Sheriff plans roadside checkpoints

Autumn rolls in

The Lake County Sheriff’s Office will conduct roadside safety checks in Lake County during the month of September, according to Sheriff Mark Curran Jr. The checkpoints are designed to keep roads safe by taking drunken drivers off the road. According to the Sheriff’s Office, the existence of these checkpoints encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits or not drive a motor vehicle after drinking. It also encourages drivers and passengers to use their seat belts. Across the country, an average of one alcohol-related traffic death occurs every 45 minutes. Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois. Each year in Illinois, hundreds of lives are lost in alcohol-related crashes. Those who are arrested risk losing their license, their car and their freedom. Deputies working the roadside safety check also will also look for drivers operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license and to ensure all Illinois Vehicle Code laws are being followed. The checkpoints are funded through a grant from the United States Department of Transportation, National Highway Administration. The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Better Business Bureau issues ‘Granny Scam’ advisory Seniors become targets as grandchildren return to colleges

Many scams and schemes run by con artists are cyclical in that they come and go. Sometimes it’s every few months, or following a natural disaster or at a particular time of the year. One of those that fall into a cycle is the “Granny Scam” and the Better Business Bureau is advising the public to look for red flags. With students leaving home and returning to college, the opportunity is ripe

for scammers to begin making calls that target grandparents. “As we know the best defense is a good offense.” says Steve J. Bernas, president and CEO of the Better Business Bureau serving Chicago and Northern Illinois. “We want to arm grandparents with information that can help prevent them and their families from falling victim to this scam.” In this scam, the grand-

parent receives a distressed phone call from someone who they believe is their grandchild. For example, the scam caller might say, “It’s me, your favorite grandchild,” to which the grandparent will guess the name of the grandchild the caller sounds the most like, and then the call proceeds from there. The supposed grandchild typically explains they are traveling and have been arrested or involved in an auto

accident. Sometime they say they’ve been injured and need medical treatment. The grandparent is asked to wire money to post bail or pay for damages or treatment, usually amounting to a few thousand dollars. While senior citizens are being targeted, law enforcement officials believe the scammers are most likely calling random numbers. “The key here is that senior citizens are more than likely

He admitted to being affected by that – and seeing others affected. “It triggered a lot of emotion in a lot of people,” France said. “Stuff we, as counselors, deal with all the time.” France and Taylor – a Burlington Area School District social worker – came with the intent of providing any and all help teenagers could need. France said all freshmen at the high school are screened for signs of depression. He will miss Williams, though, and thought the choice of film appropriate. “It really did touch a lot of people,” France said.

He said for those suffering from depression, there is often a feeling of failure, especially with the stigmas of depression. He identified three major indicators in depression – mood, a lack of energy and not thinking clearly. In teens especially, though, depression shows as irritability, Langley said. He also stressed that treatment is effective, combining more than 50 different kinds of medication with cognitive behavioral therapy. One important key, he said, is the importance of talking about suicide. “Don’t keep the secret,” Langley said. Cindi Schweitzer, who owns Integrity Funeral Services in Waterford, also works with iCare – a group that provides support both financially and morally for those working through their teenage years. “People need to be educated about those types of things,” Schweitzer said about suicide and other mental health issues. Schweitzer got involved when she started seeing teen suicides rise. “We started seeing some deaths,” she said. “It was either teens or young adults. Unincorporated residents eligible for flood insurance discounts Lake County property owners residing in unincorporated areas may be eligible to save an average of more than $229 a year on their flood insurance policies. Since 2008, thanks to the leadership of the County Board, Lake County has participated in the Federal Emergency Management Agency’s Community Rating System program. With a Class 6 community rating, residents within unincorporated Lake County who meet certain requirements are eligible for up to a 20 percent savings on flood insurance premiums. Residents should contact their flood insurance agent to obtain individual savings information. In order to maintain its favorable rating, an Annual Evaluation Report for the All Natural Hazards Mitigation Plan for unincorporated Lake County was prepared. This re-

port is available on the county’s website. The Lake County Sheriff’s Office School Safety Team is prepared to assist area schools with required law enforcement safety drills. They both were reassured by these stories that they could change their life for the better as well. Due to the lateness of the day at this point, we had to wait until the following day to work on getting their utilities restored. The next morning the mother was getting the utilities restored and paid to prevent disconnection. She then was so happy to take the children grocery shopping with the gift cards we had supplied. When I called the mother later in the day, she shared all the happy events of the day. The mother held up the phone and I heard the whole family shout, “Thank you!” We all shared a much-needed laugh over this. The next week I stopped by to check on their progress. The father had one more week until he could return to work, but he looked much

weeks in the hospital with. He had a small cut in his leg that had become infected with a flesh-eating bacteria. It had quickly spread through his system, and he said he was lucky he had survived. The father showed me the large area that had to be removed from his leg to control the spread of the bacteria. The mother shared how he had gotten ill so fast that they did not realize it was life threatening until they rushed him to the emergency room. The father had tried to go to work, knowing how important his job was to his family’s well-being, not realizing he could have died from the effort. The mother had instead insisted he go to the emergency room, saving his life by doing so. The mother began to cry, reliving that horrible time of uncertainty and possible loss of her husband. The husband reached over and took her hand, saying, “Don’t cry. I’m OK now, thanks to you.” We discussed the time he had taken off work and the delay in his disability compensation. The mother had tried to continue working her two part-time jobs, but it had become too much with three children and her husband needing constant care. She managed to work one part-time job for 15 hours a week while her mother stayed with her husband and children. The mother said this was not ideal as her own mother worked full-time and needed to care for her father as well. I could see everyone was stretched. The father said, “I feel so helpless and like less than a man because I cannot get back to work and support my family. The doctor keeps telling me it is too soon and I need to regain my strength. It is so frustrating watching my family suffer.” I told him he needed to rest and we together would make sure his family suffered no longer. I went over their budget and saw they were making ends meet before this medical emergency. They did not live extravagantly but their bills had been paid and food was on the table. The gas had been disconnected for two weeks. They were lucky

The Time Is Now exists solely for the purpose of alleviating the suffering of those who find themselves facing economic hardship. Whether it be through job loss, loss of a spouse who was the primary source of income, extreme medical expenses or other crises they face, an increasing number of people need the additional financial assistance that goes beyond what government, private and religious institutions can provide them. Receipts can now serve as temporary vehicle renewal Legislation signed by Gov. Pat Quinn will allow a printed receipt from the Secretary of State to serve temporarily as the vehicle renewal sticker. The new law, which takes effect Jan. 1, will allow motorists to drive without an

up-to-date vehicle renewal sticker affixed to their license plate provided they have a receipt from the Secretary of State that proves they purchased a sticker online before expiration. The receipt is valid for no more than 30 days from the expi-

ration of the previous registration’s sticker’s date. “This is another consumer-friendly initiative that encourages online transactions with my office,� said Illinois Secretary of State Jesse White. “Our Driver Services facilities have many

customers come in to buy their stickers a day or two before they are set to expire. This new law will allow such customers to make the same purchase online, and then use the receipt as proof of up-to-date registration compliance.� Last year, more than 150,000 customers purchased vehicle renewal registration stickers during the last two days in May. The vast majority of customers visited a facility to conduct these transactions. Just over 6,300 people purchased their renewal stickers online. Over the last seven years, internet transactions have increased by nearly 300 percent in the Secretary of State’s office.

The Illinois Tollway Board of Directors recently approved a plan to lower the cost to get an I-PASS transponder when opening a new I-PASS account in advance of the Tri-State Tollway Interchange opening in October. “This change demonstrates how we’re working to provide everybody with the same access to all the opportunities our state has to offer, including its first-class highway system,� Governor Pat Quinn said. “We want to make sure all of our residents who use the Illinois Tollway can benefit from the advantages offered by I-PASS.� “The Tollway is committed to ‘everybody in, nobody left out’ and the plan our Board approved today will make getting an I-PASS as easy as possible,� said Illinois Tollway Executive Director Kristi Lafleur. “We have heard that the upfront cost of I-PASS can be a barrier for some and we hope that this program will help relieve that burden so that everyone has access to I-PASS.� As part of a larger campaign to educate customers about the new, all-electronic interchange and encourage them to get I-PASS, the agency is temporarily lowering the cost to $30 for a new I-PASS account from the current $50 or $60. For new customers, the deposit required to obtain an I-PASS transponder will be permanently reduced from $20 to $10 for all account types. Additionally, both the initial pre-paid toll amount and the minimum rate to replenish I-PASS accounts will be reduced from $40 to $20 for customers who open new accounts through Dec. 31. For existing customers who replenish their accounts manually, a $10 deposit refund will automatically be applied to their I-PASS account balances in the form of a credit to their pre-paid toll accounts. Cash refunds will not be issued. Existing customers can also have their minimum rate to replenish I-PASS accounts reduced from $40 to $20 upon request. These offers begin Oct. 1. To take advantage of these offers, new and existing customers must call (800) 824-7277 weekdays from 6 a.m. to 10 p.m. and

weekends from 8 a.m. to 5 p.m. or visit one of the Illinois Tollway’s Customer Service Centers. The Illinois Tollway operates the nation’s largest electronic tolling system, with more than 87 percent of all toll transactions paid electronically. Currently, there are more than 3.6 million I-PASS customers with more than 5 million active transponders. While all of the Tollway’s recently constructed interchanges have not included a cash payment option, this is the first interstate-to-interstate connection on the Tollway system where there is no toll collection point on the mainline roadway for customers who wish to pay cash. Tollway customers who would like to pay cash to travel between I-294 and I-57 will still be able to do so at the 159th Street Ramp Toll Plaza or via the 163rd Street Toll Plaza. These are the routes being used today. The new I-294/I-57 Interchange will be the fourth all-electronic interchange on the Tollway system. Other all-electronic toll collection points include the Illinois Route 47 Interchange on the Jane Addams Memorial Tollway (I-90), the Balmoral Avenue Interchange on I-294 and the Eola Road Interchange on the Reagan Memorial Tollway (I-88). The $3.4 billion Elgin O’Hare Western Access Project will be the first allelectronic toll road on the Tollway system. The $719 million I-294/I-57 Interchange is part of the Tollway’s 15year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future. The interchange will create a long-sought connection between two major interstates in the Chicago Southland that will relieve congestion on local routes, enhance economic development and improve overall transportation throughout the region. The interchange is expected to serve more than 76,000 vehicles per day and provide direct freight access to Chicago’s south suburbs – saving drivers $4 million annually in fuel. Tri-State Tollway drivers currently using I-80 to get to I-57 will save 25 travel hours per year using the new interchange. The full interchange is expected to be completed in 2024.

Teacher wanted for predatory sexual assault On Aug. 29, 2014, an arrest warrant was issued for Michael R. Vucic, 41, of Lake Forest, a teacher at Gavin South Middle School in Ingleside, for predatory criminal sexual assault and criminal sexual assault. Lake County authorities believe Vucic has fled to Germany. On Aug. 25, a female victim, under the age of 13, reported to her grandparents that Vucic had inappropriate sexual contact with her multiple times in 2012. In 2012 the victim was a student of Vucic’s in his class. Vucic has been a teacher at Gavin South Middle School for 18 years.

Vucic has not had contact with any students since the Lake County Sheriff’s Office was notified of the report. Vucic’s arrest warrant is for five counts of predatory criminal sexual assault, a Class X felony, and five counts of criminal sexual assault, a Class 1 felony. Bond was set at $1 million. The Lake County Sheriff’s Office believes there are additional victims and are requesting anyone who has additional information or who has been a victim of Vucic to contact the non-emergency communications center at (847) 549-5200.

Registration for the 2014 Fox Lake Fall Sports Program has begun. This season, soccer, T-ball, cheerleading, flag football, iceless hockey and NERF combat is being offered. Sessions run for five weeks beginning the week of Sept. 15. The fee is $50 per session.

Explorer Post 300 has long, successful history in Fox Lake The village’s Parks and Recreation Department director Nancy Rogers then set up the group with a headquarters and meeting place in the basement of the former Lion’s Club at 23 South Street in Fox Lake. “We have numerous training seminars, for instance, the leadership education training is a nine-day basic residential academy with a 128-hour curriculum, and if you do the math…that’s up at 5 a.m. until midnight for 9 days,’ said Gliniewicz. “We also go to tactical competitions each year, which entails a 48-hour basic tactical course. “A better description of that…it amounts to a basic SWAT (Special Weapons and Tactics) program and reaction to different situations.” Fox Lake’s post entered the national tactical competitions (in Chandler, Ariz.) in 2007, with a five-person group entered in five events, and returned with two firstplace trophies in the events of “hostage negotiation,” and “hostage rescue.” “What I am most proud of,” Gliniewicz said, “this is a diverse group of teenagers who come together, will train for specific competitions, and that’s 400plus hours, from September through January, utilizing our own nucleus for training regimens and execution, spend almost three days driving to the site (Chandler), going into competition around three hours after our arrival.

“It’s against such post agencies as the Los Angeles Police Department, Los Angeles Sheriff’s Office, Las Vegas Metro, North Las Vegas Police Department, and several other prominent agencies. We come home, after placing in the 85-95 percentile range of our competitions. That speaks volumes.” The trophy shelf now holds 72 prizes and citations, with 42 coming from the tactical competitions at Chandler and the remainder coming from standard law enforcement competitions at the national and state levels. Gliniewicz is a 20-year member of the Fox Lake Police Department having come up through the ranks, as many officers and administrative officials before him. Fox Lake Police Chief Mike Behan, also rose through the ranks, and now approaches the 10-year mark of tenure in the position. “It’s been a thrill to see them excel and go on to become productive and responsible members of our community,”’ said Behan. “Our police department has steadily worked to change the perceptions that existed about us, to one of being a resource for residents to use, and count on. In 1984, then-Det. Rich Goode organized the initial incarnation of Fox Lake Explorer Post 300 as a member of the village’s police department through the Boy Scouts of America. It was part of their career-oriented umbrella with a focus on law enforcement, and co-ed. By 2005, the curricula had been moved under the “learning for life” theme to follow an educational component. “We presently have 22 individuals in the post, and at one time, there was twice that number,” said Lt. Joe Gliniewicz. “Prospective members come in, observe for three consecutive meetings, and then, we ask if they want to join. We’re kind of like an Explorers program on steroids because we meet every Wednesday, and only 10 weekends per year, are we not engaged in some activity. “Essentially, we are a self-funded operation through donations and paying details, such as parking, traffic direction, and crowd control. This is open to young men and women, ages 14-21, and the only requirements are not having a criminal background, and do have a willingness to learn.” The village recognized the value of the group in 2008, and formally added them as a volunteer arm of the municipality through its police department, an act signed by former Mayor Cindy Irwin.

The Richmond Police Department will host a 10-week Citizens Police Academy starting Sept. 29. The department is accepting applications from interested residents. The class will run from 6 to 9 p.m. every Tuesday at the Richmond Village Hall, 5600 Hunter Drive, Richmond. “Our goal is to educate and build a closer bond with our resident and business community,” Chief Ciro Cetrangolo said. Some of the topics and training include role of the police in the community, patrol activities, weapons familiarization range, investigations, use of force, K-9 unit demonstration and ride-a-longs. There will be opportunities upon graduation for attendees to join the Richmond Illinois Citizens Police Academy Association. The association assists the needs of the village and police department on an ongoing, as-needed basis. Face painting is one of the activities at the Community Church of Richmond’s Fun Fair to be held on Saturday, Sept. 13, from 2 to 4 p.m. at the church.

Two men – including one who was shot by a homeowner – are charged with trespassing and intimidation following an incident at a home in unincorporated Crystal Lake. On Sept. 2, at approximately 6:43 a.m., the McHenry County Sheriff’s Office received a 911 call for unwanted subjects at a residence in the 7300 block of Oakwood Lane. According to the Sheriff’s Office, deputies found Brandon Mendez, 19, on the property with a gunshot wound to the abdomen. In addition, Nicholas Porcayo, 18, no known address, was taken into custody as an active participant of intimidation and trespass to residence. Officials allege that Mendez and Porcayo arrived at the residence demand-

ing to speak with the occupants. Mendez and Porcayo are suspected of forcing a locked door open by kicking it. Once the two men were inside, the homeowner, who was armed with a firearm, demanded Mendez and Porcayo leave the residence. Mendez and Porcayo refused to leave after repeated orders, and the homeowner shot Mendez as he allegedly approached the homeowner. The investigation was reviewed by the McHenry County State’s Attorney’s Office and Mendez and Porcayo were charged with intimidation, a Class 3 felony, and trespass to residence, a Class 4 felony. The investigation is continuing and additional charges may be forthcoming. Bond was set at a Sept. 3 court date.
