The Antioch Rescue Squad (ARS) served Antioch Township residents (the village and the unincorporated area comprise the township) for 70 years, bringing emergency medical help to the doors of residents without any cost to taxpayers or additional charges beyond insurance to Antioch Township residents. Since neither the village nor First Fire Protection District 1 (FFPD1) contract with ARS any longer, that is about to change. Right now, the village is paying for ambulance service out of the general fund. The current contract cost is about $800,000. Some of that cost is paid for by those who use the service but whatever is left is paid for by the village. FFPD1 will use some of its reserves to help pay for now. There was an attempt to convince Antioch Township board to use some of its reserves to help cover costs, but those reserves are already earmarked for township needs. In November, Antioch township residents will be asked to add a 25-cent per $1,000 ambulance levy to taxes they already pay. That means people with homes with an EAV of $100,000 would pay $25 a year. Antioch village trustee Dennis Crosby commented at the recent emergency ser-

vices joint committee meeting that the freebies have ended. Antioch fire chief John Nixon keeps reminding people that this area in Northern Illinois is the last area without an ambulance levy. It did become evident during early subcommittee meetings, that even the ARS would need to make some changes to its billing process or seek some sort of financial remuneration from either residents directly or from the governmental bodies. The ARS, however, seems to be no more since neither the village nor First Fire Protection District 1 (FFPD1) no longer contracts with that group. Instead, FFPD1 is going the way of the village; depending on the Antioch Fire Department and its ever-evolving method of providing EMS services to area residents. Currently, the village contracts with Metro Ambulance. That business has hired members of the Antioch Fire Department fullrime to staff ambulances that answer resident calls for aid. Part of that evolution is Metro personnel riding in ambulances purchased by AFD, cutting contract costs. The next step to continue funding MEMS services is the November referendum vote in both the village and FFDP1. According to Antioch village administrator Jim Keim, the village should realize

$800,000 annually if the referendum passed. The current contract with Metro is just slightly less than that. Keim said in a recent village board meeting “This is a difficult budgeting year, because we have new responsibilities.” The village bill for Metro Ambulance service is just under $800,000. One way the village has been attempting to whittle down the bill has been to purchase used ambulances, equip them and then have Metro personnel use village equipment, cutting out vehicle cost. While he started with a $900,000 deficit, this has been whittled down to $700,000. The only way to get that down further, according to Keim, is to cut down on some services. Both the village and fire district are looking to the November vote to heal those holes. Even then, the money does not pour in immediately. When asked what the fire district might realize if the November vote is positive, FFPD1 board member Matt Tabar said he was still looking for those numbers. Nixon rolled out one strategy to help convince taxpayers to hand over more money. He compared what 22 fire districts in Northern Illinois pay per capita. Long Grove was the highest, with a population of 6,786 and a per capita tax of $565.44. Barrington was the least,

Rose. “Our goal is to save more lives, so the Lake County Sheriff’s Office will be out enforcing seat belt laws around the clock, looking for those who are not buckled up, in all seating positions. If you are caught not wearing your seat belt, you can expect to be ticketed.” Provisional numbers show that during the 2013 Memorial Day weekend there were three fatalities and almost 600 injuries on Illinois roadways. Two of those fatalities were alcohol-related. Remember - wearing your seat belt is your best defense against an impaired driver. While this year’s Click It or Ticket enforcement campaign runs from May 9 through May 26, deputies are out enforcing seat belt laws year-round. Buckle up and encourage your loved ones to do the same. Matt Tabar, member of the FFPD1 First Fire Protection District 1, board and facilitator for the joint emergency services committee announced at the May 7 meeting that the Antioch Fire Department would take over emergency services for FFPD1. Tabar said this move is in line with the vision to put all services under one umbrella. This vision is shared by the village, fire district and township and includes having FFPD1 EMS provided by the fire department rather than the Antioch Rescue Squad (ARS). The personnel on the ambulances, according to Antioch fire chief John Nixon, would still be contract workers from Metro Ambulance. During the May 7 joint committee meeting, Nixon explained that an ambulance from Station 1, exclusively in the village, would be moved to Station 3, which is exclusively in the fire district. Nixon also explained that fire district addresses would be plugged into a computer program. Then they would be associated with the nearest fire station, regardless of the addresses location in the fire district or village. “This way,” Nixon explained, “requested service will be rendered as quickly as possible. Personnel will be available with either a duty crew or call back. We have hired new, highly qualified EMS personnel and will continue to hire the most competent as the budget permits.” He also said that the plan is to have personnel cross-trained in fire and EMS. He did acknowledge that there are more rescue calls than fire.

If you think you can travel in Illinois over Memorial Day without wearing your seat belt – think again. The 2014 Illinois Click It or Ticket campaign kicked off May 9. The Lake County Sheriff’s Office is joining the Illinois Department of Transportation (IDOT), the Illinois State Police (ISP) and hundreds of law enforcement agencies across the state to save more lives by strongly enforcing seat belt laws. In Illinois, as of Jan. 1, 2012, all drivers and passengers must wear seat belts in all seating positions in the car, not just the front seat. During statewide observational surveys conducted by IDOT in 2013, the overall usage rate for rear seat occupants was 77.4 percent versus 93.7 percent for drivers and front seat passengers. “Memorial Day weekend kicks off the busy summer driving season, and we want to ensure that everyone ar-

(Insurance taxes are collected by the Illinois municipal from insurance taxes from companies outside of Illinois. Those monies are put into the Foreign Fire fund and the League distributes them to fire departments in Illinois to provide for the needs of the departments that are not funded by the municipality.) During the past year, the ARS has had an ambulance in Station 3, which had not happened until that time. Just recently, FFPD1 declined to consider or discuss any of the three contract variations offered by the ARS, instead deciding to go to the village for EMS. FFPD1 has no levy for EMS services and will dip into reserves to help pay. Both the village and FFPD1 are depending on the November referendum to fund EMS in the future. Should that referendum pass, nothing would be collected until after next year. Dennis Crosby, village trustee and member of the joint committee, commented at the May 7 meeting, “We have used up all our freebees and have to start paying.” Additionally the Village and District are working out the details for an Intergovernmental Agreement outlining finances and operations as one department. Tabar said that this cooperative agreement is moving the community towards the vision all have embraced. A May 2 press release from the Village of Antioch, First Fire Protection District and Antioch Township stated the date of the change would be May 8.

CLC hosts its 45th Commencement The College of Lake County will hold its 45th annual commencement ceremonies on May 17 in the Physical Education Center on the Grayslake campus, 19351 W. Washington Street. Dr. K. Michael Welch, president and CEO of Rosalind Franklin University of Medicine and Science in North Chicago, will deliver the keynote address. Commencement will consist of two ceremonies, one at 10 a.m. for transfer degrees (A.A., A.S., A.E.S., A.F.A, A.A.T.) and the other at 2 p.m. for A.A.S. degrees and certificates. The CLC class of 2014 consists of 2,769 graduates,

compared to 1,812 in 2013. The college attributes the jump in degrees being awarded this year to the new “auto award” system, which allows qualifying students to receive their degrees or certificates without having to petition for graduation. Admission to each commencement ceremony is free and open to the community. No tickets are required; seats are available on a first-come, first-served basis. The Student Government Association will sponsor a complimentary reception for graduates, faculty and guests immediately after each commencement ceremony,

Memorial Day ceremony set for CLC The seventh annual College of Lake County Memorial Day ceremony will begin at noon on Friday, May 23. The ceremony will be held outdoors at the CLC Willow Lake Veterans Memorial on the Grayslake campus, 19351 W. Washington St. Staff from Naval Station Great Lakes will support the event with a chaplain, color guard, echo buglers, the 13 folds of the flag ceremony, along with the U.S. Marine Corps drill team. Guest speakers include Congressman Brad Schneider (10th District), a gold star mother and father and several active duty personnel. The ceremony will also include a bagpiper, the national anthem and reciting names of the servicemen with Lake County ties who died in Iraq and Afghanistan. The Master of ceremonies will be Mike Peck, superintendent of the Lake County Veterans Assistance Commission. Individuals who have made donations to the CLC Foundation for tribute bricks to support construction of the memorial are invited to view their bricks, and all community members, veterans and families of those serving in the armed forces are welcome to attend. GED graduation ceremony on May 18 CLC’s GED graduation ceremony, which honors Lake County residents who have completed their high school equivalency exams in the past year, will be held from 2 to 4 p.m. Sunday, May 18, in the P.E. Center. The keynote speaker will be Wendi Kelly, a personal

development and business coach with Creative Clarity Coaching. She is a CLC GED graduate and earned an associate degree from the college in 1992. Nearly 200 graduates are expected to attend, and several scholarships will be awarded to select graduates transitioning to CLC as adult learners. Scholarship winners will also read essays about what earning the GED means to them. Student radio launches MSR – The Sound of the Scots Video killed the radio star in the 1970s, but it’s making a comeback at McHenry County College with the launch of the college’s first student radio station called MCC Student Radio (MSR). The radio station launched on April 16, broadcasting from the MCC Commons through this week from 2 to 4 p.m. and will expand to a longer broadcast day beginning in the fall 2014 semester. MCC Student Radio “The Sound of the Scots” was in the making for the past two years after a group of students approached adjunct journalism instructor Jim Stockwell, who has a background in broadcast journalism and radio, to begin the process to create a college radio station. According to Stockwell, one of the biggest obstacles is obtaining the rights to play music on the station, but MCC was already in compliance with Broadcast Music Inc. (BMI), which allowed the students to form a broadcasting club and proceed with creating the station. “The purpose of the radio station is to give students a hands-on feel as to what a radio station is like,” Stockwell said. “Another purpose is to present a variety of music, including pop, oldies, retro and crossover, to

appeal to the wide diversity on campus, and to share information about upcoming events and other news to MCC students. Stockwell and student volunteer Toni Ehredt are currently recruiting more students to enable the station to expand into a two-hour radio show in the fall. Production meetings and training sessions will be held during the summer months to teach interested students how to speak on radio and write news—all without the pressure of being live, on-air. “People can get involved in the student radio station to see if radio broadcasting is their passion,” Stockwell said. Currently, Ehredt is the sole radio “personality” and creates the playlists and public service announcements (PSA’s). Ehredt is a member of MCC’s College Activities Board and saw the radio station as an opportunity to get more involved on campus. She took an Introduction to Film class with Stockwell and wanted to join the radio station was one way to learn a new skill. “I saw flyers about the upcoming radio station and I decided to get involved because I like music,” Ehredt said. “Plus, it’s doing something valuable for the

campus and fellow students. Radio is so prevalent. When I listen to (professional) stations, I think, ‘I can do that better,’” Ehredt said. Ehredt will graduate in May with two degrees—an Associate in Science and an Associate in Applied Science in graphic arts. She plans to transfer to a four-year university in the fall to study graphic communications. “In the future, we hope to offer wave streaming, where students can listen to the radio station on their tablets, iPads on campus or from anywhere,” Stockwell said. In addition, to enhance the educational component of the radio station, Stockwell said he hopes to offer internships for students who are interested in the broadcast industry. He plans to work with Star 105.5 and 103.9 the Fox, located across the college parking lot, next to the MCC Fire Science training tower, to arrange opportunities for students to learn how the radio industry works and prepare for a possible career in broadcasting. Lakes, Antioch high schools join Rotary in food donation

Even though it’s still cold outside, mosquitoes will be here soon enough spreading two diseases among horses that can be eliminated by vaccination, Eastern equine encephalitis and West Nile virus. “After this lingering cold, it’s easy to forget about vaccinating horses for diseases that are carried by mosquitos,” says State Veterinarian Dr. Paul McGraw of the Wisconsin Department of Agriculture, Trade and Consumer Protection. “Before long, the sun will emerge to warm things up and the mosquito population will quickly increase.” Horses require two doses of the vaccination initially, and then boosters at least annually. “Work with your veterinarian on your horse’s vaccination program, so you get the best formulation for your horse and advice about additional boosters later in the season,” McGraw says. Both WNV and EEE are caused by viruses transmitted by mosquitoes, and both may cause encephalitis, or inflammation of the brain. Both viruses can be fatal to horses. Symptoms are similar for both diseases: depression, appetite loss, drooping eyelids and lower lip, fever, weakness, twitching, paralysis or lack of coordination, aimless wandering, circling and blindness. Neither of the viruses is contagious between horses. While humans may also be infected by both WNV and EEE, it does not pass between people and horses. Mosquitos biting warm-blooded animals is the only route of transmission. Besides vaccination, McGraw recommends taking other steps to limit horses’ exposure to mosquitoes once the weather warms up: • Remove items from surrounding property that could collect stagnant water such as old tires, tin cans, plastic containers. • Keep rain gutters clean and draining properly. • Clean and chlorinate swimming pools, outdoor saunas and hot tubs and drain water from pool covers. • Turn wading pools and wheelbarrows upside down when not in use. • Empty and replace water in birdbaths at least once a week. • Consider keeping horses in the barn from dusk to dawn, when mosquitoes are most active.

Lake County Sheriff’s will enforce Click It or Ticket If you think you can travel in Illinois over Memorial Day without wearing your seat belt – think again. The 2014 Illinois Click It or Ticket campaign kicked off May 9. The Lake County Sheriff’s Office is joining the Illinois Department of Transportation (IDOT), the Illinois State Police (ISP) and hundreds of law enforcement agencies across the state to save more lives by strongly enforcing seat belt laws. In Illinois, as of Jan. 1, 2012, all drivers and passengers must wear seat belts in all seating positions in the car, not just the front seat. During

statewide observational surveys conducted by IDOT in 2013, the overall usage rate for rear seat occupants was 77.4 percent versus 93.7 percent for drivers and front seat passengers. “Memorial Day weekend kicks off the busy summer driving season, and we want to ensure that everyone arrives at their destination safe and sound,” said Undersheriff Raymond Rose. “Our deputies are prepared to take enforcement action for anyone, front or back seat, who is not wearing a seat belt.” In 2012, back seat passengers in Illinois accounted for

46 fatalities and over 5,000 injuries. Out of those 46 fatalities, 30 of them were not wearing their seat belt. “Seat belts save thousands of lives every year, but far too many motorists still are not buckling up, especially in the back seat,” said Undersheriff Raymond Rose. “Our goal is to save more lives, so the Lake County Sheriff’s Office will be out enforcing seat belt laws around the clock, looking for those who are not buckled up, in all seating positions. If you are caught not wearing your seat belt, you can expect to be ticketed.” Provisional numbers show

that during the 2013 Memorial Day weekend there were three fatalities and almost 600 injuries on Illinois roadways. Two of those fatalities were alcohol-related. Remember - wearing your seat belt

Increase in Lyme disease in Lake County prompts protection reminder

With the number of confirmed Lyme disease cases last year nearly tripling in Lake County, the Lake County Health Department/ Community Health Center is encouraging county residents to take precautions against ticks. Last year, 46 confirmed cases of Lyme disease were reported in the county, up from just 17 in 2012. “We have already begun to receive reports of ticks in Lake County this spring,” said Mike Adam, a senior biologist at the Lake County Health Department. “So as people go outside to enjoy warmer weather they should remember to protect themselves and their families against ticks and Lyme disease. It is anticipated that the harsh winter did not reduce the number of ticks.” Deer ticks (sometimes called the black-legged tick) can carry Lyme disease, as well as other diseases such as anaplasmosis and babesiosis. They are about an

eighth of an inch long as adults, and dark brown to bright red with black legs. Deer ticks were first documented in Lake County in 2006. Another kind of local tick is the American dog tick (sometimes called the wood tick). Dog ticks are onequarter-inch long as adults, much smaller as juveniles, and are dark reddish brown with irregular silvery or cream-colored patterns on their backs. Additionally, the Lone Star tick, distinguished by a white dot, or star on its back, was documented for the first time last year in Lake County. Neither Lone Star nor dog ticks transmit Lyme disease. However, the dog tick can transmit Rocky Mountain Spotted Fever and the Lone Star tick can transmit STARI (Southern Tick-Associated Rash Illness), although no cases of these diseases have been reported in Lake County. The Lake County Health Department is working with academia, state, regional

and county partners, communicating with health care providers and developing educational messages for the general public regarding Lyme disease. This year, in addition to environmental tick surveillance, the Health Department is conducting an extensive analysis of human cases, repeatedly notifying health care providers, and implementing the “Fight the Bite” educational campaign. The Health Department is urging residents to protect themselves from exposure to ticks by following the guidelines below: Tips for reducing tick habitat around your home: • Clear leaf litter under trees, and keep the ground clean under bird feeders. • Keep grass near playground equipment short. • Install a wood chip or gravel barrier between lawns and wooded and tall grass areas. • Minimize wood piles as these are attractive to small

mammals such as mice, which can carry ticks. Tips for reducing exposure to ticks: • Avoid tick habitat by staying on trails when in forest preserves and parks. • Wear light-colored, protective clothing, such as long-sleeved shirts, long trousers, boots or sturdy shoes, and a head covering. Tuck trouser cuffs in socks and tuck in shirt tails. • Apply insect repellent containing DEET primarily to clothes. Apply repellent sparingly to exposed skin. Do not apply directly to the face. • Be sure to wash treated skin after coming indoors. Use repellents containing permethrin to treat clothes (especially pants, socks and shoes), but not skin. Always follow label directions and supervise children in the use of repellents. • Walk in the center of trails so plants do not brush against you. • Check yourself, your

children and other family members every two to three hours for ticks. • If your pets spend time outdoors, regularly check them for ticks, too. • Promptly remove any ticks to help prevent infection. To find and remove ticks: • Check the skin and clothing of anyone that has been in grassy areas for an extended period. • Pay extra attention to the neck, behind the ears and the groin. • Use fine-tipped tweezers or shield your fingers with a tissue when removing a tick. • Do not burn the tick with a match or cover it with petroleum jelly. • Grasp the tick close to the skin surface and pull upward with slow, even pressure. • Do not twist or pull the tick quickly; this causes the mouthparts to break off and remain in the skin. • Do not squeeze the tick’s body.

• Once the tick is removed, disinfect the bite site and wash your hands with soap and water. • Make a note of the date you removed the tick and save it for identification in case you become ill. Place the tick in a plastic bag and put it in your freezer. In order to transmit illness, a deer tick must be attached to the skin for at least 24 hours. Symptoms of Lyme disease may include “bull’s-eye” rashes or lesions around the site of the bite (generally seven to 14 days after the tick has consumed a blood meal) accompanied by fever, fatigue, headache, muscle aches and/ or joint aches. If you experience any of the signs or symptoms seven days or more following a known tick bite, you should consult your physician. For the past two and a half months, the McHenry County Design Team has been actively soliciting input from the stakeholders as part of their efforts in re-evaluating the intersection at Randall Road and Algonquin Road. In an effort to solicit input from the stakeholders, the Design Team mailed an outreach letter and project kick off fliers to over 100 business and property owners along the corridor. Additionally, the Design Team walked door-to-door personally handing out this flier to each business along the corridor, which numbered over 300 businesses. In the letter, the project was

re-introduced and stakeholders were asked to contact the Design Team to discuss any questions or concerns. A copy of the project flier was posted on the project Web site and Facebook page. Since this initial outreach effort, a number of businesses and entities have contacted the Design Team. To date, the Design Team has attended 14 meetings with various stakeholders, with an additional meetings planned for the coming weeks. The intent of the meetings has been to provide current information about the overall project, listen to the stakeholders and gain an understanding of their operations and concerns. It has

been stressed at these meetings that the intersection type has not been determined and that access is being re-evaluated. While the outreach efforts continue, the Design Team is also currently reviewing updated socioeconomic data that will be used to determine and/ or verify future traffic projections. These future traffic projections will be the basis of re-evaluating the intersection alternatives. Additionally, survey crews have begun working within the corridor to obtain the necessary topographical data necessary as the project moves into final design (known as Phase II).

Results of Healthy Community Study to be presented May 21 The McHenry County Healthy Community Study partners invite businesses and the public to hear the results of its year-long health needs assessment to be presented on Wednesday, May 21, from 9 to 11:30 a.m. at McHenry County College, 8900 U.S. Highway 14, in Crystal Lake. The study was facilitated by Health Systems Research at the University of Illinois, College of Medicine, at Rockford. Following up on its previous studies conducted in 2006 and 2010, the

McHenry County College to offer OSHA courses in May and June The Shah Center of McHenry County College is now offering three separate OSHA courses facilitated by an OSHA industry expert, Mike Serpe, a principle at Safety First NA. Registration is underway for the following courses: • OSHA 10-Hour Voluntary Compliance in General Industry is ideal for personnel with safety and health responsibilities, and for implementing employee safety and health awareness programs. Stu-

dents will be introduced to OSHA policies, procedures and standards as well as general industry safety and health principles covered in OSHA Act Part 1910. Upon successful course completion, participants will receive a certificate of attendance and an OSHA 10-hour card. The course fee is $225, which includes materials. Hepatitis testing day, May 19 McHenry County Department of Health will offer low cost Hepatitis C screenings on Monday, May 19, in recognition of National Hepatitis Testing Day. Appointments are required at (815) 334-4500. McHenry County reported 55 cases of Hepatitis C in both 2012 and 2013, with 72 cases reported in 2011. Hepatitis C is a serious liver disease that results from infection with the Hepatitis C virus. It has been called a silent epidemic because most people with Hepatitis C do not know they are infected. The virus is usually spread when blood from a person infected with the Hepatitis C virus enters the body of someone who is not infected. It is not spread by casual contact, kissing, hugging, sneezing, coughing, breastfeeding or sharing food, eating utensils or glasses. In 2012, the Centers for Disease Control and Prevention (CDC) started recommending Hepatitis C testing for everyone born from 1945 – 1965. While anyone can get Hepatitis C, up to 75 percent of adults infected with Hepatitis C were born during those years. Every year, approximately 15,000 Americans die from liver cancer or chronic liver disease associated with viral hepatitis. However, many people can benefit from available treatment options that can eliminate the virus from the body and prevent further damage. Most people infected with the virus don’t know they are infected so

Sheriff’s Office investigates single vehicle fatal traffic incident in Hebron On May 4, at approximately 12:06 a.m., the McHenry County Sheriff’s Office responded to the scene of a single vehicle traffic incident that occurred within the 9700 block of Johnson Road, in unincorporated Hebron Township. Members of the Hebron-Alden-Greenwood Fire Protection District also responded and assisted. Preliminary investigation indicated that a 1996 Ingersoll Rand Club Car golf cart was headed southbound on Johnson Road, north of Illinois Route 173, when one of the back seat passengers, Stephen Canfield, for unknown reasons, fell from the back of the golf cart. Canfield was transported to Centegra Woodstock Hospital where he

was pronounced dead. The golf cart driver, Tyler Tikk, 21, of Alden, Ill., and the other two passengers, Jacob Walters, 20, of Harvard, and Zak Olson, 21, of

Hebron, were uninjured. The vehicle was not equipped with seatbelts and no occupant was wearing a helmet. Alcohol use is suspected as a contributing factor. The

incident is still under investigation by the McHenry County Sheriff’s Office Traffic Crash Investigation Unit and McHenry County Coroner’s Office.

McHenry man arrested on heroin charges The McHenry County Sheriff’s Office announced the arrest of a McHenry man on possession and Intent to Deliver Heroin charges on May 5. The Intelligence Led Policing Unit developed information that Russell Levand was transporting heroin from the City of Chicago back to McHenry County. Deputies conducted surveillance and

made contact with Russell Levand, 30, of McHenry. Russell was found to be in possession of 12 capsules of heroin and several hypodermic syringes. Russell resisted arrest while being taken into custody. The estimated street value of the heroin seized during this investigation is approximately $240. Undersheriff Andrew
