OUR MISSION The mission of Singapore Bible College is to glorify God by training faithful servants of Jesus Christ for the edification of the church and the urgent evangelization of the unreached.

OUR FUNDAMENTALS CHRIST-CENTRED We resolve to live and serve together under the lordship of Jesus Christ. Christ and the cross is the message we proclaim, the model of our maturity, and the motivation of our ministry. BIBLE-BASED We resolve to base all our learning and affirmations on the Bible and to communicate the word of God accurately, relevantly, and with passion.

MISSIONS-DIRECTED We resolve to proclaim and demonstrate the truth and compassion of the gospel of Jesus Christ to individuals, families, and communities in Singapore and beyond, and partner with churches, mission agencies, and Christians who do the same.

CONTEXT-RELEVANT We resolve to apply relevantly the unchanging word of God to people of diverse religions and cultures in our changing world, leading to faith in Jesus Christ and the transformation of individuals and communities.
Singapore Bible College, an evangelical and interdenominational seminary, was founded in 1952 by pastors and leaders from Anglican, Baptist, Methodist, Presbyterian and independent churches, with the support of the Chinese Church Union, Christian Nationals Evangelism Commission (CNEC) and the Overseas Missionary Fellowship (OMF). We offer theological education in Chinese and English as well as studies in church music and counselling. The programmes are offered at the diploma level, bachelor’s and master’s degrees for ministry, missions and marketplace witness. The College also offers advanced studies, including the Master of Theology (ThM) and Doctor in Ministry (DMin). For lay Christians seeking ongoing theological training, the Centre for Servant Leaders (CSL) offers theological education with certificate programmes. Every year, we have a total enrolment of over 450 students representing 25 countries. More than 3,000 alumni serve in 40 countries as pastors, missionaries, church planters, theological educators, music ministers, worship pastors, counsellors as well as workers among orphans, drug addicts and prisoners.

A MESSAGE FROM OUR BOARD — Prof. Cheong Hee Kiat, Chairman
I
n the last few decades, much transformation has taken place in education. Access has been increased tremendously, new pedagogies introduced to improve learning, technology used extensively to make learning more available and augment, even replace, the traditional provisions, and continuing education increasingly emphasized. Education is seen increasingly as a means to reduce socio-economic gaps and give everyone a chance to better his/ her life. While these have occurred in, and impacted, mostly secular education, theological education is not spared from them, so seminary training, church-based Christian education and lay continuing education will need to take on the changes, select the suitable innovations and new pedagogies, and enhance opportunities and effectiveness for theological training. In this way, more can have access to good theological studies, and the gap between

those who know Christ and those who don’t can be closed. But seminaries and other Bible-teaching organisations need resources to improve their education provisions, upgrade their facilities and technological capability, and recruit and equip good faculty and other staff to enhance quality of programmes and meet learning needs of students. And students, coming from various countries with challenging socio-economic backgrounds, need financial support to get access to such education opportunities. SBC is grateful for the many supporters and donors who have responded to these needs of the College and students. God has graciously provided through them, and the College is obligated to responsibly use and steward the resources it gets to further the cause of theological education, the propagation of the gospel, and the growth of churches. We seek partnerships with individuals, churches, and the Christian in general; we look to more benefactors, and those who subscribe to these causes,
to give their support to SBC generously, as the Lord provides. You will be joining in the work that is seeing an increasing pivoting towards Asia, centring on Asia, with Singapore as a key base, an ‘Antioch’ to train Christian leaders and workers for the nations and for the future. ingapore Bible College would like to thank all pastors, church leaders, and co-labourers who have supported the College.
repay our debts. Why? Because repaying debts does not come from grace, but is a transaction; besides, what we owe God, we can never repay!
Why be grateful? It is because the heart has been touched by grace. Only if heart and thought have been touched by grace, then one can be grateful. We express our gratitude toward God our Father and our co-labourers through songs of worship, testimonies, and the sharing of the College’s development. Our hearts are touched by grace, and thus we are grateful.
The grace that God has given to us is not for us to repay. No matter how grateful we are to the grace of God, it is not to repay debt, but to love him because we have received his grace! The more grace we have received, the more we should love him! Because we love him, therefore we act in gratefulness and goodness, and share the love and grace of our Lord to others!
What kind of grace touches your heart? In Luke 7, Jesus is invited to the house of Simon the Pharisee for dinner; a woman comes to the dinner, and put ointment on Jesus’ feet. The Pharisee criticizes the woman as a sinner, and question why Jesus accepts the woman who is a sinner. Then Jesus tells a story:
Jesus compares what the woman does after receiving grace with what the law cannot do after condemning sin. Jesus says to Simon the Pharisee:
“A certain creditor had two debtors; one owed five hundred denarii, and the other fifty. When they could not pay, he cancelled the debts for both of them. Now which of them will love him more?” Simon answered, “I suppose the one for whom he cancelled the greater debt.” And Jesus said to him, “You have judged rightly.” Why is that woman grateful? Because her heart has been touched by grace. The woman’s act of gratefulness is not to satisfy the law, or from fear of wrongdoing. But out of the experience of God’s forgiveness of the sin that she owed, and in the condition of total redemption of sin’s debt, she freely loves God and the Lord Jesus. Gratefulness comes from the act of grace, not the demands of the law! Therefore, gratefulness is not the act of repaying debt. Many religions have thought that since God has forgiven our debts, we should strive to repay him throughout our lives. Thus, we must do good deeds, and be better people. But Jesus corrected the misunderstanding of the religious people (Luke 7:42; “When they could not pay, he cancelled the debts for both of them.”) Jesus does not want us
“Do you see this woman? I entered your house; you gave me no water for my feet, but she has bathed my feet with her tears and dried them with her hair. You gave me no kiss, but from the time I came in she has not stopped kissing my feet. You did not anoint my head with oil, but she has anointed my feet with ointment. Therefore, I tell you, her sins, which were many, have been forgiven; hence she has shown great love. But the one to whom little is forgiven, loves little.” Such a comparison shows us that gratefulness comes from grace which has already been enjoyed, and in grace, we love God and love people as ourselves. Why should you and I be grateful? It is because our hearts have been touched by grace, and therefore we are grateful. May grace be upon you, and may you witness all the works of God done through SBC from the past to the present, and from the present to the future, equipping the faithful servants of Jesus Christ, in Singapore, Asia and beyond, that they will continuously and wholeheartedly build churches, spread the gospel, and lead people to be disciples of our Lord. Our hearts have been touched by grace, therefore we are grateful, so that grace may be upon grace.

BLESSED TO BE A BLESSING: THE PIVOTAL ROLE OF SINGAPORE BIBLE COLLEGE IN RESPONDING TO THE URGENT NEEDS OF THE GLOBAL CHURCH — Rev. Dr. Samuel Law, Senior Dean of Academic Affairs
O
ur 21st century global landscape is changing in ways 20th century futurists could not have predicted. Instead of moving toward secularism, cooperation, stability, our century is characterized by increasing sectarianism, fragmentation, and volatility. Pastor and theologian Howard Snyder warned, the world is experiencing historic change, a period of fundamental transition. A hinge of history, some say. . . . almost every cultural analyst sees this as an epochal time of change. In fact, a growing consensus states that the world is entering a period unlike anything experienced before in human history. (1995) Missiologist Darrell Guder agrees, writing, “For all the pain and trauma it produces, constant change has become the expected norm for most people” (1998). Three global shifts dictate the role Singapore Bible College must assume in the 21st century. The growth of the Asian Church, the transfer of leadership from the West, and Asia’s increasingly conflictual geopolitical environment creates a turbulent sea change that Singapore Bible College, relying on God’s faithful leading and His sustaining grace, must be prepared to navigate and respond in order to fulfil its role in God’s mission.

First, Singapore Bible College must be prepared to equip faithful servants for the rapid growth of Christianity throughout Asia. The Center for the Study of Global Christianity describes the 21st century an Asian century, not only economically, but in the spread of Christianity. The Christian population in Asia is expected to grow by 33%, rising from 287 million in 2010 to 381 million in 2050. This rise is creating a severe shortage in the number of Christian workers needed to equip and support the growing number of Christians and will become even more acute with each passing decade. As such, SBC must be recognized not merely as a
Singaporean institution for theological education, but a regional and global supplier of Christian workers. If the past year’s intake is a harbinger of the future, already, Asian churches are beginning to look to SBC for training and support. While fulfilling its mission to the Singapore church, Singapore Bible College must not only continue, but increase its historic role in nurturing regional theological education institutions through faculty exchange and the training of indigenous faculty to train pastors, teachers, and church leaders for the emerging churches throughout Southeast Asia and beyond.
Methodist Church is losing approximately 100,000 members or regular attenders every single year. . . .[yet] we are living in the midst of the most dramatic rise of Christianity the world has ever known. There is no historic precedent for the simultaneous rise of so many new vibrant strands of Christianity. Christianity is growing in Asia quite dramatically.

Second, Singapore Bible College must be prepared to receive the baton of leadership as the centre of Christianity shifts from the West to the Majority World by developing advanced research programmes. In the 21st century, the Asia-Pacific region will be the only region where Christianity is expected to grow in percentage (see Figure 2). While the Christian population is expected to grow elsewhere, the percentage of Christians will decrease because population growth will exceed the Christian growth rate. Why are these statistics important? Asbury Seminary president Dr. Timothy Tennent, a missiologist, writes: . . . the western world, once the heartland of Christianity, is experiencing the most dramatic collapse of faith since the advent of Christianity in Europe. The numbers are staggering, but, collectively it amounts to around 4,500 people per day are leaving the church in the western world. … So, for example, the United

Although we are greatly appreciative of the sacrifice and support of European and American missionaries and churches, we can no longer expect Christian leadership from the West. Leadership since the Reformation has moved from Europe to Britain to America. But with the decline of the two of the largest North American seminaries, Southwest Baptist Theological Seminary, which laid off 25% of its faculty this year, and the relocation of Fuller Seminary from Pasadena to Pomona in order to settle its debt, these are warning signs that Asia must stand on its own to lead in the future. Leadership of global Christianity has passed to Africa and is expected to pass to Asia in the next two centuries. By the 23rd century, Christianity may no longer be perceived as a “Western religion,” but an “Asian religion.” Third, We must also not turn a blind eye to changes in Asia. With the changes of the geopolitical landscape and the rise of sectarian fundamentalism in many parts of Asia, some seminaries may no longer enjoy past spaces and conveniences,
Singapore may become the few “freely democratic and developed” Asian nations with the substantial Christian population. As such, Singapore Bible College must continue to strengthen its Chinese language programmes. It may become one of the few remaining beacons of theological education in a darkening Asian landscape. In summary, God has blessed Singapore Bible College with a favorable location and setting, faithful missionaries that have cultivated it, and a supportive and loving community of churches that has enabled it to thrive. Like a mustard seed, it has grown from a small seedling to become a spiritual bush that sustains God’s church and mission in Asia and beyond. But with storm clouds ahead and an uncertain future, as Singapore Bible College has been blessed, it must continue to be a blessing to Southeast Asia and the world. As such, Singapore Bible College struggles with this ever challenging question: How can SBC respond to the pressing need to equip and train Christian workers for the emerging churches of the growing Christian population, receive the baton of leadership in theological education and research, and prepare for the possibility of being one of the few remaining “free” institutions in Asia? This question however has no easy answer due to a variety of factors that are intrinsic to Singapore Bible College. As a faithbased mission, it has historically relied on missionaries to provide faculty. But with the changing regulatory landscape, SBC is moving to increased staffing of faculty by Singaporeans. And while we are decreasing reliance on foreign faculty, to maintain expertise and connection to the global church, we still require them. The long-term goal is 2/3 local, 1/3 foreign. But the inevitable consequence is increasing manpower costs. Missionary faculty are blessed with minimal cost as they are self-supported, and oftentimes bring additional support for the College’s programmes. In contrast to the past, SBC’s cost today to support faculty is roughly $90K, not excluding the 10% support all faculty must now raise. Hence, our major challenge is the skyrocketing cost to

许多本质的因素使新加坡神学院无法 具 体 的 回 答 以 上 的 难 题 。以 信 仰 为 本
的 机 构，新 加 坡 神 学 院 历 来 依 靠 宣 教 士 组 成 教 师 团 。随 着 新 加 坡 监 管 的 变 更，新 神 逐 渐 地 聘 请 多 些 新 加 坡 人 为
任 已 从 鸥 洲 转 移 英 国，之 后 再 转 移 美
会 神 学 院 在 今 年 遣 散 2 5 % 的 教 师，和 富 勒 神 学 院，为 结 清 债 务 从 帕 萨 迪 纳 迁 移 到 波 莫 纳，皆 此 儆 惕 亚 洲 必 须 在
未 来 承 担 领 导 的 责 任 。全 球 基 督 教 领 导 的 责 任 已 转 移 非 洲，并 预 计 在 两 个
球 教 会 。长 期 目 标 定 为 6 0 % 是 本 地 教 师，3 0 %是 外 地 教 师 。

界已陷入人类历史上前所未有的局面。 第 一，新 加 坡 神 学 院 必 须 准 备 为 亚 区 （ 1 9 9 5 年 ）宣 教 学 家 ，达 雷 尔 古 德 尔 基 督 教 的 迅 速 增 长 栽 培 忠 心 的 仆 人 。 亦 赞 同， “因多有痛苦和创伤因此而产 全球基督教研究中心形容二十一世纪
生，许 多 人 已 视 恒 常 变 换 为 习 以 为 常 ” 为 亚 洲 人 的 世 纪，不 仅 仅 是 经 济，也 是 （1998年）。 基 督 教 滋 蔓 的 原 故 。亚 洲 基 督 徒 人 数 预 增 3 3 %，从 2 0 1 0 年 的 2 . 8 7 亿 飙 升 到 2 0 5 0 年的3.81亿人 。
此 涨 幅 造 成 基 督 徒 工 人 严 重 短 缺，无 法栽培和支持基督徒与日俱增的情
况，而 且 在 未 来 数 十 年 此 境 况 更 为 剧 烈 。因 此，新 神 不 仅 是 一 所 为 新 加 坡 而
设 的 神 学 院，也 必 须 是 提 供 基 督 徒 工
人 到 区 域 和 全 球 各 地 的 学 院 。若 往 年

感恩的行动 —谢木水牧师/博士，院长
上帝给我们的恩典，不是要我们还债。无论 我们多么感激上帝的恩典，不是还债，而是 因为我们得到上帝的恩典，就爱祂！得到的
恩典越多，就更加爱祂！因为爱祂，所以有感 恩的行动，美好的行为，去分享主的爱和恩 典给其他的人！
耶稣以女人蒙恩之下所做的，来比较律法的 定罪之后做不到的。耶稣对法利赛人西门
新
加坡神学院感谢每一位支持神学院 的教会牧长和同工。
为何感恩？ 因为心被恩感。 只有一颗被恩典
感动的心灵，才可能感恩。 我们以敬拜诗歌 、 个人见证及学院发展的分享，来表达对天父 上帝和主内同工的感恩之情。我们的心被恩 感，所以感恩。
说：
怎样的恩典叫你心被恩感？路加福音第七章
“你看见这女人吗？我进了你的家，你没
到聚餐的地点，给耶稣抹上香膏，许多文士
有给我水洗脚，但这女人用眼泪湿了我的 脚，用头发擦干。你没有和我亲嘴；但这 女人，自从我进来，就不住地亲我的脚。
提到耶稣在法利赛人西门做客，有一妇人来 与法利赛人批评妇人是罪人，也质疑耶稣接 受有罪的女人做的事。 耶稣说了一个 故事：
你没有用油抹我的头；但这女人用香膏抹
“一个债主有两个债户，一个欠五百银
我的脚。所以我告诉你，她许多罪都蒙赦
币，一个欠五十。他们都无力偿还，债
免了，因为她的爱多；那赦免少的，爱就
主就把两人豁免了。”他问法利赛人西
少。”
门：“他们之中哪一个更爱他呢？”西门 回答：“我想是那个多得恩免的。”耶稣
这一个对比，叫我们看见感恩是出自恩典， 说：“你判断对了。” 享受恩典，在恩典中爱上帝与爱人如己 。
你我为何感恩？因为心被恩感，所以感恩。但 愿您蒙恩，看见上帝借着神学院从过去到现 在、从现在到未来所成就的工作，就是栽培 耶稣基督忠心的仆人，在本地、亚洲及世界
各地，他们前仆后继，全心建立教会，努力传 扬福音，领人做主门徒。
我们心被恩感，所以感恩，以致恩上加恩！ 与您共勉的谢木水院长
那妇人为何感恩？因为心被恩感。那妇人感 恩的行动不是出于要满足律法、或害怕犯
错，而是经历上帝赦免她亏欠上帝的罪，而
在罪债全免的情况下，自由地、轻省地去爱 上帝和主耶稣。感恩是出自恩典的行为，不 是律法的要求！
所以，感恩不是欠债还债的行为：正如许多 宗教以为，上帝既然赦免我们的罪债，我们
就要一生努力还债，所以要做好事，要成为 一个更好的人。但是，耶稣纠正宗教人士的 误解（路七42“他们都无力偿还，债主就把两
人豁免了” ）。耶稣不要我们还债，为什么？因
为还债不是出自恩典，而是是交易；而且我 们亏欠上帝的，永远不可能还清！

然 而，神 学 院 与 其 他 推 展 圣 经 教 育 的 机 构，都 需 要 各 种 资 源 来 改 进 教 育 的 各 个
方 面，如 提 升 教 学 设 施 和 科 技 、聘 请 与 培 育 高 素 质 的 讲 师 与 行 政 人 才，从 而 改 进 课 程 的 素 质，也 达 到 学 生 们 有 效 学 习 的 需 要 。加 上 学 生 来 自 不 同 的 社 会 和 经 济
条 件，其 中 不 少 同 学 需 要 经 济 的 支 持，好 让 他 们 能 接受更好的神学教育的机会 。
使 用，不 但 加 添 学 习 的 机 会，更 替 代 传 统
教 学 的 框 架，越 发 强 调 持 续 教 育 的 需 要 。 教 育 被 视 为 拉 近 社 会 经 济 差 距 的 策 略， 让每个人都有机会借此而改进他们的生 活。
