Public Notice Proposed Revision of the Federally Enforceable State Operating Permit International Paper in Carol Stream International Paper has requested that the Illinois Environmental Protection Agency revise the federally enforceable state operating permit (FESOP) regulating the air emissions from its printing and packaging operations located at 139 East Fullerton Avenue in Carol Stream. The permit is being revised to include the equipment described in construction permit 12120006. The Illinois EPA has made a preliminary determination that the application would comply with the environmental regulations and has prepared a draft permit for public review. The Illinois EPA is accepting comments on the draft permit. Comments must be postmarked by midnight March 3, 2013. If sufficient interest is expressed in the permit, a hearing or other informational meeting may be held. The repositories for these documents and the application are at the Illinois EPA’s offices at 9511 West Harrison in Des Plaines, 847/294-4000 and 1340 North Ninth Street, Springfield, 217/782-7027 (please call ahead to assure that someone will be available to assist you). Copies of the documents will be made available upon request. The 1990 amendments to the Clean Air Act require potentially major sources of air emissions to obtain federally enforceable operating permits. A FESOP allows a source that is potentially major to take operational limits in the permit so that it is a non-major source. The permit will contain federally enforceable limitations that restrict the facilitiy’s emissions to non-major levels. The permit will be enforceable by the USEPA, as well as the Illinois EPA.

Library teen advisory board invites new members CAROL STREAM — Jessica Hubinek, adult services librarian, invites teens to join her for the coming Teen Advisory Board meeting to be held from 6 to 7:30 p.m., Thursday, Feb. 7 at the Library, 616 Hiawatha Drive. Hubinek is working with area schools to get the word out about this relatively new group, that, with input from the participants, will offer many “teen approved” activities and volunteer opportunities that would count towards hours needed for the National Honor Society. District 87 launches website to help students transition
CAROL STREAM — When students with disabilities transition to life after high school, linking to adult agencies for ongoing support is vital. The process takes a while and requires the advocacy and support of a parent/guardian for years prior to exiting high school. Glenbard District 87 has launched a website with resources to help these students and their families navigate the challenging system of adult services.
