By S am C atanzaro The term “Airbnb” did not exist a decade ago. Today, the name of the short-term accommodation company is so popular that it has become a blanket term for the industry as a whole, much in the same way “Google” has become a phrase to describe any form of online search. In recognition of the increasing prevalence of short-term rentals (STRs), Los Angeles lawmakers are looking to regulate this burgeoning industry. An STR is a rental lasting less than 30 days. There are approximately 29,000 STR listings within the City of Los Angeles, according to the Department of City Planning. STR activity, while occurring throughout the City, is highly concentrated in a small number of neighborhoods. These include Venice, Hollywood, Los Feliz and Echo Park. According to City Planning, Venice has the highest concentration of STR activity. “The highest concentration appears to be in Venice, which now has approximately 1,600 entire home Airbnb listings,” stated the Department in a report to the City Council Planning and Land Use Management (PLUM) Committee. The City has been attempting to regulate this industry since 2010, and on April 10, made significant progress in accomplishing this goal when the PLUM Committee approved City Planning policy recommendations that limit STRs to primary residences while capping the amount of time hosts can rent out their homes to 120-nights a year. “[This] ensures that STR activity remains an accessory of the building and not its primary use,” City Planning wrote in

their report. Hosts will, however, be able to operate beyond the 120-night annual cap if they meet certain requirements. These include having received no objections from neighboring owners within 100 feet of the location and having not been the subject of an enforced nuisance violation during the last three years. This process to operate beyond the cap came after the City received negative feedback from homeowners who rely on home sharing for an income. “The committee’s vote last week is a step in the right direction, allowing thousands of Angelenos to use what is often their biggest expense - their homes - to earn critical extra income by sharing their home year round,” Airbnb told Yo! Venice. “With more and more Angelenos relying on home sharing to stay where they live, we want to make sure that this process remains affordable and easy for hosts to navigate.”

The attempt to limit STR activity is in part a response to the shortage of affordable housing within the City. For a landlord, renting out a unit as an STR is more lucrative than renting out that unit as affordable housing. “It is possible that 44 percent of current STR units are RSO [Rent Stabilization Ordinance] units,” City Planning said in their report. “There is considerable overlap between areas with high levels of Airbnb activity and evictions.” According to Councilmember Mike Bonin, the current proposal aims to decrease the number of affordable housing units being used for STRs, while not infringing on residents who rely on home sharing as a living. “Our Planning and Land Use Committee approved a balanced framework for an ordinance that will allow hosts to provide genuine home sharing in their primary residence only, while preventing rogue operators of bootleg hotels from eliminating our needed rental housing and worsening our affordable housing crisis,” Bonin said. “The compromise legislation, coupled with enforcement provisions, will help protect affordable housing while still al-

Venice Beach, which is currently home to the world’s biggest pair of binoculars, will soon be home to the world’s largest pride flag. Venice Pride founder Grant Turck recently announced that Venice Beach will become home to the world’s largest free-flying pride flag. To celebrate the third year of Venice Pride, as well as the one-year anniversary of the rainbow lifeguard tower, the enormous flag – spanning more than 1,033 square feet – will be hoisted by the city in Venice on the first weekend in June to mark the start of Pride. The flag hoisting ceremony will take place at Windward Plaza. “As individual Pride festivals we exist separately, this initiative will give us the opportunity to link with global Pride activities over the next couple of years,” Turck said of the flag’s legacy. “Baker’s rainbow flag has stood as the symbol for inclusivity within the LGBT community worldwide, and I’m thrilled that the ‘United We Pride’ flag will begin in Venice Beach as part of Venice Pride 2018.” Just last year, Venice won the right to keep its rainbow-painted lifeguard tower – initially begun as a Pride-only installation – on permanent display, becoming the first LGBT monument approved by the Los Angeles County Board of Supervisors. The June 1 ceremony, sponsored by the Aids Healthcare Foundation, will officially kick off the “United We Pride” flag’s world tour. The flag will then make its way to San Francisco and across the sea to Paris, going on an aroundthe-world journey that ends on June 23, 2019 in New York City as the city commemorates the 50th Anniversary of the Stonewall Uprising. School of Rock Jams Music school teaches Venice kids all things rock ‘n’ roll. By Sam Skopp Kids looking to rock out, have a fabulous time and get a brilliant education in all things rock ‘n’ roll can do so, right here in Venice. While the film “School of Rock” starring Jack Black was a hit in 2003, there was an actual school in Philadelphia open at the time with the same name that was established in the late ‘90s, teaching children skills in rock ‘n’ roll music and performance. The screenwriter of the film claims that the similarities between the fictional School of Rock and its real-life predecessor are coincidental, with the school benefitting from the increased exposure of its brand name. School of Rock, the school, has since expanded internationally, with locations in nine different countries, including two local to the Westside: one on Venice Boulevard in Mar Vista and one on Wilshire Boulevard in West L.A. School of Rock opened in West L.A. in 2010 and in Venice in 2015. Ryan Schiff, the general manager for both locations explained that students are given truly unique opportunities to perform at iconic L.A. venues such as The Troubadour, The Whisky, Tommy's Place and The Mint, in addition to plenty of opportunities for private lessons and house jams with other young rockers. And there’s even more for those who take their rock music seriously. “Our more experienced and dedicated students have the opportunity to audition for our House Band which is a free program that offers an extra weekly rehearsal and the chance to perform at local events such as charity benefits, grand openings, street festivals, and even radio and television shows. It’s a New Day at the WLA VA Safe Parking for Veterans!

Los Angeles - The nonprofit agency Safe Parking LA will launch a pilot program for homeless veterans at the VAGLAHS Campus starting Wednesday April 18. People living in their vehicles will be assigned a place to park overnight and will be provided with access to bathrooms, showers, social services and eventually housing. “This proves that the volunteers serving on neighborhood councils have the ability to go beyond playing an advisory role and can actually organize to take action and make a direct impact on what happens here in our communities” said Dr. Scott Sale, the founder of Safe Parking LA. Village for Vets will be partnering with Meals on Wheels to provide meals and snacks for the homeless Veterans. This will be a continuation of the Homeless Meals Program at the VA which currently provides 50 meals a day to the homeless Vets who visit the campus daily. The approvals for this program dramatically sped up after Congressman Lieu’s Roundtable Meeting on February 26. Janet

The VA Leadership gently and carefully outlined their support for this program not knowing what reaction they might get from the crowd in the room but I could feel the excitement. I suggested we form a Task Force to spearhead funding and any additional approvals, and almost everyone in the room volunteered showing how much pent up desire there is on

the part of the community to support Veterans and the VA and to have a real effect on lowering homelessness. The following is a list of the groups that volunteered for the committee that night: Westside Homeless Veterans Task Force; Venice Homeless Committee, WLA Neighborhood Council, Pacific Palisades Community Council; Westside Regional Alliance of Councils; Citizens Veterans Engagement Board; Brentwood Village Chamber of Commerce, Village for Vets; and many individu-

als and relatives of individuals in the room that night. No one was going to let this great opportunity go unfunded. Now Veterans who are experiencing homelessness will have an opportunity to sleep safely in their vehicles on the West L.A. campus. They will have access to the supportive services necessary to complete their transition into permanent housing. “Partnerships like this help to further our mission of providing a ‘no wrong door’ approach. Not only can our Veterans who are sleeping in their cars feel secure at night, but Safe Parking on the West LA campus facilitates access to wrap around supportive services, bringing us one step closer to ending Veteran homelessness” said Heidi Marston, Director of Community Engagement and Reintegration at VAGLAHS. from page 1 while remembering the 76-years since the signing of Executive Order 9066, which authorized the removal of American citizens of Japanese ancestry from their homes. “Why here? Well about 1,000 people of Japanese ancestry from Venice, Santa Monica and Malibu reported to this corner for the transport to Manzanar in April 1942,” said VJAMM Committee Member Phyllis Hayashibara. “And

why now? So that such a violation of civil rights would never happen again to any identifiable minority group based solely on a group characteristic.” VJAMM is an ad hoc group comprised of former internees and concerned citizens and has been working on this memorial since 2010. The idea for the memorial, however, originated amongst the Venice community of activists and artists after the September 11, 2001 terrorist attacks, which prompted some people in the United States to call for the roundup of anyone who fit the description of a terrorist.

“In the months after 9/11, many Venetians, including members of our party, were very alarmed by all the flag-waving around us,” said Alice Stek of the VJAMM Committee and as a member of the Venice Peace and Freedom Party. “It made us worry that something similar to the Japanese American incarceration could happen again.” In attendance alongside VJAMM Committee members at the ceremony were various lawmakers, musicians and local activists, who spoke about the significance of memorials like the VJAMM to ensure an accurate account of

history is told and passed down through generations. “We do this because otherwise the stories of the oppressed are told by the oppressors, and they lie, and we don’t know what happened,” said Becky Dennison, Executive Director of Venice Community Housing. “Oppression changes over time and hopefully we make progress and things get better.” More information about the VJAMM can be found at http://venicejamm.org, or by visiting the memorial itself on the northwest corner of Lincoln Boulevard and Venice Boulevard.

Preparing for a Tsunami

What to do in Venice if a tsunami warning occurs. By Sam Catanzaro

On April 5, a 5.3 magnitude earthquake occurred 48 miles off the coast of Catalina, causing some alarm in Venice about the prospect of a tsunami. Although this was the largest earthquake to strike Southern California in years, it was not large enough to trigger a tsunami warning from the National Weather Service. Tsunamis are a rare event in Southern California; the last major one occurred in 1812. However, tsunamis can be deadly and destructive disasters that can occur quickly, giving residents in low-lying coastal areas very little time to prepare. Venice is one of the most vulnerable regions in Los Angeles, with many areas right at sea-level. While the April 5 earthquake did not produce a tsunami, it provided an opportunity for residents to learn about the tsunami alert system in place. “The initial tsunami detection and warnings would come from the federal government through the NOAA Pacific Tsunami Warning Center,” said Kate Hutton, an Emergency Management Coordinator for the City of Los Angeles Emergency Management Program. “State and local

governments would likely follow up with localized instructions, including evacuation routes and shelters.” These local alerts would be sent through NotifyLA, the emergency alert system for the City of Los Angeles. Residents would also be alerted by social media and traditional media. In Venice, the evacuation routes follow major east-west thoroughfares. These include Rose Avenue, Brooks Avenue, Venice Boulevard and Washington Boulevard. Abbot Kinney and Ocean Avenue are also part of the evacuation route, despite running parallel to the coast. In the open ocean, tsunamis travel around 500 miles per hour. Once they near the coast, their speed is reduced to 30-40 miles an hour by the force of the sea floor in a process known as shoaling. The time it would take a tsunami to reach Venice depends on how far away the tsunami was generated. “If the tsunami starts in Japan, we could have 12 or more hours. If it starts because of an underwater landslide near Catalina, it could be minutes,” Hutton said. If a tsunami alert is sent out, emergency officials say that residents should begin the evacuation process immediately, getting away from the ocean to high ground as quick as possible. “Never go down to the beach, harbor or coastline area to watch for a tsunami. When you can see

the wave you are too close to escape. Tsunamis can move faster than a person can run,” warned the County of Los Angeles Department of Emergency Management on their website. Due to the potential of having only minutes to evacuate, the City encourages coastal residents to sign up for emergency alerts at emergency.lacity. org/notifyla. In addition, residents should also have an emergency kit and “go-bag” prepared with everything they might need to evacuate.

from page 1 Ed Colman, a Venice resident who rents out a guest room in his house for most of the year on Airbnb, told Yo! Venice that he is glad the City is restricting STR activity to primary residences but is worried about the attempt to create a 120-night annual cap. Colman, who retired after the post-production company he worked for downsized, relies on the income he earns from renting out his guest room and is wary of the City attempting to regulate his livelihood. “I think the least they involve themselves in my personal affairs, in my personal property, is the best for me," Colman said. “How many businesses do you know where they say ‘you can only operate your business six-months out of the year’?” Some in Venice want the City to ban all forms of STR activity over concerns that the practice disrupts the community. “The Airbnb situation is radically changing our neighborhoods,” Martha Hertzberg, a longtime Venice resident wrote in a letter to City Council. “Next door we have strangers coming and going constantly in our shared side yard...we want real neighbors.” Colman, however, disagrees with the notion that STRs disrupt the community, arguing that any homeowner renting out a room in their house is going to make sure that the guests are not disruptive. Furthermore, he says that STR hosts can actually give back to the community by telling guests to support local businesses. “We send people out into the community, we help put money into our community directly

whereas if you spend money in a hotel, it does not go back into someone’s pocket, it goes to Conrad Hilton’s pocket or J.W. Marriott’s pocket,” Colman said. While the PLUM Committee made significant progress when they approved the City Planning policy recommendations, the ordinance still has to be voted on by the City Council as a whole, and there remain many unanswered questions. To begin with, there is some uncertainty regarding how the City is going to enforce these rules in a cost-effective fashion. Furthermore, it is unclear how the City is going to account for the roughly $15.5 million of Transient Occupancy Tax revenue the City Administrative Officer estimates the City will lose annually under this proposed ordinance. And while there will likely be lively debate around these decisions, not all stakeholders are convinced butting-heads is the best way to come up with a sound plan. “I hate that it has been framed as a battle,” Colman said. “Because it is really not ‘us’ versus ‘them’, we are all in it together.”

Eataly L.A officially opened its rooftop restaurant – Terra – at Westfield Century City on March 29. Mirror Media Group had a media preview tour at the al fresco terrace lounge, the indoor-outdoor dining space, two private dining rooms, communal tables, the active botanical garden and the fire pit for a week before the grand opening. Terra, which means “earth” in Italian, highlights the strong connection with the land through materia prima, or “raw material.”

Executive Chef Eli Anderson, and Chef de Cuisine Matthew Smith’s raw material is the centerpiece of Terra – a full-service service wood-burning Italian grill using simple and seasonal ingredients presented in shareable meals, Italian skewers known as arrosticini, whole-grilled vegetables, rotisserie dishes and more. The open grill, located at the entrance of the restaurant, will be the first thing customers see. During the tour, CEO of Eataly USA Nicola Farinetti told Mirror Media, “We put up a ginormous grill and built an entire restaurant

[around it]. We buy the best [produce] we can get here in California. [Terra] is one big spot to eat, to learn, to gather, to have fun and spend time together.” It is indeed big. The 11,000 sq. ft. restaurant can hold up to 150 people in the dining room, with room for an additional 100 people seated in the outdoor terrace. The authentically Italian open concept restaurant contains a fire pit, an outdoor garden, a grill and a live 20-year-old olive tree. The olive tree carries a multi-lev-
