"The NDA should withdraw such unethical actions and re-introduce all those schemes that are abolished and restore Indira Gandhi's name to those institutes which were established in her regime," he said.

50 Uttar Pradesh districts declared drought-hit

LUCKNOW: As many as 50 of the 75 Uttar Pradesh districts have been declared drought-hit, an official said on Thursday. The revenue collections in the affected districts would remain suspended till March 31, 2016, the official added. The decision was taken by chief minister Akhilesh Yadav after assessing detailed district-wise report of the drought situation. Among the districts declared drought-hit are

Faizabad, Jhansi, Sant Ravidasnagar, Lucknow, Allahabad, Mirzapur, Ballia and Ghaziabad. Extensive relief measures have been ordered by the chief minister and departments like irrigation, rural development, panchayati raj, agriculture, social welfare, institutional finance, animal husbandry and health have been asked to execute special schemes to mitigate the problems faced by farmers in these areas, a government official told IANS.

Coastal Security Exercise to conclude today Port Blair, Nov 19: The four days long Joint Coastal Security Exercise conducted in the Andaman Sea will conclude on Friday. The Central and State maritime stakeholders i.e A & N Administration, A & N Police, Police Marine Force (PMF), India Reserve Battalion (IRBn), CISF, Customs, Fishers Department, Forest Department, Port Management Board (PMB), Directorate of Shipping Services (DSS), Director General Light House and Lightships (DGLL), and all intelligence agencies

Outdated Resolution on Sanitation Jobs The retrograde Maharashtra Government Resolution reserving sanitation jobs to the Scheduled Castes is not only a violation of norms but more importantly, a reflection of the fault lines in policymaking at the higher echelons of the State. The Resolution, based on a senior bureaucrat’s recommendations made about four decades ago, is clearly outdated and not in sync with the present times. The Resolution has misunderstood the letter and spirit of reservations for Scheduled Castes, since one of the main objectives of job reservations as an affirmative action was to break the shackles of caste-based occupations and facilitate the entry of persons belonging to Scheduled Castes into other occupations. Therefore, the Maharashtra Government should immediately withdraw the resolution. As it is, most of the sanitation jobs are taken up by persons belonging to Scheduled Castes in general and possibly, by certain specific castes which have been associated with sanitation work in particular. At a time when many educated people have been up in arms against caste-based job reservations arguing inaccurately that caste is no longer relevant, one

should ponder as to why persons belonging to non-scheduled castes are not queuing up for jobs involving sanitation work. Another manifestation of the problem is the failure of the government and the civil society to eradicate the degrading practice of manual scavenging. The government had enacted the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993, which prohibits employment of manual scavengers and construction of dry latrines. But like other punitive legislations against social evils, this Act too has not been effective. The government should look into the reasons as to why other castes are averse to taking up sanitation jobs and try to address them. Irrespective of who opts for sanitation related jobs (especially the hazardous sewage and drains work and the demeaning scavenging work), the government and local bodies should provide safe working conditions through modernisation. This would prevent deaths of sanitation workers. Beyond technological solutions, there is a need to change the mindset of the people regarding caste-related occupations.

Work hard, take people along, PM Modi tells IAS officers NEW DELHI: Prime Minister Narendra Modi on Thursday told young IAS officers that the first 10 years of service were critical during which they needed to take everyone along with them. Modi made the comments at an interactive session with IAS officers of the 2013 batch who have completed a three-month stint with the central government as assistant secretaries. Fear about teenagers' Vitamin D deficiency may reduce efficacy of HIV treatment smartphone obsession is WASHINGTON: Low levels of vitamin D may reduce the effectiveness of HIV treatment in adults by limiting their immune recovery, a new study has found. Those with human immunodeficiency virus commonly known as HIV often struggle with declining health because their immune systems can not effectively respond to common pathogens. Their immune statuses, usually measured by CD4+T cells, normally improve when given HIV treatment. "Because of the immune-destroying effects of HIV, infection usually results in relatively quick death without treatment," said study coauthor Amara Ezeamama, an assistant professor of epidemiology and biostatistics in the College of Public Health at the University of Georgia in US. "The magic of antiretroviral therapy, the name for drugs to treat HIV, lies in its ability to restore immune function," Ezeamama said. "Our goal was to understand whether vitamin D deficiency limits the amount of immune recovery benefit for persons on HIV treatment," she said. Ezeamama conducted an 18-month longitudinal study in which the immune status of 398 HIV-positive adults was measured at 0, 3, 6, 12 and 18 months. The researchers, through observation, related the rise in immune function to

CD4+T cells are a type of T cell that helps the immune system fight off pathogens. For HIV-positive adults, CD4+T cells are critical because of their weakened immune systems. Ezeamama found that participants with sufficient levels of vitamin D recovered more of their immune function - on average 65 CD4+T cells more - than those with vitamin D deficiency. The benefit of vitamin D sufficiency seemed greater for younger and underweight HIV-positive adults. "HIV destroys the capacity of the body to mount effective response to pathogens. Given different vitamin D levels, HIV-positive adults recovered at different rates. We found a re-

lationship between vitamin D and CD4+T cells," she said. During the study, the participants were observed while on highly active antiretroviral therapy, or HAART, which normally consists of three or more drugs and is currently the most common - and most effective treatment for HIV-positive adults. Those on HAART take it daily. "It's a cocktail of several medicines that controls the virus. In addition to HAART, ensuring vitamin D sufficiency may also be helpful in restoring immune function," Ezeamama said. "As researchers, we want to know what we can do to help. Vitamin D is relatively cheap. If we intervene with it, it could give individual HIV-infected persons a modest immune recovery bump that will likely translate to big public health impact," she added. The findings were published in the journal Clinical Nutrition.

ICMR to set up bio-med research hub in Hyderabad HYDERABAD: The Indian Council for Medical Research (ICMR) will set up a bio-medical research facility in the city. The Union cabinet on Wednesday approved the proposal of the department of health research under the ministry of health and family welfare for setting up of the National Resource Facility for Bio-Medical Research at a cost of Rs 338.58 crore. The resource centre is expected to

be functional by 2018-19. The institution will be the first of its kind for quality laboratory for basic and applied biomedical research in the country. It will be developed as a world-class facility for breeding and housing of animals such as primates, cabines and other specialized models such as transgenic and knockout rodents required for testing of various

R&D products. The facility will create, develop and provide access to a range of laboratory animals and related technological resources for advancement of biomedical research in the country, mainly to facilitate research in medical colleges, research and academic institutions, universities and biotech/bio-pharma companies. The facility will also provide training.

New York: Parents' fears about their teenagers' heavy use of cell phones and social media may be exaggerated as the youngster s' online worlds may be an extension of their offline lives, a new study suggests. "We see young people constantly on their phones and assume ill effects, but much of the research to date tells a more positive story," said lead researcher Candice Odgers from Duke University. "When we look closely, we see considerable overlap between the underlying motivations and content of online versus offline communications and activities," Odgers explained. Rather than connecting with strangers, most adolescents use digital media to interact with friends and acquaintances in their face-to-face social networks. "The overlap between offline and online connections is so striking that viewing what happens online as somehow separate from teenagers' 'real lives'

Made bureaucracy accountable: Prime Minister Narendra Modi NEW DELHI: Prime Minister Narendra Modi on Wednesday said his government had taken several steps to make the bureaucracy performance-oriented and accountable even as it was committed to ensuring probity and protecting public servants from frivolous allegations. He said the focus of his government was on providing system-based and policy-driven governance. "A governance structure that is sensitive, transparent and accountable," he said Along with making bureaucracy effective, the PM said the NDA government was also "unsparing in punishing the corrupt". He said 45 senior officers had either been removed or faced pension cuts for "unsatisfactory performance and delivery in public service". The PM said after assuming office, his government had taken several steps to check corruption and the menace of black money in a short span of time which included setting up a Special Investigation Team under the supervision of the Supreme Court to look into the black

money issue. He added that the government had also entered into agreements with many countries for exchanging realtime information on black money besides signing an Inter Government Agreement with the US to implement the Foreign Account Tax Compliance Act (FATCA). Besides, a comprehensive and deterrent law, the Undisclosed Foreign Income and Assets and Imposition of Tax Act, has been enacted which provides for stringent penalties and prosecution. "We have also introduced a provision under the Prevention of Money Laun-

dering Act for restitution of assets. This will enable millions of poor investors who have lost money in ponzi schemes to recover a part of their hard earned money," he added. The PM said India was in a crucial phase of nation building. "Our mission is to build a prosperous India. An India where our farmers are capable, our workers satisfied, our women empowered and our youth self-reliant. This is not an impossible mission. HC to hear ' ISIS recruit' Areeb' s bail plea on Nov 23

MUMBAI: The Bombay high court has scheduled the hearing of the bail application filed by alleged ISIS recruit Areeb Majeed arrested under the anti-terror law on November 23, 2015. A division bench of Justice Ranjit More and Justice V L Achliya adjourned on Thursday adjourned the case, after the prosecution sought time. Areeb is represented by advocate Mubin Solkar. Areeb, along with three other youths from Kalyan - Shaheen Tanki, Fahad Shaikh and Aman Tandel, were part of a pilgrim

group from India to Iraq in May 2014, when they went missing. Areeb and the three others were suspected to have joined the Syria-based international terrorist group ISIS. Initially, believed to have died, Areeb was deported to India and arrested by the National Investigation Agency on November 28, 2014. Earlier, this year in May 2015, the NIA filed a 8,000 page charge sheet against Areeb under the Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code for waging a war against a country friendly to India.

of the journey, the Master of the vessel declined to board the pregnant women on the ship without citing any specific reasons leading to the deaths of the women. “ In ordinary circumstances, Doctors of CHC Rangat recommend pregnant women to travel by ships to avoid harrowing road travel. Even helicopter services are normally not recommended for pregnant women due to oxygen deficiency (Anorexia) problems. As such, pregnant w omen of the North and Mid d le A nd aman regio n travel by ships to avail treatment at GB Pant Hospital,” said a resident of Rangat.
