FOREWORD - PETER GRIFFIN Welcome everyone to the 2019 Public Safety International Women’s Day Event. Firstly, I would like to respectfully acknowledge the traditional owners of the land on which we are gathered, and pay my respects to Elders past, present and emerging. I would like to welcome and acknowledge the Governor of Queensland His Excellency the Honorable Paul De Jersey AC for joining us once again this year. Thank you to our distinguished guests for your attendance today and your commitment to the people who work in and in support our emergency services capability in this State. On behalf of everyone here, I want to thank you again for that support, made even more tangible by your presence here today. We greatly appreciate it. The Public Safety Business Agency is incredibly proud to host this event in collaboration with other public safety and integrity agencies. This annual event started more than 10 years ago and has grown bigger each year. There are about 800 people in this room today. This annual event celebrates the work of women across the public safety and integrity agencies. It provides an opportunity for

staff to come together to network, learn, raise awareness and recognise women’s achievements and the opportunities and challenges ahead. There are seven agencies that have been involved in the organisation of today’s event and I want to thank every person who has had a hand in bringing us to the point we are at today. All agencies came together in May last year to start the collaboration and work together to bring you the best possible event for our staff. I would like to particularly thank Queensland Corrective Services, the Crime and Corruption Commission and Queensland Integrity Commissioner for coming on board to assist with the organisation. Last year, you were attendees; this year, you are partners. It has been wonderful to have input from agencies. My thanks to all the people who voluntarily gave their time to join a committee and bring us to where we are today. There are enormous benefits in seven agencies coming together for this united cause. Together, we have strength in numbers and diversity and the excellent work being done by women across our agencies will be on show today.

Global IWD theme - #BalanceforBetter It is an amazing experience for me stand here in a sea of both women and men. Today – International Women’s Day – is about building a gender-balanced world.

The 2019 IWD theme is #BalanceforBetter and seeks to create awareness and understanding about the importance of gender balance. It’s important to realise that balance is not an issue for women or men alone. It is an issue for our society. We live in a world where balance is now expected. We notice its absence and celebrate its presence. Our event today acknowledges this global plight and we are proud to support this theme. I encourage you to keep the word ‘balance’ in your minds during the course of today’s proceedings.

Event theme - You are enough: Believe in yourself and your journey While it is important to look globally, it is equally important to look at what is happening right here, in our own lives. When planning started for this event, the Core Planning Committee wanted to introduce an event theme that would be personal, motivational and inspirational – and came up with ‘You are enough: Believe in yourself and your journey’. This theme is about empowering everyone to own and be proud of their individual journey in work and life, whatever that may be. It is built on a positive message. It is about your own self and the power of self-belief. It has universal application. At work, at home and in any context you can imagine.

It reaches to the very heart of who each of us is – not what others think we should be. ‘I am enough’. I love the fact it applies regardless of gender, race or any other label one might want to apply. I believe we all have the power to achieve anything we set our minds to, regardless of any setbacks we may face. Not everyone aspires to be a CEO or to be at the top of their class; everyone has their own path in life and their own definition of achievement. Every person’s story – every person’s journey is unique. There are hundreds of individual stories in this room today. Take the time to meet someone new, listen to their stories, share experiences and celebrate the joy of individuals – of people – in the room. During the course of today, you will hear some stories about people’s journeys and the paths they have tread – and hopefully you can take learnings away – or be motivated or inspired to take a leap of faith on your own individual journeys.

MASTER OF CEREMONY - KATRINA BLOWERS Based in Brisbane, Katrina Blowers is a senior reporter and presenter for Seven News Queensland. Katrina also has a keen interest in politics, and has been embedded with the media teams travelling with leaders during state and federal election campaigns, providing coverage for the Seven Network and Sunrise. She reported on Barack Obama’s G20 visit to Brisbane, gaining exclusive behind-the-scenes access. Her reports have taken her all over Queensland and overseas, providing coverage from remote islands and villages devastated by Cyclone Pam in Vanuatu. Prior to joining Seven News Brisbane, Katrina worked as a presenter and reporter in radio and television in Sydney and is best known for co-hosting the Nova breakfast show with Merrick and Rosso. Katrina was born in Townsville and is a proud Queenslander. When she’s not working, Katrina loves spending time with her two young children.

This annual event celebrates the work of women across Queensland’s public safety and integrity agencies and provides an opportunity for staff to come together to network, learn, raise awareness and recognise women’s achievements. KEYNOTE SPEAKERS Detective Superintendent Deborah Wallace Commander State Crime Command, Criminal Groups Squad NSW Police Force Often referred to as ‘the gang buster’, Detective Superintendent Deborah Wallace has delved into the dark underbelly of crime investigating and dismantling some of NSW’s most feared gangs. Throughout a stellar career spanning more than 30 years with NSW Police, Deborah has faced murderers, drug manufacturers and extortionists - to name just a few - armed with her trademark heels and colourful suits. Currently Commander, Criminal Groups Squad and Strike Force Raptor, Deborah’s pragmatic approach, tenacity, sense of humour and ability to separate her work and personal lives has enabled her to thrive in high pressure police operations. The recipient of numerous awards including the Australia Day Achievement Award, the Australian Crime and Prevention Award and the Australian Police Medal, Deborah is committed to community endeavours and is a long-time supporter of Youth off the Streets.

Laura Geitz Former Australian Diamonds and Queensland Firebirds Captain Laura is one of the most recognised and regarded female role models in Australian sport. Laura retired from netball in 2018, having established herself as one of Australia’s greatest players. Laura competed in two successful Netball World Cup campaigns, won a Commonwealth Games gold and silver medal and led the Queensland Firebirds to domestic championship titles in 2011, 2015 and 2016. Laura then took a break from the game to become a mother to Barney in February 2017. Ten months later, Laura returned to the game and went on to represent Australia at the Gold Coast Commonwealth Games in 2018 and the Queensland Firebirds for the 2018 Suncorp Super Netball season. Laura’s depth of knowledge, popularity and charisma have recently secured her commentator roles with Netball Australia, Channel 9 and NewsCorp. Laura grew up in the small country town of Allora on the Darling Downs where she loves to return and spend time with her family. She has strong family values and is well known for her modest and humble approach to life.

PANEL MEMBERS Commissioner Katarina Carroll APM, Queensland Fire and Emergency Services (QFES) Commissioner Carroll APM was appointed Commissioner of QFES in December 2014. She chairs the QFES Board and is on the Board of the Public Safety Business Agency and the Australasian Fire Authorities Council (AFAC). She is also a member of the Australian and AFAC Male Champions of Change, which works to advance gender equity, inclusive cultures and to achieve significant and sustainable improvements in the representation of women across Australasia. Previously, Commissioner Carroll APM was an Assistant Commissioner with the Queensland Police Service and undertook several senior roles throughout Queensland. In 2012, she planned and was the Operations Commander for G20, Australia’s largest peacetime security operation. She has achieved numerous international, national and state awards, including the Australian Police Medal.

Commissioner Peter Martin APM, Queensland Corrective Services (QCS) Commissioner Martin APM joined QCS in November 2017 after serving the people of Queensland for 38 years in the Queensland Police Service. As Deputy Commissioner, Regional Operations, he was responsible for the strategic direction, leadership, overview and review of the delivery of policing services across all five regions in Queensland. Commissioner Martin APM is an Adjunct Professor at the University of Queensland. He also holds a Doctor of Philosophy in the Faculty of Health, School of Psychology and Counselling at Queensland University of Technology, an Executive Master’s degree in Public Administration through the Australian and New Zealand School of Government and Griffith University, and a Bachelor of Arts degree in Justice Administration.

Councillor Tanya Milligan, Mayor, Lockyer Valley Regional Council Councillor Tanya Milligan was elected as the second Mayor of the Lockyer Valley Regional Council in 2016. Councillor Milligan’s local government career began in 2000 when she was first elected to the former Laidley Shire Council, having served in the position of Deputy Mayor between 2004 and 2008. Following amalgamations, she was elected to Lockyer Valley Regional Council in 2008 and again in 2012. Councillor Milligan describes it as an honour to work with the community she holds so close to her heart and it is her desire that community members are proud of who they are, where they work and where they live.

Antonia Mercorella, CEO, Real Estate Institute of Queensland (REIQ) Antonia was appointed as CEO in 2014 and is the first female and youngest CEO in the organisation’s 100-year history. Previously, she was the General Counsel and Deputy CEO for the REIQ. Before moving to Queensland just over eight years ago, she established and ran Aventus Legal with her business and life partner. Prior to this, she was the Legal Counsel for the Real Estate Institute of South Australia. Antonia was named a finalist in the 2017 Telstra Business Women’s Awards. She is also a previous Awardee of Merit and Finalist in the Women in Business Awards of Australia for Greater Brisbane.

Sharon Small| Principal Business Officer, Finance Services Sharon is an advocate for change whose sense of adventure in the workplace is an inspiration to others. She has transformed PSBA’s Financial Operations team to be an area that cultivates a culture of innovation, helpfulness and unleashing potential in individuals through inclusion, transparency and staff engagement.

Margaret Patane| Principal Advisor Complaints, Human Resources Margaret provides guidance and support to employees often during difficult times and works tirelessly to ensure PSBA can respond to and resolve issues which can have a significant impact on individuals, teams and the organisation.

Champion of Change Award

Mark Palmer| Chief Pilot Fixed Wing, QGAir Mark has contributed significantly to the development of women in QGAir’s Fixed Wing Operations. Mark’s dedication has assisted QGAir to succession plan and strengthen QGAir’s service delivery.

IGEM AWARD RECIPIENTS Champion of Change Award

Elyshia Ray | National Projects Officer, Australian Red Cross Elyshia is awarded the IGEM Champion of Change award for her work in ensuring community members and those who assist during times of disaster are well equipped to face the challenges of domestic and family violence. She has also been instrumental in the implementation of the Gender and Emergency Management Guidelines in Queensland.

Champion of Change Award - Highly Commended Carla Adams | Emergency Management Coordinator, Mackay Disaster District QFES

Carla is highly commended for her work as Emergency Management Coordinator for the Mackay Disaster District. Carla has encouraged and supported women in the sector through mentoring and personally demonstrating her leadership when faced with challenging situations.

QFES AWARD FINALISTS Outstanding Female Leader Awards Awarded to an individual that has shown consistent dynamic leadership; encouraged and supported the development of women and been an inspirational role model.

Operational: Melissa Collins | Captain, Mossman Auxiliary Station Melissa is a highly valued and respected Auxiliary Captain and leader within the Mossman and wider Douglas shire community. She has shown dedication and commitment to QFES in both emergencies and community events including being a regular presence at local school displays and events. Melissa is considered a well regarded role model in both QFES and the community, she is a shining example of the true potential of women in Fire and Emergency Services. Shakira Westdorp | Senior Firefighter, Surfers Paradise Station Shakira has consistently and effectively promoted QFES and firefighting as a career for women which has inspired females to join Fire and Emergency Services across Australia. She has continuously and successfully demonstrated her leadership and direction through her contributions to operational capability, diversity and inclusiveness in the South Eastern region and the whole of QFES. Shakira is a motivating role model to both male and female firefighters and inspiration to all future female firefighters.

Volunteer: Rebecca Powell | Third Officer, Mudgeeraba Rural Fire Brigade Rebecca is a volunteer firefighter with Mudgeeraba Rural Fire Brigade. Her leadership skills have seen her actively support, encourage and create a spirit of unity amongst all members within the brigade where she is well respected amongst her peers. She is a motivational leader encouraging everyone to achieve their best. Rebecca is a strong advocate and role model for women volunteering in the Rural Fire Service encouraging fellow females to volunteer. Jennifer Crump | Group Leader, Brisbane City SES Group Jennifer is one of only a few female high risk trainers in the Brisbane City SES Unit. She selflessly volunteers her time to encourage and support all SES members within the Unit and wider community. Jennifer has an abundance of passion, drive and determination to ensure that women in SES are well trained and ready to succeed in their operational duties. Judith Ferrari | First Officer, Wartburg Rural Fire Brigade Judith is the First Officer of the Wartburg Rural Fire Brigade whose knowledge and leadership skills have transformed the brigade in a positive manner with an increase in females volunteer firefighters. Her commitment to the development of women as highly skilled volunteer firefighters is a benefit to QFES and the community. Judith is proactive, dynamic and is dedicated to the success of both men and women in her brigade and community.

Outstanding Female Leader Awards Support & Administration: Anita Sandeman | Executive Manager, Strategic Services Anita has been recognised as an inspirational leader within QFES. She has lead teams through significant change, where her compassionate leadership and positive attitude fostered a safe and productive working environment. Anita is dedicated to the development of her colleagues and happily mentors women within the service. Kath Buchanan | Member, Brisbane City SES Group Kath is a volunteer with Brisbane City SES Unit who has consistently supported and encouraged development of women within the SES. At the helm of training Kath has given many women the confidence and guidance to succeed, her passion for volunteering and supporting her colleagues is second to none.

Mentor of the Year Award This is awarded to an individual that has consistently mentored and coached women; provided encouragement and support to women; and displayed support for women in the workplace. Mandy Price | Auxiliary Firefighter, Imbil Station Mandy is Auxiliary Firefighter with Imbil Station who is recognised for promoting equality and equal opportunities within the workplace. Mandy has mentored her fellow female firefighters, giving them the confidence and guidance to further develop their skills. Mandy is a great role model and is always ready to support, encourage and mentor women, not just in QFES but in every aspect of her life.

Champion of Change Award Awarded to an individual that has consistently advocated for diversity and inclusion; created, provided and actively promoted a work environment that supports the inclusion of women in QFES; and developed and implemented an initiative, project or activity which has had tangible outcomes on the inclusion of women in QFES. Caitlin Duncan | Executive Officer, Human Capital Management Caitlin consistently demonstrates QFES core values through her work, her support of women and encouragement of her fellow colleagues ignites a passion for continuous improvement. Caitlin is known for her positive attitude, her commitment to better QFES and approachable manner which has seen her mentor many fellow female colleagues.

QPS AWARD RECIPIENTS Trailblazer Award Awarded to an individual woman who has been a first or made a significant contribution in a particular area, field or endeavour; or that has paved the way for women who follow; and encouraged and supported other women in law enforcement to develop their skills and abilities.

Winner Senior Sergeant Pamela Leech | POLAIR Queensland In 2017, Senior Sergeant Pam Leech was appointed as the inaugural Officer in Charge of POLAIR Queensland. Under her strong and effective leadership, POLAIR Queensland continues to perform to an exceptional level, setting national operational capability benchmarks under her stewardship. As one of the first female leaders in the national airborne law enforcement field, Senior Sergeant Leech’s innovative and empowering approach has resulted in significant advancements for the Queensland Police Service (QPS), including establishing live video streaming of POLAIR video to operational supervisors and successful implementation of a legislatively required training and assessment program, providing a cost saving for the QPS in excess of $300,000. Senior Sergeant Leech is a motivated, competent and professional officer who has led POLAIR Queensland to achieve outstanding results and national recognition. She displays courage, integrity and continues to inspire others to break down the barriers and stereotypes associated with women in dynamic operational and tactical policing leadership roles.

Highly Commended (1 of 2) Ms Yvonne Coustley | Queensland Police Pipes & Drums Ms Yvonne Coustley is the Drum Sergeant in charge of the Queensland Police Pipes and Drums (QPP&D). She is the first woman in the 60-year history of QPP&D to be appointed to the prestigious position of Drum Sergeant, the highest position available in the field. In 2005, Ms Coustley was appointed the head drumming tutor of the Queensland Police Juvenile Pipes and Drums, where she continues mentoring and developing young members and providing a positive QPS influence. A world class professional musician in her own right, Ms Coustley is sought after nationally and internationally, as both a performer and judge. There is no disputing Ms Coustley’s contribution to the QPP&D over the past 17 years, whether it be through mentoring, being a role model or supervising a professional team of musicians.

Trailblazer Award (cont.) Highly Commended (2 of 2) Senior Constable Deborah McDougall | Organised Crime Gang Group Plain Clothes Senior Constable Deborah McDougall is attached to the Road Policing Unit (RPU) of the Organised Crime Gangs Group (OCGG). She is the only female member of the Unit and has blazed a trail between road policing and criminal investigations, seizing opportunities to use her traffic knowledge and skills in the field of criminal investigations which has resulted in innovative strategies to target Outlaw Motor Cycle Gangs (OMCG). Operations North Dugong and Quebec Honolulu were the brainchild of Plain Clothes Senior Constable McDougall, who initiated roadside intercepts, to significant fraud and corruption investigations, successfully dismantling and disrupting OMCG criminal activities, with 27 offenders being charged with 189 offences. Plain Clothes Senior Constable McDougall further initiated the ‘OCGG Bankruptcy Strategy’ triggered from a traffic intercept and seizure of a Ferrari. She is a highly motivated officer who has made a significant contribution through identifying and embracing innovative strategies to target criminal networks and has paved a way for women to work within RPU and OCGG.

Mentor of the Year Award Awarded to an individual who has displayed exceptional qualities as a mentor; is viewed as a role model to the law enforcement community; has contributed to the recognition and enhancement of women in the workplace; and has shown commitment and support to the Queensland Police Service.

Winner Inspector Brook Dwyer | Drug & Alcohol Coordination Unit Inspector Brook Dwyer has actively and intentionally championed the development and support of men and women in policing enhancing organisational capability. She has aided the women she mentors to overcome self-censorship and a self-limiting attitude, whilst being true to themselves and maintaining their sense of self and integrity. Despite Inspector Dwyer’s heavy workload, she continually supports her mentees in policing no matter what their rank or location, by being very giving of her time while sharing her leadership and development experiences. Inspector Dwyer’s coaching and support embraces change, encouraging members to be information consumers, enabling them to be valued contributors to operational, individual and unit development contributing not only to the individuals but to the Queensland Police Service as whole, by developing ethical and courageous leaders.

Integrity and Courage Award Awarded to an individual woman who has resolved or intervened in a situation or series of incidents to protect others; protected and cared for others involved using innovative and non-traditional responses; and/or sought a resolution which had the potential to bring about significant change and positive impact.

Winner Detective Senior Constable Amanda Watt| Corrective Services Investigation Unit Detective Senior Constable Amanda Watt has been an investigator at the Corrective Services Investigation Unit (CSIU), State Crime Command for six years. The corrections environment is a very challenging environment for any police officer. The prison population is over 90% male with a culture defiance toward police the accepted practice, yet she has committed to working in a continuous high-risk environment. With the Government focus on internal corruption, Detective Senior Constable Watt volunteered to investigate allegations of corrupt conduct. Despite the obvious risks to personal safety conducting internal investigations she demonstrated great courage and a commitment to ensuring prisoners are treated with dignity and fairness regardless of their reason for incarceration. Detective Senior Constable Watt has investigated and prosecuted serious criminal offences committed by corrections officers and has demonstrated the courage and integrity to challenge the accepted standards and influence cultural change not only within her own work unit but also within prison environment.

Highly Commended Senior Constable Chonoea Davey | Cairns City Police Beat Senior Constable Chonoea Davey is the first female officer appointed to the Cairns Antisocial and Public Space (CAPS) team attached to the Cairns City Police Beat. The team consists of four officers who are responsible for policing people who engage in anti-social behaviour. They are usually vulnerable people who occupy public spaces throughout the Cairns area and regularly are affected by liquor or a drug. Senior Constable Davey has contributed to the CAPS team through her ability to engage with this complex group, and her disposition has forged relationships with homelessness agencies to enable positive outcomes. Over the past three months, she has shown that she can effectively contribute to policing anti-social behaviour in a challenging environment that includes extremely intoxicated, aggressive and sometimes violent people.

Winner Detective Inspector Sonia Smith| FND Crime Services Detective Inspector Sonia Smith epitomises today’s modern leader in law enforcement. As the Far North District’s lead investigator for all criminal matters, she has quickly taken over the role and made it her own, with a refreshing style of leadership that has endeared her and the Queensland Police Service (QPS) to national and international audiences. Detective Inspector Smith has spent considerable service in northern and western centres, all the while taking on an informal mentoring role, helping other female practitioners develop their potential to follow in her footsteps and make considerable contributions to the profile of women in law enforcement. Recently leading three murder investigations simultaneously, Detective Inspector Smith impressively took the QPS profile to the international media in the Far North. Her contribution to law enforcement issues has been so positive that she was voted in the media as one of the city’s Top 40 of Cairns’ 50 Most Influential Leaders.

Highly Commended Inspector Julia Cook | Longreach Patrol Group Inspector Julia Cook has made an outstanding contribution to the Queensland Police Service (QPS) and community through her leadership qualities. Inspector Cook is astute at identifying opportunities for continuous improvement and innovative strategies. She has effectively operationalised the QPS Strategic Plan and Queensland Government Priorities by leading our people and stakeholders in progressive projects, training, development and collaborative partnerships that enhance community safety. In 2018, Inspector Cook was promoted to Inspector and is the first female officer to be appointed to the position of Longreach Patrol Group Inspector in outback Queensland. Most Outstanding Female Investigator Award Awarded to an individual woman who has tangibly improved how criminal investigations respond to crimes against the community and/or how they interact with female offenders; mentored, supported and provided guidance to others within law enforcement; and enhanced the profile and professionalism of women in law enforcement.

Ms Adèle Desirs | Task Force Argos Ms Adèle Desirs is a serving police officer in the French National Police, currently on an extended career break and working as a Victim Identification Analyst with Queensland Police Service’s Task Force Argos. Her role involves the analysis of millions of seized media files containing the abuse and exploitation of children, to pinpoint a geographical location and subsequently identify the children depicted. Ms Desirs proposes methods to gather large amounts of child abuse material encountered on Darknet child abuse sites. These Darknet sites are often regarded as a source of significant amounts of newly produced and privately traded child abuse material. She absorbed large amounts of information from these sites and shares it across the child victim identification community to the benefit of all investigators, allowing them to prioritise their investigations and achieve successful results. Since 2017, Ms Desirs and the team that she is part of have identified 365 children in 32 different countries, including 11 in Australia. Ms Desirs is personally responsible for a significant proportion of these successes and her work ethic and enthusiasm are contagious.

Highly Commended (1 of 2) Plain Clothes Constable Kelsey Barker| Mornington Island CPIU Plain Clothes Constable Kelsey Barker has developed investigative experiences beyond her years. In July 2016, she commenced her plain clothes career in the Mount Isa Child Protection Investigation Unit and in October 2018, commenced a 2-year tenure in the remote aboriginal community of Mornington Island. In February 2018, Plain Clothes Constable Barker commenced an investigation into the ‘date rape’ of a 35 year old woman. What started as a single disclosure ended with her identifying another three similar offences committed by the same offender over a 2 year period. Through her investigation skills, tenacity and pursuit for justice for these victims the offender was subsequently charged with 13 offences including four rapes and stalking offences. She has provided hours of support to these victims which has encouraged more victims to come forward. The offender is currently remanded in custody awaiting trial. Since her arrival on Mornington Island, she has become a leader within the community and the station. She has shown a genuine empathy to the indigenous community and has created a trust which has provided a sense of safety for both women and children to come forward to report incidents of domestic and family violence.

Winner Detective Sergeant Rima Seferonvic | Detective Training In addition to her principal role delivering Detective Training to over 550 participants, Detective Sergeant Rima Seferonvic has taken on numerous projects and initiatives including, initiating, developing and implementing all new investigations training for frontline police. Detective Sergeant Seferonvic further supports women in the Queensland Police Service through providing mentoring, liaison and development coordination for course participants and implementing physical and mental health activities and awareness for course participants and colleagues. Detective Sergeant Seferonvic regularly and actively engages in the community including at school, cultural, community and religious events including in the Connected Women’s Program where she provides empowerment, crime prevention, leadership, self-esteem and violence prevention training to young and/or newly arrived Islamic women, drawing on her own experiences.

As an established senior leader, Senior Sergeant Bruce regularly mentors, guides, supports and trains women within law enforcement. Highly Commended (2 of 2) Senior Constable Regina Ernest | Townsville Police Station Senior Constable Regina Ernest displayed high levels of personal drive and integrity in developing and implementing a multi-jurisdictional Mental Health Co-Responder partnership and response model between Queensland Health and the Queensland Police Service (QPS). Senior Constable Ernest developed the concept of operations, achieved the required high level inter-agency engagement and ultimately delivered the HR, resource and governance structures to allow a co-responder model to commence in the Townsville District in early 2019. The marketing of the initiative has resulted in tangible and measurable outcomes and benefits to QPS, Queensland Ambulance Service and all clients involved in the Emergency Examination Authority Process. Most Outstanding Female Administrator Award Awarded to an individual who has provided effective and gender sensitive administrative, policy development, management, human resource management, or information and communications technology support to law enforcement; and demonstrated impact on improving the delivery of law enforcement services to women in the community.

Winner Ms Michelle Davies | Domestic Family Violence and Vulnerable Persons Unit Ms Michelle Davies is a Senior Policy Officer at the Domestic Family Violence and Vulnerable Persons Unit (DFV&VP) and has been directly responsible for policy development which has had a direct positive impact and strengthening of law enforcement service delivery and personal safety to Queensland women. Ms Davies brings specialist knowledge and a capability in project development and delivery and has been responsible for authoring QPS policies arising from current research in policing methodologies pertaining to DFV. Ms Davies has provided the unit the capacity to deliver high-level strategic documents and operational advice which ultimately has influenced legislation, policy and policing practice. The driving force behind the DFV&VP Unit’s achievements has been a direct result of Ms Davies supportive leadership, understanding of the State Government’s future direction, governance, agility, personal commitment and vision. Ms Davies has been integral in the transformation of the Queensland Police Service ‘vision to reality’ relating to supporting vulnerable persons in our community.

Highly Commended Senior Sergeant Melanie Wilkins | Honours and Awards Unit Senior Sergeant Melanie Wilkins is the Manager of the Queensland Police Service (QPS) Honours and Awards Unit and has delivered innovative initiatives and created new awards which enhances the QPS in the arena of award recognition and commemoration. Senior Sergeant Wilkins was instrumental in several changes to the eligibility criteria for Queensland Police Service Medal (QPSM), including ensuring part-time service no longer impacts on eligibility, and former police women became eligible if they were forced to resign due to discriminatory policy, including if they married or commenced their families. Senior Sergeant Wilkins researched QPS Honour Roll personnel, to ensure those eligible were posthumously awarded the QPSM and the National Police Service Medal, which were presented to their families. She also researched several historical police officers’ deaths and recommended new eligibility criteria for the QPS Honour Roll, which led to the officers included on QPS memorials and the National Police Memorial. She has researched and located errors on existing memorials to identify necessary corrections and recommended a standard naming convention which was used in the new QPS Memorial. As an Anzac Centenary project, she ensured the QPS Constables who died in active service during World War One were commemorated in an QPS Anzac poster and poppy wreaths were laid at war memorials where their names appear, or where they last lived or worked.

Most Outstanding Female Intelligence Practitioner Award Awarded to an individual woman who has tangibly improved how intelligence practitioners contribute to harm prevention and deliver improved intelligence pathways; and enhanced the profile and professionalism of women intelligence practitioners in law enforcement.

Winner Acting Inspector Deanne Steele| State Intelligence Group Acting Inspector Deanne Steele was appointed to lead and manage the State Tasking and Coordination Project on behalf of the Deputy Commissioner Counter-Terrorism and Specialist Operations. Whilst undertaking this project she has demonstrated strong leadership and supervision over the project team responsible for delivering project outcomes. Strong communication and change management strategies were required in order to posture the Queensland Police Service to better understand the intelligence process, identify and understand current operational and strategic challenges and opportunities. In the face of significant challenges, Acting Inspector Steele led the project team with distinction as a highly qualified and motivated senior intelligence practitioner. She has shown dedication, commitment and a high degree of professionalism in leading and managing the project with a number of significant challenges for the organisation. Highly Commended Senior Constable Danielle Ringuet | SBD Intelligence Senior Constable Danielle Ringuet is a highly valued, qualified and experienced Intelligence Officer. She is an intelligent, self-motivated, dedicated and tenacious officer who has an exceptional talent for identifying crime patterns and linking suspects to these patterns. Due to her extensive experience and knowledge her responsibilities include providing intelligence for property offenders and property crime across the South Brisbane District. Senior Constable Ringuet’s contribution in policing and intelligence has seen her instrumental in mentoring junior staff both sworn and unsworn as well as general duties police officers into competent intelligence practitioners. Winner Senior Constable Naomi Townsend| Edmonton Police Station Senior Constable Naomi Townsend constantly provides a strong example of work ethic and dedication to her peers and junior staff. She has engaged multiple strategies aimed towards improving law enforcement for women in the community. Senior Constable Townsend volunteered in the “RUBY” (Rise Up, Be Yourself) program at Edmonton Police Citizens and Youth Club, and in doing so built relationships and forged positive networks between the local police and victims of domestic violence, utilising the medium of exercise and bridging communication and cultural barriers. Senior Constable Townsend was a key driver in the “A Powerful Minute” project which targeted youth awareness of domestic violence. This project enhanced networks between police and the community by recognising youths’ input in disrupting domestic violence. Senior Constable Townsend is also a regular presenter and advocate for the “Loves Bites” domestic violence and sexual assault prevention program within the greater Cairns area. Her role within this program had considerable influence with students where she was able to successfully engage and alter perceptions regarding family and sexual violence.

Highly Commended Senior Constable Alicia McKeering | Vulnerable Persons Unit Senior Constable Alicia McKeering is currently seconded from Hendra Station to the North Brisbane District Vulnerable Persons Unit (VPU). The VPU is a collaborative inter-agency intervention and response strategy for high risk, escalating risk and repeat calls for service for all Domestic and Family Violence incidents and ensures appropriate support is provided to victims to assist to put an end to Domestic and Family Violence and to hold perpetrators accountable. Senior Constable McKeering’s dedication and commitment to the welfare of all persons including perpetrators sets her apart from others. She takes the time to make sure women can access the justice system through law enforcement and improves the outcomes for women who access the justice system. Senior Constable McKeering makes sure victims understand why the police are involved, how she can help, what resources are available, and what the realities are for their future. She also works with perpetrators, assisting families to stay together in improved and positive relationships.

Excellence in Research on Improving Law Enforcement for Women Award Awarded to an individual or team who has conducted primary or secondary contemporary research that addresses an aspect of how law enforcement can be improved for women and whose research is available to be published.

Winner Ms Michelle Hayes| Strategic Policy Branch Ms Michelle Hayes is a Principal Strategy Officer with the Strategic Policy Branch, Policy and Performance Division and led a research initiative to validate the utility of Global Positioning System (GPS) tracking devices as a measure to protect women from Domestic and Family Violence (DFV) perpetrators in Queensland. Ms Hayes undertook the research through a State-wide controlled trial to test GPS-enabled electronic monitoring technology, relying on operational police simulating legitimate DFV scenarios in an operational environment. The research was conducted on a state-wide basis during 2018 to validate claims GPS could enhance victim security in the Queensland operational environment. The research demonstrated the technology, at best, provides a moderate level of accuracy and reliability to track an individual’s movements and alert on perpetrator entry into a prohibited zone. By practically demonstrating the limitations of the contemporary GPSenabled technological capability, decision makers avoided over-reliance on what proved to be a limited capability and to appropriately incorporate GPS within broader protection strategies.

Assistant Commissioner Michael Keating APM | Road Policing Command As the executive leader of Road Policing Command (RPC), Assistant Commissioner Michael Keating’s effort to pioneer change in the Command that has been culturally perceived as male-centric has supported diversity and inspired women to realise their potential. Through his leadership he has encouraged positive career pathways and leadership development opportunities not only within RPC, but more broadly, to promote Road Policing as a ‘Command of Choice’ for women in the Queensland Police Service. Assistant Commissioner Keating has demonstrated he is a Champion of Change by challenging negative workplace attitudes and implementing strategies to enhance recruitment, promotion and mentoring for women and creating opportunities for the professional development of women. Assistant Commissioner Keating has introduced workplace practices ensuring fairer access to development opportunities and initiating strategies to create new norms and positive attitudes towards women in the RPC.

Winner (2 of 2) Senior Sergeant Peta Jordan | S&PO Logan District Senior Sergeant Peta Jordan initiated a process to permit flexible hours agreements for personnel to work additional hours in Logan District to assist with sick leave coverage, staff shortages, operation participation, event management, major investigations and incident management. This concept benefits the Queensland Police Service and the employee financially while complying with policy. Senior Sergeant Jordan was able to change the mindset of many Officers in Charge to support this initiative and recognise the benefit this would have to their work unit without impacting on their budget. She was provided the opportunity to brief the Senior Leadership Team at the South Eastern Region (SER) management meeting and the initiative was endorsed by the Assistant Commissioner of SER and has also commenced within Gold Coast District, who follow the same process. Senior Sergeant Jordan has become a pioneer in changing the way SER does business in respect to flexible working arrangements. Senior Sergeant Jordan has opened the door to many females through providing them with opportunities they have not had in the past, enabling them to further their careers.

Nadine Robinson | Community Corrections, Redcliffe Nadine is recognised for her unwavering passion for leadership, through confidence, compassion, diligence, honesty and flexibility. Nadine has, in over a decade, built a strong portfolio of experience with intervention services, the management of dangerous sex offenders and most recently, as the District Manager of Community Corrections in Redcliffe. Nadine has demonstrated an appetite for risk mitigation and case management of offenders, yet dedicates significant time and energy to motivate and mentor staff who work with some of the most challenging people in our community. Nadine’s dynamic and innovative leadership has supported the identification, implementation and management of social supports to help offenders turn their lives around and make our community safer. In her private capacity, Nadine has exerted significant effort and commitment to her community through her work with organisations committed to supporting and fighting the effects of dementia.

Excellence in Performance in Custodial Operations Award Awarded to an individual within the Custodial Operations division who has supported and provided guidance to others in Corrections, particularly women; contributed significantly to their profession or community and improved Corrections for women. Rebecca Bates | Numinbah Correctional Centre Rebecca is a standout in our low security prison operations. Rebecca is recognised for her dynamic approach and willingness to harness the opportunity of working with animals to rehabilitate female prisoners. Rebecca has been integral in the development of animal husbandry at the Numinbah Correctional Centre, located in the Gold Coast Hinterland. Rebecca’s efforts have developed the rehabilitative options available to allow prisoners to work closely with livestock and the training of greyhounds and defence community dogs, while fostering effective relationships with many community stakeholders. Rebecca works closely with her colleagues to challenge gender stereotypes and empower women to be self-reliant and independent, both in their personal and professional lives. Rebecca is approachable, friendly, and encouraging in an environment that can be demanding and challenging, yet she stimulates a healthy and productive workplace for all.

Excellence in Performance in Organisational Capability Award Awarded to an individual within the Organisational Capability division who has supported and provided guidance to others in Corrections, particularly women; contributed significantly to their profession or community and improved Corrections for women. Sandra Tully | Contract Management Sandra is recognised as an outstanding and effective contributor to complex contract management services for private prison operations in Queensland. A dynamic and innovative leader, Sandra has worked consistently to mentor and support female officers in her unit and helped her staff grow to be effective contract monitors in an often-challenging work environment. Sandra has paved the way for female staff under her leadership, developing skills and expertise across the department. To improve the lives of female prisoners and the management of female prison operations in South East Queensland, Sandra was integral to Operation Elevate, which involved the transition of the privately operated Southern Queensland Correctional Centre to a women’s facility. Sandra led the work responsible for reviewing, negotiating and varying the contract with the private operator to ensure the smooth transition for the facility.

Outstanding Emerging Female Leader Award Awarded to an individual who has shown dynamic and innovative leadership; mentored, supported and provided guidance to others in Corrections, particularly women and has contributed notably to her profession or community. Kate Petrie | Policy and Legislation Kate works tirelessly, leading from the front, and across government, to develop effective correctional policy and legislation. Kate is admired for her composed, intelligent and innovative leadership. Kate draws upon significant experience to direct the development of policy advice for government that is credible, cogent and strategic. Kate is passionate about supporting, inspiring and mentoring women to be high performing and effective employees who thrive in high pressure environments. Kate’s list of achievements are impressive. Kate has established the legislation unit in QCS and was integral in the response to a number of significant reforms and reviews for the department, including the Queensland Parole System Review, the CCC Taskforce Flaxton and the legislative amendments to create the new independent Parole Board Queensland.

Tamara is recognised as a passionate leader who strives to develop and mentor senior women and emerging leaders and works tirelessly to improve Queensland’s correctional services and the safety of the community by rehabilitating prisoners.

Hummingbird House is Queensland’s only children’s hospice, supporting children affected by a lifelimiting condition and their families. At any given time around 3,700 Queensland families are living with, loving and supporting a child or teenager with a life-limiting condition. The emotional, physical and financial struggle for families can be immense. It costs over $4.4 million each year to operate Hummingbird House as a free service for Queensland families. Providing financial support to allow families to access Hummingbird House free of charge is a powerful way everyday Australians can help families in need. Hummingbird House is a medically supported home away from home, where kids can be kids, families can reconnect, and memories can be created to last a lifetime. On 1 February of this year, Paul Quilliam accepted the global Association of MBA Entrepreneurial Venture (not-for-profit) award for Hummingbird House. A wonderful demonstration of community best interest, values, culture and ethical decision making.
