City manager retiring

After 28 years as city manager, Terry Schwerm, will be retiring at the end of the year. Terry has been instrumental in developing Shoreview into the outstanding, vibrant community it is today. Some key accomplishments from his career in Shoreview include:

• Developing a comprehensive trail system In 2016, Terry was recognized for his leadership and dedication with the James F. Miller Leadership Award. This is the League of Minnesota Cities highest award for appointed officials.

The city has enlisted the Mercer Group, an executive search firm, to help hire a new city manager. We hope to have the new city manager start in January 2022. More information on the process is available online at shoreviewmn.gov. Fall Cleanup Day

City bans menthol, mint, and wintergreen flavored tobacco

In May, the city council took action to make Shoreview a healthier community. It added menthol, mint, and wintergreen to the list of flavors tobacco retailers cannot sell. Shoreview has been a leader in tobacco control since the 1990’s. It was one of the first cities in the nation to prohibit tobacco vending machines. In 2016, it was one of three Minnesota cities to limit the sale of fruit and candy flavors to tobacco shops. The city took this action after learning how tobacco use contributes to health disparities across Minnesota. Tobacco companies use these flavors to entice new users. They also have a history of targeting youth, LGBTQ, African Americans, and others with menthol marketing. These communities use menthol at a higher rate than the general population. The ban will begin September 1, 2021. Citizen of the Year and Caring Youth Awards

The city is currently accepting nominations for the 2021 Citizen of the Year and Caring Youth Awards.

Citizen of the Year This annual award was created by the city council to present a special honor to a citizen who exemplifies the spirit of giving back to the community. The council’s goals for this award are: • Recognize the volunteer efforts of deserving citizens • Inspire others to continue the tradition of Shoreview citizens volunteering.

Caring Youth This award was created by the human rights commission to honor our outstanding youth volunteers. Nominees help make Shoreview a community where all people are welcomed, valued, and respected. If you know someone who deserves either of these awards, submit an application at shoreviewmn.gov. Nominations for the Caring Youth Award are due September 17 and nominations for the Citizen of the Year award are due October 8.

Shoreview Park System Plan Update

Shoreview Parks and Recreation is working on an update to the park system plan. This update includes reviewing all the amenities throughout the park system, including playgrounds and athletic fields, and creating a plan for future use. It's important to review parks and recreation trends, along with our changing demographics, to make sure our park system is serving our residents in the best possible way. The city has partnered with LHB Corp, a firm specializing in landscape architecture and planning. LHB has experience working with communities in developing park system plans. The development process began earlier this year with an inventory of current park features. Key community groups and city staff provided feedback on the inventory, and sketches of the parks with updated amenities were created. These sketches will be made available to the community for feedback at neighborhood meetings in all the parks and online. Once the public feedback has been compiled the park plans will be updated and reviewed by the parks and recreation commission and city council. Wondering where to park or store your boat, camper, ATV, snowmobile, or trailer? We have the answers below! Can I store my boat/ATV/snowmobile/camper in the garage? Yes!

Can I store my boat/ATV/snowmobile/camper in a shed?

Can I store my boat/ATV/snowmobile/camper in my yard? Yes – with the following conditions: • No more than two vehicles are stored outside.

• Only one of the stored vehicles can be an RV including: campers, trailers, tent trailers, travel trailers or motorhomes.

Examples: a camper and a boat; a boat and an ATV; an ATV and a motorhome.

• Vehicles are at least 5 feet away from the side or front property line, and 10 feet away from the back property line.

Can I store them on my grass? Yes, in the back and side yards. In the front yard any stored vehicle needs to be stored on an approved surface – like concrete.

Can I store them on the street?

No. Overnight parking is not permitted from 2 – 5 am on all Shoreview streets for any vehicle.

New home buyers in Shoreview can qualify for up to $25,000 in down payment assistance. Low interest loans are available for homes under $350,000. For buyers with incomes below 120% of the Area Median Income, you can get up to $25,000, with low interest, paid back in monthly payments. For buyers whose incomes are at or below 80% of the Area Median Income, up to $10,000 is available in a due-on-sale loan with 0% interest and no payments, paid back when the home is sold, transferred, or no longer owner-occupied. Additional funds, up to a combined total of $25,000 may be used.

• Applies to single-family homes, townhomes, duplexes, and condominiums within Shoreview city limits. • Property must be owner-occupied as a primary residence. • Purchase price may not exceed $350,000. • Buyers must attend homebuyer education. • Buyer may not have owned a home within 3 years. • $25 application fee • There must be a minimum contribution of 3% of the purchase price paid by or on behalf of the borrower. Home improvement loans up to $40,000 and loans for manufactured homes are also available through Shoreview’s partnership with NeighborWorks Home Partners.
