Happy New Year! I hope that 2013 will be a great year, and I wish everyone happiness and good health. 2012 turned out to be an amazing year, and I would like to thank the SAAA staff for all coming together to make things happen, and for their support to PSC throughout the year. Much appreciation goes out to them for all that they do. Additionally, I would like to thank our 2012 PSC President Matt Lusk for his continued leadership and dedication. It is truly an honor to be a part of the SAAA PSC and to work with such great leaders.

The Product Service Council is comprised of a great group of individuals who bring with them unprecedented talent and ideas to help organize three main events for the year: Casino Night, Maintenance Appreciation Cook-off, and The Business Expo. As we begin 2013, PSC is already hard at work planning our 2nd Annual Casino Night. Casino Night will be held on Thursday February 28th at the Venues at Valero. Mums the word, but I hear the theme for Casino Night is ”Speakeasy”, and if you thought last year was great, just wait and see what we have planned for 2013. Not far behind, is our Maintenance Appreciation Cook-off which will be held on Saturday March 23rd at the Helotes Fairgrounds. What a perfect time of year to enjoy spending some time outdoors with great friends. And if it does happen to be just a little on the chilly side, no worries, because this will be a Chili Cook-off, so chefs, get your pots ready.

Lastly, but certainly not least is the Business Expo which will be held on Thursday September 19th. Following the theme of our 2013 SAAA President Renetta Quintana – “ Success In Motion”, PSC is in motion to make The Business Expo a great experience for all. SAAA events are only a success because of the participation of all its members. I encourage you to visit the new SAAA website to learn more about the events, and to consider joining one of the committees. I end with a quote by Henry Ford, “Coming together is a beginning. Keeping together is progress. Working together is success.” I look forward to working together and making 2013 a great success.

PRESIDENT’S MESSAGE RENETTA QUINTANA 2013 PRESIDENT | SAN ANTONIO APARTMENT ASSOCIATION

Success in Motion...

Cultivating a Culture of Commitment. I’ve selected a theme which represents the San Antonio Apartment Association from the past, present and future years to come! Most people know me as an individual who sets goals, stays the course and focuses until completion is reached. I believe success is about the challenge and how we handle adversity to stay focused on each task or goal we have as individuals or as a team. I also believe cultivating relationships is the key to building a distinct level of trust and commitment whether these relationships are personal or business related. When I was younger I played soccer which taught me several key factors athletes learn in life such as adversity, consistency, teamwork and mostly how to win and lose graciously. I’ve learned in life it takes a team with everyone’s participation, dedication and commitment of excellence to succeed. As we roll into 2013 we will continue to focus on our initiatives set forth from the board of directors to ensure all our plan of work is accomplished this year. One of my favorite quotes from Michael Jordan says, “Talent wins games, but teamwork and intelligence wins Championships” We need each and every one of you to participate this year, continue to stay active as a member and to devote a level of commitment throughout the year to help us accomplish all our goals for 2013. We will continue to focus on our Leadership Lyceum Program that was created under Mark Hurley’s Presidency and implemented last year under Kelley Lisero’s Presidency with our First Inaugural Leadership Lyceum class graduating our first set of future leaders. We want to continue identifying future leaders of the San Antonio Apartment Association. Through this program we can teach future leaders about advocacy, leadership, cultivating relations, legislative issues, education, membership and the ABC’s of the association. Building on the success of our Leadership Lyceum efforts will continue to be a priority for SAAA as we continue to focus on our future leaders and growing committee involvement. There are several SAAA Committees to join, serve and give your commitment to stay active in 2013. Such committees include Membership, Ambassadors, Buddy, Education, Outreach, Government Affairs, Community Relations, Programs, Communications, IROC and PSC. The Product Service Council offers an opportunity for Associ-

ate Members to get involved. So, how do you get involved & serve on a committee? Simple, you go to the SAAA website where you can read about each committee, identify a committee you have interest in serving on and join! It’s that simple. Not only will you have an opportunity to get started on your road to association involvement, we need your input, voice and ideas to help make a difference. Many of us have developed lifetime relationships with other members as these relationships will stay with you forever. In addition, last year we launched our new SAAA website which gives us an opportunity to navigate through all areas of the association with a click. Members can access information on educational courses, legislative issues, committee involvement and updates, upcoming events and can now register on-line for education courses or events. We have a lot of work ahead of us this year. On the Legislative side our Government Affairs Committee wants to continue to grow our Political Action Committee (PAC) fundraising initiatives which give us a “voice” with community political leaders on a local level which helps us protect our members when local ordinances impact our businesses on how we run our properties on a daily basis. We want to educate members and bring awareness on specific ordinances to gain their commitment when we need to represent SAAA as a group to fight future legislative issues impacting our bottom line. We have an opportunity for our voices to be heard on Legislative Day in February at the State Capital. Please take time out of your busy schedule to join us as this is the one day we get “face to face” time with State Legislators to discuss concerns that will impact our bottom line as an industry. Also, we are excited to announce our First Annual PAC Clay Shoot on January 25th to continue raising funds for PAC. Each year our Community Relations Committee works hard along with other SAAA committees and members to support the American Red Cross, The 100 Club of San Antonio and Operation Blue Santa Toy Drive Program. The Red Cross supports people in need during a time of crisis as SAAA continues to be one of their largest contributors raising over $25,000. The 100 Club of San Antonio serves families of fallen law enforcement and fire fighters and SAAA has raised over $10,000 to help support The100 Club. The Blue Santa Toy Drive Program is with the San An-

tonio Police Department which identifies families in need throughout San Antonio. SAPD officers and volunteers assemble gifts and deliver them to families over the holidays. For more information on these programs please see Community Relations under Committees on our SAAA website. Our Membership Committee continues to recruit new members as “Members Use Members”. There are many benefits of being a member of SAAA from educational opportunities, staying abreast on current legislatives issues, networking opportunities and to locate companies that specialize in supplying goods and services to our members. The Education Committee continues to offer continuing education classes through local seminars and through our Professional Education Program. Along with career advancement opportunities by obtaining your designations in CAM, CAPS or NALP. We have a fabulous line up of courses being offered this year from Grassroots Marketing, Electrical Maintenance Technician, Leasing Bootcamp, Rental Housing Laws, Pool Rules, Fair Housing, Raising Rents Increasing Revenue, Media and Public Relations, Social Media and Managing Your On-line Reputation and Crime Prevention. Our Independent Rentals Owners are more involved encouraging other IRO’s to join committee meetings and events. IRO’s provide a forum to exchange ideas to help improve their business operations. We have a fantastic group of 2013 Board of Director Officers and Association Staff who are ready to serve you and the best interest of the San Antonio Apartment Association. As we start the New Year we want our members to volunteer time, energy and effort because we are part of an industry that has been so good to many of us and frankly because it’s the right thing to do, give back. I’m excited to be your 2013 President as I’m looking forward to a great year of Cultivating a Culture of Commitment as we continue moving SAAA in Motion or I must say, “Success in Motion!” Happy New Year!

Welcome to the governmental affairs corner! For those of you who I have not had the pleasure of meeting, allow me to introduce myself, my name is Hector Morales and I am your new SAAA Director of Governmental Relations. I came on board merely three weeks ago, from the day that I’m writing this, and it’s been amazing! The members and staff I have gotten to know in this short time are simply wonderful and have proven to have a wealth of invaluable information regarding our multi-family rental housing industry. I have quickly learned that SAAA is by far one of the top organizations in Texas, but I already knew that, why do you think I wanted to work at SAAA to begin with!? About me: I have over 15 years experience in this nation’s great policy-making system. I have worked at every level of government, from the local to the state, and lastly federal. I have honed my skills at bringing people together and making policy work, for all people involved, especially those who I represent. I am very familiar with the intricacies of the language of laws and regulations, I’ve written some myself. Further, I have relationships throughout the governmental and political world, which proves to be very helpful when you need someone on your side! I want you to know that my door will always be open to all of you, please call me, email me or simply stop by and let me know what’s on your mind (my contact information is below). We have to stay in good communication to be prepared to address any of our industry’s concerns

that rapidly come our way. Now let’s talk about what has been happening recently in the governmental relations arena.

Local - San Antonio At our San Antonio City level I had about a five-second scare when I learned that city staff was recommending to remove multi-family rental-only developments as projects that would qualify for some of the city’s enticement tools, in this case tax-abatements. I immediately thought, “Why that’s simply unfair targeting by the city officials;” but alas, they simply wanted to remove multi-family rental—only developments from that specific 2013 Tax Abatement Guidelines because this group is already qualified under the Center City Housing Incentive Policy. Whew! It’s important to note that mixed-use developments, developments which would have housing plus commercial development, will still qualify under the 2013 Tax Abatement Guidelines.

Texas Legislature It is count-down time for those of us in the Texas policy-making world, there are, from the date that I’m writing this article, 43 days left before the Texas Legislature reconvenes for its 83rd session. The Legislative Session begins on January 8th and this session will have new faces: of the 150 House of Representatives, there will be 39 newly elected; and of the 31 Senators, there will be 5 newly elected. Having and maintaining relationships with all of these officials is crucial for our industry and I’d like to encourage you to let us know if you personally know any of the newly elected officials in your area. One of the biggest concerns we will be assisting Texas Apartment Association (TAA) with this session is one affecting

Eviction Laws. The Legislature passed a law in 2011 which did away with small claims courts, and has left laws which were under the purview of the small claims courts in limbo, at least until a task force, the Supreme Court Advisory Committee, decides who, which courts, will handle those laws, including eviction laws. TAA has been, and will continue, to fight to ensure that during this process no changes which would negatively impact our members take place regarding eviction laws. I would like to invite and strongly encourage you to join us on our SAAA Legislative Day on February 20th. This will be a trip to the Capitol in Austin and it’s a great opportunity to show our strength to our Legislative Representatives, and to let them know our concerns and priorities. You will get to meet with legislators and their staff, these are the movers and shakers, and more importantly, they are those who determine every state policy that affects each and every one of us in Texas!
