Tuesday, April 2, 2019

12:30 p.m. – 2:30 p.m. On-Boarding for Success Veeder/Howell Larry Crabtree, Principal Consultant, Crabtree Consulting Services, LLC One of the realities of special district administration is the frequent changeover in Board members. It is often the case that there are one or two new Board members at every election. Serving on a District Board can be an overwhelming experience and one that is often foreign to the newly elected or appointed Director. They often come from a different background and have sought election out of a desire to serve their community or to address a specific issue or agenda that is of interest. In spite of having the best motivations in the world, these new Board members often find themselves thrown into the mix with little or no background, experience or preparation. Many report that their organization has no specific onboarding or orientation process and they did not even have the opportunity to meet the CEO of the District prior to their first meeting. When new Board members aren’t prepared for their new role, it causes frustration and decreased motivation for the new member and it decreases the effectiveness of the entire Board of Directors. This session will address the following: • The value and importance of developing and implementing a formal New Board Member Orientation/ Onboarding Process • The value and importance of developing effective relationships with other Board members and senior staff • Suggested components of a New Board Member Orientation/Onboarding Process • Expected outcomes and benefits of an effective New Board Member Orientation/Onboarding Process 2:30 p.m. – 3:00 p.m. Break Vintners Foyer/Vintners Ballroom 3:00 p.m. – 5:00 p.m. Brown Act: Principles, Traps and Avoiding Unintentional Violations Veeder/Howell Megan Macy, Partner, Lozano Smith Anne Collins, Partner, Lozano Smith Brown Act violations, most often unintentional, impede the effective governance of special districts. This workshop will use entertaining hypotheticals to engage participants in a wideranging, hands-on overview of the Brown Act to help board members stay in compliance when it comes to closed sessions, public comments, serial meetings and e-communications. Newly elected and experienced board members alike will be equipped with the tools needed to avoid falling into the Brown Act traps. 4:00 p.m. – 7:00 p.m. Exhibitor Set-Up

 Lowest Stable Premiums Available  Exclusively Fire & Emergency Service Agencies  Broadest Insurance Coverage Available  Risk Management Assistance In 1987, one of the largest insurers of California Fire Districts informed the fire industry that they would not be renewing their insurance. FAIRA's first year of operation resulted in an immediate premium reduction of 30%, and that was just the start! Since then we’ve continued to see favorable outcomes for our members including a combined additional savings of over 10% in the past 7 years alone. Not only did we create a solution that guaranteed continuous coverage and reduced premiums, FAIRA is the largest and only multi-state Fire District pool in the United States and has saved millions of dollars. Our members pay less in premium than they did in 1988 for exposures that have quadrupled. We provide our members with risk management and loss control services including contract review, live & online training and we provide insurance rates that lead the marketplace when it comes to coverage terms and pricing for Property, Vehicle & Liability coverage for Fire Districts and Emergency Service Agencies.
