Elaine Byrne, Director Elaine began her career in local government 25 years ago. After qualifying as an accountant she moved through the ranks of finance to Senior Group Accountant with the council’s Social Work and Housing services part of her portfolio. It was during this time that Elaine became more involved with the housing service and their tenants and realised that housing was to be her vocation. She made the bold move from finance to housing in 2008 to the post of Performance and Change
Manager. As part of the housing service’s senior management team she had responsibility for service improvement, system development, performance management and customer engagement. Elaine joined SHN on 1 September 2015 as the new Managing Director and is passionate about working collaboratively to improve the services for the benefit of tenants and service users throughout Scotland.
James Duffy, Service Co-ordinator James Duffy is responsible for collating the benchmark data for use by members. James first became involved with SHN around 15 years ago when working as an Area Housing Manager for West Lothian Council, having previously worked on homelessness with the City of Edinburgh Council, and the Centre for Housing Research at Glasgow University. He has experience of tenant-led inspection, peer review, and setting up performance systems.
After moving to Home Scotland, James was instrumental in helping SHN set up their benchmark service for RSLs in 2006. James qualified in housing through the NALGO course (yes, he’s that old!), and has an MBA from HeriotWatt University, where he was first based when he joined the Network.
