February 2013 is nearly history. Spring is on the way, and the waters of Southwest Virginia will soon be beckoning. For recreational boaters and fishermen, that also means it’s time to check out the latest in boats, personal watercraft and accessories. To do so, boating enthusiasts need look no further than the Southwest Virginia Boat Dealers’ Association (SWBDA) annual show, which will take place Feb. 22-24 at the Roanoke Civic Center. With the stock market having recently reached a five-year high, news reports focused on strengthening housing prices and other positive economic indicators, the region’s top boat dealers are excited by the promise of buyer optimism. “We expect to enjoy some pent-up demand this year,” said Mike Ratcliff, owner of Conrad Brothers Marine. “The last few years, economic predictions have been gloomy, and buyer enthusiasm is never strongest under those conditions.” Dealers are going all out to provide area boat buyers a one-stopshopping experience that will make it fun and easy for them to choose their first — or next — boat, and to provide incentives that trigger buying activity. “Spring-like weather helps contribute to buyer enthusiasm as well,” noted show coordinator Darrel Ross. “But if we happen to have a cold snap on show weekend, folks can still shop the entire show in weather-protected comfort. Putting copies in a baggie on board each watercraft you own is a once-and-done solution to the potential need to verify you’ve met the state’s boating education requirement. Runyon also recommended regular checks for fishing line on the prop shaft, which can quickly destroy the shaft seal and allow water to dilute the gear oil. Runyon’s final recommendations: “Scan dash gauges frequently for any indications of changes in temperature, oil pressure and battery charging levels. Change cooling water intake impellers every 2-3 seasons and avoid using fuel that contains ethanol. It’s bad news for marine engines.”

Safety Equipment Regular checks of safety gear and accessories are an important part of safe boating. Life jackets that have not been taken out of their plastic bags DO NOT COUNT as required flotation devices. Unwrap them and place one of proper size for each passenger out on deck for easy accessibility in case of an emergency. Better yet, require everyone on board to wear life jackets while underway. Likewise, a life ring or cushion that can be thrown must be on deck anytime you’re out on the water. Check horn operation each time you leave the dock and verify that running lights and a good strong flashlight or spotlight work properly before setting out on an evening cruise. On inboards and I/Os, the bilge blower must be operable; prudent skippers run it for several minutes before starting a cold engine and anytime fuel has been added. Use a “sniff check” at a blower exit vent to verify an absence 2013 SW VIRGINIA of gas fumes before starting the engine.

It’s always more enjoyable to be aboard a well-kept, clutter-free boat where the gear you’re likely to need for a given outing is easily located. Getting a free water safety equipment inspection from the local Power Squadron or U.S. Coast Guard Auxiliary at the start of each season shows authorities you care about safe boating. It’s also good practice for locating the required safety gear should you be stopped during one of your outings. Docking lines and fenders should be tangle-free and at the ready. A boat hook can come in handy in dicey docking or rafting-up situations. A map or chart of the waters you’ll be boating, along with a small flashlight, should both be within easy reach of the helm. BOATING ETIQUETTE

“Try to avoid looking like someone who’s brand new to boating,” is the advice of Sgt. Bryan Young, a DGIF conservation officer who spends approximately 100 days each season patrolling Smith Mountain Lake. “It’s great to be seen in a new-looking, well-kept boat, but new boat operators should try to avoid novice boating mistakes,” Young said. “Even experienced boaters sometimes forget and exhibit behavior that discredits their skills and, worse yet, compromises their safety and the safety of others.” With the 2013 season on the horizon for new and experienced boaters alike, a review of key elements of good boating behavior is timely:

Safe boating is good boating Seasoned skippers know that staying focused on boating safely results in courteous boating behavior as well. A few tips: • Stay well away from other boats, docks and swimmers while underway. • Stay to the right side of channels, creeks and coves. • Give a wide berth to boats that are being overtaken. • Adjust speed to traffic, visibility and water conditions.

Skippers are in charge

By default, the captain is in charge of everything that happens aboard his/her vessel, and that begins with everyone’s safety. It is proper and prudent to make sure everyone knows where to find a properly fitting life jacket, to offer a life jacket to all who might be more comfortable wearing one, and to require them to be worn by all passengers 2013 SW VIRGINIA 12 and younger. Boating etiquette includes letting guests know what is expected of them

while they are aboard, including what help the skipper wants with casting off, tying up, buying gas and cleaning up afterwards.

Greeting other boaters Boaters typically greet other boaters they encounter with a wave and a smile. If underway, the greeting is not only courteous but also a confirmation that you are aware of one another’s presence and intentions. Greeting other boaters contributes to both enjoyment and safety.

Captain, mind that wake! Boats create wakes while underway — especially when running bow-high. Skippers are accountable for any havoc their wake creates. Avoid plowing through coves, making a big wake that damages docks and endangers swimmers. Stay well clear of fishing boats that are anchored, drifting or trolling. Those towing tubers, wake boarders and surfers need to be especially mindful of the effect their wakes are having on nearby boats, people and shorelines.

Fuel safely Improper fueling procedures endanger your vessel and crew as well as others in the vicinity of the gas dock. Spilled fuel is both a fire and environmental hazard, so be attentive and don’t overfill. Inboards and inboard/outboards need to be vented by opening the engine hatch and running the bilge blower for a few minutes before restarting the engine.

Keep the noise down Stereo systems turned up so loud as to invade the peace of other boaters and shoreline residents is a common complaint, so be aware of your music’s potential for noise pollution. Laughter and splashing is happy noise and pleasing; family disagreements over who gets the last chicken wing are best kept within your own space. Remember: sound travels very efficiently over water.

Before you hit the water, take a boating safety course

In 2007, the Virginia General Assembly enacted a law to establish a boating safety education compliance requirement. The requirement has been phased in over the past few years and will continue through 2016 when all operators of PWCs (personal watercraft also known as jet-skis, SeaDoos and wave runners) and operators of motorboats with a 10-horsepower or greater motor, will be required to have a boating safety education course completion card on board when operating a PWC or motorboat. As of July 2012, all PWC operators, regardless of age, and motorboat operators 30 years of age or younger were required to complete the course. Following are the upcoming deadlines: • Motorboat operators 40 years of age or younger shall meet the requirements by July 1, 2013; • Motorboat operators 45 years of age or younger shall meet the requirements by July 1, 2014; • Motorboat operators 50 years of age or younger shall meet the requirements by July 1, 2015; • All motorboat operators, regardless of age, shall meet the requirements by July 1, 2016. Upon successful completion of the course, participants will receive a wallet card to keep on board their watercraft. The course is approved by the National Association of State Boating Law Administrators and recognized by the U.S. Coast Guard. Instructors are certified by VDGIF. Most major insurance companies endorse the course and allow insurance premium discounts to graduates. Pre-registration is required.
