player wearing a hard cast will NOT be allowed to participate in tournament play. Properly padded soft casts may be allowed only with the approval of the Head Tournament Referee, whose decision will be considered final. Sideline Behavior: Both teams will sit on the same side of the field. Only coaches and trainers may stay on the player’s sideline. Spectators are only allowed on the opposite side of the field from the coaches and players and are limited to being in the designated area .No spectators or coaches are allowed behind the goal areas.

***Harassment of the officials from coaches, spectators or players will NOT be tolerated.***


Send-offs: If a player receives a red card or two yellow cards during a match, that player will sit out the rest of that match and also their next match. Players serving Red card suspensions are allowed to sit on the bench during their teams next game but are not allowed to be in uniform. A coach or other authorized bench personnel sent off during a match must leave the field immediately upon being sent off, and must remain away from the field during the team’s next match. Tournament Cancellation: If the tournament is cancelled for any reason before the tournament begins and before any matches are played, teams are guaranteed a refund of an amount to be determined by the Board of the Recruiters Cup once all invoices are paid and final budgets are approved. Team Withdrawal: All Entry Fees must be paid when registering the team to guarantee consideration. All late applications will be put on a wait list for review. Upon acceptance, the fee is non-refundable. If your team is accepted and later withdraws, the entry fee is non-refundable.

***Beverages or food are NOT allowed in the park or the parking lot of the game site. Only approved venders are allowed to sell food and beverages. Water for players is allowed and will stay with team coach or manager at all times.***
