Woman rescued from Rock River above Oregon dam

Awomanwasrescuedfromthe RockRiverinadramaticeffortbyfire crewsafteranalerthomeownersaw herintheriver–abovetheOregon dam–andimmediatelycalledforhelp.

Ahomeownerinthe500block of North FourthStreetreportedthe womanintheriverat5:11a.m.onSaturday,Dec.10,OregonFireChiefMike Knoupsaidinanewsrelease.

“Oregonpoliceadvisedthatshe wasinthemiddleofthewest channel,”Knoupsaid.“Duetothelowhead dam,crewswereimmediately deployedwithswiftwatersuitsinto theriver,butduetoherbeingafew hundredfeetawayfromtheshore, crewscouldnotgettoherwhileshe floateddowntheriver.”

TheOregondamisclassifiedas a “lowheaddam”makingitdifficultto seewhenontheriveratwaterlevel.

Knoupsaidoneofthefiredepartment’sboatswasputintheriverabove thedamfromKiwanisPark,located behindConoverSquare,onthewest bankoftheriver.

“Boat5382wasdeployedintothe riverwithtwoswiftwatertechnicians. Thecrewwasabletomakecontact

withthevictimlessthan200feetabout thedam,”Knoupsaid.

The32-year-oldOregonwomanwas rescuedfromtheriver,broughttothe shore, andthentransportedtoKSB hospital.Sheremainedinstableconditionduringtransport,Knoupsaid,notinghebelievedshewasadmittedtothe hospital’sintensivecareunit.

Hesaidtheairtemperatureatthe timeoftherescuewas34degrees.“I don’tthinkthewaterwasmuch

warmerthanthat,”saidKnoupon Tuesdaynotingthat rescuerswere workinginthedarkbeforethesunhad risen.“Ourswiftwatertrainingreally madeadifferenceinthisrescue.”

OregonPolice ChiefJoeBrooks saidtheincidentwasclassifiedas a “medicalassist”withthewoman somehowenteringtheriverabovethe dam.

“Shewasinthewaterforabout45 minutes,”hesaidnotingthathisoffi-

cercouldseeherswimming.“Everyonedidagreatjobworkingtogether.” Knoupagreed.

“Thepatientwassuccessfullysaved duetoaquick911call madebyacitizenwhoheardthevictimcallforhelp, fantasticworkbyourdispatch,quick actionsbyfireandEMSpersonneland thehelpoftheOregonPoliceDepartmentandtheOgleCounty Sheriff’s Office.”

PatrolSgt.MichaelHalfmantestifiedduringapreliminaryhearingfor BrianK.Taylor,49,ofMassillon,Ohio, whohasbeenchargedwithtwocounts ofattemptedfirst-degreemurder,one countofaggravatedbatterytoapolice officer,onecountofaggravatedassault ofapoliceofficer,twocountsofaggravatedfleeingorattempting toelude a policeofficer,onecountofunlawful displayofalicenseplateandonecount ofClassAspeeding35-plusmphover thespeedlimit.

JudgeJohnRedingtonruledprobablecauseexistedtocontinuethecase.

Hesaidhehadparkedhissquadcar attheintersectionofFreeportand Milledgevilleroadsandwasreadyto deploy“stopsticks”toflattenTaylor’s tireswhen he sawTaylorandtheStephensonCountysquadcomingat a “highrateofspeed”inthesouthbound lane.

HesaidTaylor’sMazdaswerved intothenorthboundlaneandthen directlyathimcausinghimto“shuffle”totrytoavoidfrombeinghitasthe Mazdaveeredintotheditch.

“Ithoughthewasgoingtohitme.I thoughtIwasgoingtodie,” Halfman said.

Earlierinthepreliminaryhearing, StephensonCountyDeputyAnthony Millertestifiedhestarted pursuing Taylorabout11:59a.m.inDakota,Illinois,onRoute75,afterclockinghimat 70mphina55mphzone.

“Ittookmeawhiletocatchupwith him,”Millersaid,notinghehadturned

onhissirensandlights. “Hedidnot pullover.”

MillersaidhepursuedTaylorto U.S.Route20whenherealizedhewas fleeing.HetestifiedthatTaylormade “abruptturns”andwentthrough a ditchandoveramedianwhile“appearingtosmile”beforeenteringFreeport. HesaidTaylordisobeyedstopsigns andtrafficsignalsduringthepursuit

withspeedsreaching110mphwhen goingwestonRoute20.

Thechasethenwentsouthinto OgleCountyonIllinoisRoute26and eventuallyFreeportRoad.

“Ihadthesirenontheentiretime,” Millersaid.

AsthevehiclesreachedtheintersectionofFreeportandMilledgeville roads,Millersaidhecouldclearlysee Halfmanandhisparkedsquadinthe northboundlane.

“Iclearlysawthesergeantstanding there,”saidMiller,referringto Halfman. Hesaid theMazdaveered toward Halfmanandthentheditch beforeenteringtheditchandthen exitingtheditch,eventuallystriking hissquadcar.

HesaidtheMazdacametoarestin theditchandTaylorwasapprehended.

Oregon fire crews rescued a woman from the Rock River aftershe entered the water above the Oregon dam about5 a.m. onSaturday, Dec 10.She was within 200 feet from thedam when she wasrescued, officials said.

Forreston gets $242K loan from IEPA

FORRESTON–Forrestonreceived a$242,103.22waterinfrastructure loanfromtheIllinoisEnvironmental ProtectionAgency,halfofwhichwill beforgiven.

Thevillageplanstoreplaceall meterswithinthedistributionsystem with radio read metersandtopurchaseadatacollectiondeviceand software,accordingtoaNov.1 news releasefromtheIEPA.

“Thecurrentwatermetersareoutdatedandlosingtheirrecordingcapabilitiesandaccuracy,”theproject descriptionreads.“Replacingthe watermeterswillallowthevillageto readthis amountof water usedmore accuracyandefficientlyanddetect leaks.”

TheIEPAissuedmorethan$70 millioninwater infrastructureloans

to13local governmentsandsanitary districtsforthefirst quarteroffiscal 2023,whichrunsJulytoSeptember 2022.

TheIEPAStateRevolvingFund programprovideslow-interestloans whichfundwastewater,stormwater anddrinkingwaterprojects.Eleven oftheloansqualifiedforDisadvantagedCommunityPrincipalForgiveness.

“The IllinoisEPA’srobustState RevolvingFundprogramscontinue toserveasavaluableresourcefor communitiestoaddressongoing waterinfrastructureneeds,”Director JohnJ.Kimsaidinthenewsrelease. “Ourprogramsprovideafinancial solutionforfundinginfrastructure improvementswhileprotectingIllinois’waterresources.”

IEPA’sSRFincludestwoloanprograms:theWater PollutionControl LoanProgram,whichfundsboth wastewaterandstormwaterprojects, andthePublicWaterSupplyLoan Programfordrinkingwaterprojects.

Both programsprovidefundingat alowinterestrateofjust1.24percent forfiscal2023.Theprogramsreceive federalcapitalizationfundingannually,whichiscombinedwithstate matchingfunds,interestearnings, repaymentmoneyandthesaleof bonds,toformthesourceoffinancing fortheseinfrastructureprojects.

AsthefinalminutesofNovember approached,PinecrestCommunity’s third-shiftemployeesclockedoutof theirjobsattheMt.Morris-basednonprofit.Oncemidnightcameandwent, theyclockedbackinasemployeesof AllureofPinecrest.

AllureHealthcareServices’purchaseofPinecrestCommunitywas finalizedDec.1.Pinecrestisacontinuingcareretirementcampuswith129 yearsofhistorythattodayserves about170residents.

“There’sjustalotofthingschangingallatonce,”AllureofPinecrest AdministratorFerolLabashsaid Dec.13,whenaskedhowthingshave gonesincetheclosing.“It’sgoingto takeusalittletime.Thenewownershiphashadaboutaweek.There’s a lotthatthey’relookingat,thatthey’re analyzing.”

Martin&Co.,ofOregon,began poundingandcrushingthecement wallsofthebuildinglastweek,unravelingyardsofrebarandconcretefrom the1960sstructure.

ByThursday,workershadremoved thewallsfromthefrontofficeexposing cellsastheexcavatorworkeditsway acrossthestructure.

OnTuesday,thelastsectionofthe building – the southeastcorner–was knockeddownexposingtheentire basement.

The OgleCountyBoardapproved Martin’sbidof$98,000torazethebuildingonOct.18after receivingatotalof eightbidsfortheproject.

Thecostofdemolition willbepaid forusingAmericanRescuePlanAct monies;thatexpenditurealsowas approvedbyboardmembersOct.18.

Thejail,locatedat107S.FifthSt.,is justsouthofthehistoricOgleCounty Courthouse builtin1891.Thatstructurestillhousesseveralcountyoffices.

Thisservedashishome,hotel, boardinghouseandreligiousmeetings house.

Previoustothisin1834,JohnPhelps erected acabinonhissmallfarmnear Mt.Morris.

Gov.Ford,fromOregonin1841, builthiscabinonlandownedbyJohn PhelpsbeforehemovedtoOregon. AnotherearlyOregonCitysettlerwas ourfirstmayorJames Galewhobuilt hislogcabinjustsouthofOregonCity in1835.

SoourfounderJohnPhelpsandIllinoisGov. ThomasFordbuiltlogcabinsinOgleCounty.

WealsohadnineU.S.Presidents whowereraisedin logcabins.They wereAndrewJackson,MillardFillmore,AbrahamLincoln,JamesPolk, FranklinPierce.UlyssesGrant,ZacharyTaylor,JamesBuchananand JamesGarfield.

WhenWilliamHarrisonranfor Presidenthisopponentmadefunof thefactthathegrewupinalogcabin.

Logcabin history beganinEastern Europe,specifically Scandinavia. Theywerebuiltinwhatisnow the stateofNewYorkbythe Swedesand Finns.

Theonlytoolsneededwereanax andsaw. Asinglepersoncouldconstruct acabinin acoupleof weeks. (twoormorepeople afewdays.)

Thefirstcabinswereoneroom,16 by20feet.Originallogcabinswere primitivehomesbuiltsotheydidn’t freezetodeathinthewinter.They weresmalltemporarydwellings.Our earlysettlersdidnothavesawmills, brickfactories,metalnailsorspikes.

Thelogsweresealedwithmudor clayandthisprocesswascalledclinkingthewalls. Afireplaceinoneend wasusedforcookingandheating.

Thefloorswerepackedwithearth andgreasedpaperservedtoletlight intothecabin.Thedoorusuallyfaced

thesouth.

Later,splitlogswereusedforthe flooringandanatticareawas the sleepingarea.Oncethefarmwasup andrunning,settlersoftenbuiltbigger homesoraddedontotheexistinglog cabin.

Outwestwheretreeswerescarce, earlysettlersbuiltsodhomes.Manyof oursettlersfromtheEastCoasthad livedinconventionalframeorbrick homes.

OurOregonCityfounderJohn Phelps,IllinoisGov.ThomasFordwho livedinOregon,ourfirstmayorJames Gale,andninepresidentslivedinlog cabins.Theyallhadhumblebeginnings.
