T
he Valley Industry and Commerce Association (VICA) released its 2016 Legislative Priorities, the top-10 local and state policy issues that will shape VICA’s advocacy efforts this year. The removal of frustrating obstacles for land-use development projects, ensuring fair and sensible regulations for employers and the best use of California’s natural resources lead VICA’s priorities in the 2016 legislative agenda. VICA’s Legislative Priorities were created by the VICA membership through the identification of core issues within VICA’s policy committees. These priorities are then reviewed by VICA’s Board of Directors and Executive Committee, as well as voted on by the general membership. “VICA has long worked to ensure the strength of Southern California’s economy,” said VICA President Stuart Waldman. “Working on these 10 legislative priorities will contribute toward our efforts to further improve our local economy and quality of life.”
Land-use reform, employer rights and natural resources lead VICA’s 2016 Legislative Priorities In 2016: 1. VICA will push for time limits on neighborhood councils’ review of land-use development projects. 2. VICA will continue to oppose increasing sick leave beyond the state mandates and will fight against increases to the state mandates. 3. VICA will work to decrease our region’s reliance on imported water by advocating for local water reclamation improvement efforts, flood control management and water recycling projects that do not unevenly burden or impact the business community. 4. VICA will push to lower the salary threshold for manufacturers to qualify for hiring tax credits. 5. VICA will advocate for incentives and reduced bureaucratic hurdles for all housing developments in order to address the housing crisis across the state, including the 500,000 unit shortage in Los Angeles County. 6. VICA will support incentives for heavyduty natural gas vehicles to help California maintain our goods movement system while contributing to the achievement of state clean air and greenhouse gas emission reduction goals. 7. VICA will call for the creation of infrastructure financing districts within the Los Angeles region to foster public and private investment in community redevelopment.

8. VICA will examine options to modernize and better fund the federal Pell Grant program to better serve all post-secondary education institutions. 9. VICA will support the development of a replacement terminal at Burbank Bob Hope Airport to improve passenger safety and convenience and increase economic development around the Valley’s commercial airport. 10. VICA will work to reform the twomidnight hospital readmission policy that places the burden of responsibility on healthcare providers for patient post-discharge
actions and circumstances.
