Access to Shelters This guide was created as a collaboration between the Community-University Research Exchange and Solidarity Across Borders, a network of migrants and allies who organize together to support individuals and families confronting an unjust immigration system. It was compiled in the context of the Solidarity City campaign, which aims to fight for access to all essential services, regardless of status. While shelters aim to be safer spaces, many non-status migrants face challenges in accessing them. Some shelters require identification or documents in order to gain access. The daily fear of detention and deportation also discourages many non-status migrants from seeking support, out of fear that their status might be disclosed to police or border enforcement agencies. Such barriers are compounded for trans migrants. Restrictive shelter policies around gender markers on identity documents often leave access out of reach for trans migrants, who are unable to change their name or their gender designation in Quebec. Furthermore, few options exist for non-binary, genderqueer or gender non-conforming migrants. This guide aims to provide detailed accessibility information for undocumented migrants, along with supporters and service-providers who assist them in navigating the shelter system. We hope that it will serve as a first step in opening access and eliminating the barriers that exist around shelter access for non-status migrants.

Disclaimer: The information in this booklet was collected via phone interviews, and is therefore subject to change. As many shelters were in the process of changing their policies, the booklet will lose its accuracy over time. All shelters stated that unless the police have an arrest warrant or there is an extreme emergency, they do their best to minimize contact between the police and the residents at the shelter. Many categories are evaluated on a “case-by-case” basis. In other words, access to shelter could depend on the discretion of staff and their perception of a person’s “goodness of fit” (e.g. to their mandates).

Further, many shelters were in the process of updating policies affecting trans persons or had a complete lack thereof. Thus, a worker’s perception of a policy, accessibility and safety may vary greatly from those of a trans person. This booklet is meant to serve as a general guide to help you navigate the complex shelter system. It is always best to confirm with the shelter about your specific needs.
